Polish activists turn to digital democracy


 in the Financial Times: “Opponents of the Polish government have mounted a series of protests on issues ranging from reform of the judiciary to an attempt to ban abortion. In February, they staged yet another, less public but intensely emotive, battle — to save the country’s trees.

At the beginning of the year, a new law allowed property owners to cut trees on their land without official permission. As a result, hundreds of trees disappeared from the centres of Polish cities as more valuable treeless plots were sold off to developers. In parallel, the government authorised extensive logging of the ancient forest in Bialowieza, a Unesco world heritage site.

“People reacted very emotionally to these practices,” says Wojciech Sanko, a co-ordinator at Code for Poland, a programme run by ePanstwo (eState), the country’s biggest non-governmental organisation in this field.

The group aims to deploy new technology tools designed to explain local and national policies, and to make it easier for citizens to take part in public life. As no one controlled the tree-cutting, for example, Mr Sanko thought technology could at least help to monitor it. First, he wanted to set up a simple digital map of trees cut in Warsaw. But as the controversial liberalisation of tree-cutting was reversed, the NGO together with local activists decided to work on another project — to map trees still standing, along with data about species and their absorption of carbon dioxide associated with climate change.

The group has also started to create an app for activists in Bialowieza forest: an open-source map that will gather all documentation from civic patrols monitoring the site, and will indicate the exact places of logging.

A trend towards recruiting technology for civic projects has been slowly gathering pace in a country that is hard to describe as socially-engaged: only 59 per cent of Poles say they have done volunteer work for the community, according to a 2016 survey by the Centre of Public Opinion Research.

Election turnout barely surpasses 50 per cent. Yet since the election of the rightwing Law and Justice government in 2015, which has introduced rapid and controversial reforms across all domains of public life, citizens have started to take a closer look at politicians and their actions.

In addition to the tree map, Code for Poland has developed a website that aggregates public data, such as tax spending or air pollution.

Mr Sanko underlines, however, that Code for Poland is much more about local communities than national politics. Many of the group’s projects are small scale, ranging from a mobile app for an animal shelter in Gdansk and a tool that shows people where they can take their garbage.

Piotr Micula, board member of Miasto Jest Nasze (The City is Ours), an urban movement in Warsaw, says that increasing access to data is fuelling the development of civic tech. “Even as a small organisation, we try to use big data and visualise it,” he says….(More)”.

Cape Town as a Smart and Safe City: Implications for Governance and Data Privacy

However, there are concerns that governance led by ‘Big Data’ processes marks the beginning of a trend of encroachment on the individual’s liberty and privacy, even if such technologies are employed legitimately for the public’s safety and security. There are many ways in which personal data processing for law enforcement and public safety purposes may pose a threat to the privacy and data protection rights of individuals. Furthermore, the risk of such powers being misused is increased by the covert nature of the processing, and the ever-increasing capacity, and pervasiveness, of the retention, sharing, and monitoring of personal data by public authorities and business. The focus of this article concerns the use of these smart city technologies for the purposes of countering crime and ensuring public safety. Specifically, this research examines these policy-making developments, and the key initiatives to date, undertaken by the municipal authorities within the city of Cape Town. Subsequently, the examination then explores the implications of these policies and initiatives for governance, and compliance with the right to data privacy, as guaranteed under international human rights law, the Constitution of South Africa, and the national statutory framework governing data protection. Introducing the Digital Policy Model Canvas

How can such insights be translated into a practical and pragmatic approach to policymaking? In order to find implementable solutions, we sought to develop a “Digital Policy Model Canvas” that would guide policy makers to derive specific policies and regulatory mechanisms in an agile and iterative manner – integrating both design thinking and evidence based policy making. This notion of a canvas is borrowed from the business world. For example, in Business Model Generation: A Handbook for Visionaries, Game Changers, and Challengers, Alexander Osterwalder and Yves Pigneur introduce the idea of a “Business Model Canvas” to generate new, innovative business models that can help companies–and others–go beyond legacy systems and approaches.

Applying this approach to the world of digital policymaking and innovation, we arrive at the “Digital Policy Model Canvas” represented in the accompanying figure.

Free Speech in the Algorithmic Society: Big Data, Private Governance, and New School Speech Regulation


Paper by Jack Balkin: “We have now moved from the early days of the Internet to the Algorithmic Society. The Algorithmic Society features the use of algorithms, artificial intelligence agents, and Big Data to govern populations. It also features digital infrastructure companies, large multi-national social media platforms, and search engines that sit between traditional nation states and ordinary individuals, and serve as special-purpose governors of speech.

