Understanding the impact of releasing and re-using open government data


New Report by the European Public Sector Information Platform: “While there has been a proliferation of open data portals and data re-using tools and applications of tremendous speed in the last decade, research and understanding about the impact of opening up public sector information and open government data (OGD hereinafter) has been lacking behind.
Until now, there have been some research efforts to structure the concept of the impact of OGD suggesting various theories of change, their measuring methodologies or in some cases, concrete calculations as to what financial benefits opening government data brings on a table. For instance, the European Commission conducted a study on pricing of public sector information, which attempted evaluating direct and indirect economic impact of opening public data and identified key indicators to monitor the effects of open data portals. Also, Open Data Research Network issued a background report in April 2012 suggesting a general framework of key indicators to measure the impact of open data initiatives both on a provision and re-use stages.
Building on the research efforts up to date, this report will reflect upon the main types of impacts OGD may have and will also present key measuring frameworks to observe the change OGD initiatives may bring about.”

From Machinery to Mobility

New book by Jeffrey Roy: “The Westminster-stylized model of Parliamentary democratic politics and public service accountability is increasingly out of step with the realities of today’s digitally and socially networked era. This book explores the reconfiguration of democratic and managerial governance within democratic societies due to the advent of technological mobility. More specifically, the traditional public sector prism of organizational and accountability – denoted as ‘machinery of government’, is increasingly strained in an era characterized by smart devices, social media, and cloud computing. This book examines the roots and implications of the tensions between machinery and mobility and the sorts of investments and initiatives that have been undertaken by governments around the world as well as their appropriateness and relative impacts. This book also examines the prospects for holistic adaptation of democratic and managerial systems going forward, identifying the most crucial directions and determinants for improving public sector performance in terms of outcomes, accountability, and agility. Accordingly, the ultimate aim of this initiative is to contribute to the formation of intellectual foundations for more systemic reforms of public sector governance in Canada and elsewhere, and to offer forward-looking trajectories for government adaptation in shifting from a traditional prism of ‘machinery’ to new organizational and institutional arrangements better suited for an era of ‘mobility’.”

Canada's Action Plan on Open Government


Introduction: “Canada’s commitment to open government is part of the federal government’s efforts to foster greater openness and accountability, to provide Canadians with more opportunities to learn about and participate in government, to drive innovation and economic opportunities for all Canadians and, at the same time, create a more cost effective, efficient and responsive government.
The Government of Canada first launched its Open Government strategy in March 2011, and then further enhanced its commitment by announcing its intention to join the Open Government Partnership in September 2011.
Over the past two years, we have consulted Canadians on both the development of a Digital Economy Strategy and on Open Government. Our Digital Economy consultation sought feedback from all Canadians on how to improve innovation and creativity, and achieve the shared goal of making Canada a global leader in the digital economy. More recently, in the fall of 2011, we launched a consultation to explore Canadians’ perspectives on Open Government in order to inform the development of Canada’s Action Plan on Open Government.
The results of these consultations stressed the importance of providing open access to public sector information and data and, in particular, the need to improve the availability of data to researchers and the private sector with fewer restrictions on reuse of these information assets. Canadians also want the opportunity to engage in an ongoing dialogue with government on policies and priorities. Cumulatively, the valuable information and insight received from Canadians have helped us shape the direction for open government in Canada. As we move forward, we will continue to consult with Canadians and Canada’s active open government community on how best to implement this plan.
Our Action Plan on Open Government sets out our commitments to Canadians and for the Open Government Partnership, which we will achieve over a three-year period through the effective and prudent use of resources. It is structured along the three streams of our Open Government Strategy: Open Information, Open Data, and Open Dialogue.”
 

G8 Open Data Charter: "Open Data by Default" will "fuel innovation"


