Open government: getting beyond impenetrable online data


Jed Miller in The Guardian: “Mathematician Blaise Pascal famously closed a long letter by apologising that he hadn’t had time to make it shorter. Unfortunately, his pithy point about “download time” is regularly attributed to Mark Twain and Henry David Thoreau, probably because the public loves writers more than it loves statisticians. Scientists may make things provable, but writers make them memorable.
The World Bank confronted a similar reality of data journalism earlier this month when it revealed that, of the 1,600 bank reports posted online on from 2008 to 2012, 32% had never been downloaded at all and another 40% were downloaded under 100 times each.
Taken together, these cobwebbed documents represent millions of dollars in World Bank funds and hundreds of thousands of person-hours, spent by professionals who themselves represent millions of dollars in university degrees. It’s difficult to see the return on investment in producing expert research and organising it into searchable web libraries when almost three quarters of the output goes largely unseen.
The World Bank works at a scale unheard of by most organisations, but expert groups everywhere face the same challenges. Too much knowledge gets trapped in multi-page pdf files that are slow to download (especially in low-bandwidth areas), costly to print, and unavailable for computer analysis until someone manually or automatically extracts the raw data.
Even those who brave the progress bar find too often that urgent, incisive findings about poverty, health, discrimination, conflict or social change are presented in prose written by and for high-level experts, rendering it impenetrable to almost everyone else. Information isn’t just trapped in pdfs; it’s trapped in PhDs.
Governments and NGOs are beginning to realise that digital strategy means more than posting a document online, but what will it take for these groups to change not just their tools, but their thinking? It won’t be enough to partner with WhatsApp or hire GrumpyCat.
I asked strategists from the development, communications and social media fields to offer simple, “Tweetable” suggestions for how the policy community can become better communicators.

For nonprofits and governments that still publish 100-page pdfs on their websites and do not optimise the content to share in other channels such as social: it is a huge waste of time and ineffective. Stop it now.

How Britain’s Getting Public Policy Down to a Science


in Governing: “Britain has a bold yet simple plan to do something few U.S. governments do: test the effectiveness of multiple policies before rolling them out. But are American lawmakers willing to listen to facts more than money or politics?

In medicine they do clinical trials to determine whether a new drug works. In business they use focus groups to help with product development. In Hollywood they field test various endings for movies in order to pick the one audiences like best. In the world of public policy? Well, to hear members of the United Kingdom’s Behavioural Insights Team (BIT) characterize it, those making laws and policies in the public sector tend to operate on some well-meaning mix of whim, hunch and dice roll, which all too often leads to expensive and ineffective (if not downright harmful) policy decisions.

….One of the prime BIT examples for why facts and not intuition ought to drive policy hails from the U.S. The much-vaunted “Scared Straight” program that swept the U.S. in the 1990s involved shepherding at-risk youth into maximum security prisons. There, they would be confronted by inmates who, presumably, would do the scaring while the visiting juveniles would do the straightening out. Scared Straight seemed like a good idea — let at-risk youth see up close and personal what was in store for them if they continued their wayward ways. Initially the results reported seemed not just good, but great. Programs were reporting “success rates” as high as 94 percent, which inspired other countries, including the U.K., to adopt Scared Straight-like programs.

The problem was that none of the program evaluations included a control group — a group of kids in similar circumstances with similar backgrounds who didn’t go through a Scared Straight program. There was no way to see how they would fare absent the experience. Eventually, a more scientific analysis of seven U.S. Scared Straight programs was conducted. Half of the at-risk youth in the study were left to their own devices and half were put through the program. This led to an alarming discovery: Kids who went through Scared Straight were more likely to offend than kids who skipped it — or, more precisely, who were spared it. The BIT concluded that “the costs associated with the programme (largely related to the increase in reoffending rates) were over 30 times higher than the benefits, meaning that ‘Scared Straight’ programmes cost the taxpayer a significant amount of money and actively increased crime.”

It was witnessing such random acts of policymaking that in 2010 inspired a small group of political and social scientists to set up the Behavioural Insights Team. Originally a small “skunk works” tucked away in the U.K. Treasury Department, the team gained traction under Prime Minister David Cameron, who took office evincing a keen interest in both “nonregulatory solutions to policy problems” and in spending public money efficiently, Service says. By way of example, he points to a business support program in the U.K. that would give small and medium-sized businesses up to £3,000 to subsidize advice from professionals. “But there was no proven link between receiving that money and improving business. We thought, ‘Wouldn’t it be better if you could first test the efficacy of some million-pound program or other, rather than just roll it out?’”

