This work explores the role of governance as one of the factors influencing the participation of citizens in smart cities projects. Governance characteristics play a major role in explaining different typologies of citizen participation. Through a focus on Amsterdam Smart City program as a specific case study, this research examines the characteristics of governance that are present in the overall program and within a selected sample of projects, and how they relate to different typologies of citizen participation. A Gargantuan Challenge for The Megalopolis: Mexico City calls citizens to help map its complex public bus system


“Mexico City, the largest and oldest urban agglomeration in the American continent. The city is home to an incredible diversity of people and cultures, and its size and its diversity also poses certain challenges. In a city with such big scale (the metropolitan area measures 4,887 mi2) transportation is one of its main problems. Finding ways to improve how people move within requires imagination and cooperation from decision makers and society alike.

The scale and dynamism of Mexico City’s public transport system represents a challenge to generate quality information. Processes for the generation of mobility data are time-consuming and expensive. Given this scenario, the best alternative for the city is to include transport users in generating this information.

The megalopolis lacks an updated, open database of its more than 1,500 bus routes. To tackle this problem, Laboratorio para la Ciudad (Mexico City’s experimental office and creative think-tank, reporting to the Mayor) partnered with 12 organizations that include NGOs and  other government offices to develop Mapatón CDMX: a crowdsourcing and gamification experiment to map the city’s bus routes through civic collaboration and technology.

After one year of designing and testing a strategy, the team behind Mapatón CDMX is calling citizens to map the public transport system by participating on a city game from January 29th to February 14th 2016. The game’s goal is to map routes of licenced public transport (buses, minibuses and vans) from start to finish in order to score points, which is done through an app for Android devices that gathers GPS data from the user inside the bus.

The mappers will participate individually or in groups with friends and family for two weeks. As an incentive and once the mapping marathon is finished, those participants with higher scores will earn cash prizes and electronic devices. (A smart algorithm creates incentives to map the longest or most ignored routes, giving mappers extra points.) But what is most valuable: the data resulting will be openly available at the end of February 2016, much faster and cheaper than with traditional processes.

Mapatón CDMX is an innovative and effective way to generate updated and open information about transport routes as the game harnesses collective intelligence of the gargantuan city. Organisers consider that the open database may be used by anyone to create for example data driven policy, strategies for academic analysis, maps for users, applications, visualizations, among many other digital products….(More)”

Design-Led Innovation in the Public Sector


Manuel Sosa at INSEAD Knowledge: “When entering a government permit office, virtually everyone would prepare themselves for a certain amount of boredom and confusion. But resignation may well turn to surprise or even shock, if that office is Singapore’s Employment Pass Service Centre (EPSC), where foreign professionals go to receive their visa to work in the city-state. The ambience more closely resembles a luxury hotel lobby than a grim government agency, an impression reinforced by the roaming reception managers who greet arriving applicants, directing them to a waiting area with upholstered chairs and skyline views.

In a new case study, “Designing the Employment Pass Service Centre for the Ministry of Manpower, Singapore”, Prof. Michael Pich and I explore how even public organizations are beginning to use design to find and tap into innovation opportunities where few have thought to look. In the case of Singapore’s Ministry of Manpower (MOM), a design-led transformation of a single facility was the starting point of a drastic reconsideration of what a government agency could be.

Efficiency is not enough

Prior to opening the EPSC in July 2009, MOM’s Work Pass Division (WPD) had developed hyper-efficient methods to process work permits for foreign workers, who comprise approximately 40 percent of Singapore’s workforce. In fact, it was generally considered the most efficient department of its kind in the world. After 9/11, a mandatory-fingerprinting policy for white-collar workers was introduced, necessitating a standalone centre. The agency saw this as an opportunity to raise the efficiency bar even further.

Giving careful consideration to every aspect of the permit-granting process, the project team worked with a local vendor to overhaul the existing model. The proposal they ultimately presented to MOM assured almost unheard-of waiting times, as well as a more aesthetically pleasing look and feel….

Most public-sector organisations’ prickly interactions with the public can be explained with the simple fact that they lack competition. Government bodies are generally monopolies dispensing necessities, so on the whole they don’t feel compelled to agonise over their public face.

MOM and the Singapore government had a different idea. Aware that they were competing with other countries for top global talent, they recognised that the permit-granting process, in a very real sense, set the tone for foreign professionals’ entire experience of Singapore. Expats would be unlikely to remember precisely how long it took to get processed, but the quality of the service received would resonate in their minds and affect their impression of the country as a whole.

