The report offers an unprecedented empirical mapping and analysis of the emerging issue of open budget data, which has appeared as ideals from the open data movement have begun to gain traction amongst advocates and practitioners of financial transparency.

In the report we chart the definitions, best practices, actors, issues and initiatives associated with the emerging issue of open budget data in different forms of digital media.

In doing so, our objective is to enable practitioners – in particular civil society organisations, intergovernmental organisations, governments, multilaterals and funders – to navigate this developing field and to identify trends, gaps and opportunities for supporting it.

How public money is collected and distributed is one of the most pressing political questions of our time, influencing the health, well-being and prospects of billions of people. Decisions about fiscal policy affect everyone-determining everything from the resourcing of essential public services, to the capacity of public institutions to take action on global challenges such as poverty, inequality or climate change.

Digital technologies have the potential to transform the way that information about public money is organised, circulated and utilised in society, which in turn could shape the character of public debate, democratic engagement, governmental accountability and public participation in decision-making about public funds. Open Data Intermediaries: Their Crucial Role


Web Foundation: “….data intermediaries are undertaking a wide range of functions.  As well as connecting data providers (for example, governments) with those who can benefit by using data or data-driven products, intermediaries are helping to articulate demand for data, creating and repackaging data, and creating novel applications. In Nepal for instance, intermediaries play a range of roles, from running the government open data portal, to translating complex data sets into formats that are easily understood by a population that is largely offline and suffers from low literacy levels.

How are intermediaries connecting data providers to end-users?

To answer this question, French sociologist Pierre Bourdieu’s social model, in particular his concept of species of capital, was used as a lens. According to Bourdieu, capital is not only economic or material. We use other symbolic forms of capital like social capital (e.g. friends and memberships) or cultural capital (e.g. competencies and qualifications) in our social interactions.

Unsurprisingly, the study found that most open data intermediaries use their technical capital to connect to data providers (97%). However, to fulfil their role of not only connecting to data providers but of facilitating the use of open data, open data intermediaries require multiple forms of capital. And because no single intermediary necessarily has all the types of capital to link effectively to users, multiple intermediaries with complementary configurations of capital are more likely to connect data providers and users.

….Of the 32 intermediaries studied, 72% can be described as not-for profit and, as a consequence, rely on donor funding to sustain their operations. This has significant implications for future sustainability.

What are some of the key conclusions and implications of the study?

  • Intermediaries are playing a critical role in making data truly useful.
  • The presence of multiple intermediaries in an ecosystem may increase the probability of use (and impact) because no single intermediary is likely to possess all the types of capital required to unlock the full value of the transaction between the provider and the end user.
  • Working either alone or in collaboration with others, intermediaries must go beyond technical capital to unlock the benefits of open data – using social, political or economic capital too.
  • Governments would do well to engage with a broad spectrum of intermediaries, and not simply focus on intermediaries who possess only the technical capital required to interpret and repackage open government data.
  • Given that intermediaries are presently largely donor funded, in the short term, funders should ask whether possible grantees possess all the types of capital required not only to re-use open data but to connect open data to specific user groups in order to ensure the use and impact of open data.
  • In the medium term, different funding models for intermediaries may need to be explored, or the sustainability of civically-minded open data initiatives could be at risk….

We describe the open government data life-cycle and we focus our discussion on publishing and consuming processes required within open government data initiatives. We cover current approaches undertaken for such initiatives, and classify them. A number of evaluations found within related literature are discussed, and from them we extract challenges and issues that hinder open government initiatives from reaching their full potential. In a bid to overcome these challenges, we also extract guidelines for publishing data and provide an integrated overview. The World of Indicators: The Making of Governmental Knowledge through Quantification


New Book by Richard Rottenburg et al: “The twenty-first century has seen a further dramatic increase in the use of quantitative knowledge for governing social life after its explosion in the 1980s. Indicators and rankings play an increasing role in the way governmental and non-governmental organizations distribute attention, make decisions, and allocate scarce resources. Quantitative knowledge promises to be more objective and straightforward as well as more transparent and open for public debate than qualitative knowledge, thus producing more democratic decision-making. However, we know little about the social processes through which this knowledge is constituted nor its effects. Understanding how such numeric knowledge is produced and used is increasingly important as proliferating technologies of quantification alter modes of knowing in subtle and often unrecognized ways. Give me location data, and I shall move the world


Marta Poblet at the Conversation: “Behind the success of the new wave of location based mobile apps taking hold around the world is digital mapping. Location data is core to popular ride-sharing services such as Uber and Lyft, but also to companies such as Amazon or Domino’s Pizza, which are testing drones for faster deliveries.

