Sub-National Democracy and Politics Through Social Media

Over the last decade or so, social media has transformed politics. Offering political actors opportunities to organize, mobilize, and connect with constituents, voters, and supporters, social media has become an important tool in global politics as well as a force for democracy. Most of the available research literature focuses on the impact of social media at the national level; this book fills that gap by analyzing the political uses of social media at the sub-national level.

The book is divided into two parts. Part One, “Social Media for Democracy” includes chapters that analyze potential contributions of social media tools to the realizing of basic values of democracy, such as public engagement, transparency, accountability, participation and collaboration at the sub-national level. Building Democratic Infrastructure

Sabeel Rahman, & Elena Souris in Stanford Social Innovation Review: “How can civic engagement be effective in fostering an accountable, inclusive, and responsive American democracy? This question has gained new relevance under the Trump administration, where a sense of escalating democratic crises risks obscuring any nascent grassroots activism. Since the 2016 election, the twin problems of authoritarianism and insufficient political accountability have attracted much attention, as has the need to mobilize for near-future elections. These things are critical for the long-term health of American democracy, but at the same time, it’s not enough to focus solely on Washington or to rely on electoral campaigns to salvage our democracy.

Conventional civic-engagement activities such as canvassing, registering voters, signing petitions, and voting are largely transient experiences, offering little opportunity for civic participation once the election is over. And such tactics often do little to address the background conditions that make participation more difficult for marginalized communities.

To address these issues, civil society organization and local governments should build more long-term and durable democratic infrastructure, with the aim of empowering constituencies to participate in meaningful and concrete ways, overcoming division within our societies, and addressing a general distrust of government by enhancing accountability.

In our work with groups like the Center for Rural Strategies in Appalachia and the Chicago-based Inner-City Muslim Action Network, as well as with local government officials in Eau Claire, Wis. and Boston, Mass., we identify two areas where can help build a broader democratic infrastructure for the long haul. First, we need to support and radically expand efforts by local-level government officials to innovate more participatory and accountable forms of policymaking. And then we need to continue developing new methods of diverse, cross-constituency organizing that can help build more inclusive identities and narratives. Achieving this more-robust form of democracy will require that many different communities—including organizers and advocacy groups, policymakers and public officials, technologists, and funders—combine their efforts….(More)”.

When Fighting Fake News Aids Censorship


Courtney C. Radsch at Project Syndicate: “Many media analysts have rightly identified the dangers posed by “fake news,” but often overlook what the phenomenon means for journalists themselves. Not only has the term become a shorthand way to malign an entire industry; autocrats are invoking it as an excuse to jail reporters and justify censorship, often on trumped-up charges of supporting terrorism.

Around the world, the number of honest journalists jailed for publishing fake or fictitious news is at an all-time high of at least 21. As non-democratic leaders increasingly use the “fake news” backlash to clamp down on independent media, that number is likely to climb.

The United States, once a world leader in defending free speech, has retreated from this role. President Donald Trump’s Twitter tirades about “fake news” have given autocratic regimes an example by which to justify their own media crackdowns. In December, China’s state-run People’s Daily newspaper posted tweets and a Facebook post welcoming Trump’s fake news mantra, noting that it “speaks to a larger truth about Western media.” This followed the Egyptian government’s praise for the Trump administration in February 2017, when the country’s foreign ministry criticized Western journalists for their coverage of global terrorism.

And in January 2017, Turkish President Recep Tayyip Erdoğan praised Trump for berating a CNN reporter during a live news conference. Erdoğan, who criticized the network for its coverage of pro-democracy protests in Turkey in 2013, said that Trump had put the journalist “in his place.” Trump returned the compliment when he met Erdoğan a few months later. Praising his counterpart for being an ally in the fight against terrorism, Trump made no mention of Erdoğan’s own dismal record on press freedom.

It is no accident that these three countries have been quickest to embrace Trump’s “fake news” trope. China, Egypt, and Turkey jailed more than half of the world’s journalists in 2017, continuing a trend from the previous year. The international community’s silence in the face of these governments’ attacks on independent media seems to have been interpreted as consent….(More)”.

Liquid democracy uses blockchain to fix politics, and now you can vote for it


Danny Crichton at TechCrunch: “…Confidence in Congress remains pitifully low, driven by perceived low ethical standards and an increasing awareness that politics is bought by the highest bidder.

