at Radar: “President Obama’s well-publicized national open data policy (pdf) makes it clear that government data is a valuable public resource for which the government should be making efforts to maximize access and use. This policy was based on lessons from previous government open data success stories, such as weather data and GPS, which form the basis for countless commercial services that we take for granted today and that deliver enormous value to society. (You can see an impressive list of companies reliant on open government data via GovLab’s Open Data 500 project.)
Based on this open data policy, I’ve been encouraging entrepreneurs to invest their time and ingenuity to explore entrepreneurial opportunities based on government data. I’ve even invested (through O’Reilly AlphaTech Ventures) in one such start-up, Hipcamp, which provides user-friendly interfaces to making reservations at national and state parks.
A better system is sorely needed. The current reservation system, managed by the Active Network / Reserve America is clunky and almost unusable. Hipcamp changes all that, making it a breeze to reserve camping spots.
But now this is under threat. Active Network / Reserve America’s 10-year contract is up for renewal, and the Department of the Interior had promised an RFP for a new contract that conformed with the open data mandate. Ideally, that RFP would require an API so that independent companies could provide alternate interfaces, just like travel sites provide booking interfaces for air travel, hotels, and more. That explosion of consumer convenience should be happening for customers of our nation’s parks as well, don’t you think?…”

The Problem-solving Capacity of the Modern State


New book edited by Martin Lodge and Kai Wegrich: “The early 21st century has presented considerable challenges to the problem-solving capacity of the contemporary state in the industrialised world. Among the many uncertainties, anxieties and tensions, it is, however, the cumulative challenge of fiscal austerity, demographic developments, and climate change that presents the key test for contemporary states. Debates abound regarding the state’s ability to address these and other problems given increasingly dispersed forms of governing and institutional vulnerabilities created by politico-administrative and economic decision-making structures. This volume advances these debates, first, by moving towards a cross-sectoral perspective that takes into account the cumulative nature of the contemporary challenge to governance focusing on the key governance areas of infrastructure, sustainability, social welfare, and social integration; second, by considering innovations that have sought to add problem-solving capacity; and third, by exploring the kind of administrative capacities (delivery, regulatory, coordination, and analytical) required to encourage and sustain innovative problem-solving. This edition introduces a framework for understanding the four administrative capacities that are central to any attempt at problem-solving and how they enable the policy instruments of the state to have their intended effect. It also features chapters that focus on the way in which these capacities have become stretched and how they have been adjusted, given the changing conditions; the way in which different states have addressed particular governance challenges, with particular attention paid to innovation at the level of policy instrument and the required administrative capacities; and, finally, types of governance capacities that lie outside the boundaries of the state.”

Tracking India’s Bureaucrats Becomes a Digital Dashboard Venture


in The New York Times: “Beware, o lollygagging Indian bureaucrats. If it was not already apparent that Prime Minister Narendra Modi would display a schoolmaster’s intolerance for laxity, the recent introduction of an electronic monitoring system — capable of registering the daily entry and exit times of 100,000 government officials — has made the situation abundantly clear.

The system, accessible to the public on the website attendance.gov.in, began working in early October, providing a digital dashboard that so far displays the comings and goings of more than 50,600 employees spread across 150 departments.

The rollout of the Biometric Attendance System coincided with an article in The Times of India that said that the Bharatiya Janata Party’s president had fitted the vehicles of party members campaigning for state legislative elections with GPS units, gathering real-time evidence that they are, in fact, on the trail and not lingering in hotel lounges. Party officials would not confirm the report.

Many ordinary Indians have little love for bureaucrats, who are widely viewed as corrupt, indolent and obfuscating, and Mr. Modi’s pledge of toughness was a central message of his campaign. The arrival of the new government was accompanied by rumors — widely circulated but never confirmed — that his office maintained a list of officials with regular tee-times at exclusive golf courses and kept tabs on who was meeting whom in hotel clubs.

Voters approached last week expressed full-throated approval of the planned surveillance….”

Brazilian Government Develops Toolkit to Guide Institutions in both Planning and Carrying Out Open Data Initatives


Nitai Silva at the Open Knowledge Blog: “Recently Brazilian government released the Kit de Dados Abertos (open data toolkit). The toolkit is made up of documents describing the process, methods and techniques for implementing an open data policy within an institution. Its goal is to both demystify the logic of opening up data and to share with public employees observed best practices that have emerged from a number of Brazilian government initiatives.