Last year, German delivery firm DHL launched its first “parcelcopter” to send medication to the island of Juist in the Northern Sea. In the humanitarian domain, drones are also being tested for disaster relief operations.

Better maps can help app-led companies gain a competitive edge, but it’s hard to produce them at a global scale. …

A flagship base map for the past ten years has been OpenStreetMap (OSM), also known as the “Wikipedia of mapping”. With more than two million registered users, OpenStreetMap aims to create a free map of the world. OSM volunteers have been particularly active in mapping disaster-affected areas such as Haiti, the Philippines or Nepal. A recent study reports how humanitarian response has been a driver of OSM’s evolution, “in part because open data and participatory ideals align with humanitarian work, but also because disasters are catalysts for organizational innovation”….

Intense competition for digital maps also flags the start of the self-driving car race. Google is already testing its prototypes outside Silicon Valley and Apple has been rumoured to work on a secret car project code named Titan.

Uber has partnered with Carnegie Mellon and Arizona Universities to work on vehicle safety and cheaper laser mapping systems. Tesla is also planning to make its electric cars self-driving.

Legal and ethical challenges are not to be underestimated either. Most countries impose strict limits on testing self-driving cars on public roads. Similar limitations apply to the use of civilian drones. And the ethics of fully autonomous cars is still in its infancy. Autonomous cars probably won’t be caught texting, but they will still be confronted with tough decisions when trying to avoid potential accidents. Current research engages engineers and philosophers to work on how to assist cars when making split-second decisions that can raise ethical dilemmas….(More)”

IODC 2015: “The 3rd International Open Data Conference held in Ottawa, Canada May 28-29, 2015 was a great success. With over 1000 participants, 58 panels and workshops, ten parallel tracks, over 200 speakers, and more than 29 fringe events over 9 days, IODC was truly a global gathering.

We are excited to introduce the 3rd International Open Data Conference Final Report titled “Enabling the Data Revolution: An International Open Data Roadmap”.

This report draws upon the many discussions that took place in Ottawa at IODC, providing a summary of key topics and debates, and providing a shared vision of the road ahead for the IODC community. It is designed not as a single statement on open data, but rather as a curated record of discussions and debates, providing a snapshot of key issues and setting out a path forward based on the visions, ideas, and agreements explored at IODC.

Beyond the Jailhouse Cell: How Data Can Inform Fairer Justice Policies


Alexis Farmer at DataDrivenDetroit: “Government-provided open data is a value-added approach to providing transparency, analytic insights for government efficiency, innovative solutions for products and services, and increased civic participation. Two of the least transparent public institutions are jails and prisons. The majority of population has limited knowledge about jail and prison operations and the demographics of the jail and prison population, even though the costs of incarceration are substantial. The absence of public knowledge about one of the many establishments public tax dollars support can be resolved with an open data approach to criminal justice. Increasing access to administrative jail information enables communities to collectively and effectively find solutions to the challenges the system faces….

The data analysis that compliments open data practices is a part of the formula for creating transformational policies. There are numerous ways that recording and publishing data about jail operations can inform better policies and practices:

1. Better budgeting and allocation of funds. By monitoring the rate at which dollars are expended for a specific function, data allows for administrations to ensure accurate estimates of future expenditures.

2. More effective deployment of staff. Knowing the average daily population and annual average bookings can help inform staffing decisions to determine a total need of officers, shift responsibilities, and room arrangements. The population information also helps with facility planning, reducing overcrowding, controlling violence within the facility, staffing, determining appropriate programs and services, and policy and procedure development.

