Community Data Dialogues


Sunlight foundation: “Community Data Dialogues are in-person events designed to share open data with community members in the most digestible way possible to start a conversation about a specific issue. The main goal of the event is to give residents who may not have technical expertise but have local experience a chance to participate in data-informed decision-making. Doing this work in-person can open doors and let facilitators ask a broader range of questions. To achieve this, the event must be designed to be inclusive of people without a background in data analysis and/or using statistics to understand local issues. Carrying out this event will let decision-makers in government use open data to talk with residents who can add to data’s value with their stories of lived experience relevant to local issues.

These events can take several forms, and groups both in and outside of government have designed creative and innovative events tailored to engage community members who are actively interested in helping solve local issues but are unfamiliar with using open data. This guide will help clarify how exactly to make Community Data Dialogues non-technical, interactive events that are inclusive to all participants….

Data Days Cleveland

Data Days Cleveland is an annual one-day event designed to make data accessible to all. Programs are designed with inclusivity and learning in mind, making it a more welcoming space for people new to data work. Data experts and practitioners direct novices on the fundamentals of using data: making maps, reading spreadsheets, creating data visualizations, etc….

The Urban Institute’s Data Walks

The Urban Institute’s Data Walks are an innovative example of presenting data in an interactive and accessible way to communities. Data Walks are events gathering community residents, policymakers, and others to jointly review and analyze data presentations on specific programs or issues and collaborate to offer feedback based on their individual experiences and expertise. This feedback can be used to improve current projects and inform future policies….(More)“.

Crowdsourcing Reliable Local Data


Paper by Jane Lawrence Sumner , Emily M. Farris and Mirya R. Holman: “The adage “All politics is local” in the United States is largely true. Of the United States’ 90,106 governments, 99.9% are local governments. Despite variations in institutional features, descriptive representation, and policy-making power, political scientists have been slow to take advantage of these variations. One obstacle is that comprehensive data on local politics is often extremely difficult to obtain; as a result, data is unavailable or costly, hard to replicate, and rarely updated. We provide an alternative: crowdsourcing this data. We demonstrate and validate crowdsourcing data on local politics using two different data collection projects. We evaluate different measures of consensus across coders and validate the crowd’s work against elite and professional datasets. In doing so, we show that crowdsourced data is both highly accurate and easy to use. In doing so, we demonstrate that nonexperts can be used to collect, validate, or update local data….(More)”.

Urban Systems Design: From “science for design” to “design in science”


Introduction to Special Issue of Urban Analytics and City Science by Perry PJ Yang and Yoshiki Yamagata: “The direct design of cities is often regarded as impossible, owing to the fluidity, complexity, and uncertainty entailed in urban systems. And yet, we do design our cities, however imperfectly. Cities are objects of our own creation, they are intended landscapes, manageable, experienced and susceptible to analysis (Lynch, 1984). Urban design as a discipline has always focused on “design” in its professional practices. Urban designers tend to ask normative questions about how good city forms are designed, or how a city and its urban spaces ought to be made, thereby problematizing urban form-making and the values entailed. These design questions are analytically distinct from “science”-related research that tends to ask positive questions such as how cities function, or what properties emerge from interactive processes of urban systems. The latter questions require data, analytic techniques, and research methods to generate insight.

This theme issue “Urban Systems Design” is an attempt to outline a research agenda by connecting urban design and systems science, which is grounded in both normative and positive questions. It aims to contribute to the emerging field of urban analytics and city science that is central to this journal. Recent discussions of smart cities inspire urban design, planning and architectural professionals to address questions of how smart cities are shaped and what should be made. What are the impacts of information and communication technologies (ICT) on the questions of how built environments are designed and developed? How would the internet of things (IoT), big data analytics and urban automation influence how humans perceive, experience, use and interact with the urban environment? Gender Gaps in Urban Mobility

For example, the household division of labor in many societies leads women and girls to take more multi-purpose, multi-stop trips than men. Women-headed households also tend to work more in the informal sector, with limited access to transportation subsidies, and use of public transit is further reduced by the risk of violence in public spaces.

This brief summarizes a recent analysis of gendered urban mobility in 51 (out of 52) neighborhoods of Santiago, Chile, relying on the call detail records (CDRs) of a large sample of mobile phone users over a period of three months. We found that: 1) women move less overall than men; 2) have a smaller radius of movement; and 3) tend to concentrate their time in a smaller set of locations. These mobility gaps are linked to lower average incomes and fewer public and private transportation options. These insights, taken from large volumes of passively generated, inexpensive data streaming in realtime, can help policymakers design more gender inclusive urban transit systems….(More)”.

Real-time maps warn Hong Kong protesters of water cannons and riot police


Mary Hui at Quartz: “The “Be Water” nature of Hong Kong’s protests means that crowds move quickly and spread across the city. They might stage a protest in the central business district one weekend, then industrial neighborhoods and far-flung suburban towns the next. And a lot is happening at any one time at each protest. One of the key difficulties for protesters is to figure out what’s happening in the crowded, fast-changing, and often chaotic circumstances.

Citizen-led efforts to map protests in real-time are an attempt to address those challenges and answer some pressing questions for protesters and bystanders alike: Where should they go? Where have tear gas and water cannons been deployed? Where are police advancing, and are there armed thugs attacking civilians?

