NESTA: “Newcastle City Council has been using data to change the way it delivers long-term social work to vulnerable children and families.

Social workers have data analysts working alongside them. This is helping them to identify common factors among types of cases, understand the root causes of social problems and create more effective (and earlier) interventions.

What is it?

Social work teams have an embedded data analyst, whose role is to look for hypotheses to test and analysis to perform that offers insight into how best to support families.

Their role is not purely quantitative; they are expected to identify patterns, and undertake deep-dive or case study analysis. The data analysts also test what works, measuring the success of externally commissioned services, along with cost information.

While each social worker only has knowledge of their own individual cases, data analysts have a bird’s-eye view of the whole team’s activity, enabling them to look across sets of families for common patterns.

How does it work?

Data analysts are responsible for maintaining ChildStat, a data dashboard that social workers use to help manage their caseloads. The data insights found by the embedded analysts can highlight the need to work in a different way.

For example, one unit works with children at risk of physical abuse. Case file analysis of the mental health histories of the parents found that 20% of children had parents with a personality disorder, while 60-70% had a parent who had experienced sexual or physical abuse as children themselves.

Traditional social work methods may not have uncovered this insight, which led Newcastle to look for new responses to working with these types of families.

Data analysis has also helped to identify the factors that are most predictive of a child becoming NEET (not in education, employment or training), enabling the team to review their approach to working with families and focus on earlier intervention….(More)”

Big Data Coming In Faster Than Biomedical Researchers Can Process It


Richard Harris at NPR: “Biomedical research is going big-time: Megaprojects that collect vast stores of data are proliferating rapidly. But scientists’ ability to make sense of all that information isn’t keeping up.

This conundrum took center stage at a meeting of patient advocates, called Partnering For Cures, in New York City on Nov. 15.

On the one hand, there’s an embarrassment of riches, as billions of dollars are spent on these megaprojects.

There’s the White House’s Cancer Moonshot (which seeks to make 10 years of progress in cancer research over the next five years), the Precision Medicine Initiative (which is trying to recruit a million Americans to glean hints about health and disease from their data), The BRAIN Initiative (to map the neural circuits and understand the mechanics of thought and memory) and the International Human Cell Atlas Initiative (to identify and describe all human cell types).

“It’s not just that any one data repository is growing exponentially, the number of data repositories is growing exponentially,” said Dr. Atul Butte, who leads the Institute for Computational Health Sciences at the University of California, San Francisco.

One of the most remarkable efforts is the federal government’s push to get doctors and hospitals to put medical records in digital form. That shift to electronic records is costing billions of dollars — including more than $28 billion alone in federal incentives to hospitals, doctors and others to adopt them. The investment is creating a vast data repository that could potentially be mined for clues about health and disease, the way websites and merchants gather data about you to personalize the online ads you see and for other commercial purposes.

But, unlike the data scientists at Google and Facebook, medical researchers have done almost nothing as yet to systematically analyze the information in these records, Butte said. “As a country, I think we’re investing close to zero analyzing any of that data,” he said.

Prospecting for hints about health and disease isn’t going to be easy. The raw data aren’t very robust and reliable. Electronic medical records are often kept in databases that aren’t compatible with one another, at least without a struggle. Some of the potentially revealing details are also kept as free-form notes, which can be hard to extract and interpret. Errors commonly creep into these records….(More)”

Esri, Waze Partnership: A Growing Trend in Sharing Data for the Benefit of All?


Justine Brown at GovTech: “Esri and Waze announced in mid-October that they’re partnering to help local governments alleviate traffic congestion and analyze congestion patterns. Called the Waze Connected Citizens Program, the program — which enables local governments that use the Esri ArcGIS platform to exchange publicly available traffic data with Waze — may represent a growing trend in which citizens and government share data for the benefit of all.

Connecting Esri and Waze data will allow cities to easily share information about the conditions of their roads with drivers, while drivers anonymously report accidents, potholes and other road condition information back to the cities. Local governments can then merge that data into their existing emergency dispatch and street maintenance systems….

Through the Connected Citizen program, Waze shares two main data sets with its government partners: Jams and Alerts….If there’s a major traffic jam in an unusual area, a traffic management center operator might be triggered to examine that area further. For example, Boston recently used Waze jam data to identify a couple of traffic-prone intersections in the Seaport district….Similarly if a Waze user reports a crash, that information shows up on the city’s existing ArcGIS map. City personnel can assess the crash and combine the Waze data with its existing data sets, if desired. The city can then notify emergency response, for example, to address the accident and send out emergency vehicles if necessary….