IDEO typically begins by concentrating on the user experience. In this case, in addition to observing and identifying what goes through the mind of a typical applicant during his or her journey in the existing system, the observation stage included talking to foreigners who were arriving in Singapore about their experience. IDEO discovered that professionals newly arrived in Singapore were embarking on an entirely new chapter of their lives, with all the expected stresses. The last thing they needed was more stress when receiving their permit. Hence, the EPSC entry hall is airy and free of clutter to create a sense of calm. The ESPC provides toys to keep kids entertained while their parents meet with agents and register for work passes. Visitors are always called by name, not number. Intimidating interview rooms were done away with in favour of open cabanas….In its initial customer satisfaction survey in 2010, the EPSC scored an average rating of 5.7 out of 6….(More)”

Core Concepts: Computational social science


Adam Mann at PNAS:Cell phone tower data predicts which parts of London can expect a spike in crime (1). Google searches for polling place information on the day of an election reveal the consequences of different voter registration laws (2). Mathematical models explain how interactions among financial investors produce better yields, and even how they generate economic bubbles (3).

Student’s, tourists, and businesspeople all travel through the city in various ways, congregating and socializing in different neighborhoods.  These are just a few examples of how a suite of technologies is helping bring sociology, political science, and economics into the digital age. Such social science fields have historically relied on interviews and survey data, as well as censuses and other government databases, to answer important questions about human behavior. These tools often produce results based on individuals—showing, for example, that a wealthy, well-educated, white person is statistically more likely to vote (4)—but struggle to deal with complex situations involving the interactions of many different people.

 

A growing field called “computational social science” is now using digital tools to analyze the rich and interactive lives we lead. The discipline uses powerful computer simulations of networks, data collected from cell phones and online social networks, and online experiments involving hundreds of thousands of individuals to answer questions that were previously impossible to investigate. Humans are fundamentally social creatures and these new tools and huge datasets are giving social scientists insights into exactly how connections among people create societal trends or heretofore undetected patterns, related to everything from crime to economic fortunes to political persuasions. Although the field provides powerful ways to study the world, it’s an ongoing challenge to ensure that researchers collect and store the requisite information safely, and that they and others use that information ethically….(More)”

7 Ways Local Governments Are Getting Creative with Data Mapping


Ben Miller at GovTech:  “As government data collection expands, and as more of that data becomes publicly available, more people are looking to maps as a means of expressing the information.

And depending on the type of application, a map can be useful for both the government and its constituents. Many maps help government servants operate more efficiently and savemoney, while others will answer residents’ questions so they don’t have to call a government worker for theanswer…..

Here are seven examples of state and local governments using maps to help themselves and the people they serve.

1. DISTRICT OF COLUMBIA, IOWA GET LOCAL AND CURRENT WITH THE WEATHER

As Winter Storm Jonas was busy dropping nearly 30 inches of snow on the nation’s capital, officials in D.C. were working to clear it. And thanks to a mapping application they launched, citizens could see exactly how the city was going about that business.

The District of Columbia’s snow map lets users enter an address, and then shows what snow plows did near that address within a given range of days. The map also shows where the city received 311 requests for snow removal and gives users a chance to look at recent photos from road cameras showing driving conditions…..

2. LOS ANGELES MAPS EL NIÑO RESOURCES, TRENDS

Throughout the winter, weather monitoring experts warned the public time and again that an El Niño system was brewing in the Pacific Ocean that looked to be one of the largest, if not the largest, ever. That would mean torrents of rain for a parched state that’s seen mudslides and flooding during storms in the past.

So to prepare its residents, the city of Los Angeles published a map in January that lets users see both decision-informing trends and the location of resources. Using the application, one can toggle layers that let them know what the weather is doing around the city, where traffic is backed up, where the power is out, where they can find sand bags to prevent flood damage and more….

3. CALIFORNIA DIVES DEEP INTO AIR POLLUTION RISKS

….So, faced with a legislative mandate to identify disadvantaged communities, the California Office of Environmental Health Hazard Assessment decided that it wouldn’t just examine smog levels — it also would also take a look at the prevalence of at-risk people across the state.

The result is a series of three maps, the first two examining both factors and the third combining them. That allows the state and its residents to see the places where air pollution is the biggest problem for people it poses a greater risk to….