The toolkit focuses on the Plano de Dados Abertos – PDA (Open Data Plan) as the guiding instrument where commitments, agenda and policy implementation cycles in the institution are registered. We believe that making each public agency build it’s own PDA is a way to perpetuate the open data policy, making it a state policy and not just a transitory governmental action.
It is organized to facilitate the implementation of the main activities cycles that must be observed in an institution and provides links and manuals to assist in these activities. Emphasis is given to the actors/roles involved in each step and their responsibilities. It also helps to define a central person to monitor and maintain the PDA. The following diagram summarizes the macro steps of implementing an open data policy in an institution:
 

Open Data Beyond the Big City


at PBS MediaShift: “…Open data is the future — of how we govern, of how public services are delivered, of how governments engage with those that they serve. And right now, it is unevenly distributed. I think there is a strong argument to be made that data standards can provide a number of benefits to small and midsized municipal governments and could provide a powerful incentive for these governments to adopt open data.
One way we can use standards to drive the adoption of open data is to partner with companies like YelpZillowGoogle and others that can use open data to enhance their services. But how do we get companies with 10s and 100s of millions of users to take an interest in data from smaller municipal governments?
In a word – standards.

Why do we care about cities?

When we talk about open data, it’s important to keep in mind that there is a lot of good work happening at the federal, state and local levels all over the country — plenty of states and even counties doing good things on the open data front, but for me it’s important to evaluate where we are on open data with respect to cities.
States typically occupy a different space in the service delivery ecosystem than cities, and the kinds of data that they typically make available can be vastly different from city data. State capitals are often far removed from our daily lives and we may hear about them only when a budget is adopted or when the state legislature takes up a controversial issue.
In cities, the people that represent and serve us us can be our neighbors — the guy behind you at the car wash, or the woman who’s child is in you son’s preschool class. Cities matter.
As cities go, we need to consider carefully that importance of smaller cities — there are a lot more of them than large cities and a non-trivial number of people live in them….”

Things Fall Apart: How Social Media Leads to a Less Stable World


Commentary by Curtis Hougland at Knowledge@Wharton: “James Foley. David Haines. Steven Sotloff. The list of people beheaded by followers of the Islamic State of Iraq and Syria (ISIS) keeps growing. The filming of these acts on video and distribution via social media platforms such as Twitter represent a geopolitical trend in which social media has become the new frontline for proxy wars across the globe. While social media does indeed advance connectivity and wealth among people, its proliferation at the same time results in a markedly less stable world.
That social media benefits mankind is irrefutable. I have been an evangelist for the power of new media for 20 years. However, technology in the form of globalized communication, transportation and supply chains conspires to make today’s world more complex. Events in any corner of the world now impact the rest of the globe quickly and sharply. Nations are being pulled apart along sectarian seams in Iraq, tribal divisions in Afghanistan, national interests in Ukraine and territorial fences in Gaza. These conflicts portend a quickening of global unrest, confirmed by Foreign Policy magazine’s map of civil protest. The ISIS videos are simply the exposed wire. I believe that over the next century, even great nations will Balkanize — break into smaller nations. One of the principal drivers of this Balkanization is social media Twitter .
Social media is a behavior, an expression of the innate human need to socialize and share experiences. Social media is not simply a set of technology channels and networks. Both the public and private sectors have underestimated the human imperative to behave socially. The evidence is now clear with more than 52% of the population living in cities and approximately 2 billion people active in social media globally. Some 96% of content emanates from individuals, not brands, media or governments — a volume that far exceeds participation in democratic elections.
Social media is not egalitarian, though. Despite the exponential growth of user-generated content, people prefer to congregate online around like-minded individuals. Rather than seek out new beliefs, people choose to reinforce their existing political opinions through their actions online. This is illustrated in Pew Internet’s 2014 study, “Mapping Twitter Topic Networks from Polarized Crowds to Community Clusters.” Individuals self-organize by affinity, and within affinity, by sensibility and personality. The ecosystem of social media is predicated on delivering more of what the user already likes. This, precisely, is the function of a Follow or Like. In this way, media coagulates rather than fragments online….”