The BIT was set up as something of a policy research lab that would scientifically test multiple approaches to a public policy problem on a limited, controlled basis through “randomized controlled trials.” That is, it would look at multiple ways to skin the cat before writing the final cat-skinning manual. By comparing the results of various approaches — efforts to boost tax compliance, say, or to move people from welfare to work — policymakers could use the results of the trials to actually hone in on the most effective practices before full-scale rollout.

The various program and policy options that are field tested by the BIT aren’t pie-in-the-sky surmises, which is where the “behavioural” piece of the equation comes in. Before settling on what options to test, the BIT takes into account basic human behavior — what motivates us and what turns us off — and then develops several approaches to a policy problem based on actual social science and psychology.

The approach seems to work. Take, for example, the issue of recruiting organ donors. It can be a touchy topic, suggesting one’s own mortality while also conjuring up unsettling images of getting carved up and parceled out by surgeons. It’s no wonder, then, that while nine out of 10 people in England profess to support organ donations, fewer than one in three are officially registered as donors. To increase the U.K.’s ratio, the BIT decided to play around with the standard recruitment message posted on a high-traffic gov.uk website that encourages people to sign up with the national Organ Donor Register (see “‘Please Help Others,’” page 18). Seven different messages that varied in approach and tone were tested, and at the end of the trial, one message emerged clearly as the most effective — so effective, in fact, that the BIT concluded that “if the best-performing message were to be used over the whole year, it would lead to approximately 96,000 extra registrations completed.”

According to the BIT there are nine key steps to a defensible controlled randomized trial, the first and second — and the two most obvious — being that there must be at least two policy interventions to compare and that the outcome that the policies they’re meant to influence must be clear. But the “randomized” factor in the equation is critical, and it’s not necessarily easy to achieve.

In BIT-speak, “randomization units” can range from individuals (randomly chosen clients) entering the same welfare office but experiencing different interventions, to different groups of clientele or even different institutions like schools or congregate care facilities. The important point is to be sure that the groups or institutions chosen for comparison are operating in circumstances and with clientele similar enough so that researchers can confidently say that any differences in outcomes are due to different policy interventions and not other socioeconomic or cultural exigencies. There are also minimum sampling sizes that ensure legitimacy — essentially, the more the merrier.

As a matter of popular political culture, the BIT’s approach is known as “nudge theory,” a strand of behavioral economics based on the notion that the economic decisions that human beings make are just that — human — and that by tuning into what motivates and appeals to people we can much better understand why those economic decisions are made. In market economics, of course, nudge theory helps businesses tune into customer motivation. In public policy, nudge theory involves figuring out ways to motivate people to do what’s best for themselves, their families, their neighborhoods and society.

When the BIT started playing around with ways to improve tax compliance, for example, the group discovered a range of strategies to do that, from the very obvious approach — make compliance easy — to the more behaviorally complex. The idea was to key in on the sorts of messages to send to taxpayers that will resonate and improve voluntary compliance. The results can be impressive. “If you just tell taxpayers that the majority of folks in their area pay their taxes on time [versus sending out dunning letters],” says the BIT’s Service, “that adds 3 percent more people who pay, bringing in millions of pounds.” Another randomized controlled trial showed that in pestering citizens to pay various fines, personal text messages were more effective than letters.

There has been pushback on using randomized controlled trials to develop policy. Some see it as a nefarious attempt at mind control on the part of government. “Nudge” to some seems to mean “manipulate.” Service bridles at the criticism. “We’re sometimes referred to as ‘the Nudge Team,’ but we’re the ‘Behavioural Insights Team’ because we’re interested in human behavior, not mind control.”

The essence of the philosophy, Service adds, is “leading people to do the right thing.” For those interested in launching BIT-like efforts without engendering immediate ideological resistance, he suggests focusing first on “non-headline-grabbing” policy areas such as tax collection or organ donation that can be launched through administrative fiat.”

Winds of Change: The Progress of Open Government Policymaking in Latin America and the Caribbean

The continuing progress of the Open Government Partnership represents the consolidation of a process that, in less than two years, has strengthened the promotion and implementation of public policies. These policies are founded on the principles of transparency and access to public information, citizen participation, integrity, and the harnessing of technology on behalf of openness and accountability in 63 participating countries. The Latin American and Caribbean region, in particular, stands out with the most widespread participation, including 15 borrowing member countries of the Inter-American Development Bank (IDB). Fourteen of these have action plans in process for the implementation and/or evaluation of these policies, reinforcing their commitment to open government. Trinidad and Tobago, one of the 15 member countries, will soon present its own action plan. To date, various countries are developing public consultation processes and opportunities for participation for a new two-year period of commitments relating to open government. It is, therefore, worthwhile to review, country-by-country, the commitments that have been carried out and to consider the views expressed by relevant stakeholders. This analysis will further contribute to this emerging domain a new paradigm for public policy and management reform in the 21st century.”