The Algorithmic Society presents two central problems for freedom of expression. First, Big Data allows new forms of manipulation and control, which private companies will attempt to legitimate and insulate from regulation by invoking free speech principles. Here First Amendment arguments will likely be employed to forestall digital privacy guarantees and prevent consumer protection regulation. Second, privately owned digital infrastructure companies and online platforms govern speech much as nation states once did. Here the First Amendment, as normally construed, is simply inadequate to protect the practical ability to speak.

The first part of the essay describes how to regulate online businesses that employ Big Data and algorithmic decision making consistent with free speech principles. Some of these businesses are “information fiduciaries” toward their end-users; they must exercise duties of good faith and non-manipulation. Other businesses who are not information fiduciaries have a duty not to engage in “algorithmic nuisance”: they may not externalize the costs of their analysis and use of Big Data onto innocent third parties.

The second part of the essay turns to the emerging pluralist model of online speech regulation. This pluralist model contrasts with the traditional dyadic model in which nation states regulated the speech of their citizens.

In the pluralist model, territorial governments continue to regulate the speech directly. But they also attempt to coerce or co-opt owners of digital infrastructure to regulate the speech of others. This is “new school” speech regulation….(More)”.

Internet of Things tackles global animal poaching


Springwise: “ZSL (Zoological Society of London), one of the most famous zoos in Europe, has teamed up with non-profit technology company Digital Catapult to support the development of anti-poaching technology. The partnership will use the Internet of Things (IoT) and Low Power Wide Area Network (LPWAN) technologies to create a sensor and satellite-enabled network that will be able to help conservationists monitor wildlife and respond to poaching threats on land and sea in some of the world’s most remote national parks.

Up to 35,000 African elephants were killed by poachers in 2016, and black rhino and mountain gorilla populations continue to be at high risk. LPWAN could help prevent poaching in game reserves by enabling remote sensors to communicate with one another over long distance while using only a small amount of power. These connected sensors are able to detect activities nearby and determine whether these originate from wildlife or poachers, creating immediate alerts for those monitoring the area.

Digital Catapult has installed a LPWAN base station at the ZSL headquarters at London Zoo, which will enable prototypes to be tested on site. This technology will build on the revolutionary work already underway in areas including Kenya, Nepal, Australia, the Chagos Archipelago, and Antarctica.

The practise of poaching has been the target of many technology companies, with a similar project using artificial intelligence to monitor poachers recently coming to light. One of the many devastating impacts of poaching is the potential to cause extinction of some animals, and one startup has tackled this potential catastrophe with rhinos by producing a 3D printed horn that could help the species avoid being a target….(More)”.

The Promise of Evidence-Based Policymaking


Final Report by the Commission on Evidence-Based Policymaking: “…There are many barriers to the efective use of government data to generate evidence. Better access to these data holds the potential for substantial gains for society. The Commission’s recommendations recognize that the country’s laws and practices are not currently optimized to support the use of data for evidence building, nor in a manner that best protects privacy. To correct these problems, the Commission makes the following recommendations:

  • Establish a National Secure Data Service to facilitate access to data for evidence building while ensuring privacy and transparency in how those data are used. As a state-of-the-art resource for improving government’s capacity to use the data it already collects, the National Secure Data Service will be able to temporarily link existing data and provide secure access to those data for exclusively statistical purposes in connection with approved projects. The National Secure Data Service will do this without creating a data clearinghouse or warehouse.
  • Require stringent privacy qualifcations for acquiring and combining data for statistical purposes at the National Secure Data Service to ensure that data continue to be efectively protected while improving the government’s ability to understand the impacts of programs on a wider range of outcomes. At the same time, consider additional statutory changes to enable ongoing statistical production that, under the same stringent privacy qualifcations, may make use of combined data.
  • Review and, where needed, revise laws authorizing Federal data collection and use to ensure that limited access to administrative and survey data is possible to return benefts to the public through improved programs and policies, but only under strict privacy controls.
  • Ensure state-collected quarterly earnings data are available for statistical purposes, including to support the many evidence-building activities for which earnings are an important outcome.
  • Make additional state-collected data about Federal programs available for evidence building. Where appropriate, states that administer programs with substantial Federal investment should in return provide the data necessary for evidence building.
  • Develop a uniform process for external researchers to apply and qualify for secure access to confdential government data for evidence-building purposes while protecting privacy by carefully restricting data access to qualifed and approved researchers…(More)”

Why Competition in the Politics Industry is Failing America – A strategy for reinvigorating our democracy


New report by Katherine M. Gehl and Michael E. Porter:  “Many Americans are disgusted and concerned about the dysfunction and abysmal results from Washington, D.C., and so are we. However, this paper is not about adding to the depressing national dialog about politics, but about how to change the system by taking action that will work.

