Behavioural Science, Randomized Evaluations and the Transformation Of Public Policy: The Case of the UK Government


Chapter by Peter John: “Behaviour change policy conveys powerful image: groups of psychologists and scientists, maybe wearing white coats, messing with the minds of citizens, doing experiments on them without their consent, and seeking to manipulate their behaviours. Huddled in an office in the heart of Whitehall, or maybe working out of a windowless room in the White House, behavioural scientists are redesigning the messages and regulations that governments make, operating very far from the public’s view. The unsuspecting citizen becomes something akin to the subjects of science fiction novels, such as Huxley’s Brave New World or Zamyatin’s We. The emotional response to these developments is to cry out for a more humanistic form of public policy, a more participatory form of governance, and to base public policy on the common sense and good judgements of citizens and their elected representatives.

Of course, such an account is a massive stereotype, but something of this viewpoint has emerged as a backdrop to critical academic work on the use of behavioural science in government in what is described as the rise of the psychological state (Jones et al 2013a b), which might be seen to represent a step-change in use of psychological and other form of behavioural research to design public policies. Such a claim speaks more generally to the use of scientific ideas by government since the eighteenth century, which has been subject to a considerable amount of theoretical work in recent years, drawing on the work of Foucault, and which has developed into explorations of the theory and practice of governmentality (see Jones et al 2013:182-188).

With behaviour change, the ‘central concern has been to critically evaluate the broader ethical concerns of behavioural governance, which includes tracing geo-historical contingencies of knowledge mobilized in the legitimation of the behavior change agenda itself’ (190). This line of work presents a subtle set of arguments and claims that an empirical account, such as that presented in this chapter, cannot⎯nor should⎯challenge. Nonetheless, it is instructive to find out more about the phenomenon under study and to understand how the uses of behavioural ideas and randomized evaluations are limited and structured by the institutions and actors in the political process, which are following political and organizational ends. Of particular interest is the incremental and patchy nature of the diffusion of ideas, and how the use of behavioural sciences meshes with existing standard operating procedures and routines of bureaucracies. That said, behavioural sciences can make progress within the fragmented and decentralized policy process, and has the power to create innovations in public policies, often helped by articulate advocates of such measures.

The path of ideas in public policy is usually slow, one of gradual diffusion and small changes in operating assumptions, and this route is likely for the use of behavioural sciences. The implication of this line of argument is that agency as well as structure plays an important role in the adoption and diffusion of the ideas from the behavioural sciences. It implies a more limited and less uniform use of ideas and evidence than implied by the critical writers in this field, but one where public argument and debate play a central role….(More)”

Using Crowdsourcing to Track the Next Viral Disease Outbreak


The TakeAway: “Last year’s Ebola outbreak in West Africa killed more than 11,000 people. The pandemic may be diminished, but public health officials think that another major outbreak of infectious disease is fast-approaching, and they’re busy preparing for it.

Boston public radio station WGBH recently partnered with The GroundTruth Project and NOVA Next on a series called “Next Outbreak.” As part of the series, they reported on an innovative global online monitoring system called HealthMap, which uses the power of the internet and crowdsourcing to detect and track emerging infectious diseases, and also more common ailments like the flu.

Researchers at Boston Children’s Hospital are the ones behind HealthMap (see below), and they use it to tap into tens of thousands of sources of online data, including social media, news reports, and blogs to curate information about outbreaks. Dr. John Brownstein, chief innovation officer at Boston Children’s Hospital and co-founder of HealthMap, says that smarter data collection can help to quickly detect and track emerging infectious diseases, fatal or not.

“Traditional public health is really slowed down by the communication process: People get sick, they’re seen by healthcare providers, they get laboratory confirmed, information flows up the channels to state and local health [agencies], national governments, and then to places like the WHO,” says Dr. Brownstein. “Each one of those stages can take days, weeks, or even months, and that’s the problem if you’re thinking about a virus that can spread around the world in a matter of days.”

The HealthMap team looks at a variety of communication channels to undo the existing hierarchy of health information.

“We make everyone a stakeholder when it comes to data about outbreaks, including consumers,” says Dr. Brownstein. “There are a suite of different tools that public health officials have at their disposal. What we’re trying to do is think about how to communicate and empower individuals to really understand what the risks are, what the true information is about a disease event, and what they can do to protect themselves and their families. It’s all about trying to demystify outbreaks.”