One of the most widely used real-time maps of the protests is HKMap.live, a volunteer-run and crowdsourced effort that officially launched in early August. It’s a dynamic map of Hong Kong that users can zoom in and out of, much like Google Maps. But in addition to detailed street and building names, this one features various emoji to communicate information at a glance: a dog for police, a worker in a yellow hardhat for protesters, a dinosaur for the police’s black-clad special tactical squad, a white speech-bubble for tear gas, two exclamation marks for danger.

Founded by a finance professional in his 20s and who only wished to be identified as Kuma, HKMap is an attempt to level the playing field between protesters and officers, he said in an interview over chat app Telegram. While earlier on in the protest movement people relied on text-based, on-the-ground  live updates through public Telegram channels, Kuma found these to be too scattered to be effective, and hard to visualize unless someone knew the particular neighborhood inside out.

“The huge asymmetric information between protesters and officers led to multiple occasions of surround and capture,” said Kuma. Passersby and non-frontline protesters could also make use of the map, he said, to avoid tense conflict zones. Reimagining Administrative Justice: Human Rights in Small Places


Book by Margaret Doyle and Nick O’Brien: “This book reconnects everyday justice with social rights. It rediscovers human rights in the ‘small places’ of housing, education, health and social care, where administrative justice touches the citizen every day, and in doing so it re-imagines administrative justice and expands its democratic reach. The institutions of everyday justice – ombuds, tribunals and mediation – rarely herald their role in human rights frameworks, and never very loudly. For the most part, human rights and administrative justice are ships that pass in the night. Drawing on design theory, the book proposes to remedy this alienation by replacing current orthodoxies, not least that of ‘user focus’, with more promising design principles of community, network and openness. Envisioning the ‘Sharing City’: Governance Strategies for the Sharing Economy


Paper by Sebastian Vith, Achim Oberg, Markus A. Höllerer and Renate E. Meyer: “Recent developments around the sharing economy bring to the fore questions of governability and broader societal benefit—and subsequently the need to explore effective means of public governance, from nurturing, on the one hand, to restriction, on the other. As sharing is a predominately urban phenomenon in modern societies, cities around the globe have become both locus of action and central actor in the debates over the nature and organization of the sharing economy. However, cities vary substantially in the interpretation of potential opportunities and challenges, as well as in their governance responses. Building on a qualitative comparative analysis of 16 leading global cities, our findings reveal four framings of the sharing economy: ‘societal endangerment,’ ‘societal enhancement,’ ‘market disruption,’ and ‘ecological transition.’ Such framings go hand in hand with patterned governance responses: although there is considerable heterogeneity in the combination of public governance strategies, we find specific configurations of framings and public governance strategies. Our work reflects the political and ethical debates on various economic, social, and moral issues related to the sharing economy, and contributes to a better understanding of the field-level institutional arrangements—a prerequisite for examining moral behavior of sharing economy organizations….(More)”.

Exploring the Smart City Indexes and the Role of Macro Factors for Measuring Cities Smartness


María Verónica Alderete in Social Indicators Research: “The main objective of this paper is to discuss the key factors involved in the definition of smart city indexes. Although recent literature has explored the smart city subject, it is of concern if macro ICT factors should also be considered for assessing the technological innovation of a city. To achieve this goal, firstly a literature review of smart city is provided. An analysis of the smart city concept together with a theoretical framework based on the knowledge society and the Quintuple Helix innovation model are included. Secondly, the study analyzes some smart city cases in developed and developing countries. Thirdly, it describes, criticizes and compares some well-known smart city indexes. Lastly, the empirical literature is explored to detect if there are studies proposing changes in smart city indexes or methodologies to consider the macro level variables. It results that cities at the top of the indexes rankings are from developed countries. On the other side, most cities at the bottom of the ranking are from developing or not developed countries. As a result, it is addressed that the ICT development of Smart Cities depends both on the cities’ characteristics and features, and on macro-technological factors. Secondly, there is a scarce number of papers in the subject including macro or country factors, and most of them are revisions of the literature or case studies. This High-Tech Solution to Disaster Response May Be Too Good to Be True


Sheri Fink in The New York Times: “The company called One Concern has all the characteristics of a buzzy and promising Silicon Valley start-up: young founders from Stanford, tens of millions of dollars in venture capital and a board with prominent names.

Its particular niche is disaster response. And it markets a way to use artificial intelligence to address one of the most vexing issues facing emergency responders in disasters: figuring out where people need help in time to save them.

That promise to bring new smarts and resources to an anachronistic field has generated excitement. Arizona, Pennsylvania and the World Bank have entered into contracts with One Concern over the past year. New York City and San Jose, Calif., are in talks with the company. And a Japanese city recently became One Concern’s first overseas client.

But when T.J. McDonald, who works for Seattle’s office of emergency management, reviewed a simulated earthquake on the company’s damage prediction platform, he spotted problems. A popular big-box store was grayed out on the web-based map, meaning there was no analysis of the conditions there, and shoppers and workers who might be in danger would not receive immediate help if rescuers relied on One Concern’s results.

“If that Costco collapses in the middle of the day, there’s going to be a lot of people who are hurt,” he said.

The error? The simulation, the company acknowledged, missed many commercial areas because damage calculations relied largely on residential census data.

One Concern has marketed its products as lifesaving tools for emergency responders after earthquakes, floods and, soon, wildfires. But interviews and documents show the company has often exaggerated its tools’ abilities and has kept outside experts from reviewing its methodology. In addition, some product features are available elsewhere at no charge, and data-hungry insurance companies — whose interests can diverge from those of emergency workers — are among One Concern’s biggest investors and customers.