Can Government Play Moneyball?


David Bornstein in the New York Times: “…For all the attention it’s getting inside the administration, evidence-based policy-making seems unlikely to become a headline grabber; it lacks emotional appeal. But it does have intellectual heft. And one group that has been doing creative work to give the message broader appeal is Results for America, which has produced useful teaching aids under the banner “Moneyball for Government,” building on the popularity of the book and movie about Billy Beane’s Oakland A’s, and the rise of data-driven decision making in major league baseball. (Watch their video explainers here and here.)
Results for America works closely with leaders across political parties and social sectors, to build awareness about evidence-based policy making — drawing attention to key areas where government could dramatically improve people’s lives by augmenting well-tested models. They are also chronicling efforts by local governments around the country, to show how an emerging group of “Geek Cities,” including Baltimore, Denver, Miami, New York, Providence and San Antonio, are using data and evidence to drive improvements in various areas of social policy like education, youth development and employment.
“It seems like common sense to use evidence about what works to get better results,” said Michele Jolin, Results for America’s managing partner. “How could anyone be against it? But the way our system is set up, there are so many loud voices pushing to have dollars spent and policy shaped in the way that works for them. There has been no organized constituency for things that work.”
“The debate in Washington is usually about the quantity of resources,” said David Medina, a partner in Results for America. “We’re trying to bring it back to talking about quality.”
Not everyone will find this change appealing. “When you have a longstanding social service policy, there’s going to be a network of [people and groups] who are organized to keep that money flowing regardless of whether evidence suggests it’s warranted,” said Daniel Stid. “People in social services don’t like to think they’re behaving like other organized interests — like dairy farmers or mortgage brokers — but it leads to tremendous inertia in public policy.”
Beyond the politics, there are practical obstacles to overcome, too. Federal agencies lack sufficient budgets for evaluation or a common definition for what constitutes rigorous evidence. (Any lobbyist can walk into a legislator’s office and claim to have solid data to support an argument.) Up-to-date evidence also needs to be packaged in accessible ways and made available on a timely basis, so it can be used to improve programs, rather than to threaten them. Governments need to build regular evaluations into everything they do — not just conduct big, expensive studies every 10 years or so.
That means developing new ways to conduct quick and inexpensive randomized studies using data that is readily available, said Haskins, who is investigating this approach. “We should be running 10,000 evaluations a year, like they do in medicine.” That’s the only way to produce the rapid trial-and-error learning needed to drive iterative program improvements, he added. (I reported on a similar effort being undertaken by the Coalition for Evidence-Based Policy.)
Results for America has developed a scorecard to rank federal departments about how prepared they are to produce or incorporate evidence in their programs. It looks at whether a department has an office and a leader with the authority and budget to evaluate its programs. It asks: Does it make its data accessible to the public? Does it compile standards about what works and share them widely? Does it spend at least 1 percent of its budget evaluating its programs? And — most important — does it incorporate evidence in its big grant programs? For now, the Department of Education gets the top score.
The stakes are high. In 2011, for example, the Obama administration launched a process to reform Head Start, doing things like spreading best practices and forcing the worst programs to improve or lose their funding. This February, for the third time, the government released a list of Head Start providers (103 out of about 1,600) who will have to recompete for federal funding because of performance problems. That list represents tens of thousands of preschoolers, many of whom are missing out on the education they need to succeed in kindergarten — and life.
Improving flagship programs like Head Start, and others, is not just vital for the families they serve; it’s vital to restore trust in government. “I am a card-carrying member of the Republican Party and I want us to be governed well,” said Robert Shea, who pushed for better program evaluations as associate director of the Office of Management and Budget during the Bush administration, and continues to focus on this issue as chairman of the National Academy of Public Administration. “This is the most promising thing I know of to get us closer to that goal.”
“This idea has the prospect of uniting Democrats and Republicans,” said Haskins. “But it will involve a broad cultural change. It has to get down to the program administrators, board members and local staff throughout the country — so they know that evaluation is crucial to their operations.”
“There’s a deep mistrust of government and a belief that problems can’t be solved,” said Michele Jolin. “This movement will lead to better outcomes — and it will help people regain confidence in their public officials by creating a more effective, more credible way for policy choices to be made.”

