The purpose of this paper is to explore how social preferences motivate citizens to help during post-disaster situations; above and beyond their own self-regarding interests. The paper begins by synthesizing the literature on social preferences from the field of behavioral economics and social psychology with the discourse surrounding behavioral operations management and humanitarian operations management (HOM). By doing so, we identify the motivators, enablers and barriers of local citizen response during disaster relief operations. These factors inform a theoretical framework of the social preferences motivating spontaneous volunteerism in post-disaster situations. ‘Big Data’ Tells Thailand More About Jobs Than Low Unemployment
Suttinee Yuvejwattana at Bloomberg: “Thailand has one of the lowest unemployment rates in the world, which doesn’t always fit the picture of an emerging-market economy that’s struggling to get growth going.
The Bank of Thailand is building its own employment index based on data from online jobs-search portals and is also creating a property indicator to give it a better sense of supply and demand in the housing market.
“We want to do evidence-based policy so big data is useful,” Jaturong Jantarangs, an assistant governor at the Bank of Thailand, said in an interview in Bangkok. “It’s not only a benefit to monetary policy but financial policy as well.”…
“Official data can’t capture the whole picture of the economy,” said Somprawin Manprasert, Bangkok-based head of research at Bank of Ayudhya Pcl. “We have a big informal sector. Many people are self-employed. This leads to a low unemployment rate.”
“The big data can show all aspects, so it can help us to solve the problems where they are,” he said…
Thailand’s military administration is also trying to harness big data to improve policy decisions, Digital Economy and Society Minister Pichet Durongkaveroj said in an interview last month. Pichet said he’s been tasked to look into digitizing, integrating and analyzing information across more than 200 government departments.
Santitarn Sathirathai, head of emerging Asia economics at Credit Suisse Group AG in Singapore, said big data analytics can be used to better target policy responses as well as allow timely evaluation of past programs. At the same time, he called on authorities to make their data more readily available to the public.
“The government should not just view big data analytics as being solely about it using richer data but also about creating a more open data environment,” he said. How Oman is turning to Twitter to help govern

Following the Arab Spring, citizens of the Persian Gulf state of Oman became aware of Twitter’s potential and decided to adopt it as a platform for addressing social problems, rather than instigating revolutions. For example, unemployment for young people even with degrees is a problem in Oman, as it is in other nations in Europe, and young Omanis took to Twitter to discuss their predicament, gathering around the hashtag that is the Arabic translation of “we need a job”. This tweet was read by Oman’s Sultan, Qaboos bin Said Al Said, who thenOman is one of the most absolutist states in the world, with political power resting almost entirely within the Sultan’s hands. Yet this gave citizens a feeling that was not possible before: that their concerns are matters of importance to the government. Twitter becomes a two-way communication channel for working towards social change, not just a one-way broadcast for promoting celebrities or for delivering government pronouncements.
Now, the civil service in Oman is adopting Twitter as part of its provision of public services. A similar approach has been taken elsewhere, for example the small Spanish town of Jun, where the mayor has put every municipal department on Twitter, encouraging citizens to contact them using that public forum. But in this case the approach has been scaled up to an entire country.

How Software is Eating the World and Reprogramming Democracy

Human societies have experimented with democracy since at least the fifth century BC in the polis of Athens. Whether democracy is scalable is an open question that could help understand the current mistrust in democratic institutions and the rise of populism. The majority rule is a powerful narrative that is fed every few years with elections. In Against elections, the cultural historian Van Reybrouck claims that elections were never meant to make democracy possible, rather the opposite, it was a tool designed for those in power to prevent “the rule of the mob”. Elections created a new elite and power remained in the hands of a minority, but this time endowed with democratic legitimacy….
The 2008 financial crisis have changed the perception of, the once taken for granted, complementary nature of democracy and capitalism. The belief that capitalism and democracy go hand by hand is not credible anymore. The concept of nation is a fiction in need of a continuous stock of intergenerational believers. The nation state successfully assimilated heterogeneous groups of people under a common language and shared cultural values. But this seems today a rather fragile foundation to resist the centrifugal forces that financial capitalism impinges upon the social fabric.
Nation states will not collapse over night, but they are an industrial era device in a digital world. To do not fall into obsolescence they will need to change their operative system. Since the venture capitalist Marc Andreessen coined the phrase “software is eating the world” the logic of financial capitalism has accelerated this trend. Five software companies: Facebook, Apple, Amazon, Netflix and Google parent Alphabet (FANG) equal more than 10 per cent percent of the S&P 500 cap. Todays dominant industries in entertainment, retail, telecom, marketing companies and others are software companies. Software is also taking a bigger share in industries that traditionally exist in the physical space like automakers and energy. Education and health care have shown more resistance to software-based entrepreneurial change but a very profound transformation is underway. This is already visible with the growing popularity of MOOCs and personalized health monitoring systems.
Software-based business not only have up trending market share but more importantly, software can reprogram the world. The internet of things will allow to have full connectivity of smart devices in an economy with massive deflationary costs in computing. Computing might even become free. This has profound consequences for business, industry and most importantly, for how citizens want to organize society and governance.
The most promising technological innovation in years is the blockchain technology, an encrypted and distributed ledger system. Blockchain is an universal and freely accessible repository of documents including property and insurance contracts, publicly auditable, and resistant to special group interests manipulation and corruption. New kinds of governance models and services could be tested and implemented using the blockchain. The time is ripe for fundamental software-based transformation in governance. Mixed Messages? The Limits of Automated Social Media Content Analysis
CDT Paper by Natasha Duarte, Emma Llanso and Anna Loup: “Governments and companies are turning to automated tools to make sense of what people post on social media, for everything ranging from hate speech detection to law enforcement investigations. Policymakers routinely call for social media companies to identify and take down hate speech, terrorist propaganda, harassment, “fake news” or disinformation, and other forms of problematic speech. Other policy proposals have focused on mining social media to inform law enforcement and immigration decisions. But these proposals wrongly assume that automated technology can accomplish on a large scale the kind of nuanced analysis that humans can accomplish on a small scale.
This paper explains the capabilities and limitations of tools for analyzing the text of social media posts and other online content. It is intended to help policymakers understand and evaluate available tools and the potential consequences of using them to carry out government policies. This paper focuses specifically on the use of natural language processing (NLP) tools for analyzing the text of social media posts. We explain five limitations of these tools that caution against relying on them to decide who gets to speak, who gets admitted into the country, and other critical determinations. The artificially intelligent chat bot is currently live on Facebook Messenger, though she probably is most helpful to those in New Zealand. Dutch reporter Jelmer Mommers of Dutch news site De Correspondent appealed directly to Shell employees for information in a lengthy blog post, as described in this article. The resulting investigation revealed that Shell had detailed knowledge of the dangers of climate change more than a quarter century ago.

