Shifting from research governance to research ethics: A novel paradigm for ethical review in community-based research

University and health-based ethical review committees in New Zealand predominantly serve as ‘gatekeepers’ that consider the ethical implications of a research design in order to protect participants and the institution from harm. However, in New Zealand, community-based researchers routinely do not have access to this level of support or review. A relatively new group, the New Zealand Ethics Committee (NZEC), formed in 2012, responds to the uneven landscape of access for community-based research. By offering ethical approval inclusive of the review of a project’s study design outside institutional settings, NZEC has endeavoured to move beyond a gatekeeping research governance function to that of bridge-building. This change of focus presents rich possibilities but also a number of limitations for providing ethical review outside conventional institutional contexts. Platforms connect talented Instagrammers with good causes

What Is Community Anyway?


David M. Chavis & Kien Lee at Stanford Social Innovation Review: “Community” is so easy to say. The word itself connects us with each other. It describes an experience so common that we never really take time to explain it. It seems so simple, so natural, and so human. In the social sector, we often add it to the names of social innovations as a symbol of good intentions (for example, community mental health, community policing, community-based philanthropy, community economic development).

But the meaning of community is complex. And, unfortunately, insufficient understanding of what a community is and its role in the lives of people in diverse societies has led to the downfall of many well-intended “community” efforts.

Adding precision to our understanding of community can help funders and evaluators identify, understand, and strengthen the communities they work with. There has been a great deal of research in the social sciences about what a human community is (see for example, Chavis and Wandersman, 1990; Nesbit, 1953; Putnam, 2000). Here, we blend that research with our experience as evaluators and implementers of community change initiatives.

It’s about people.

First and foremost, community is not a place, a building, or an organization; nor is it an exchange of information over the Internet. Community is both a feeling and a set of relationships among people. People form and maintain communities to meet common needs….

People live in multiple communities.

Since meeting common needs is the driving force behind the formation of communities, most people identify and participate in several of them, often based on neighborhood, nation, faith, politics, race or ethnicity, age, gender, hobby, or sexual orientation….

Communities are nested within each other.

Just like Russian Matryoshka dolls, communities often sit within other communities. For example, in a neighborhood—a community in and of itself—there may be ethnic or racial communities, communities based on people of different ages and with different needs, and communities based on common economic interests….

Communities have formal and informal institutions.

Communities form institutions—what we usually think of as large organizations and systems such as schools, government, faith, law enforcement, or the nonprofit sector—to more effectively fulfill their needs….

Communities are organized in different ways.

Every community is organized to meet its members’ needs, but they operate differently based on the cultures, religions, and other experiences of their members. For example, while the African American church is generally understood as playing an important role in promoting health education and social justice for that community, not all faith institutions such as the mosque or Buddhist temple are organized and operate in the same way….(More)

Toward a Research Agenda on Opening Governance


Members of the MacArthur Research Network on Opening Governance at Medium: “Society is confronted by a number of increasingly complex problems — inequality, climate change, access to affordable healthcare — that often seem intractable. Existing societal institutions, including government agencies, corporations and NGOs, have repeatedly proven themselves unable to tackle these problems in their current composition. Unsurprisingly, trust in existing institutions is at an all-time low.

At the same time, advances in technology and sciences offer a unique opportunity to redesign and reinvent our institutions. Increased access to data may radically transform how we identify problems and measure progress. Our capacity to connect with citizens could greatly increase the knowledge and expertise available to solve big public problems. We are witnessing, in effect, the birth of a new paradigm of governance — labeled “open governance” — where institutions share and leverage data, pursue collaborative problem-solving, and partner with citizens to make better decisions. All of these developments offer a potential solution to the crisis of trust and legitimacy confronting existing institutions.

But for the promise of open governance, we actually know very little about its true impact, and about the conditions and contingencies required for institutional innovation to really work. Even less is known about the capabilities that institutions must develop in order to be able to take advantage of new technologies and innovative practices. The lack of evidence is holding back positive change. It is limiting our ability to improve people’s lives.

The MacArthur Foundation Research Network on Opening Governance seeks to address these shortcomings. Convened and organized by the GovLab, and made possible by a three-year, $5 million grant from the John D. and Catherine T. MacArthur Foundation, the Network seeks to build an empirical foundation that will help us understand how democratic institutions are being (and should be) redesigned, and how this in turn influences governance. At its broadest level, the Network seeks to create a new science of institutional innovation.

In what follows, we outline a research agenda and a set of deliverables for the coming years that can deepen our understanding of “open governance.” More specifically the below seeks:

  • to frame and contextualize the areas of common focus among the members;
  • to guide the targeted advancement of Network activities;
  • to catalyze opportunities for further collaboration and knowledge exchange between Network members and those working in the field at large.