The Connected Citizen Program could also provide local governments an alternative to IoT investments, because a city can utilize real-time reports from the road rather than investing in sensors and IoT infrastructure. The Kentucky Transportation Cabinet, for instance, uses data from the Connected Citizen Program in several ways, including to monitor and detect automobile accidents on its roadways….(More)”

A Better Reykjavik and a stronger community: The benefits of crowdsourcing and e-democracy


Dyfrig Williams at Medium: “2008 was a difficult time in Iceland. All three of the country’s major privately owned banks went under, which prompted a financial crisis that enveloped the country and even reached local authorities in Wales.

The Better Reykjavik website was launched before the municipal elections and became a hub for online participation.

  • 70,000 people participated out of a population of 120,000
  • 12,000 registered users submitted over 3,300 ideas and5,500 points for and against
  • 257 ideas were formally reviewed, and 165 have been accepted since 2011

As an external not-for-profit website, Better Reykjavik was better able to involve people because it wasn’t perceived to be part of pre-existing political structures.

Elected members

In the run up to the elections, the soon to be Mayor Jón Gnarr championed the platform at every opportunity. This buy-in from a prominent figure was key, as it publicised the site and showed that there was buy-in for the work at the highest level.

How does it work?

The website enables people to have a direct say in the democratic process. The website gives the space for people to propose, debate and rate ways that their community can be improved. Every month the council is obliged to discuss the 10–15 highest rated ideas from the website….(More)

Co-Creating the Cities of the Future


Essay by Luis Muñoz in the Special Issue of “Sensors” on Smart City: Vision and Reality : “In recent years, the evolution of urban environments, jointly with the progress of the Information and Communication sector, have enabled the rapid adoption of new solutions that contribute to the growth in popularity of Smart Cities. Currently, the majority of the world population lives in cities encouraging different stakeholders within these innovative ecosystems to seek new solutions guaranteeing the sustainability and efficiency of such complex environments. In this work, it is discussed how the experimentation with IoT technologies and other data sources form the cities can be utilized to co-create in the OrganiCity project, where key actors like citizens, researchers and other stakeholders shape smart city services and applications in a collaborative fashion. Furthermore, a novel architecture is proposed that enables this organic growth of the future cities, facilitating the experimentation that tailors the adoption of new technologies and services for a better quality of life, as well as agile and dynamic mechanisms for managing cities. In this work, the different components and enablers of the OrganiCity platform are presented and discussed in detail and include, among others, a portal to manage the experiment life cycle, an Urban Data Observatory to explore data assets, and an annotations component to indicate quality of data, with a particular focus on the city-scale opportunistic data collection service operating as an alternative to traditional communications. Using Cloud Computing to Untangle How Trees Can Cool Cities


 at CoolGreenScience: “We’ve all used Google Earth — to explore remote destinations around the world or to check out our house from above. But Google Earth Engine is a valuable tool for conservationists and geographers like myself that allows us to tackle some tricky remote-sensing analysis.

After having completed a few smaller spatial science projects in the cloud (mostly on the Google Earth Engine, or GEE, platform), I decided to give it a real workout — by analyzing more than 300 gigabytes of data across 28 United States and seven Chinese cities.

This project was part of a larger study looking at trees in cities. Why trees? Trees provide numerous valuable ecosystem services to communities: benefits associated with air and water quality, energy conservation, cooler air temperatures, and many other environmental and social benefits.

It’s easy to understand the benefits of trees: stand outside on a hot sunny day and you immediately feel cooler in the shade of a tree. But what’s not as obvious as the cooling effect are tree’s ability to remove particulate matter (PM2.5) floating around in the air we breath. And this important, as this type of air pollution is implicated in the deaths of ~3 million people per year.

The Conservancy researched the relationship between city air quality and the cooling effects of trees. Results of this study will inform the Global Cities Program initiative on Planting Healthy Air for cities ­­— the objective being to show how much trees can clean and cool, how much it will cost, and so forth….(More)”

Radical thinking reveals the secrets of making change happen


Extract from his new book in The Guardian where “Duncan Green explores how change actually occurs – and what that means: Political and economic earthquakes are often sudden and unforeseeable, despite the false pundits who pop up later to claim they predicted them all along – take the fall of the Berlin Wall, the 2008 global financial crisis, or the Arab Spring (and ensuing winter). Even at a personal level, change is largely unpredictable: how many of us can say our lives have gone according to the plans we had as 16-year-olds?