3. Program participation and effectiveness. Gauging the amount of inmates involved in jail work programs, educational training services, rehabilitation/detox programs, and the like is critical to evaluating methods to improve and expand such services. Quantifying participation and effectiveness of these programs can potentially lead to a shift in jail rehabilitating services.

4. Jail suicides. “The rate of jail suicides is about three times the rate of prison suicides.” Jails are isolating spaces that separate inmates from social support networks, diminish personal control, and often lack mental health resources. Most people in jail face minor charges and spend less time incarcerated due to shorter sentences. Reviewing the previous jail suicide statistics aids in pinpointing suicide risk, identifying high-risk groups, and ultimately, prescribing intervention procedures and best practices to end jail suicides.

5. Gender and race inequities. It is well known that Black men are disproportionately incarcerated, and the number of Black women in jails and prisons has rapidly increased . It is important to view this disparity as it reflects to the demographics of the total population of an area. Providing data that show trends in particular crimes committed by race and gender data might lead to further analysis and policy changes in the root causes of these crimes (poverty, employment, education, housing, etc.).

6. Prior interaction with the juvenile justice system. The school-to-prison pipeline describes the systematic school discipline policies that increase a student’s interaction with the juvenile justice system. Knowing how many incarcerated persons that have been suspended, expelled, or incarcerated as a juvenile can encourage schools to examine their discipline policies and institute more restorative justice programs for students. It would also encourage transitional programs for formerly incarcerated youth in order to decrease recidivism rate among young people.

7. Sentencing reforms. Evaluating the charges on which a person is arrested, the length of stay, average length of sentences, charges for which sentences are given, and the length of time from the first appearance to arraignment and trial disposition can inform more just and balanced sentencing laws enforced by the judicial branch….(More)”

Citizen Urban Science


New report by Anthony Townsend and Alissa Chisholm at the Cities of Data Project: “Over the coming decades, the world will continue to urbanize rapidly amidst an historic migration of computing power off the desktop, unleashing new opportunities for data collection that reveal how cities function. In a recent report, Making Sense of the Science of Cities (bit.ly/sciencecities) we described an emerging global research movement that seeks establish a new urban science built atop this new infrastructure of instruments. But will this new intellectual venture be an inclusive endeavor? What role is 1 there for the growing ranks of increasingly well-equipped and well-informed citizen volunteers and amateur investigators to work alongside professional scientists? How are researchers, activists and city governments exploring that potential today? Finally, what can be done to encourage and accelerate experimentation?

The Living Library Index – inspired by the Harper’s Index – provides important statistics and highlights global trends in governance innovation. This installment focuses on crime and criminal justice data and was originally published in 2015.

This index provides information about the type of crime and criminal justice data collected, shared and used in the United States. Because it is well known that data related to the criminal justice system is often times unreliable, or just plain missing, this index also highlights some of the issues that stand in the way of accessing useful and in-demand statistics.

Review Federal Agencies on Yelp…and Maybe Get a Response


Yelp Official Blog: “We are excited to announce that Yelp has concluded an agreement with the federal government that will allow federal agencies and offices to claim their Yelp pages, read and respond to reviews, and incorporate that feedback into service improvements.

We encourage Yelpers to review any of the thousands of agency field offices, TSA checkpoints, national parks, Social Security Administration offices, landmarks and other places already listed on Yelp if you have good or bad feedback to share about your experiences. Not only is it helpful to others who are looking for information on these services, but you can actually make an impact by sharing your feedback directly with the source.

It’s clear Washington is eager to engage with people directly through social media. Earlier this year a group of 46 lawmakers called for the creation of a “Yelp for Government” in order to boost transparency and accountability, and Representative Ron Kind reiterated this call in a letter to the General Services Administration (GSA). Luckily for them, there’s no need to create a new platform now that government agencies can engage directly on Yelp.

As this agreement is fully implemented in the weeks and months ahead, we’re excited to help the federal government more directly interact with and respond to the needs of citizens and to further empower the millions of Americans who use Yelp every day.

In addition to working with the federal government, last week we announced our our partnership with ProPublica to incorporate health care statistics and consumer opinion survey data onto the Yelp business pages of more than 25,000 medical treatment facilities.