A core objective of the Network is to conduct research based on, and that has relevance for, real-world institutions. Any research that is solely undertaken in the lab, far from the actual happenings the Network seeks to influence and study, is deemed to be insufficient. As such, the Network is actively developing flexible, scalable methodologies to help analyze the impact of opening governance. In the spirit of interdisciplinarity and openness that defines the Network, these methodologies are being developed collaboratively with partners from diverse disciplines.

Governing the smart city: a review of the literature on smart urban governance


Review by Albert Meijer and Manuel Pedro Rodríguez Bolívar in International Review of Administrative Sciences: “Academic attention to smart cities and their governance is growing rapidly, but the fragmentation in approaches makes for a confusing debate. This article brings some structure to the debate by analyzing a corpus of 51 publications and mapping their variation. The analysis shows that publications differ in their emphasis on (1) smart technology, smart people or smart collaboration as the defining features of smart cities, (2) a transformative or incremental perspective on changes in urban governance, (3) better outcomes or a more open process as the legitimacy claim for smart city governance. We argue for a comprehensive perspective: smart city governance is about crafting new forms of human collaboration through the use of ICTs to obtain better outcomes and more open governance processes. Research into smart city governance could benefit from previous studies into success and failure factors for e-government and build upon sophisticated theories of socio-technical change. This article highlights that smart city governance is not a technological issue: we should study smart city governance as a complex process of institutional change and acknowledge the political nature of appealing visions of socio-technical governance….(More)”

A new approach to measuring the impact of open data


 at SunLight Foundation: “Strong evidence on the long-term impact of open data initiatives is incredibly scarce. The lack of compelling proof is partly due to the relative novelty of the open government field, but also to the inherent difficulties in measuring good governance and social change. We know that much of the impact of policy advocacy, for instance, occurs even before a new law or policy is introduced, and is thus incredibly difficult to evaluate. At the same time, it is also very hard to detect the causality between a direct change in the legal environment and the specific activities of a policy advocacy group. Attribution is equally challenging when it comes to assessing behavioral changes – who gets to take credit for increased political engagement and greater participation in democratic processes?

Open government projects tend to operate in an environment where the contribution of other stakeholders and initiatives is essential to achieving sustainable change, making it even more difficult to show the causality between a project’s activities and the impact it strives to achieve. Therefore, these initiatives cannot be described through simple “cause and effect” relationships, as they mostly achieve changes through their contribution to outcomes produced by a complex ecosystem of stakeholders — including journalists, think tanks, civil society organizations, public officials and many more — making it even more challenging to measure their direct impact.

We at the Sunlight Foundation wanted to tackle some of the methodological challenges of the field through building an evidence base that can empower further generalizations and advocacy efforts, as well as developing a methodological framework to unpack theories of change and to evaluate the impact of open data and digital transparency initiatives. A few weeks ago, we presented our research at the Cartagena Data Festival, and today we are happy to launch the first edition of our paper, which you can read below or on Scribd.

The outputs of this research include:

  • A searchable repository of more than 100 examples on the outputs, outcomes and impacts of open data and digital technology projects;
  • Three distinctive theories of change for open data and digital transparency initiatives from the Global South;

Nepal Aid Workers Helped by Drones, Crowdsourcing


Shirley Wang et al in the Wall Street Journal: “….It is too early to gauge the exact impact of the technology in Nepal relief efforts, which have just begun amid chaos on the ground. Aid organizations have reported hospitals are overstretched, a shortage of capacity at Katmandu’s airport is crippling aid distribution and damaged roads and the mountainous country’s difficult terrain make reaching villages difficult.

Still, technology is playing an increasing role in the global response to humanitarian crises. Within hours of Saturday’s 7.8-magnitude temblor, U.S. giants such as Google Inc. and Facebook Inc. were offering their networks for use in verifying survivors and helping worried friends and relatives locate their loved ones.

Advances in online mapping—long used to calculate distances and plot driving routes—and the ability of camera-equipped drones are playing an increasingly important role in coordinating emergency responses at ground zero of any disaster.

A community of nonprofit groups uses satellite images, private images and open-source mapping technology to remap areas affected by the earthquake. They mark damaged buildings and roads so rescuers can identify the worst-hit areas and assess how accessible different areas are. The technology complements more traditional intelligence from aircraft.

Such crowdsourced real-time mapping technologies were first used in the 2010 Haiti earthquake, according to Chris Grundy, a professor in Geographical Information Systems at the London School of Hygiene and Tropical Medicine. The technology “has been advancing a little bit every time [every situation where it is used] as we start to see what works,” said Prof. Grundy.

The American Red Cross supplied its relief team on the Wednesday night flight to Nepal from Washington, D.C. with 50 digital maps and an inch-thick pile of paper maps that help identify where the needs are. The charity has a mapping project with the British Red Cross, Doctors Without Borders and the Humanitarian OpenStreetMap Team, a crowdsourced data-sharing group.

