Start-Up Seeks to Provide Inexpensive Satellite Images for Nonprofits


Nicole Wallace at the Chronicle of Philanthropy: “Planet Labs, a Silicon Valley start-up, has ambitious plans to bring down the sky-high cost of satellite imagery and significantly increase the recording frequency of such photos—all with the goal of improving life down here on earth. To make that happen, the company plans to set up a nonprofit arm, Planet.org, to provide satellite images to charities and help them learn how to use the cutting-edge technology to fulfill their missions….
Satellite imagery is expensive, and the photos aren’t updated very often. The interval between image recordings can be from several weeks to more than a year. The satellites themselves are often the size of a school bus, may take as long as a decade to build, and cost hundreds of millions of dollars.
Planet Labs is trying to upend that model. Rather than building custom parts, the company uses cutting-edge—but readily available—electronics and sensors to build shoebox-size microsatellites. The tiny devices have been launched from the International Space State and from unmanned rockets. Modeling its approach on the software industry, Planet Labs redesigns its satellites every three months or so, incorporating new information it learns by testing them in space.
The plan is to encircle the globe with a network of microsatellites that will scan the earth’s surface every day. So far, Planet Labs has launched 71 of the devices. It expects to launch 100 to 150 more satellites to meet a goal of achieving daily imaging in the next 12 to 18 months.
The prospect of cheaper, more up-to-date satellite imagery excites nonprofit technology experts.
Because of the cost, only a handful of large charities have been able to use satellite imagery in their work, says Jim Fruchterman, chief executive of Benetech, a nonprofit technology group in Palo Alto, Calif. He points to Amnesty International’s use of remote imagery to document human-rights abuses in Darfur and Syria as an example.
Lowering the price of the technology will increase the number of nonprofits that can use the data, and more-frequent images will expand the ways groups can use the information, he says. Human-rights groups could, in some cases, use the images to confirm or refute reports they receive, almost in real time, says Mr. Fruchterman….
Some of the ways that nonprofits will probably use the satellite data won’t be that different from applications by the company’s commercial customers, says Mr. Schingler.
One case in point, he says, is agriculture. Many farmers in developed countries already use satellite imagery to help them plan when they should plant and irrigate, says Mr. Schingler. With wider access to remote imagery, he says, nonprofits could help distribute the same information to farmers in developing countries….”

Nominet Trust – celebrating 100 life-changing applications of digital technology


Charles Leadbeater in the Financial Times: “The Nominet Trust, the corporate foundation of Nominet, the organisation which looks after the UK’s system of website addresses, has been scouring the world for innovations in which people use digital technologies to tackle social challenges. The Trust wants to inspire and back UK innovators to realise the still largely untapped social potential of digital technologies, to provide new ways for people to learn, look after their health, find cleaner forms of energy and create new economic activity.

We have just announced the second year of the Nominet Trust 100, our annual celebration of such global digital social innovation. This showcases the incessant, unfolding waves of innovation rippling around the world as cheaper and more reliable digital technologies cross-fertilise and multiply. Such innovation waves build from far off before rushing forward with immense power. One prime example is 3D printing, which is about to become a practical tool rather than an esoteric toy of the rich or hip….
Citizen science
Last year’s NT100 featured Cell Slider, an app from Cancer Research UK that harnessed the power of “citizen scientists” to classify images of cells, helping researchers move more quickly towards finding a cure for cancer. Cellslider’s citizen-science approach meant that in just three months, one million images were classified by people using the app. Reverse the Odds reached that milestone in just two weeks.
Combining state-of-the-art game design, expertise in data analysis and remarkable production values, Reverse the Odds is a mobile puzzle where players are challenged to save a race of adorable minions within a magical world. The mini-puzzles are enough to engage thousands of players but in helping these colourful creatures, players are actually analysing real cancer data, which helps the scientists at Cancer Research UK to move more quickly to finding cures. The charity has terabytes of images of cells that can only be analysed by humans — computers can’t identify the patterns required.
Fighting harassment
HarassMap is an Egyptian innovation to crowd-map sexual harassment, in a country where 83 per cent of women, and 98 per cent of foreign women, have experienced sexual abuse and assault.
The NGO, founded by Rebecca Chiao and three other women in 2010, uses the same technology as Ushahidi did in mapping violence in Kenya’s 2007 elections. Anyone can report and detail each instance of an attack, filed by category, from ogling and catcalling, to indecent exposure and rape, using their mobile phone to upload information to a database which then generates the map.
Victims get an instant, automated message of support including where to get legal aid, psychological counselling, learn self-defence and how to make a police report. The data generated allows the NGO to properly measure the problem of sexual harassment for the first time and help engineer a shift in how the Egyptian media reports sexual attacks. It also gives their network of 1,500 trained volunteers the ammunition to make sexual abuse socially unacceptable by challenging community norms, using hard facts.
HarassMap has a distressingly large potential market. The group has given training and technical assistance to activists from 28 other countries to run similar projects, everywhere from Palestine and Yemen to Bangladesh, Pakistan, Syria, India and the UK….”

