How technology can help nations navigate the difficult path to food sovereignty


 at The Conversation Global: “As the movement of people across the world creates more multicultural societies, can trade help communities maintain their identity? This is the question at the heart of a concept known as “food sovereignty”.

Food sovereignty has been defined as “the right of peoples to healthy and culturally appropriate food produced through ecologically sound and sustainable methods” and, critically, the ability of people to own their food systems.

Culturally appropriate food refers to the cuisine eaten by a certain group, which reflects their own values, norms, religion and preferences. It is usually dynamic and may change over time.

In my journey across different food landscapes, I have discovered that people consume food not just to satisfy hunger but for cultural, religious, and social reasons. And I have learnt that there are ways that international trade can help facilitate this….

Cultural groups have different definitions of good or appropriate food. The elite (who can afford it) and people who are environmentally conscious, for instance, believe in organic or local produce; Jews eat kosher food; and Muslims eat halal.

The challenge lies with making sure food is appropriately labelled – as organic, local, kosher or halal – and the key here is the authenticity of the certification process.

It can be quite difficult to trace the origin of certain foods, whether they’re produced locally or internationally. This educates consumers, allowing them to make the right choice. But it may be an additional cost for farmers, so there is little incentive to label.

The case for transparency and authentication

To ensure that trade allows people to have access to authentic and culturally appropriate food, I recommend a new, digitised process called “crypto-labelling”. Crypto-labelling would use secure communication technology to create a record which traces the history of a particular food from the farm to grocery stores. It would mean consistent records, no duplication, a certification registry, and easy traceability.

Crypto-labelling would ensure transparency in the certification process for niche markets, such as halal, kosher and organic. It allows people who don’t know or trust each other to develop a dependable relationship based on a particular commodity.

If somebody produces organic amaranth in Cotonou, Benin, for instance, and labels it with a digital code that anyone can easily understand, then a family in another country can have access to the desired food throughout the year.

This initiative, which should be based on the blockchain technology behind Bitcoin, can be managed by consumer or producer cooperatives. On the consumer end, all that’s required is a smartphone to scan and read the crypto-labels.

The adoption of blockchain technology in the agricultural sector can help African countries “leapfrog” to the fourth industrial revolution.

Leapfrogging happens when developing countries skip an already outmoded technology that’s widely used in the developed world and embrace a newer one instead. In the early 2000s, for instance, households with no landline became households with more than two mobile phones. This enabled the advent of a new platform for mobile banking in Kenya and Somalia.

Similarly, crypto-labelling will lead to a form of “electronic agriculture” which will make it cheaper in the long run to label and enhance traceability. With access to mobile technology increasing globally, it’s a feasible system for the developing world…(More)”

For Better Citizenship, Scratch and Win


Tina Rosenberg in the New York Times: “China, with its largely cash economy, has a huge problem with tax evasion. Not just grand tax evasion, but the everyday “no receipt, please” kind, even though there have been harsh penalties: Before 2011, some forms of tax evasion were even punishable by death.

The country needed a different approach. So what did it do to get people to pay sales tax?
A. Hired a force of inspectors to raid restaurants and stores to catch people skipping the receipt, accompanied by big fines and prison terms.
B. Started an “It’s a citizen’s duty to denounce” exhortation campaign.
C. Installed cameras to photograph every transaction.
D. Turned receipts into scratch-off lottery games.

One of these things is not like the other, and that’s the answer: D. Instead of punishing under-the-table transactions, China wisely decided to encouragelegal transactions by starting a receipt lottery. Many places have done this — Brazil, Chile, Malta, Portugal, Slovakia and Taiwan, among others. In Taiwan, for example, every month the tax authorities post lottery numbers; match a few numbers for a small prize, or all of them to win more than $300,000.

China took it further. Customers need not store their receipts and wait until the end of the month to see if they’ve won money. Gratification is instant: Each receipt, known as a fapiao, is a scratch-off lottery ticket. People still game the system, but much less. The fapiao system has greatly raised collections of sales tax, business income tax and total tax. And it’s cheap to administer: one study found that new tax revenue totaled 30 times (PDF) the cost of the lottery prizes.

When a receipt is a lottery ticket, people ask for a receipt. They hope to get money, but just as important, they like to play games. Those axioms apply around the globe.

“We have groups that say: we can give out an incentive to our customers worth $15,” said Aron Ezra, chief executive of OfferCraft, an American company that designs games for businesses. “They could do that and have everyone get an incentive for $15. But they’d get better results for the same average price by having variability — some get $10, some get $100.” The lottery makes it exciting.

The huge popularity of lotteries shows this. Another example is the Save to Win program, which credit unions are using in seven states. Microscopic interest rates weren’t enough to get low-income customers to save. So instead, for every $25 they put into a savings account, depositors get one lottery entry. They can win a grand prize — in some states, $10,000 — or $100 prizes every month.

What else could lotteries do?