Behavioral Political Economy: A Survey


Paper by Jan Schnellenbach and Christian Schubert: “Explaining individual behavior in politics should rely on the same motivational assumptions as explaining behavior in the market: That’s what Political Economy, understood as the application of economics to the study of political processes, is all about. In its standard variant, those who played the game of politics should also be considered rational and self-interested, unlike the benevolent despot of earlier models. History repeats itself with the rise of behavioral economics: Assuming cognitive biases to be present in the market, but not in politics, behavioral economists often call for government to intervene in a “benevolent” way. Recently, however, political economists have started to apply behavioral economics insights to the study of political processes, thereby re-establishing a unified methodology. This paper surveys the current state of the emerging field of “Behavioral Political Economy” and considers the scope for further research.”

Driving Innovation With Open Data


Research Article by The GovLab’s Joel Gurin (Chapter 6 in the report, “The Future of Data-Driven Innovation.”):  The chapters in this report provide ample evidence of the power of data and its business potential. But like any business resource, data is only valuable if the benefit of using it outweighs its cost. Data collection, management, distribution, quality control, and application all come at a price—a potential obstacle for companies of any size, though especially for small and medium-sized enterprises.
Over the last several years, however, the “I” of data’s return on investment (ROI) has become less of a hurdle, and new data-driven companies are developing rapidly as a result. One major reason is that governments at the federal, state, and local level are making more data available at little or no charge for the private sector and the public to use. Governments collect data of all kinds—including scientific, demographic, and financial data—at taxpayer expense.
Now, public sector agencies and departments are increasingly repaying that public investment by making their data available to all for free or at a low cost. This is Open Data. While there are still costs in putting the data to use, the growing availability of this national resource is becoming a significant driver for hundreds of new businesses. This chapter describes the growing potential of Open Data and the data-driven innovation it supports, the types of data and applications that are most promising, and the policies that will encourage innovation going forward. Google’s Waze announces government data exchange program with 10 initial partners


Josh Ong at TheNextWeb blog: “Waze today announced “Connected Citizens,” a new government partnership program that will see both parties exchange data in order to improve traffic conditions.

For the program, Waze will provide real-time anonymized crowdsourced traffic data to government departments in exchange for information on public projects like construction, road sensors, and pre-planned road closures.

The first 10 partners include:

  • Rio de Janeiro, Brazil
  • Barcelona, Spain and the Government of Catalonia
  • Jakarta, Indonesia
  • Tel Aviv, Israel
  • San Jose, Costa Rica
  • Boston, USA
  • State of Florida, USA
  • State of Utah, USA
  • Los Angeles County
  • The New York Police Department (NYPD)

Waze has also signed on five other government partners and has received applications from more than 80 municipal groups. The company ran an initial pilot program in Rio de Janeiro where it partnered with the city’s traffic control center to supplement the department’s sensor data with reports from Waze users.

At an event celebrating the launch, Di-Ann Eisnor, head of Growth at Waze noted that the data exchange will only include public alerts, such as accidents and closures.

We don’t share anything beyond that, such as where individuals are located and who they are,” she said.

Eisnor also made it clear that Waze isn’t selling the data. GPS maker TomTom came under fire several years ago after customers learned that the company had sold their data to police departments to help find the best places to put speed traps.

“We keep [the data] clean by making sure we don’t have a business model around it,” Eisnor added.

Waze will requires that new Connected Citizens partners “prove their dedication to citizen engagement and commit to use Waze data to improve city efficiency.”…”

Crowdsourcing and collaborative translation: mass phenomena or silent threat to translation studies?


Article by Alberto Fernandez Costales: ” This article explores the emerging phenomenon of amateur translation and tries to shed some light on the implications this process may have both for Translation Studies as an academic discipline and for the translation industry itself. The paper comments on the main activities included within the concept of fan translation and approaches the terminological issues concerning the categorization of “non-professional translation”. In addition, the article focuses on the existing differences between collaborative translation and crowdsourcing, and posits new hypotheses regarding the development of these initiatives and the possible erosion of the boundaries which separate them. The question of who-does-what in the industry of translation is a major issue to be addressed in order to gain a clear view of the global state of translation today.”
