A Happier Internet: Searching for creativity in a profoundly uncreative medium

Its streaming stars, who seem to dress mostly either in cosplay or for a day at Miami Beach, bring their fans directly into their homes and, in many cases, actual bedrooms. Twitch encourages its streaming stars to engage more personally with their followers. These “fans,” as they are called, can start to feel as though they have an actual relationship with the stars.

Connecting with others while playing video games apparently has its appeal, and monetary rewards. Top stars make as much as $120,000 per month. Twitch streamers with more modest followings can easily earn a living wage playing video games in full view of the world online. As one streaming star, Sweet Anita, told a New York Times reporter recently, “I laugh every day. I get paid to play video games. It’s a surreal world.”

Surreal doesn’t quite seem to capture it. Occasionally fans don’t see it merely for the money-making conceit that it is. Stalking is a common problem. One streamer known as DizzyKitten had the understandably alarming experience of one of her followers traveling from Washington State to her small town in Arkansas on the pretense that they were married. Others have received death threats against themselves and their families for considering moving onto a different platform. The online world rarely, if ever, stays online.

By now we are all accustomed to the problems presented by social media. The mental health maladies associated with heavy use can give one pause—depression, memory loss, sleeplessness. But perhaps the more disturbing consequences occur when social media erupts into our everyday lives: stalking, death threats, violence. This, too, is the world social media has wrought.

It’s become somewhat standard to say that Facebook, Twitter, Instagram, and smaller platforms like Twitch are a novum—something completely new our society must grapple with. Our best psychologists, neuroscientists, and epidemiologists are on the case. But as Kevin Driscoll charts in The Modem World, social media has a history. Privacy Decisions are not Private: How the Notice and Choice Regime Induces us to Ignore Collective Privacy Risks and what Regulation should do about it


Paper by Christopher Jon Sprigman and Stephan Tontrup: “For many reasons the current notice and choice privacy framework fails to empower individuals in effectively making their own privacy choices. In this Article we offer evidence from three novel experiments showing that at the core of this failure is a cognitive error. Notice and choice caters to a heuristic that people employ to make privacy decisions. This heuristic is meant to judge trustworthiness in face-to-face-situations. In the online context, it distorts privacy decision-making and leaves potential disclosers vulnerable to exploitation.

From our experimental evidence exploring the heuristic’s effect, we conclude that privacy law must become more behaviorally aware. Specifically, privacy law must be redesigned to intervene in the cognitive mechanisms that keep individuals from making better privacy decisions. A behaviorally-aware privacy regime must centralize, standardize and simplify the framework for making privacy choices.

To achieve these goals, we propose a master privacy template which requires consumers to define their privacy preferences in advance—doing so avoids presenting the consumer with a concrete counterparty, and this, in turn, prevents them from applying the trust heuristic and reduces many other biases that affect privacy decision-making. Our data show that blocking the heuristic enables consumers to consider relevant privacy cues and be considerate of externalities their privacy decisions cause.

The master privacy template provides a much more effective platform for regulation. The Emerging Field of Political Innovation


Article by Johanna Mair, Josefa Kindt & Sébastien Mena: “In 2020, amid a global pandemic and a wave of antiracist protests inspired by the US Black Lives Matter movement, the young German nonprofit JoinPolitics prepared its first group of motivated citizens to enter politics. The organization follows a typical social-venture model through which it scouts, selects, and supports political talents with innovative ideas to strengthen democracy across different regions and levels of government. The handpicked cohort undergoes a curated six-month program that includes funding and training in a variety of skills, such as how to run a campaign, as well as access to an extensive network of politicians, entrepreneurs, civil society organizations, and foundations.

In the program, participants can pursue their ideas, such as drafting legislation to empower stateless people, establishing a lobby group to represent the interests of an underrepresented community, or consulting government agencies to recruit staff from minoritized groups. The solutions they develop address a host of sociopolitical problems that have made German democracy vulnerable to deterioration, including increasing polarization, right-wing populism, social injustice and inequality, and stagnant processes and structures. JoinPolitics is explicitly pro-democratic, but nonpartisan. It supports talents that belong to a spectrum of political parties, as well as those with no party affiliation, but it does not engage with non- and anti-democratic parties.