4. STREAMLINING RESIDENT SERVICE INFORMATION

The city of Manassas, Va., relied on an outdated paper map and a long-time, well-versed staffer to answer questions about municipal curbside pickup services until they launched this map in 2014. The map allows users to enter their address, and then gives them easy-to-read information about when to put out various things on their curb for pickup.

That’s useful because the city’s fall leaf collection schedule changes every year. So the map not only acts as a benefit to residents who want information, but to city staff who don’t have to deal with as many calls.

The map also shows users the locations of resources they can use and gives them city phone numbers in case they still have questions, and displays it all in a popup pane at the bottom of the map.

5. PLACING TOOLS IN THE HANDS OF THE PUBLIC

A lot of cities and counties have started publishing online maps showing city services and releasing government data.

But Chicago, Boston and Philadelphia stand out as examples of maps that take the idea one step further — because each one offers a staggering amount of choices for users.

Chicago’s new OpenGrid map, just launched in January, is a versatile map that lets users search for certain data like food inspection reports, street closures, potholes and more. That’s enough to answer a lot of questions, but what adds even more utility is the map’s various narrowing tools. Users can narrow searches to a zip code, or they can draw a shape on the map and only see results within that shape. They can perform sub-searches within results and they can choose how they’d like to see the data displayed.

Philadelphia’s platform makes use of buttons, icons and categories to help users sift through the spatially-enabled data available to them. Options include future lane closures, bicycle paths, flu shots, city resources, parks and more.

Boston’s platform is open for users to submit their own maps. And submit they have. The city portal offers everything from maps of bus stops to traffic data pulled from the Waze app.

6. HOUSTON TRANSFORMS SERVICE REQUEST DATA

A 311 service functions as a means of bringing problems to city staff’s attention. But the data itself only goes so far — it needs interpretation.

Houston’s 311 service request map helps users easily analyze the data so as to spot trends. The tool offers lots of ways to narrow data down, and can isolate many different kinds of request so users can see whether one problem is reported more often in certain areas.

7. GUIDING BUSINESS GROWTH

For the last several years, the city of Rancho Cucamonga, Calif., has been designing all sorts of maps through its Rancho Enterprise Geographic Information Systems (REGIS) project. Many of them have served specific city purposes, such as tracking code enforcement violations and offering police a command system tool for special events.

The utilitarian foundation of REGIS extends to its public-facing applications as well. One example is INsideRancho, a map built with economic development efforts in mind. The map lets users search and browse available buildings to suit business needs, narrowing results by square footage, zoning and building type. Users can also find businesses by name or address, and look at property exteriors via an embedded connection with Google Street View….(More)”

Can We Use Data to Stop Deadly Car Crashes?


Allison Shapiro in Pacific Standard Magazine: “In 2014, New York City Mayor Bill de Blasio decided to adopt Vision Zero, a multi-national initiative dedicated to eliminating traffic-related deaths. Under Vision Zero, city services, including the Department of Transportation, began an engineering and public relations plan to make the streets safer for drivers, pedestrians, and cyclists. The plan included street re-designs, improved accessibility measures, and media campaigns on safer driving.

The goal may be an old one, but the approach is innovative: When New York City officials wanted to reduce traffic deaths, they crowdsourced and used data.

Many cities in the United States—from Washington, D.C., all the way to Los Angeles—have adopted some version of Vision Zero, which began in Sweden in 1997. It’s part of a growing trend to make cities “smart” by integrating data collection into things like infrastructure and policing.

Cities have access to an unprecedented amount of data about traffic patterns, driving violations, and pedestrian concerns. Although advocacy groups say Vision Zero is moving too slowly, de Blasio has invested another $115 million in this data-driven approach.

De Blasio may have been vindicated. A 2015 year-end report released by the city last week analyzes the successes and shortfalls of data-driven city life, and the early results look promising. In 2015, fewer New Yorkers lost their lives in traffic accidents than in any year since 1910, according to the report, despite the fact that the population has almost doubled in those 105 years.

Below are some of the project highlights.

New Yorkers were invited to add to this public dialogue map, where they could list information ranging from “not enough time to cross” to “red light running.” The Department of Transportation ended up with over 10,000 comments, which led to 80 safety projects in 2015, including the creation of protected bike lanes, the introduction of leading pedestrian intervals, and the simplifying of complex intersections….