In addition to the map itself, the HealthMap team has a number of interactive tools that individuals can both use and contribute to. Dr. Brownstein hopes these resources will enable the public to care more about disease outbreaks that may be happening around them—it’s a way to put the “public” back in “public health,” he says.

“We have a app called Outbreaks Near Me that allows people to know about what disease outbreaks are happening in their neighborhood,” Dr. Brownstein says. “Flu Near You is a an app that people use to self report on symptoms; Vaccine Finder is a tool that allows people to know what vaccines are available to them and their community.”

In addition to developing their own app, the HealthMap has partnered with existing tech firms like Uber to spread the word about public health.

“We worked closely with Uber last year and actually put nurses in Uber cars and delivered vaccines to people,” Dr. Brownstein says. “The closest vaccine location might still be only a block away for people, but people are still hesitant to get it done.”…(More)”

Statistical objectivity is a cloak spun from political yarn


Angus Deaton at the Financial Times: “The word data means things that are “given”: baseline truths, not things that are manufactured, invented, tailored or spun. Especially not by politics or politicians. Yet this absolutist view can be a poor guide to using the numbers well. Statistics are far from politics-free; indeed, politics is encoded in their genes. This is ultimately a good thing.

We like to deal with facts, not factoids. We are scandalised when politicians try to censor numbers or twist them, and most statistical offices have protocols designed to prevent such abuse. Headline statistics often seem simple but typically have many moving parts. A clock has two hands and 12 numerals yet underneath there may be thousands of springs, cogs and wheels. Politics is not only about telling the time, or whether the clock is slow or fast, but also about how to design the cogs and wheels. Down in the works, even where the decisions are delegated to bureaucrats and statisticians, there is room for politics to masquerade as science. A veneer of apolitical objectivity can be an effective disguise for a political programme.

Just occasionally, however, the mask drops and the design of the cogs and wheels moves into the glare of frontline politics. Consumer price indexes are leading examples of this. Britain’s first consumer price index was based on spending patterns from 1904. Long before the second world war, these weights were grotesquely outdated. During the war, the cabinet was worried about a wage-price spiral and the Treasury committed to hold the now-irrelevant index below the astonishingly precise value of 201.5 (1914=100) through a policy of food subsidies. It would, for example, respond to an increase in the price of eggs by lowering the price of sugar. Reform of the index would have jeopardised the government’s ability to control it and was too politically risky. The index was not updated until 1947….

These examples show the role of politics needs to be understood, and built in to any careful interpretation of the data. We must always work from multiple sources, and look deep into the cogs and wheels. James Scott, the political scientist, noted that statistics are how the state sees. The state decides what it needs to see and how to see it. That politics infuses every part of this is a testament to the importance of the numbers; lives depend on what they show.

For global poverty or hunger statistics, there is no state and no one’s material wellbeing depends on them. Politicians are less likely to interfere with such data, but this also removes a vital source of monitoring and accountability. Politics is a danger to good data; but without politics data are unlikely to be good, or at least not for long….(More)”

Good Governance by All Means


 at Huffington Post: “Citizens today have higher expectations and demand effective solutions to every day issues and challenges. From climate change to expedient postal services, governments are required to act with transparency and diligence. Public accountability demands us, public servants, to act with almost no margin of error and using the most open and transparent means available to achieve our goals. The name of the game is simple: government efforts should focus on building stronger, better and healthier relationships with civil society. Nobody should be left behind when tailoring public policy. For the Mexican Government, it is crystal clear, that such endeavor is no longer the State’s monopoly and thus, the pressing need for governments to use smarter and more efficient tool boxes, such as the one that the Open Government Partnership (OGP), provides. The buzzword is good governance by all means.

The High Level Segment of the 70th Session of the United Nations General Assembly was a milestone for the open government community. It allowed the 13 countries taking part of the OGP Steering Committee and several civil society organizations to endorse the Joint Declaration: Open Government for the Implementation of the 2030 Agenda for Sustainable Development. This declaration highlights the paramount importance of promoting the principles of open government (transparency, accountability, citizen participation and innovation) as key enablers of the Sustainable Development Goals. The Declaration particularly embraces Agenda 2030’s Goal 16 as a common target for all 66 OGP member countries. Our common goal is to continue building stronger institutions while weaving peaceful and inclusive societies. Our meeting in New York also allowed us to work with key players to develop the Open Data Charter that recognizes the value of having timely, comprehensive, accessible, and comparable data for the promotion of greater citizen engagement triggering development and innovation….(More)

Cleaning Up Lead Poisoning One Tweet at a Time


WorldPolicy Blog: “At first, no one knew why the children of Bagega in Zamfara state were dying. In the spring of 2010, hundreds of kids in and around the northern Nigerian village were falling ill, having seizures and going blind, many of them never to recover. A Médecins Sans Frontières‎ team soon discovered the causes: gold and lead.