The essential mystery of the future poses a huge challenge to activists. If change is only explicable in the rear-view mirror, how can we accurately envision the future changes we seek, let alone achieve them? How can we be sure our proposals will make things better, and not fall victim to unintended consequences? People employ many concepts to grapple with such questions. I find “systems” and “complexity” two of the most helpful.

A “system” is an interconnected set of elements coherently organised in a way that achieves something. It is more than the sum of its parts: a body is more than an aggregate of individual cells; a university is not merely an agglomeration of individual students, professors, and buildings; an ecosystem is not just a set of individual plants and animals.

A defining property of human systems is complexity: because of the sheer number of relationships and feedback loops among their many elements, they cannot be reduced to simple chains of cause and effect. Think of a crowd on a city street, or a flock of starlings wheeling in the sky at dusk. Even with supercomputers, it is impossible to predict the movement of any given person or starling, but there is order; amazingly few collisions occur even on the most crowded streets.

In complex systems, change results from the interplay of many diverse and apparently unrelated factors. Those of us engaged in seeking change need to identify which elements are important and understand how they interact.

My interest in systems thinking began when collecting stories for my book FromPoverty to Power. The light-bulb moment came on a visit to India’s Bundelkhandregion, where the poor fishing communities of Tikamgarh had won rights to more than 150 large ponds. In that struggle numerous factors interacted to create change. First, a technological shift triggered changes in behaviour: the introduction of new varieties of fish, which made the ponds more profitable,induced landlords to seize ponds that had been communal. Conflict then built pressure for government action: a group of 12 brave young fishers in one village fought back, prompting a series of violent clashes that radicalized and inspired other communities; women’s groups were organized for the first time, taking control of nine ponds. Enlightened politicians and non-governmental organizations (NGOs) helped pass new laws and the police amazed everyone by enforcing them.

The fishing communities were the real heroes of the story. They tenaciously faced down a violent campaign of intimidation, moved from direct action to advocacy, and ended up winning not only access to the ponds but a series of legal and policy changes that benefited all fishing families.

The neat narrative sequence of cause and effect I’ve just written, of course, is only possible in hindsight. In the thick of the action, no-one could have said why the various actors acted as they did, or what transformed the relative power of each. Tikamgarh’s experience highlights how unpredictable is the interaction between structures (such as state institutions), agency (by communities and individuals), and the broader context (characterized by shifts in technology,environment, demography, or norms).

Unfortunately, the way we commonly think about change projects onto the future the neat narratives we draw from the past. Many of the mental models we use are linear plans – “if A,then B” – with profound consequences in terms of failure, frustration, and missed opportunities. Towards a DataPlace: mapping data in a game to encourage participatory design in smart cities

As a key part of this vision, pervasive digital technology and open data legislation are being framed as vehicles for citizens to access rich data about their city. It has become apparent though, that simply providing access to these resources does not automatically lead to the development of data-driven applications. If we are going to engage more of the citizenry in smart city design and raise productivity, we are going to need to make the data itself more accessible, engaging and intelligible for non-experts. This ongoing study is exploring one method for doing so. As part of the MK:Smart City project team, we are developing a tangible data look-up interface that acts as an alternative to the conventional DataBase. This interface, or DataPlace as we are calling it, takes the form of a map, which the user places sensors on to physically capture real-time data. This is a simulation of the physical act of capturing data in the real world. The Council will provide a lasting structure for Federal agencies to strengthen partnerships with communities and improve coordination across the Federal Government in order to more efficiently deliver assistance and maximize impact.

Across the country, citizens and local leaders need a Federal Government that is more effective, responsive, and collaborative in addressing their needs and challenges. Far too often, the Federal Government has taken a “one-size-fits-all” approach to working with communities and left local leaders on their own to find Federal resources and navigate disparate programs. Responding to the call for change from local officials and leaders nationwide, and grounded in the belief that the best solutions come from the bottom up, not from the top down, Federal agencies have increasingly taken on a different approach to working with communities to deliver better outcomes in more than 1,800 cities, towns, regions, and tribal communities nationwide.

As a part of this new way of working, Federal agencies are partnering with local officials to support local plans and visions. They are crossing agency and program silos to support cities, towns, counties and tribes in implementing locally-developed plans for improvement – from re-lighting city streets to breathing new life into half-empty rural main streets.  And by using data to measure success and harnessing technology, Federal agencies are focusing on community-driven solutions and what works, while monitoring progress to make investments that have a strong base of evidence behind them.

Building on this success, the President today signed an Executive Order (EO) that will continue to make government work better for the American people.