Caroline Weimann founded JoinPolitics in 2019 after working at a German foundation to address societal challenges. Her transition from grant maker to social entrepreneur was sparked by the realization that “the big questions of our time, be they social inequalities, climate change,” she says, “will have to be solved on a political level.”

For Weimann, as well as others, social innovation must enter politics to unlock its full potential. JoinPolitics departs from conventional social-innovation practice, which recognizes the role of policy in creating a favorable environment for the sector but does not prioritize changes in the political system. Traditionally, the practice of social innovation has stopped at the gates of political systems. Instead, JoinPolitics promotes innovation to fix or reconfigure elements in the political system, effectively liberating social innovation from the dominant narrative that has divorced it from the political realm. ESG data governance: A growing imperative for banks


Article and Report by Daniel Heller, Andreas Reiter, Sebastian Schöbl, and Henning Soller: “The banking industry is facing mounting pressure to meet fast-changing demands in environmental, social, and governance (ESG) issues. New and evolving regulations call for greater transparency and disclosure of ESG-related data (see sidebar, “ESG regulatory and disclosure requirements”). Stakeholders and investors are increasing their scrutiny of the effects investment decisions have on the climate and society. Consumers are holding banks to higher ESG standards as well—in 2019, about 14 percent of total client-driven revenues were controlled by consumers whose banking preferences were influenced by concern about purpose and sustainability.

To meet these expectations, banks must adapt their IT systems to systematically collect, aggregate, and report on a broad range of ESG data. However, many financial institutions still do not have a comprehensive approach to integrating ESG data into their existing risk reporting.

Moving toward this goal will require significant changes to the IT infrastructure, from applications to data integration, architecture, and governance. New applications include not only the management and capture of ESG data but also financed emissions models, climate risk models, ESG scorecards, climate stress tests, and climate-adjusted ratings. ESG data must be woven into existing processes, such as credit approvals and decision making. And banks will need to adjust their data architecture, define a data collection strategy, and reorganize their data governance model to successfully manage and report ESG data.

In this paper, we discuss the effectiveness of auditing with theory and empirics. In our model, the value of audits depends on both the underlying presence of abuse and the government’s ability to observe it and enforce punishments, making auditing most effective in middling state-capacity environments. Consistent with this theory, we survey all the existing credibly causal studies and show that government audits seem to have positive effects mostly in middle-state-capacity environments like Brazil. We present new empirical evidence from American city governments, a high-capacity and low-impropriety environment. Using a previously unexplored threshold in federal audit rules and a dynamic regression discontinuity framework, we estimate the effects of these audits on American city finance and find no marginal effect of audits…(More)”.

Report by Human Rights Watch on “Children’s Rights Violations by Governments that Endorsed Online Learning During the Covid-19 Pandemic”: “The coronavirus pandemic upended the lives and learning of children around the world. Most countries pivoted to some form of online learning, replacing physical classrooms with EdTech websites and apps; this helped fill urgent gaps in delivering some form of education to many children.

But in their rush to connect children to virtual classrooms, few governments checked whether the EdTech they were rapidly endorsing or procuring for schools were safe for children. As a result, children whose families were able to afford access to the internet and connected devices, or who made hard sacrifices in order to do so, were exposed to the privacy practices of the EdTech products they were told or required to use during Covid-19 school closures.

Human Rights Watch conducted its technical analysis of the products between March and August 2021, and subsequently verified its findings as detailed in the methodology section. Each analysis essentially took a snapshot of the prevalence and frequency of tracking technologies embedded in each product on a given date in that window. Use of Population-Level Administrative Data in Developmental Science

Milne: “Population-level administrative data—data on individuals’ interactions with administrative systems (e.g., health, criminal justice, and education)—have substantially advanced our understanding of life-course development. In this review, we focus on five areas where research using these data has made significant contributions to developmental science: (a) understanding small or difficult-to-study populations, (b) evaluating intergenerational and family influences, (c) enabling estimation of causal effects through natural experiments and regional comparisons, (d) identifying individuals at risk for negative developmental outcomes, and (e) assessing neighborhood and environmental influences. Further advances will be made by linking prospective surveys to administrative data to expand the range of developmental questions that can be tested; supporting efforts to establish new linked administrative data resources, including in developing countries; and conducting cross-national comparisons to test findings’ generalizability.