With the global recession causing the price of precious metals to soar, impoverished villagers had turned to mining the area’s gold deposits. But the gold veins were mingled with lead, and as a result the villagers’ low-tech mining methods were sending clouds of lead-laced dust into the air. The miners, unknowingly carrying the powerful toxin on their clothes and skin, brought it into their homes where their children breathed it in.

The result was perhaps the worst outbreak of lead poisoning in history, killing over 400 children in Bagega and neighboring villages. In response, the Nigerian government pledged to cleanup the lead-contaminated topsoil and provide medical care to the stricken children. But by mid-2012, there was no sign of the promised funds. Digitally savvy activists with the organization Connected Development (CODE) stepped in to make sure that the money was disbursed.

A group of young Nigerians founded CODE in 2010 in the capital Abuja, with the mission of empowering local communities to hold the government to account by improving their access to information and helping their voices to be heard. “In 2010, we were working to connect communities with data for advocacy programs,” says CODE co-founder Oludotun Babayemi, a former country director of a World Wildlife Fund project in Nigeria. “When we heard about Bagega, we thought this was an opportunity for us.”

In 2012, CODE launched a campaign dubbed ‘Follow the Money Nigeria’ aimed at applying pressure on the government to release the promised funds. “Eighty percent of the less developed parts of Nigeria have zero access to Twitter, let alone Facebook, so it’s difficult for them to convey their stories,” says Babayemi. “We collect all the videos and testimonies and take it global.”

CODE members travelled to the lead-afflicted area to gather information. They then posted their findings online, and publicized them with a #SaveBagegahashtag, which they tweeted to members of the government, local and international organizations and the general public. CODE hosted a 48-hour ‘tweet-a-thon’, joined by a senator, to support the campaign….

By July 2014, CODE reported that the clean-up was complete and that over 1,000 children had been screened and enrolled in lead treatment programs. Bagega’s health center has also been refurbished and the village’s roads improved. “There are thousands of communities like Bagega,” says Babayemi. “They just need someone to amplify their voice.”….

When Lobbyists Write Legislation, This Data Mining Tool Traces The Paper Trail


FastCoExist: “Most kids learn the grade school civics lesson about how a bill becomes a law. What those lessons usually neglect to show is how legislation today is often birthed on a lobbyist’s desk.

But even for expert researchers, journalists, and government transparency groups, tracing a bill’s lineage isn’t easy—especially at the state level. Last year alone, there were 70,000 state bills introduced in 50 states. It would take one person five weeks to even read them all. Groups that do track state legislation usually focus narrowly on a single topic, such as abortion, or perhaps a single lobby groups.

Computers can do much better. A prototype tool, presented in September at Bloomberg’sData for Good Exchange 2015 conference, mines the Sunlight Foundation’s database of more than 500,000 bills and 200,000 resolutions for the 50 states from 2007 to 2015. It also compares them to 1,500 pieces of “model legislation” written by a few lobbying groups that made their work available, such as the conservative group ALEC (American Legislative Exchange Council) and the liberal group the State Innovation Exchange(formerly called ALICE).

The results are interesting. In one example of the program in use, the team—all from the Data Science for Social Good fellowship program in Chicago—created a graphic (above) that presents the relative influence of ALEC and ALICE in different states. The thickness of each line in the graphic correlates to the percentage of bills introduced in each state that are modeled on either group’s legislation. So a relatively liberal state like New York is mostly ALICE bills, while a “swing” state like Illinois has a lot from both groups….

Along with researchers from the University of Chicago, Wikimedia Foundation, Microsoft Research, and Northwestern University, Walsh is also co-author of another paperpresented at the Bloomberg conference shows how data science can increase government transparency.