G8 Open Data Charter, June 2013: “Principle 1: Open Data by Default
13. We recognise that free access to, and subsequent re-use of, open data are of significant value to society and the economy.
14. We agree to orient our governments towards open data by default.
15. We recognise that the term government data is meant in the widest sense possible. This could apply to data owned by national, federal, local, or international government bodies, or by the wider public sector.
16. We recognise that there is national and international legislation, in particular pertaining to intellectual property, personally-identifiable and sensitive information, which must be observed.
17. We will: establish an expectation that all government data be published openly by default , as outlined in this Charter, while recognising that there are legitimate reasons why some data cannot be released….
Principle 4: Releasing Data for Improved Governance
25. We recognise that the release of open data strengthens our democratic institutions and encourages better policy-making to meets the needs of our citizens. This is true not only in our own countries but across the world.
26. We also recognise that interest in open data is growing in other multilateral organisations and initiatives.
27. We will: share technical expertise and experience with each other and with other countries across the world so that everyone can reap the benefits of open data; and be transparent about our own data collection, standards, and publishing processes , by documenting all of these related processes online.
Principle 5: Releasing Data for Innovation
28. Recognising the importance of diversity in stimulating creativity and innovation, we agree that the more people and or ganisations that use our data, the greater the social and economic benefits that will be generated. This is true for both commercial and non-commercial uses .
29. We will: work to increase open data literacy and encourage people, such as developers of applications and civil society organisations that work in the field of open data promotion, to unlock the value of open data ; empower a future generation of data innovators by providing data in machine-readable formats.

New certificates launched to help everyone discover, understand, and use open data


Press Release from the Open Data Institute: “The ODI is today launching Open Data Certificates to help everyone find, understand and use open data that is being released. The new certificates are being announced by CEO Gavin Starks at a G8 Summit event: Open for Growth. The certificates have been created in response to business, government, and citizen needs to bring rigour to the publication, dissemination and usage of open data. Over the last six months, ODI has been collaborating with dozens of organisations around the world to define the certificates. Today sees their first Beta release.
The certificate is made up of two components:1)  a visual mark that shows the quality level of the data
2) a human and machine-readable description of the data being released
There are four levels of certificates:
Raw: A great start at the basics of publishing open data.
Pilot: Data users receive extra support from, and provide feedback to the publisher.
Standard: Regularly published open data with robust support that people can rely on.
Expert: An exceptional example of information infrastructure.
Benefits of the certificates include helping:

  • publishers of data understand how they can better connect with their users;
  • users of data to understand its quality, licensing, structure, and its usability;
  • businesses, entrepreneurs and innovators have confidence that the data has value to them;
  • policy-makers benchmark and compare the progress and quality of the data released.

Commercial and public sector organisations have already committed to the certificates including:
– Open Corporates: corporate information for over 50 million companies worldwide
– OpenStreetMap: the free wiki world map offering worldwide open geodata
–  legislation.gov.uk: 500 years of UK legislation information
– amee: an environmental score for each of the 2.7 million companies in Britain
– MastodonC:  energy monitoring data analysis from Retrofit for the Future projects
– Placr: transport data covering all 360,000 stops and stations nationwide
Certificates are created online, for free, at http://certificates.theodi.org/. UK launches Information Economy Strategy


Open Data Institute: “The Information Economy Strategy sets out a range of key actions, including:

  • Digitally transforming 25 of the top 50 UK public services over the next 300 days, including plans to give businesses a single, online view of their tax records
  • Launching a new programme to help 1.6 million SMEs scale up their business online over the next five years.
  • Publishing a data capability strategy in October 2013, developed in partnership with government, industry and academia. The strategy will build on the recommendations in Stephan Shakespeare’s review of Public Sector Information and the Prime Minister’s Council for Science and Technology’s report on algorithms, and will be published alongside the Open Government Partnership National Action Plan.
  • Establishing the world’s first facility for testing state of the art 5G mobile technology, working with industry and the University of Surrey.”

Open Data Is Re-Defining Government in the 21st Century


Kevin Merritt, the founder and CEO of Socrata, in Next Gov: ….a new movement, spurred by digital and social activism, is taking root to renovate and redefine the public sector.
This movement is based on democratizing the vast treasure trove of data that governments have accumulated over the years, transparently releasing it so citizens and companies can drive meaningful change and solve problems that government, on its own, cannot solve…. This emerging digital collaboration between the public sector and scores of entrepreneurs across the nation has the potential to profoundly transform the role of government….
As a software entrepreneur, I see open data as the transformation of governments from monolithic service providers to open innovation platforms, fueled by data. This shift may hold the answers to some age-old problems in government, like chronic inefficiency and a citizen experience that’s out of step with the modern consumer era.
“This is the right way to frame the question of Government 2.0,” explains O’Reilly, a leading open data advocate. “How does government become an open platform that allows people inside and outside government to innovate? How do you design a system in which all of the outcomes aren’t specified beforehand, but, instead, evolve through interactions between government and its citizens, as a service provider enabling its user community?”
The answers to these questions are still taking shape; but one thing we do know is that the strategic use of data is clearly re-defining government’s role in the 21st century.