Data collected from the public dialogue map, town hall meetings, and past traffic accidents led to “changes to signals, street geometry and markings and regulations that govern actions like turning and parking. These projects simplify driving, walking and bicycling, increase predictability, improve visibility and reduce conflicts,” according to Vision Zero in NYC….(More)”

When is your problem a ‘Challenge’?


Ed Parkes at NESTA: “More NGOs, Government Departments and city governments are using challenge prizes to help develop new products and services which ‘solve’ a problem they have identified. There have been several high profile prizes (for instance, Nesta’s Longitude Prize or the recently announced $7 million ocean floor Xprize) and a growing number of platforms for running them (such as Challenge.gov or OpenIdeo). Due to this increased profile, challenge prizes are more often seen by public sector strategists and policy owners as holding the potential to solve their tricky strategic issues.

To characterise, the starting point is often “If only we could somehow get new, smart, digitally-informed organisations to solve the underfunded, awkward strategic issues we’ve been grappling with, wouldn’t it be great?”.

This approach is especially tantalising for public sector organisations as it means they can be seen to take action on an issue through ‘market shaping’, rather than resorting to developing policy or intervening with regulation or legislation.

Having worked on a series of challenge prizes on open data over the last couple of years, as well as subsequently working with organisations on how our design principles could be applied to their objectives, I’ve spent some time thinking about when it’s appropriate to run a challenge prize. The design and practicalities of running a successful challenge prize are not always straightforward. Thankfully there has already been some useful broad guidance on this from Nesta’s Centre for Challenge Prizes in their Challenge Prize Practice Guide and McKinsey and Deloitte have also published guides.

Nevertheless despite this high quality guidance, like many things in life, the most difficult part is knowing where to start. Organisations struggle to understand whether they have the right problem in the first place. In many instances running a challenge prize is not the appropriate organisational response to an issue and it’s best to discover this early on. From my experience, there are two key questions which are worth asking when you’re trying to work out if your problem is suitable:

1. Is your problem an issue for anyone other than your own organisation?…

2. Will other people see solving this problem as an investment opportunity or worth funding?…

These two considerations come down to one thing – incentive. Firstly, does anyone other than your organisation care about this issue and secondly, do they care enough about it to pay to solve it…..(More)’

Distributed ledger technology: beyond block chain


UK Government Office for Science: “In a major report on distributed ledgers published today (19 January 2016), the Government Chief Scientist, Sir Mark Walport, sets out how this technology could transform the delivery of public services and boost productivity.

A distributed ledger is a database that can securely record financial, physical or electronic assets for sharing across a network through entirely transparent updates of information.

Its first incarnation was ‘Blockchain’ in 2008, which underpinned digital cash systems such as Bitcoin. The technology has now evolved into a variety of models that can be applied to different business problems and dramatically improve the sharing of information.

Distributed ledger technology could provide government with new tools to reduce fraud, error and the cost of paper intensive processes. It also has the potential to provide new ways of assuring ownership and provenance for goods and intellectual property.

Distributed ledgers are already being used in the diamond markets and in the disbursing of international aid payments.

Sir Mark Walport said:

Distributed ledger technology has the potential to transform the delivery of public and private services. It has the potential to redefine the relationship between government and the citizen in terms of data sharing, transparency and trust and make a leading contribution to the government’s digital transformation plan.

Any new technology creates challenges, but with the right mix of leadership, collaboration and sound governance, distributed ledgers could yield significant benefits for the UK.

The report makes a number of recommendations which focus on ministerial leadership, research, standards and the need for proof of concept trials.

They include:

  • government should provide ministerial leadership to ensure that it provides the vision, leadership and the platform for distributed ledger technology within government; this group should consider governance, privacy, security and standards
  • government should establish trials of distributed ledgers in order to assess the technology’s usability within the public sector
  • government could support the creation of distributed ledger demonstrators for local government that will bring together all the elements necessary to test the technology and its application.
  • the UK research community should invest in the research required to ensure that distributed ledgers are scalable, secure and provide proof of correctness of their contents….View the report ‘Distributed ledger technology: beyond block chain’.”

Chicago Is Predicting Food Safety Violations. Why Aren’t Other Cities?


Julian Spector at CityLab: “The three dozen inspectors at the Chicago Department of Public Health scrutinize 16,000 eating establishments to protect diners from gut-bombing food sickness. Some of those pose more of a health risk than others; approximately 15 percent of inspections catch a critical violation.

