Realising the Data Revolution for Sustainable Development: Towards Capacity Development 4.0


Report by Niels Keijzer and Stephan Klingebiel for Paris21: “An ever-deepening data revolution is shaping everyday lives in many parts of the world. As just one of many mindboggling statistics on Big Data, it has been estimated that by the year 2020, about 1.7 megabytes of new information will be created every second for every human being on the planet. The benefits of the data revolution extend to different groups of people, social movements, institutions and businesses. Yet many people and countries do not have access to these positive benefits and in richer countries potentially positive changes raise suspicion amongst citizens as well as concerns related to privacy and confidentiality. The availability of potential advantages is, to a large extent, guided by levels of development and income. Despite the rapid spread of mobile phone technology that allows regions otherwise disconnected from the grid to ‘leapfrog’ in terms of using and producing data and statistics, poor people are still less likely to benefit from the dramatic changes in the field of data.

Against the background of the 2030 Agenda for Sustainable Development and its Sustainable Development Goals (SDGs), the main challenge for statistics is to manage the data revolution in support of sustainable development. The main priorities are the broadening and deepening of production, dissemination and use of data and statistics, and achieving them requires identifying those population groups which are most vulnerable and making governments more accountable to their citizens. In parallel, the risks accompanying the data revolution need to be mitigated and reduced, including the use of data for purposes of repression or otherwise infringing on the privacy of citizens. In addition to representing a universal agenda that breaks away from the dichotomy of developed and developing countries, the new agenda calls for tailor-made approaches in each country or region concerned, supported by global actions. The 2030 Agenda further states the international community’s realisation of the need to move away from ‘business as usual’ in international support for data and statistics.

The most important driving forces shaping the data revolution are domestic (legal) frameworks and public policies across the globe. This applies not only to wealthier countries but also developing countries2 , and external support cannot compensate for absent domestic leadership and investment. Technical, legal and political factors all affect whether countries are willing and able to succeed in benefiting from the data revolution. However, in both low income countries and lower-middle income countries, and to some extent in upper-middle income countries, we can observe two constraining factors in this regard, capacities and funding. These factors are, to some degree, interrelated: if funding is not sufficiently available it might be difficult to increase the capacities required, and if capacities are insufficient funding issues might be more challenging….(More)”

Governing through Goals

Access to New Data Sources for Statistics: Business Models and Incentives for the Corporate Sector

They have the potential to complement official and more conventional statistics used, for instance, to determine progress towards the Sustainable Development Goals (SDGs) and other targets. However, it is often assumed that this type of data is readily available, which is not necessarily the case. This paper examines legal requirements and business incentives to obtain agreement on private data access, and more generally ways to facilitate the use of Big Data for statistical purposes. Using practical cases, the paper analyses the suitability of five generic data access models for different data sources and data uses in an emerging new data ecosystem. Within these innovations, four principles surface again and again. They can be seen as a core framework to find innovative solutions to complex urban problems:

  • Unleashing spare capacity: Many innovations cleverly make use of existing yet underutilized resources. Airbnb, for example, enables the renting out of unused private homes; co-locating schools and recreational facilities enables public-private sharing of space; and the circular economy provides opportunities to reuse, recycle and upcycle.
  • Cutting out the peaks: From electricity and water to roads and public transport, upwards of 20% of capacity sits idle for much of the time ready to cope with demand peaks; cutting out these peaks with technology-enabled demand management or innovative pricing structures can significantly limit the burden on financial and natural resources.
  • Small-scale infrastructure thinking: Cities will always need large-infrastructure projects, but sometimes small-scale infrastructure – from cycle lanes and bike sharing to the planting of trees for climate change adaptation – can also have a big impact on an urban area.
  • People-centred innovation: The best way to improve a city is by mobilizing its citizens. From smart traffic lights to garbage taxes, innovations in technology, services and governance are not ends in themselves but means to shape the behaviour and improve the lives of the city’s inhabitants. All innovations should be centred on the citizen, adhering to the principles of universal design and usable by people of all ages and abilities.

Cities are expected to provide a better standard of living, increase community cohesion, wellness and happiness while progressing towards sustainable development. To be successful in meeting these requirements, cities need to transform their strategies to include innovation and enable the convergence of the digital and physical dimensions. International Open Data Roadmap


IODC16: We have entered the next phase in the evolution of the open data movement. Just making data publicly available can no longer be the beginning and end of every conversation about open data. The focus of the movement is now shifting to building open data communities, and an increasingly sophisticated network of communities have begun to make data truly useful in addressing a myriad of problems facing citizens and their governments around the world:

  • More than 40 national and local governments have already committed to implement the principles of the International Open Data Charter;
  • Open data is central to many commitments made this year by world leaders, including the Sustainable Development Goals (SDGs), the Paris Climate Agreement, and the G20 Anti Corruption Data Principles; and
  • Open data is also an increasingly local issue, as hundreds of cities and sub-national governments implement open data policies to drive transparency, economic growth, and service delivery in close collaboration with citizens.

Under the theme of Global Goals, Local Impact, the fourth IODC reconvened an ever expanding open data community to showcase best practices, confront shared challenges, and deepen global and regional collaboration in an effort to maximize the impact of open data. Supported by a full online archive of the 80+ sessions and 20+ special events held in Madrid during the first week of October 2016, this report reflects on the discussions and debates that took place, as well as the information shared on a wide range of vibrant global initiatives, in order to map out the road ahead, strengthen cohesion among existing efforts, and explore new ways to use open data to drive social and economic inclusion around the world….(More)”

Making Citizen-Generated Data Work

Danny Lämmerhirt at Open Knowledge: “We are pleased to announce a new research series investigating how citizens and civil society create data to drive sustainable development. The series follows on from earlier papers on Democratising The Data Revolution and how citizen-generated data can change what public institutions measure. The first report “Making Citizen-Generated Data Work” asks what makes citizens and others want to produce and use citizen-generated data. It was written by myself, Shazade Jameson, and Eko Prasetyo.