The Use of Data Visualization in Government


Report by Genie Stowers for The IBM Center for The Business of Government: “The purpose of this report is to help public sector managers understand one of the more important areas of data analysis today—data visualization. Data visualizations are more sophisticated, fuller graphic designs than the traditional spreadsheet charts, usually with more than two variables and, typically, incorporating interactive features. Data are here to stay, growing exponentially, and data analysis is taking off, pushed forward as a result of the convergence of:
• New technologies
• Open data and big data movements
• The drive to more effectively engage citizens
• The creation and distribution of more and more data…
This report contains numerous examples of visualizations that include geographical and health data, or population and time data, or financial data represented in both absolute and relative terms—and each communicates more than simply the data that underpin it.In addition to these many examples of visualizations, the report discusses the history of this technique, and describes tools that can be used to create visualizations from many different kinds of data sets. Government managers can use these tools—including Many Eyes, Tableau, and HighCharts—to create their own visualizations from their agency’s data.
The report presents case studies on how visualization techniques are now being used by two local governments, one state government,and three federal government agencies. Each case study discusses the audience for visualization. Understanding audience is important, as government organizations provide useful visualizations to different audiences, including the media, political oversight organizations, constituents, and internal program teams.To assist in effectively communicating to these audiences, the report details attributes of meaningful visualizations: relevance,meaning, beauty, ease of use, legibility, truthfulness, accuracy,and consistency among them.”

A Citizen’s Guide to Open Government, E-Government, and Government 2.0


Inside the MPA@UNC Blog: “Engaged citizens want clear, credible information from the government about how it’s carrying on its business. They don’t want to thumb through thousands of files or wait month after month or go through the rigors of filing claims through FOIA (Freedom of Information Act). They want government information, services, and communication to be forthcoming and swift. The Open Government, Government 2.0, and E-Governance movements fill the need of connecting citizens with the government and each other to foster a more open, collaborative, and efficient public sector through the use of new technology and public data.
Open Government is defined by the OECD (Organisation for Economic Cooperation and Development) as “the transparency of government actions, the accessibility of government services and information, and the responsiveness of government to new ideas, demands and needs.”
E-Government is defined by the World Bank as “the use by government agencies of information technologies that have the ability to transform relations with citizens, businesses, and other arms of government. These technologies can serve a variety of different ends: better delivery of government services to citizens, improved interactions with business and industry, citizen empowerment through access to information, or more efficient government management. The resulting benefits can be less corruption, increased transparency, greater convenience, revenue growth, and/or cost reductions.”
Government 2.0 is defined by Gartner Research as “the use of Web 2.0 technologies, both internally and externally, to increase collaboration and transparency and potentially transform the way government agencies relate to citizens and operate.”
Open Government and E-Government paved the way for Government 2.0, a collaborative technology whose mission is to improve government transparency and efficiency. How? Gov 2.0 has been called the next generation of government because it not only utilizes new technologies such as social media, cloud computing, and other apps, it is a means to increase citizen participation….

OECD: Open Government – Data Towards Empirical Analysis of Open Government Data Initiatives


OECDiLibrary: “Open Government Data (OGD) initiatives, and in particular the development of OGD portals, have proliferated since the mid-2000s both at central and local government levels in OECD and non OECD countries. Understanding the preconditions that enable the efficient and effective implementation of these initiatives is essential for achieving their overall objectives. This is especially true in terms of the role played by OGD in relation to Open Government policies in general.
This paper highlights the main principles, concepts and criteria framing open government data initiatives and the issues challenging their implementation. It underlines the opportunities that OGD and data analytics may offer policy makers, while providing a note of caution on the challenges this agenda poses for the public sector.
Finally, the overall analysis of key concepts and issues aims to pave the way for an empirical analysis of OGD initiatives. So far, little has been done to analyse and prove the impact and accrued value of these initiatives. The paper suggests a methodology comprising an analytical framework for OGD initiatives (to be applied to ex post and ex ante analysis of initiatives) and a related set of data to be collected across OECD countries. The application of the analytical framework and the collection of data would enable the acquisition of a solid body of evidence that could ultimately lead to mapping initiatives across OECD countries (i.e. a typography of initiatives) and developing a common set of metrics to consistently assess impact and value creation within and across countries.”