Mapping efforts have grown substantially since Haiti, according to Dale Kunce, head of the geographic information systems team at the American Red Cross. In the two months after the Haiti temblor, 600 mapping contributors made 1.5 million edits, while in the first 48 hours after the Nepal earthquake, 2,000 mappers had already made three million edits, Mr. Kunce said.

Some 3,400 volunteers from around the world are now inspecting images of Nepal online to identify road networks and conditions, to assess the extent of damage and pinpoint open spaces where displaced persons tend to congregate, according to Nama Budhathoki, executive director of a nonprofit technology company called Katmandu Living Labs.

His group is operating from a cramped but largely undamaged meeting room in a central-Katmandu office building to help coordinate the global effort of various mapping organizations with the needs of agencies like Doctors Without Borders and the international Red Cross community.

The road to better data


Johannes Jütting at OECDInsightsTradition tells us that more than 3,000 years ago, Moses went to the top of Mount Sinai and came back down with 10 commandments. When the world’s presidents and prime ministers go to the top of the Sustainable Development Goals (SDGs) mountain in New York late this summer they will come down with not 10 commandments but 169. Too many?

Some people certainly think so. “Stupid development goals,” The Economist said recently. It argued that the 17 SDGs and roughly 169 targets should “honour Moses and be pruned to ten goals”. Others disagree. In a report for the Overseas Development Institute, May Miller-Dawkins, warned of the dangers of letting practicality “blunt ambition”. She backed SDGs with “high ambition”.

The debate over the “right” number of goals and targets is interesting, important even. But it misses a key point: No matter how many goals and targets are finally agreed, if we can’t measure their real impact on people’s lives, on our societies and on the environment, then they risk becoming irrelevant.

Unfortunately, we already know that many developing countries have problems compiling even basic social and economic statistics, never mind the complex web of data that will be needed to monitor the SDGs. A few examples: In 2013, about 35% of all live births were not officially registered worldwide, rising to two-thirds in developing countries. In Africa, just seven countries have data on their total number of landholders and women landholders, and none have data from before 2004. Last but not least, fast-changing economies and associated measurement challenges mean we are not sure today if we have worldwide a billion people living in extreme poverty, half a billion or more than a billion.

Why does this matter? Without adequate data, we cannot identify the problems that planning and policymaking need to address. We also cannot judge if governments and others are meeting their commitments. As a report from the Centre for Global Development notes, “Data […] serve as a ‘currency’ for accountability among and within governments, citizens, and civil society at large, and they can be used to hold development agencies accountable.”…(More)”

What makes some federal agencies better than others at innovation


Tom Fox at the Washington Post:Given the complexity and difficulty of the challenges that government leaders face, encouraging innovation among their workers can pay dividends. Government-wide employee survey data, however, suggest that much more needs to be done to foster this type of culture at many federal organizations.

According to that data, nearly 90 percent of federal employees are looking for ways to be more innovative and effective, but only 54 percent feel encouraged by their leaders to come up with new ways of doing work. To make matters worse, fewer than a third say they believe creativity and innovation are rewarded in their agencies.

It’s worth pausing to examine what sets apart those agencies that do. They tend to have developed innovative cultures by providing forums for employees to share and test new ideas, by encouraging responsible risk-taking, and by occasionally bringing in outside talent for rotational assignments to infuse new thinking into the workplace.

The Department of Health and Human Services (HHS) is one example of an agency working at this. In 2010 it created the Idea Lab, with the goal to “remove barriers HHS employees face and promote better ways of working in government.”

It launched an awards program as part of Idea Lab called HHS Innovates to identify promising, new ideas likely to improve effectiveness. And to directly support implementing these ideas, the lab launched HHS Ignites, which provides teams with seed funding of $5,000 and a three-month timeframe to work on approved action plans. When the agency needs a shot of outside inspiration, it has its Entrepreneurs-in-Residence program, which enlists experts from the private and nonprofit sectors to join HHS for one or two years to develop new approaches and improve practices….

While the HHS Idea Lab program is a good concept, it’s the agency’s implementation that distinguishes it from other government efforts. Federal leaders elsewhere would be wise to borrow a few of their tactics.

As a starting point, federal leaders should issue a clear call for innovation that demands a measurable result. Too often, leaders ask for changes without any specificity as to the result they are looking to achieve. If you want your employees to be more innovative, you need to set a concrete, data-driven goal — whether that’s to reduce process steps or process times, improve customer satisfaction or reduce costs.

Secondly, you should help your employees take their ideas to implementation by playing equal parts cheerleader and drill sergeant. That is, you need to boost their confidence while at the same time pushing them to develop concrete action plans, experiments and measurements to show their ideas deliver results….(More)”