Now, a group of technologists and blockchain enthusiasts are asking whether a new approach could reform the system, bringing citizens closer to their representatives and holding congressmen accountable to their voters in a public, verifiable way. And if you live in western San Francisco, you can actually vote to put this system into office.

The concept is known as liquid democracy, and it’s a solid choice for fixing a broken system. The idea is that every person should have the right to give feedback on a policy issue or a piece of new legislation, but often people don’t have the time to do so. Using a liquid democracy platform, however, that voter can select a personal representative who has the authority to be a proxy for their vote. That proxy can be changed at will as a voter’s interests change.

Here is where the magic happens. Those proxies can themselves proxy their votes to other people, creating a directed network graph, ideally connecting every voter to politicians and all publicly verified on a blockchain. While there may be 700,000 people in a congressional district, potentially only a few hundred of a few thousand “super proxies” would need to be deeply engaged in the system for better representation to take place.

David Ernst is a leader of the liquid democracy movement and now a candidate for California Assembly District 19, which centers on the western half of San Francisco. He is ardently committed to the concept, and despite its novelty, believes that this is the path forward for improving governance….

Following college (which he began at age 16) and a few startup jobs, Ernst began working as CTO of a startup called Numerai, a crypto-backed decentralized hedge fund that allows data scientists to earn money when they solve data challenges. “The idea was that we can include many more people to participate in the system who weren’t able to before,” Ernst explained. That’s when it hit him that the decentralized nature of blockchain could allow for more participation in politics, fusing his two passions.

Ernst followed the campaign of the Flux Party in Australia in 2016, which is trying to implement what it calls “issue-based direct democracy” in that country’s legislature. “That was when something clicked,” he said. A congressman for example could commit to voting the calculated liquid democracy position, and “We could elect these sort of remote-controlled politicians as a way to graft this new system onto the old system.”

He built a platform called United.vote to handle the logistics of selecting personal representatives and voting on issues. More importantly, the app then tracks how those votes compare to the votes of congressmen and provides a scorecard….(More)”.

Epistemic Public Reason: A Formal Model of Strategic Communication and Deliberative Democracy


Paper by Brian Kogelmann and Benjamin Ogden: “Epistemic democrats argue that democratic institutions are uniquely suited to select optimal or good policies. Part of why this is so is due to the role deliberation plays in a well-functioning democracy. Yet deliberative democrats disagree about how democratic discourse ought to proceed. Thus, it is unclear what kind of deliberation the epistemic democratic thinks will aid in the selection of good policies.

This paper remedies this lacuna by developing a game theoretic model of competing theories of deliberative democracy found in the literature – what we broadly call shared discourse and open discourse. The model finds that there is a genuine trade-off between the two theories. Open discourse gives too much power to the (potentially arbitrary) first mover, while closed discourse has a tendency to over-implement potentially unjust reforms. We believe these results ought to shift where deliberative democrats focus their attention when debating which theory of democratic discourse is best…(More)”.

A primer on political bots: Part one


Stuart W. Shulman et al at Data Driven Journalism: “The rise of political bots brings into sharp focus the role of automated social media accounts in today’s democratic civil society. Events during the Brexit referendum and the 2016 U.S. Presidential election revealed the scale of this issue for the first time to the majority of citizens and policy-makers. At the same time, the deployment of Russian-linked bots designed to promote pro-gun laws in the aftermath of the Florida school shooting demonstrates the state-sponsored, real-time readiness to shape, through information warfare, the dominant narratives on platforms such as Twitter. The regular news reports on these issues lead us to conclude that the foundations of democracy have become threatened by the presence of aggressive and socially disruptive bots, which aim to manipulate online political discourse.

While there is clarity on the various functions that bot accounts can be scripted to perform, as described below, the task of accurately defining this phenomenon and identifying bot accounts remains a challenge. At Texifter, we have endeavoured to bring nuance to this issue through a research project which explores the presence of automated accounts on Twitter. Initially, this project concerned itself with an attempt to identify bots which participated in online conversations around the prevailing cryptocurrency phenomenon. This article is the first in a series of three blog posts produced by the researchers at Texifter that outlines the contemporary phenomenon of Twitter bots….