For years, Chicago, like most every city in the U.S., scheduled these inspections by going down the complete list of food vendors and making sure they all had a visit in the mandated timeframe. That process ensured that everyone got inspected, but not that the most likely health code violators got inspected first. And speed matters in this case. Every day that unsanitary vendors serve food is a new chance for diners to get violently ill, paying in time, pain, and medical expenses.

That’s why, in 2014, Chicago’s Department of Innovation and Technology started sifting through publicly available city data and built an algorithm to predict which restaurants were most likely to be in violation of health codes, based on the characteristics of previously recorded violations. The program generated a ranked list of which establishments the inspectors should look at first. The project is notable not just because it worked—the algorithm identified violations significantly earlier than business as usual did—but because the team made it as easy as possible for other cities to replicate the approach.

And yet, more than a year after Chicago published its code, only one local government, in metro D.C., has tried to do the same thing. All cities face the challenge of keeping their food safe and therefore have much to gain from this data program. The challenge, then, isn’t just to design data solutions that work, but to do so in a way that facilitates sharing them with other cities. The Chicago example reveals the obstacles that might prevent a good urban solution from spreading to other cities, but also how to overcome them….(More)”

Hacking the streets: ‘Smart’ writing in the smart city


Spencer Jordan at FirstMonday: “Cities have always been intimately bound up with technology. As important nodes within commercial and communication networks, cities became centres of sweeping industrialisation that affected all facets of life (Mumford, 1973). Alienation and estrangement became key characteristics of modernity, Mumford famously noting the “destruction and disorder within great cities” during the long nineteenth century. The increasing use of digital technology is yet another chapter in this process, exemplified by the rise of the ‘smart city’. Although there is no agreed definition, smart cities are understood to be those in which digital technology helps regulate, run and manage the city (Caragliu,et al., 2009). This article argues that McQuire’s definition of ‘relational space’, what he understands as the reconfiguration of urban space by digital technology, is critical here. Although some see the impact of digital technology on the urban environment as deepening social exclusion and isolation (Virilio, 1991), others, such as de Waal perceive digital technology in a more positive light. What is certainly clear, however, is that the city is once again undergoing rapid change. As Varnelis and Friedberg note, “place … is in a process of a deep and contested transformation”.

If the potential benefits from digital technology are to be maximised it is necessary that the relationship between the individual and the city is understood. This paper examines how digital technology can support and augment what de Certeau calls spatial practice, specifically in terms of constructions of ‘home’ and ‘belonging’ (de Certeau, 1984). The very act of walking is itself an act of enunciation, a process by which the city is instantiated; yet, as de Certeau and Bachelard remind us, the city is also wrought from the stories we tell, the narratives we construct about that space (de Certeau, 1984; Bachelard, 1994). The city is thus envisioned both through physical exploration but also language. As Turchi has shown, the creative stories we make on these voyages can be understood as maps of that world and those we meet (Turchi, 2004). If, as the situationists Kotányi and Vaneigem stated, “Urbanism is comparable to the advertising propagated around Coca-Cola — pure spectacular ideology”, there needs to be a way by which the hegemony of the market, Benjamin’s phantasmagoria, can be challenged. This would wrestle control from the market forces that are seen to have overwhelmed the high street, and allow a refocusing on the needs of both the individual and the community.

This article argues that, though anachronistic, some of the situationists’ ideas persist within hacking, what Himanen (2001) identified as the ‘hacker ethic’. As Taylor argues, although hacking is intimately connected to the world of computers, it can refer to the unorthodox use of any ‘artefact’, including social ‘systems’ . In this way, de Certeau’s urban itineraries, the spatial practice of each citizen through the city, can be understood as a form of hacking. As Wark states, “We do not lack communication. On the contrary, we have too much of it. We lack creation. We lack resistance to the present.” If the city itself is called into being through our physical journeys, in what de Certeau called ‘spaces of enunciation’, then new configurations and possibilities abound. The walker becomes hacker, Wark’s “abstractors of new worlds”, and the itinerary a deliberate subversion of an urban system, the dream houses of Benjamin’s arcades. This paper examines one small research project, Waterways and Walkways, in its investigation of a digitally mediated exploration across Cardiff, the Welsh capital. The article concludes by showing just one small way in which digital technology can play a role in facilitating the re-conceptualisation of our cities….(More)”
