Transnational multistakeholder initiatives, such as the Open Government Partnership, have fostered the development of open government by raising awareness about the concept and encouraging reforms in member countries. In this respect, many countries at the local, state, and federal levels have implemented open government initiatives in different policy domains and government functions, such as procurement, policing, education, and public budgeting.