Los Angeles and Philadelphia have been the sites of experiments to increase dismal voter turnout in local elections by choosing a voter at random to win a large cash prize. In May 2015, the Southwest Voter Registration Education Project in Los Angeles offered $25,000 to a random voter in one district during a school board election, in a project named Voteria.

Health-related lotteries aren’t new. In 1957, Glasgow held a mass X-ray campaign to diagnose tuberculosis. Health officials aimed to X-ray 250,000 people and in the end got three times that many. One reason for the enthusiasm: a weekly prize draw. A lovely vintage newsreel reported on the campaign.

More than 50 years later, researchers set up a lottery among young adults in Lesotho, designed to promote safe sex practices. Every four months the subjects were tested for two sexually transmitted diseases, syphilis and trichonomiasis. A negative test got them entered into a lottery to win either $50 (equivalent to a week’s average salary) or $100. The idea was to see if incentives to reduce the spread of syphilis would also protect against HIV.

The results were significant — a 21.4 percent reduction in the rate of new H.I.V. infections, and a 3.4 percent lower prevalence rate of HIV in the treatment group after two years. And the effect was lasting — the gains persisted a year after the experiment ended. The lottery worked in large part because it was most attractive to those most at risk: many people who take sexual risks also enjoy taking monetary risks, and might be eager to play a lottery.

The authors wrote in a blog post: “To the best of our knowledge, this is the first H.I.V. prevention intervention focusing on sexual behavior changes (as opposed to medical interventions) to have been demonstrated to lead to a significant reduction in H.I.V. incidence, the ultimate objective of any H.I.V. prevention intervention.”…(More)”

USGS expands sensor network to track monster hurricane


Mark Rockwell at FCW: “The internet of things is tracking Hurricane Matthew. As the monster storm draws a bead on the south Atlantic coast after wreaking havoc in the Caribbean, its impact will be measured by a sensor network deployed by the U.S. Geological Survey.

USGS hurricane response crews are busy installing two kinds of sensors in areas across four states where the agency expects the storm to hit hardest. The information the sensors collect will help with disaster recovery efforts and critical weather forecasts for the National Weather Service and the Federal Emergency Management Agency.

As is the case with most things these days, the storm will be tracked online.

The information collected will be distributed live on the USGS Flood Viewer to help federal and state officials gauge the extent and the storm’s damage as it passes through each area.

FEMA, which tasked USGS with the sensor distribution, is also talking with other federal and state officials further up the Atlantic coastline about whether the equipment is needed there. Recent forecasts call for Matthew to take a sharp easterly turn and head out to sea as it reaches the North Carolina coast.

USGS crews are in installing storm-surge sensors at key sites along the coasts of North Carolina, South Carolina, Georgia, and Florida in anticipation of the storm, said Brian McCallum, associate director for data at the USGS South Atlantic Water Science Center.

In all, USGS is deploying more than 300 additional weather and condition sensors, he told FCW in an interview on Oct. 5.

The devices come in two varieties. The first are 280 storm surge sensors, set out in protective steel tubes lashed to piers, bridges and other solid structures in the storm’s projected path. The low-cost devices will provide the highest density of storm data, such as depth and duration of the storm surge, McCallum said. The devices won’t communicate their information in real time, however; McCallum said USGS crews will come in behind the storm to upload the sensor data to the Internet.

The second set of sensors, however, could be thought of as the storm’s “live tweets.” USGS is installing 25 rapid-deployment gauges to augment its existing collection of sensors and fill in gaps along the coast….(More)”

Evaluating World Bank Support to Budget Analysis and Transparency

Wescott: “BOOST is a new resource launched in 2010 to facilitate improved quality, classification, and access to budget data and promote effective use for improved government decision making, transparency and accountability. Using the Government’s own data from public expenditure accounts held in the Government’s Financial Management Information System, and benefiting from a consistent methodology, the BOOST data platform makes highly granular fiscal data accessible and ready-for-use. National authorities can significantly enhance fiscal transparency by publishing summary data and analysis or by providing open access to the underlying dataset. This paper addresses four research questions: Did BOOST help improve the quality of expenditure analysis available to government decision makers? Did it help to develop capacity in central finance and selected spending agencies to sustain expenditure analysis? Did it help to improve public access to expenditure analysis anddata? Did it help to increase awareness of the opportunities for BOOST and expenditure analysis in Sub-Saharan Africa as well as countries outside this region where BOOST has been used (Georgia, Haiti and Tunisia).

Evidence has been drawn from various sources. Survey questionnaires were sent to all World Bank task team leaders for Gates Trust Fund supported countries. Completed questionnaires were received from 18 predominantly African countries (Annex 4). These 18 countries constitute the majority but not all of the countries implementing BOOST with financial support from the Trust Fund. Information has also been gathered through a BOOST stakeholder questionnaire targeting government officials, civil society representatives and representatives from parliaments at country level, field visits to Kenya, Mozambique and Uganda, interviews with stakeholders at the Bank and at country level, participation at regional conferences on BOOST in South Africa and Senegal, and document review. Interviews covered participants from some countries that did not complete questionnaires, such as Haiti.