“The goal of Citizen-Generated Data is to monitor, advocate for, or drive change around an issue important to citizens”

The report demonstrates that citizen-generated data projects are rarely the work of individual citizens. Instead, they often depend on partnerships to thrive and are supported by civil society organisations, community-based organisations, governments, or business. These partners play a necessary role to provide resources, support, and knowledge to citizens. In return, they can harness data created by citizens to support their own mission. Thus, citizens and their partners often gain mutual benefits from citizen-generated data.

But if CGD projects rely on partnerships, who has to be engaged, and through which incentives, to enable CGD projects to achieve their goals? How are such multi-stakeholder projects organised, and which resources and expertise do partners bring into a project? What can other projects do to support and benefit their own citizen-generated data initiatives? This report offers recommendations to citizens, civil society organisations, policy-makers, donors, and others on how to foster stronger collaborations….(Read the full report here).

Future of e-government: learning from the past


Special issue of SOCRATES edited by Manoj Dixit: “We are living in an era of digitization thus moving towards a digital government. The use of ICT in public-administration is beneficial and it is not mere a coincidence that the top 10 countries in e-government implementation (according to UN E-Government Survey 2016) are flourishing democracies. There has been a sharp rise in the number of countries using e-government to provide public services online through one stop-platform. According to the 2016 survey, 90 countries now offer one or more single entry portal on public information or online services, or both and 148 countries provide at-least one form of online transaction services. More and more countries are making efforts through e-government to ensure and increase inclusiveness, effectiveness, accountability and transparency in their public institutions. Across the globe, data for public information and security is being opened up. The 2016 survey shows that 128 countries now provide data-sets on government spending in machine readable formats. E-government and innovation seems to have provided significant opportunities to transform public administration into an instrument of sustainable development. The governments around the globe are rapidly transforming. The use of information and communication technology in public administration – combined with organizational change and new skills- seems to be improving public services and democratic processes and strengthening support to public policies. There has been an increased effort to utilize advanced electronic and mobile services that benefits all. Fixed and wireless broadband subscriptions have increased unevenly across regions, with Europe leading, but Africa still lagging behind. We have to focus on these substantial region disparities and growing divide. All countries agreed, in SDG 9, that a major effort is required to ensure universal access to internet in the least developed countries. The rise of Social media and its easy access seems to have enabled an increasing number of countries moving towards participatory decision making, in which developed European countries are among the top 50 performers. But, the issues of diminishing collective thinking and rising Individual thinking are some rising issues that we will have to deal with in the future. There are more sensitive issues like the new classification of citizens into literate-illiterate, e-literate and e-illiterate, that the governments need to look upon. It is a good sign that many developing countries are making good progress. Enhanced e-participation can support the realization of the SDGs by enabling more participatory decision making, but the success of e-government will ultimately depend upon our ability and capability to solve the contrasting issues raised due to this transition with sensitivity.

Open Government: The Global Context and the Way Forward


Report by the OECD: “…provides an in-depth, evidence-based analysis of open government initiatives and the challenges countries face in implementing and co-ordinating them. It also explores new trends in OECD member countries as well as a selection of countries from Latin America, MENA and South East Asia regions. Based on the 2015 Survey on Open Government and Citizen Participation in the Policy Cycle, the report identifies future areas of work, including the effort to mobilise and engage all branches and all levels of government in order to move from open governments to open states; how open government principles and practices can help achieve the UN Sustainable Development Goals; the role of the Media to create an enabling environment for open government initiatives to thrive; and the growing importance of subnational institutions to implement successful open government reforms….(More)”

Using open government for climate action


Elizabeth Moses at Eco-Business: “Countries made many national climate commitments as part of the Paris Agreement on climate change, which entered into force earlier this month. Now comes the hard part of implementing those commitments. The public can serve an invaluable watchdog role, holding governments accountable for following through on their targets and making sure climate action happens in a way that’s fair and inclusive.

But first, the climate and open government communities will need to join forces….

Here are four areas where these communities can lean in together to ensure governments follow through on effective climate action:

1) Expand access to climate data and information.

Open government and climate NGOs and local communities can expand the use of traditional transparency tools and processes such as Freedom of Information (FOI) laws, transparent budgeting, open data policies and public procurement to enhance open information on climate mitigation, adaptation and finance.

For example, Transparencia Mexicana used Mexico’s Freedom of Information Law to collect data to map climate finance actors and the flow of finance in the country. This allows them to make specific recommendations on how to safeguard climate funds against corruption and ensure the money translates into real action on the ground….

2) Promote inclusive and participatory climate policy development.

Civil society and community groups already play a crucial role in advocating for climate action and improving climate governance at the national and local levels, especially when it comes to safeguarding poor and vulnerable people, who often lack political voice….

3) Take legal action for stronger accountability.

Accountability at a national level can only be achieved if grievance mechanisms are in place to address a lack of transparency or public participation, or address the impact of projects and policies on individuals and communities.

Civil society groups and individuals can use legal actions like climate litigation, petitions, administrative policy challenges and court cases at the national, regional or international levels to hold governments and businesses accountable for failing to effectively act on climate change….

4) Create new spaces for advocacy.

Bringing the climate and open government movements together allows civil society to tap new forums for securing momentum around climate policy implementation. For example, many civil society NGOs are highlighting the important connections between a strong Governance Goal 16 under the 2030 Agenda for Sustainable Development, and strong water quality and climate change policies….(More)”