Let’s kickstart science in America


David Lang at Ideas.Ted: “Science funding is broken. To fix it, we need to empower a new class of makers, citizen scientists and explorers
The troubling state of science funding in America goes by many names: sequestration, the profzi scheme, the postdocalypse. Because it can take extensive planning over years in academia to gain research funds from the National Science Foundation and the National Institutes of Health, “nobody takes risks anymore,” writes one researcher in his “Goodbye Academia” letter. “Nobody young jumps and tries totally new things, because it’s almost surely a noble way to suicide your career.” The result? We are on the verge of losing a generation of scientists at the exact moment we need to embolden them. Biologist Michael Eisen sums up the effects of the funding crunch: “It is an amazing time to do science, but an incredibly difficult time to be a scientist.”
It’s not all bad news for the thousands of science and conservation ideas that fall outside the traditional funding rubric. Fortunately, new citizen science models are emerging — along with a new class of philanthropic backers to fill the funding voids left by the NSF and the NIH. Our experience developing OpenROV (an open-source underwater robot) into one of the largest (by volume) underwater robot manufacturers in the world is illustrative of this shift.
Looking back at the sequence of events, it seems improbable that such a small amount of initial funding could have made such a large impact, but it makes perfect sense when you break down all the contributing factors. Two years ago, we weren’t even part of the oceanographic community. Our ideas and techniques were outside the playbook for experienced ocean engineers. And since we only had enough money to test the first thing, not the whole thing, we started by creating a prototype. Using TechShop equipment in San Francisco, we able to create several iterations of a low-cost underwater robot that was suitable for our purpose: exploring an underwater cave and looking for lost treasure. After sharing our designs online, we found a community of like-minded developers. Together we raised over $100,000 on Kickstarter to do a first run of manufacturing.
This experience made us think: How can we make more microsponsorship opportunities available in science, exploration and conservation? OpenExplorer was our response. Instead of providing seed funding, we’ve created a model that gives everyone a chance to sponsor new ideas, research and expeditions in science and engineering. One success: TED Fellow Asha de Vos‘s work on preventing the ship strike of blue whales in the Indian Ocean….”

States and democracy


New paper by Francis Fukuyama in the journal Democratization: “The state, rule of law, and democratic accountability are the three basic components of a modern political order. The state concentrates and uses power, while law and democracy constrain the exercise of power, indicating that there is an inherent tension between them. This article looks at ways in which the state and liberal democracy interact in three areas: citizen security, patronage and clientelism, and the formation of national identity. In all three areas, state and democracy act at cross purposes in some domains, and are mutually supportive in others. The reason for this complex relationship is that both state and democracy are themselves complex collections of institutions which interact on a multiplicity of levels. Understanding the relationship between state and democracy is important in policy terms because many recent initiatives to improve the quality of governance assume that state quality and democracy are mutually supportive, something that is not fully supported by the empirical evidence.”

How US state governments can improve customer service


New report by the McKinsey Center for Government:”Technological advances such as smartphones and apps have opened new frontiers of convenience, speed, and transparency for private-sector customers. At the same time, tightening government budgets are making it difficult for the public sector to deliver services of a similarly high quality. With consumer expectations only increasing, it’s perhaps no surprise that interactions with government agencies frustrate and disappoint many citizens. Yet when we sought to find out exactly why, we discovered cause for encouragement: issues that frustrate citizens are solvable, and the frustrations mostly revolve around the way services are provided rather than the services themselves. In fact, we believe governments can significantly improve the service experience while lowering costs and increasing employee engagement and satisfaction.
During the past year, we measured the satisfaction of citizens by surveying approximately 17,000 people across 15 US states. …We found that the satisfaction of citizens with state services varied considerably, ranging from 22 for the highest-performing state to –36 for the lowest. Overall, the CSS was positive for eight states and negative for seven. Several common themes emerged:

  • Speed, simplicity, and efficiency make citizens happier. Participants expressed stronger negative feelings about specific attributes of service delivery than about state services overall. They were dissatisfied with the slowness of service delivery, its complexity, and the effort required to navigate through processes.
  • Satisfaction is often lower for more essential services. Public housing, food stamps, unemployment benefits, and other more essential services received lower satisfaction scores than more discretionary services (such as state parks or cultural facilities) did. This stood out in part because, among all respondents, the average CSS across the 15 states was positive for most services surveyed.
  • People who don’t use a service are often more skeptical about its quality. There’s a perception gap between users and nonusers of state services. The CSS for citizens who used a state service within the past 12 months was, on average, 12 percentage points higher than the score for participants who hadn’t done so but still considered themselves informed about its quality. This perception gap was smallest for public safety (1 percent) and largest for public housing (52 percent), followed by Medicaid (46 percent) and food stamps (45 percent).
  • Citizens are less satisfied with government services than with private-sector services. Government services fared more poorly than private-sector services, with some notable exceptions: state parks, cultural facilities, sporting licenses, public safety, and environmental protection. In fact, the CSS for private-sector services was 2.5 times higher than the score for government ones. The more favorable views about well-regarded service providers, such as e-commerce sites, may not be surprising. However, the fact that citizens were less satisfied with many government services than with cable- or satellite-TV services should concern government leaders.
  • Most citizens prefer to interact with government online. In response to follow-up questions, recent users of services from the department of motor vehicles (DMV) in their states said that the ability to complete processes online was their top priority. The availability of more and clearer information online ranked third. The most satisfied DMV users had no up-front interactions with staff, and satisfaction decreased as citizens interacted with more channels, including call centers and walk-in centers….

Forget the FOIA Request: Cities, States Open Data Portals


in MediaShift (PBS): “In almost any city you can read your local leaders’ emails if you formally ask for them. In Gainesville, Fla., all you have to do is go here.
In most states you can find out how tax dollars are being spent if you officially request expenditure records. In Wisconsin, you just click here.
For the last 50 years, governments have given up public records in response to Freedom of Information requests. But a number of public agencies are learning the value of proactively providing information before anyone has to ask for it.
The trend is part of the open-data movement that most large cities and the federal government have already begun to embrace. The information itself can range from simple emails to complex datasets, but the general idea is the same: Deliver information directly to the public using digital tools that can save money and serve the goal of government transparency.
…And there’s the added benefit of helping the bottom line. Users don’t have to request information if it’s already posted, saving agencies time and money, and a centralized FOIA tracking system can further streamline processing.
Sean Moulton of the Center for Effective Government testified before Congress that full participation in FOIAonline could save federal agencies an estimated $40 million per year in processing costs.
And Reinvent Albany, a nonprofit that pushes for transparency in New York, estimated in a June report that New York City could reduce FOI-related costs by 66 percent – from $20 million per year down to $7 million – by adopting an open-data system and doing away with its “hodgepodge of paper-based methods that are expensive, slow and unreliable.”
So…What’s the Catch?
In their survey, chief information officers were asked to name the top three barriers to advancing open data in state government. Fifty-three percent cited “agencies’ willingness to publish data,” and 49 percent cited “the reliability of the data.”
Information is of little value to the public if it’s faulty or too complex to understand. It could become a way for agencies to claim they’re being transparent without actually providing anything useful.
Plus, some worry that public servants will self-censor if they know, for example, their emails are automatically being shared with the world….”

E-Governance for Smart Cities

M. : “This book highlights the electronic governance in a smart city through case studies of cities located in many countries. “E-Government” refers to the use by government agencies of information technologies (such as Wide Area Networks, the Internet, and mobile computing) that have the ability to transform relations with citizens, businesses, and other arms of government. These technologies can serve a variety of different ends: better delivery of government services to citizens, improved interactions with business and industry, citizen empowerment through access to information, or more efficient government management. The resulting benefits are less corruption, increased transparency, greater convenience, revenue growth, and/or cost reductions.

Selected Readings on Cities and Civic Technology

The Living Library’s Selected Readings series seeks to build a knowledge base on innovative approaches for improving the effectiveness and legitimacy of governance. This curated and annotated collection of recommended works on the topic of civic innovation was originally published in 2014.

The last five years have seen a wave of new organizations, entrepreneurs and investment in cities and the field of civic innovation.  Two subfields, Civic Tech and Government Innovation, are particularly aligned with GovLab’s interest in the ways in which technology is and can be deployed to redesign public institutions and re-imagine governance.

The emerging field of civic technology, or “Civic Tech,” champions new digital platforms, open data and collaboration tools for transforming government service delivery and engagement with citizens. Government Innovation, while not a new field, has seen in the last five years a proliferation of new structures (e.g. Mayor’s Office of New Urban Mechanics), roles (e.g. Chief Technology/Innovation Officer) and public/private investment (e.g. Innovation Delivery Teams and Code for America Fellows) that are building a world-wide movement for transforming how government thinks about and designs services for its citizens.