Bots in their current iteration have a relatively short, albeit rapidly evolving history. Initially constructed with non-malicious intentions, it wasn’t until the late 1990s with the advent of Web 2.0 when bots began to develop a more negative reputation. Although bots have been used maliciously in denial-of-service (DDoS) attacks, spam emails, and mass identity theft, their purpose is not explicitly to incite mayhem.

Before the most recent political events, bots existed in chat rooms, operated as automated customer service agents on websites, and were a mainstay on dating websites. This familiar form of the bot is known to the majority of the general population as a “chatbot” – for instance, CleverBot was and still is a popular platform to talk to an “AI”. Another prominent example was Microsoft’s failed Twitter Chatbot Tay which made headlines in 2016 when “her” vocabulary and conversation functions were manipulated by Twitter users until “she” espoused neo-nazi views when “she” was subsequently deleted.

A Twitter bot is an account controlled by an algorithm or script, which is typically hosted on a cloud platform such as Heroku. They are typically, though not exclusively, scripted to conduct repetitive tasks.  For example, there are bots that retweet content containing particular keywords, reply to new followers, and direct messages to new followers; although they can be used for more complex tasks such as participating in online conversations. Bot accounts make up between 9 and 15% of all active accounts on Twitter; however, it is predicted that they account for a much greater percentage of total Twitter traffic. Twitter bots are generally not created with malicious intent; they are frequently used for online chatting or for raising the professional profile of a corporation – but their ability to pervade our online experience and shape political discourse warrants heightened scrutiny….(More)”.

Online Political Microtargeting: Promises and Threats for Democracy


Frederik Zuiderveen Borgesius et al in Utrecht Law Review: “Online political microtargeting involves monitoring people’s online behaviour, and using the collected data, sometimes enriched with other data, to show people-targeted political advertisements. Online political microtargeting is widely used in the US; Europe may not be far behind.

This paper maps microtargeting’s promises and threats to democracy. For example, microtargeting promises to optimise the match between the electorate’s concerns and political campaigns, and to boost campaign engagement and political participation. But online microtargeting could also threaten democracy. For instance, a political party could, misleadingly, present itself as a different one-issue party to different individuals. And data collection for microtargeting raises privacy concerns. We sketch possibilities for policymakers if they seek to regulate online political microtargeting. We discuss which measures would be possible, while complying with the right to freedom of expression under the European Convention on Human Rights….(More)”.

Civic tech: Where is the impact?


Ramy Ghorayeb: “When it comes to civic tech, there is a clear opposition between the fans, who view the young sector as a key foundation that will change democracy for good, and the haters, who think it is simply a gadget that doesn’t have any weight on political decisions considering its position towards the existing powers/counter-powers.
I view this conflict of opinions as a general misunderstanding on what value civic tech is supposed to bring. There is a huge bias towards civic tech ecosystem. It is commonly presented as a challenger more than a partner for the public sector, because projects are overhyped by the legacy of disruption of tech. But there is no analogy.

Civic tech is failing only when viewed as an ordinary tech disruptor

Taking what French deputy Paula Forteza said last December, after its rebirth ten years ago with the Obama administration, the civic tech ecosystem has reached a dead end compared to its initial expectations as a challenger of the existing institutions. There is indeed a lack of political, economic and social impact:

  • Lack of political impact because citizens are becoming very exigent towards democratic initiatives and are less willing to participate without being sure that their contribution will have weight in the final decision. This is amplified by the fact that currently, even with all the collective power in the world, leveraging civic tech still depends on the good will of the elected administrations.
  • Lack of economic impact because after few years of overexcitement by investors, believing civic tech was the next big thing, everybody has realized how difficult it is to build a company with both financial and social objectives.
  • Lack of social impact because with this new digital tools is emerging a technological elite that can have much more influence than the rest of the population. This representation problem is of course not specific to civic tech but still undermines the positive outcomes.

People want civic tech to disrupt traditional political institutions, like tech did in all the other industries. But many specific issues refrain this ambition, and I already written a lot about it [1][2]. Furthermore, there is too much competition today for civic startups and organizations. The existing actors are continually improving and annihilating any chance civic tech has to become a serious opposed challenger:

  • Public administrations are recruiting the best disruptors to help them embracing digital.
  • Medias are keeping their counter-power role by being always more scattered and diversified.
  • Tech giants are developing their own tools to address civic needs.