Walsh and these co-authors developed software that automatically identifies earmarks in U.S. Congressional bills, showing how representatives are benefiting their own states with pork barrel projects. They verified that it works by comparing it to the results of a massive effort from the U.S. Office of Management and Budget to analyze earmarks for a few limited years. Their results, extended back to 1995 in a public database, showed that there may be many more earmarks than anyone thought.

“Governments are making more data available. It’s something like a needle in a haystack problem, trying to extract all that information out,” says Walsh. “Both of these projects are really about shining light to these dark places where we don’t know what’s going on.”

Setting Government Procurement Data Free


Colin Wood in GovTech: “A new website may help drive down government procurement costs and make it easier for startups to sell their goods and services.

The website, called Open Procure, launched earlier this month and is the latest side project of Alan Mond, CEO and co-founder ofMunirent, the inter-jurisdictional equipment sharing service. Mond says the website is an experiment that he hopes will start conversations about procurement and ultimately prove beneficial for government and startups alike.

The website is simply a list of procurement thresholds for local and state government agencies nationwide. As of two weeks after launch, the website features thresholds for 59 agencies, many of which provide links to the original data sources. Users can see that in Boston, for instance, the city’s discretionary procurement threshold is $5,000 and the formal threshold is $25,000. So any startup wanting to sell goods or services to Boston — but avoid a public competitive bid process — can see that they need to keep their cost under $25,000. If they want to avoid competition altogether, they need to keep it under $5,000.

The website also creates a broader discussion around threshold inconsistency. In Philadelphia, for instance, the discretionary threshold is $32,000, compared to Boston’s $5,000, which means Philadelphia can procure without taking multiple bids on considerably larger projects. This is useful information for businesses, Mond pointed out, but also a conversation starter for the public sector. Do these disparities between different states, cities and counties exist for a good reason, or are they decided somewhat arbitrarily and left in the municipal code to rot?…(More)”

Statactivism: Forms of Action between Disclosure and Affirmation


Paper by Bruno Isabelle, Didier Emmanuel and Vitale Tommaso: “This article introduces the special issue on statactivism, a particular form of action within the repertoire used by contemporary social movements: the mobilization of statistics. Traditionally, statistics has been used by the worker movement within the class conflicts. But in the current configuration of state restructuring, new accumulation regimes, and changes in work organization in capitalists societies, the activist use of statistics is moving. This first article seeks to show the use of statistics and quantification in contentious performances connected with state restructuring, main transformations of the varieties of capitalisms, and changes in work organization regimes. The double role of statistics in representing as well as criticizing reality is considered. After showing how important statistical tools are in producing a shared reading of reality, we will discuss the two main dimensions of statactivism – disclosure and affirmation. In other words, we will see the role of stat-activists in denouncing a certain state of reality, and then the efforts to use statistics in creating equivalency among disparate conditions and in cementing emerging social categories. Finally, we present the main contributions of the various research papers in this special issue regarding the use of statistics as a form of action within a larger repertoire of contentious action. Six empirical papers focus on statactivism against the penal machinery in the early 1970s (Grégory Salle), on the mobilisation on the price index in Guadalupe in 2009 (Boris Samuel), and in Argentina in 2007 (Celia Lury and Ana Gross), on the mobilisations of experts to consolidate a link between working conditions and health issues (Marion Gilles), on the production of activity data for disability policy in France (Pierre-Yves Baudot), and on the use of statistics in social mobilizations for gender equality (Eugenia De Rosa). Alain Desrosières wrote the last paper, coping with mobilizations proposing innovations in the way of measuring inflation, unemployment, poverty, GDP, and climate change. Privacy Bridges: EU and US Privacy Experts in Search of Transatlantic Privacy Solutions


IVIR and MIT: “The EU and US share a common commitment to privacy protection as a cornerstone of democracy. Following the Treaty of Lisbon, data privacy is a fundamental right that the European Union must proactively guarantee. In the United States, data privacy derives from constitutional protections in the First, Fourth and Fifth Amendment as well as federal and state statute, consumer protection law and common law. The ultimate goal of effective privacy protection is shared. However, current friction between the two legal systems poses challenges to realizing privacy and the free flow of information across the Atlantic. Recent expansion of online surveillance practices underline these challenges.

Over nine months, the group prepared a consensus report outlining a menu of privacy “bridges” that can be built to bring the European Union and the United States closer together. The efforts are aimed at providing a framework of practical options that advance strong, globally-accepted privacy values in a manner that respects the substantive and procedural differences between the two jurisdictions….