Too many people—including many pundits, political scientists, and politicians themselves—are laboring under a misimpression that our political problems are inevitable, or the result of a weakening of the parties, or due to the parties’ ideological incoherence, or because of an increasingly polarized American public. Those who focus on these reasons are looking in the wrong places. The result is that despite all the commentary and attention on politics in recent years, there is still no accepted strategy to reform the system and things keep getting worse.

We need a new approach. Our political problems are not due to a single cause, but rather to a failure of the nature of the political competition that has been created. This is a systems problem.

We are not political scientists, political insiders, or political experts. Instead, we bring a new analytical lens to understanding the performance of our political system: the lens of industry competition. This type of analysis has been used for decades to understand competition in other industries, and sheds new light on the failure of politics because politics in America has become, over the last several decades, a major industry that works like other industries.

We use this lens to put forth an investment thesis for political reform and innovation. What would be required to actually change the political outcomes we are experiencing? What would it take to better align the political system with the public interest and make progress on the nation’s problems? And, which of the many political reform and innovation ideas that have been proposed would actually alter the trajectory of the system?

Politics in America is not a hopeless problem, though it is easy to feel this way given what we experience and read about every day. There are promising reforms already gaining traction including important elements of the strategy we propose. It is up to us as citizens to recapture our democracy—it will not be self-correcting. We invite you to personally engage by investing both your time and resources—and by mobilizing those around you—in what we believe is the greatest challenge facing America today.

It is often said that “We in America do not have government by the majority. We have government by the majority who participate.” Today the challenge for Americans is to participate not only as voters, but also to participate in the reform of the political system itself. Want to make your vote really count? Stick a blockchain on it


Niall Firth at New Scientist: “Bitcoin changed the way we think about money forever. Now a type of political cryptocurrency wants to do the same for votes, reinventing how we participate in democracy.

Sovereign is being unveiled this week by Democracy Earth, a not-for-profit organisation in Palo Alto, California. It combines liquid democracy – which gives individuals more flexibility in how they use their votes – with blockchains, digital ledgers of transactions that keep cryptocurrencies like bitcoin secure. Sovereign’s developers hope it could signal the beginning of a democratic system that transcends national borders.

“There’s an intrinsic incompatibility between the internet and nation states,” says Santiago Siri, one of Democracy Earth’s co-founders. “If we’re going to think about digital governance, we need to think in a borderless, global way.”

 The basic concept of liquid democracy is that voters can express their wishes on an issue directly or delegate their vote to someone else they think is better-placed to decide on their behalf. In turn, those delegates can also pass those votes upwards through the chain. Crucially, users can see how their delegate voted and reclaim their vote to use themselves.

It’s an attractive concept, but it hasn’t been without problems. One is that a seemingly unending series of votes saps the motivation of users, so fewer votes are cast over time. Additionally, a few “celebrities” can garner an unhealthy number of delegated votes and wield too much power – an issue Germany’s Pirate Party ran into when experimenting with liquid democracy.

Siri thinks Sovereign can solve both of these problems. It sits on existing blockchain software platforms, such as Ethereum, but instead of producing units of cryptocurrency, Sovereign creates a finite number of tokens called “votes”. These are assigned to registered users who can vote as part of organisations who set themselves up on the network, whether that is a political party, a municipality, a country or even a co-operatively run company.

No knowledge of blockchains is required – voters simply use an app. Votes are then “dripped” into their accounts over time like a universal basic income of votes. Users can debate with each other before deciding which way to vote. A single vote takes just a tap, while more votes can be assigned to a single issue using a slider bar….(More)”

Unnatural Surveillance: How Online Data Is Putting Species at Risk


Adam Welz at YaleEnvironment360: “…The burgeoning pools of digital data from electronic tags, online scientific publications, “citizen science” databases and the like – which have been an extraordinary boon to researchers and conservationists – can easily be misused by poachers and illegal collectors. Although a handful of scientists have recently raised concerns about it, the problem is so far poorly understood.

Today, researchers are surveilling everything from blue whales to honeybees with remote cameras and electronic tags. While this has had real benefits for conservation, some attempts to use real-time location data in order to harm animals have become known: Hunters have shared tips on how to use VHF radio signals from Yellowstone National Park wolves’ research collars to locate the animals. (Although many collared wolves that roamed outside the park have been killed, no hunter has actually been caught tracking tag signals.) In 2013, hackers in India apparently successfully accessed tiger satellite-tag data, but wildlife authorities quickly increased security and no tigers seem to have been harmed as a result. Western Australian government agents used a boat-mounted acoustic tag detector to hunt tagged white sharks in 2015. (At least one shark was killed, but it was not confirmed whether it was tagged). Canada’s Banff National Park last year banned VHF radio receivers after photographers were suspected of harassing tagged animals.