So if civic tech failed as disruptors of the existing institutions, the question becomes: What do we want to do with civic tech?…(More)”.

When citizens set the budget: lessons from ancient Greece


 and  in The Conversation:Today elected representatives take the tough decisions about public finances behind closed doors. In doing so, democratic politicians rely on the advice of financial bureaucrats, who, often, cater to the political needs of the elected government. Politicians rarely ask voters what they think of budget options. They are no better at explaining the reasons for a budget. Explanations are usually no more than vacuous phrases, such as “jobs and growth” or “on the move”. They never explain the difficult trade-offs that go into a budget nor their overall financial reasoning.

This reluctance to explain public finances was all too evident during the global financial crisis.

In Australia, Britain and France, centre-left governments borrowed huge sums in order to maintain private demand and, in one case, to support private banks. In each country these policies helped a lot to minimise the crisis’s human costs.

Yet, in the elections that followed the centre-left politicians that had introduced these policies refused properly to justify them. They feared that voters would not tolerate robust discussion about public finances. Without a justification for their generally good policies each of these government was defeated by centre-right opponents.

In most democracies there is the same underlying problem: elected representatives do not believe that voters can tolerate the financial truth. They assume that democracy is not good at managing public finances. For them it can only balance the budget by leaving voters in the dark.

For decades, we, independently, have studied democracy today and in the ancient past. We have learned that this assumption is dead wrong. There are more and more examples of how involving ordinary voters results in better budgets.

In 1989, councils in poor Brazilian towns began to involve residents in setting budgets. This participatory budgeting soon spread throughout South America. It has now been successfully tried in Germany, Spain, Italy, Portugal, Sweden, the United States, Poland and Australia, and some pilot projects were set up in France too. Participatory budgeting is based on the clear principle that those who will be most affected by a tough budget should be involved in setting it.

In spite of such successful democratic experiments, elected representatives still shy away from involving ordinary voters in setting budgets. This is very different from what happened in ancient Athens 2,500 years ago….

In Athenian democracy ordinary citizens actually set the budget. This ancient Greek state had a solid budget, in spite of, or, we would say, because of the involvement of the citizens in taking tough budget decisions….(More)”.

Free Speech in the Filter Age


Alexandra Borchardt at Project Syndicate: “In a democracy, the rights of the many cannot come at the expense of the rights of the few. In the age of algorithms, government must, more than ever, ensure the protection of vulnerable voices, even erring on victims’ side at times.

Germany’s Network Enforcement Act – according to which social-media platforms like Facebook and YouTube could be fined €50 million ($63 million) for every “obviously illegal” post within 24 hours of receiving a notification – has been controversial from the start. After it entered fully into effect in January, there was a tremendous outcry, with critics from all over the political map arguing that it was an enticement to censorship. Government was relinquishing its powers to private interests, they protested.

So, is this the beginning of the end of free speech in Germany?

Of course not. To be sure, Germany’s Netzwerkdurchsetzungsgesetz (or NetzDG) is the strictest regulation of its kind in a Europe that is growing increasingly annoyed with America’s powerful social-media companies. And critics do have some valid points about the law’s weaknesses. But the possibilities for free expression will remain abundant, even if some posts are deleted mistakenly.

The truth is that the law sends an important message: democracies won’t stay silent while their citizens are exposed to hateful and violent speech and images – content that, as we know, can spur real-life hate and violence. Refusing to protect the public, especially the most vulnerable, from dangerous content in the name of “free speech” actually serves the interests of those who are already privileged, beginning with the powerful companies that drive the dissemination of information.

Speech has always been filtered. In democratic societies, everyone has the right to express themselves within the boundaries of the law, but no one has ever been guaranteed an audience. To have an impact, citizens have always needed to appeal to – or bypass – the “gatekeepers” who decide which causes and ideas are relevant and worth amplifying, whether through the media, political institutions, or protest.

The same is true today, except that the gatekeepers are the algorithms that automatically filter and rank all contributions. Of course, algorithms can be programmed any way companies like, meaning that they may place a premium on qualities shared by professional journalists: credibility, intelligence, and coherence.

But today’s social-media platforms are far more likely to prioritize potential for advertising revenue above all else. So the noisiest are often rewarded with a megaphone, while less polarizing, less privileged voices are drowned out, even if they are providing the smart and nuanced perspectives that can truly enrich public discussions….(More)”.