There is no set definition for “civic innovation.” However, broadly speaking, it is about improving our cities through the implementation of tools, ideas and engagement methods that strengthen the relationship between government and citizens. The civic innovation field encompasses diverse actors from across the public, private and nonprofit spectrums. These can include government leaders, nonprofit and foundation professionals, urbanists, technologists, researchers, business leaders and community organizers, each of whom may use the term in a different way, but ultimately are seeking to disrupt how cities and public institutions solve problems and invest in solutions.

  • Commissioned by Living Cities and authored by Open Plans, the Field Scan investigates the emergent field of civic technology and generates the first analysis of the potential impact for the field as well as a critique for how tools and new methods need to be more inclusive of low-income communities in their use and implementation.
  • Respondents generally agreed that the tools developed and in use in cities so far are demonstrations of the potential power of civic tech, but that these tools don’t yet go far enough.
  • Civic tech tools have the potential to improve the lives of low-income people in a number of ways. However, these tools often fail to reach the population they are intended to benefit. To better understand this challenge, civic tech for low-income people must be considered in the broader context of their interactions with technology and with government.
  • Although hackathons are popular, their approach to problem solving is not always driven by community needs, and hackathons often do not produce useful material for governments or citizens in need.

Smart cities: the state-of-the-art and governance challenge


New Paper by Mark Deakin in Triple Helix – A Journal of University-Industry-Government Innovation and Entrepreneurship: “Reflecting on the governance of smart cities, the state-of-the-art this paper advances offers a critique of recent city ranking and future Internet accounts of their development. Armed with these critical insights, it goes on to explain smart cities in terms of the social networks, cultural attributes and environmental capacities, vis-a-vis, vital ecologies of the intellectual capital, wealth creation and standards of participatory governance regulating their development. The Triple Helix model which the paper advances to explain these performances in turn suggests that cities are smart when the ICTs of future Internet developments successfully embed the networks society needs for them to not only generate intellectual capital, or create wealth, but also cultivate the environmental capacity, ecology and vitality of those spaces which the direct democracy of their participatory governance open up, add value to and construct.”

Look to Government—Yes, Government—for New Social Innovations


Paper by Christian Bason and Philip Colligan: “If asked to identify the hotbed of social innovation right now, many people would likely point to the new philanthropy of Silicon Valley or the social entrepreneurship efforts supported by Ashoka, Echoing Green, and Skoll Foundation. Very few people, if any, would mention their state capital or Capitol Hill. While local and national governments may have promulgated some of the greatest advances in human history — from public education to putting a man on the moon — public bureaucracies are more commonly known to stifle innovation.
Yet, around the world, there are local, regional, and national government innovators who are challenging this paradigm. They are pioneering a new form of experimental government — bringing new knowledge and practices to the craft of governing and policy making; drawing on human-centered design, user engagement, open innovation, and cross-sector collaboration; and using data, evidence, and insights in new ways.
Earlier this year, Nesta, the UK’s innovation foundation (which Philip helps run), teamed up with Bloomberg Philanthropies to publish i-teams, the first global review of public innovation teams set up by national and city governments. The study profiled 20 of the most established i-teams from around the world, including:

  • French Experimental Fund for Youth, which has supported more than 554 experimental projects (such as one that reduces school drop-out rates) that have benefited over 480,000 young people;
  • Nesta’s Innovation Lab, which has run 70 open innovation challenges and programs supporting over 750 innovators working in fields as diverse as energy efficiency, healthcare, and digital education;
  • New Orleans’ Innovation and Delivery team, which achieved a 19% reduction in the number of murders in the city in 2013 compared to the previous year.

How are i-teams achieving these results? The most effective ones are explicit about the goal they seek – be it creating a solution to a specific policy challenge, engaging citizenry in behaviors that help the commonweal, or transforming the way government behaves. Importantly, these teams are also able to deploy the right skills, capabilities, and methods for the job.
In addition, ­i-teams have a strong bias toward action. They apply academic research in behavioral economics and psychology to public policy and services, focusing on rapid experimentation and iteration. The approach stands in stark contrast to the normal routines of government.
Take for example, The UK’s Behavioural Insights Team (BIT), often called the Nudge Unit. It sets clear goals, engages the right expertise to prototype means to the end, and tests innovations rapidly in the field, to learn what’s not working and rapidly scales what is.
One of BIT’s most famous projects changed taxpayer behavior. BIT’s team of economists, behavioral psychologists, and seasoned government staffers came up with minor changes to tax letters, sent out by the UK Government, that subtlety introduced positive peer pressure. By simply altering the letters to say that most people in their local area had already paid their taxes, BIT was able to boost repayment rates by around 5%. This trial was part of a range of interventions, which have helped forward over £200 million in additional tax revenue to HM Revenue & Customs, the UK’s tax authority.