While there is no proof yet of a widespread problem, experts say it is often in researchers’ and equipment manufacturers’ interests to underreport abuse. Biologist Steven Cooke of Carleton University in Canada lead-authored a paper this year cautioning that the “failure to adopt more proactive thinking about the unintended consequences of electronic tagging could lead to malicious exploitation and disturbance of the very organisms researchers hope to understand and conserve.” The paper warned that non-scientists could easily buy tags and receivers to poach animals and disrupt scientific studies, noting that “although telemetry terrorism may seem far-fetched, some fringe groups and industry players may have incentives for doing so.”…(More)”.

The Case for Sharing All of America’s Data on Mosquitoes


Ed Yong in the Atlantic: “The U.S. is sitting on one of the largest data sets on any animal group, but most of it is inaccessible and restricted to local agencies….For decades, agencies around the United States have been collecting data on mosquitoes. Biologists set traps, dissect captured insects, and identify which species they belong to. They’ve done this for millions of mosquitoes, creating an unprecedented trove of information—easily one of the biggest long-term attempts to monitor any group of animals, if not the very biggest.

The problem, according to Micaela Elvira Martinez from Princeton University and Samuel Rund from the University of Notre Dame, is that this treasure trove of data isn’t all in the same place, and only a small fraction of it is public. The rest is inaccessible, hoarded by local mosquito-control agencies around the country.

Currently, these agencies can use their data to check if their attempts to curtail mosquito populations are working. Are they doing enough to remove stagnant water, for example? Do they need to spray pesticides? But if they shared their findings, Martinez and Rund say that scientists could do much more. They could better understand the ecology of these insects, predict the spread of mosquito-borne diseases like dengue fever or Zika, coordinate control efforts across states and counties, and quickly spot the arrival of new invasive species.

That’s why Martinez and Rund are now calling for the creation of a national database of mosquito records that anyone can access. “There’s a huge amount of taxpayer investment and human effort that goes into setting traps, checking them weekly, dissecting all those mosquitoes under a microscope, and tabulating the data,” says Martinez. “It would be a big bang for our buck to collate all that data and make it available.”

Martinez is a disease modeler—someone who uses real-world data to build simulations that reveal how infections rise, spread, and fall. She typically works with childhood diseases like measles and polio, where researchers are almost spoiled for data. Physicians are legally bound to report any cases, and the Centers for Disease Control and Prevention (CDC) compiles and publishes this information as a weekly report.

The same applies to cases of mosquito-borne diseases like dengue and Zika, but not to populations of the insects themselves. So, during last year’s Zika epidemic, when Martinez wanted to study the Aedes aegypti mosquito that spreads the disease, she had a tough time. “I was really surprised that I couldn’t find data on Aedes aegypti numbers,” she says. Her colleagues explained that scientists use climate variables like temperature and humidity to predict where mosquitoes are going to be abundant. That seemed ludicrous to her, especially since organizations collect information on the actual insects. It’s just that no one ever gathers those figures together….

Together with Rund and a team of undergraduate students, she found that there are more than 1,000 separate agencies in the United States that collect mosquito data—at least one in every county or jurisdiction. Only 152 agencies make their data publicly available in some way. The team collated everything they could find since 2009, and ended up with information about more than 15 million mosquitoes. Imagine what they’d have if all the datasets were open, especially since some go back decades.

A few mosquito-related databases do exist, but none are quite right. ArboNET, which is managed by the CDC and state health departments, mainly stores data about mosquito-borne diseases, and whatever information it has on the insects themselves isn’t precise enough in either time or space to be useful for modeling. MosquitoNET, which was developed by the CDC, does track mosquitoes, but “it’s a completely closed system, and hardly anyone has access to it,” says Rund. The Smithsonian Institution’s VectorMap is better in that it’s accessible, “but it lacks any real-time data from the continental United States,” says Rund. “When I checked a few months ago, it had just one record of Aedes aegypti since 2013.”…

Some scientists who work on mosquito control apparently disagree, and negative reviews have stopped Martinez and Rund from publishing their ideas in prominent academic journals. (For now, they’ve uploaded a paper describing their vision to the preprint repository bioRxiv.) “Some control boards say: What if people want to sue us because we’re showing that they have mosquito vectors near their homes, or if their house prices go down?” says Martinez. “And one mosquito-control scientist told me that no one should be able to work with mosquito data unless they’ve gone out and trapped mosquitoes themselves.”…