Call for Childbirth Experiences
Getting reader input in advance was key to a major U.S. story on maternal health to which thousands of people contributed. ProPublica engagement reporter Adriana Gallardo and her colleagues published a questionnaire in February of 2017 aimed at women who had experienced life-threatening complications in childbirth.
Using a variety of social media channels, Gallardo, along with ProPublica’s Nina Martin and NPR’s Renee Montagne, received several thousand responses. The personal stories fueled a series and the connections made are still being maintained for follow-up work. Read more in this this GIJN article.

“Anyone’s Child Mexico” is a documentary about the families affected by Mexico’s drug war. To gather stories, the producers of the documentary publicized a free phone line through local partners and asked people across Mexico to call in and recount their stories.

The Hidden Pitfall of Innovation Prizes
Reto Hofstetter, John Zhang and Andreas Herrmann at Harvard Business Review: “…it is not so easy to get people to submit their ideas to online innovation platforms. Our data from an online panel reveal that 65% of the contributors do not come back more than twice, and that most of the rest quit after a few tries. This kind of user churn is endemic to online social platforms — on Twitter, for example, a majority of users become inactive over time — and crowdsourcing is no exception. In a way, this turnover is even worse than ordinary customer churn: When a customer defects, a firm knows the value of what it’s lost, but there is no telling how valuable the ideas not submitted might have been….
It is surprising, then, that crowdsourcing on popular platforms is typically designed in a way that amplifies churn. Right now, in typical innovation contests, rewards are granted to winners only and the rest get no return on their participation. This design choice is often motivated by the greater effort participants exert when there is a top prize much more valuable than the rest. Often, the structure is something like the Wimbledon Tennis Championship, where the winning player wins twice as much as the runner up and four times as much as the semifinalists — with the rest eventually leaving empty handed.
This winner-take-most prize spread increases the incentive to win and thus individual efforts. With only one winner, however, the others are left with nothing to show for their effort, which may significantly reduce their motivation to enter again.
An experiment we recently ran confirmed that the way entrants respond to this kind of winner-take-all prize structure. …
In line with the above reasoning, we found that winner-take-all contests yielded significantly better ideas compared to multiple prizes in the first round. Importantly, however, this result flipped when we invited the same cohort of innovators to participate again in the second subsequent contest. While 50% of the multiple-prize contest chose to participate again, only 37% did so when the winner-took-all in their first contest. Moreover, innovators who had received no reward in the first contest showed significantly lower effort in the second contest and generated fewer ideas. In the second contest, multiple prizes generated better ideas than the second round of the winner-take-all contest….
Other non-monetary positive feedback, such as encouraging comments or ratings, can have similar effects. These techniques are important, because alleviating innovator churn helps companies interested in longer-term success of their crowdsourcing activities….(More)”.

One ingenious resource that was circulated widely during the floods was a crowdsourced effort that mapped inundated roads in the city. Over 2,500 flooded roads were added to the city’s map via social media, which was put together by engineer and information designer, Arun Ganesh.
The Chennai floods were a superb example of the power of collective effort. Users across social media channels came together to offer shelter, food, transport, and even a place for people to charge their phones. SOS messages asking ground teams to rescue stranded family members also went back and forth, and there were many who offered their homes and offices to those who were stranded.
Perhaps the most simple yet effective tool during the floods was the website chennairains.org.
It began as a simple Google spreadsheet. Sowmya Rao was trying to help her uncle and aunt figure out whether it was safe to stay in their house in suburban Chennai or move to a friend’s place. When she found out that the area they lived in was under severe risk of flooding, she relayed the message to them. But she felt helpless about the countless others who were facing the same plight as her relatives. Acting on a suggestion by another Twitter user, she created the Google spreadsheet that went on to become the website chennairains.org.
The idea was simple: crowdsource details about those who could offer shelter, and pass it on to those who were tweeting about rising waters. A hastily put-together spreadsheet soon blossomed into a multi-faceted, volunteer-driven, highly energetic online movement to help Chennai, and ended up being used by the general public, police officers, government officials and celebrities alike….(More)”.