Behavioural economics and public policy


Tim Harford in the Financial Times:  “The past decade has been a triumph for behavioural economics, the fashionable cross-breed of psychology and economics. First there was the award in 2002 of the Nobel Memorial Prize in economics to a psychologist, Daniel Kahneman – the man who did as much as anything to create the field of behavioural economics. Bestselling books were launched, most notably by Kahneman himself (Thinking, Fast and Slow , 2011) and by his friend Richard Thaler, co-author of Nudge (2008). Behavioural economics seems far sexier than the ordinary sort, too: when last year’s Nobel was shared three ways, it was the behavioural economist Robert Shiller who grabbed all the headlines.

Behavioural economics is one of the hottest ideas in public policy. The UK government’s Behavioural Insights Team (BIT) uses the discipline to craft better policies, and in February was part-privatised with a mission to advise governments around the world. The White House announced its own behavioural insights team last summer.

So popular is the field that behavioural economics is now often misapplied as a catch-all term to refer to almost anything that’s cool in popular social science, from the storycraft of Malcolm Gladwell, author of The Tipping Point (2000), to the empirical investigations of Steven Levitt, co-author of Freakonomics (2005).
Yet, as with any success story, the backlash has begun. Critics argue that the field is overhyped, trivial, unreliable, a smokescreen for bad policy, an intellectual dead-end – or possibly all of the above. Is behavioural economics doomed to reflect the limitations of its intellectual parents, psychology and economics? Or can it build on their strengths and offer a powerful set of tools for policy makers and academics alike?…”

  • How much more likely people are to keep accounting records, calculate monthly revenues, and separate their home and business books if given “rules of thumb”-based training with regards to managing their finances, according to a randomized control trial conducted in a bank in the Dominican Republic: 10%
  • Elderly Americans are asked to choose from over 40 options when enrolling in Medicaid Part D private drug plans. How many switched plans to save money when they received a letter providing information about three plans that would be cheaper for them: almost double

Innovating for the Global South: New book offers practical insights


Press Release: “Despite the vast wealth generated in the last half century, in today’s world inequality is worsening and poverty is becoming increasingly chronic. Innovating for the Global South: Towards an Inclusive Innovation Agenda, the latest book from Rotman-UTP Publishing and the first volume in the Munk Series on Global Affairs, offers fresh solutions for reducing poverty in the developing world. The Living Library Index – inspired by the Harper’s Index – provides important statistics and highlights global trends in governance innovation. This installment focuses on designing for behavior change and was originally published in 2014.

  • Year the Behavioural Insights or “Nudge” Team was established by David Cameron in the U.K.: 2010
  • Amount saved by the U.K. Courts Service a year by sending people owing fines personalized text messages to persuade them to pay promptly since the creation of the Nudge unit: £30m
    • Entire budget for the Behavioural Insights Team: less than £1 million
    • Estimated reduction in bailiff interventions through the use of personalized text reminders: 150,000 fewer interventions annually
  • Percentage increase among British residents who paid their taxes on time when they received a letter saying that most citizens in their neighborhood pay their taxes on time: 15%
  • Estimated increase in organ-donor registrations in the U.K. if people are asked “If you needed an organ transplant, would you take one?”: 96,000

  • How much more likely people are to keep accounting records, calculate monthly revenues, and separate their home and business books if given “rules of thumb”-based training with regards to managing their finances, according to a randomized control trial conducted in a bank in the Dominican Republic: 10%
  • Elderly Americans are asked to choose from over 40 options when enrolling in Medicaid Part D private drug plans. How many switched plans to save money when they received a letter providing information about three plans that would be cheaper for them: almost double 
    • The amount saved on average per person by switching plans due to this intervention: $150 per year
  • Increase in prescriptions to manage cardiac disease when Medicaid enrollees are sent a suite of behavioral nudges such as more salient description of the consequences of remaining untreated and post-it note reminders during an experiment in the U.S.: 78%
  • Reduction in street-litter when a trail of green footprints leading to nearby garbage cans is stenciled on the ground during an experiment in Copenhagen, Denmark: 46%
  • Reduction in missed National Health Service appointments in the U.K. when patients are asked to fill out their own appointment cards: 18%
    • Reduction in missed appointments when patients are also made aware of the number of people who attend their appointments on time: 31%
    • The cost of non-attendance per year for the National Health Service: £700m 
  • How many people in a U.S. experiment chose to ‘downsize’ their meals when asked, regardless of whether they received a discount for the smaller portion: 14-33%
    • Average reduction in calories as a result of downsizing: 200
  • Number of households in the U.K. without properly insulated attics, leading to high energy consumption and bills: 40%
    • Result of offering group discounts to motivate households to insulate their attics: no effect
    • Increase in households that agreed to insulate their attics when offered loft-clearing services even though they had to pay for the service: 4.8 fold increase