The research will help to inform the Bill and Melinda Gates Foundation, and the World Bank, the administrator of the trust fund on the achievements of the program, and the value of continuing support. It will inform client country Governments, and non-Government actors interested in improved dissemination and analysis of quality public financial data. The research should also be useful for vendors of similar products like OpenGov; and to international scholars and experts working to better understand public expenditure management in developing countries….(More)”

We’re failing to solve the world’s ‘wicked problems.’ Here’s a better approach


 and  at the Conversation: “We live in a world burdened by large-scale problems that refuse to go away: the refugee crisis; terrorism; rising sea levels; frequent floods, droughts and wildfires; not to mention persistent inequality and violation of basic human rights across the world.

What do these problems have in common? They resist any simple solution. In policy research they are called “wicked.” This is because cause-effect relations are complex and solutions unclear; many of these problems are urgent, yet there is no central authority to solve them; their magnitude is often hard to estimate; and those trying to solve them may even contribute to causing them.

The EU refugee crisis, the topic of a recent U.N. summit, is a good example: Driven by regional conflicts and poverty, and assisted by trafficking networks, people from Africa and the Middle East continue to take enormous risks to enter EU territory by land or sea. For several years now, thousands of refugees have died on this journey each year andno solution is in sight. EU member countries continue to blame their neighbors for either taking in too many refugees or for refusing to help, while there is little shared interest and limited capacity for actually addressing the sources of the problem.

What’s the best way to effectively address these types of wicked problems?…

Facing the current refugee situation, U.N. member states got together two weeks ago to sign a declaration for a more coordinated response to the refugee crisis. Yet, critics have pointed out that the goals are too vague and the document is not legally binding. Such meetings have happened several times in the course of the EU refugee crisis – with very little outcome. In reality, “grand solutions” for large-scale problems either do not exist, or they are too vague or controversial to be of much value.

 

…A number of development experts have argued that “small wins” might be a promising alternative to tackle large-scale problems. Small wins focus on smaller-scale independent projects with attainable and measurable objectives. For example, many firms independently develop solutions to increase energy efficiency or to avoid waste. Likewise, several EU countries have looked into better ways of processing asylum applications and easing the integration of refugees.

Such small wins may not solve the entire problem – in these cases, climate change or refugee crisis – but they have tangible positive outcomes in line with longer-term goals. Also, the more countries and parties deal with the same problem, the greater the number of innovative experiments.

The only problem is: How can such small wins add up to a larger-scale sustainable solution?….

Similarly, EU countries are increasingly moving from idiosyncratic to modular solutions of refugee management and integration. For example, the German trade union organization IG Metall is currently developing connected modules of language and professional training for refugeesthat allow for faster integration into higher-skilled labor markets. These modules are designed to be transferable across industry sectors, and they serve as important foundations for more job-specific training.

Overall, modular solutions can reduce the complexity of climate adaptation and refugee integration. Citizen engagement in rulemaking — evidence on regulatory practices in 185 countries


Paper by Johns,Melissa Marie and Saltane,Valentina for the World Bank: “… presents a new database of indicators measuring the extent to which rulemaking processes are transparent and participatory across 185 countries. The data look at how citizen engagement happens in practice, including when and how governments open the policy-making process to public input. The data also capture the use of ex ante assessments to determine the possible cost of compliance with a proposed new regulation, the likely administrative burden of enforcing the regulation, and its potential environmental and social impacts. The data show that citizens have more opportunities to participate directly in the rulemaking process in developed economies than in developing ones. Differences are also apparent among regions: rulemaking processes are significantly less transparent and inclusive in Sub-Saharan Africa, the Middle East and North Africa, and South Asia on average than in Organisation for Economic Co-operation and Development high-income countries, Europe and Central Asia, and East Asia and the Pacific. In addition, ex ante impact assessments are much more common among higher-income economies than among lower-income ones. And greater citizen engagement in rulemaking is associated with higher-quality regulation, stronger democratic regimes, and less corrupt institutions….(More)”

Collective intelligence and international development


Gina Lucarelli, Tom Saunders and Eddie Copeland at Nesta: “The mountain kingdom of Lesotho, a small landlocked country in Sub-Saharan Africa, is an unlikely place to look for healthcare innovation. Yet in 2016, it became the first country in Africa to deploy the test and treat strategy for treating people with HIV. Rather than waiting for white blood cell counts to drop, patients begin treatment as soon as they are diagnosed. This strategy is backed by the WHO as it has the potential to increase the number of people who are able to access treatment, consequently reducing transmisssion and keeping people with HIV healthy and alive for longer.

While lots of good work is underway in Lesotho, and billions have been spent on HIV programmes in the country, the percentage of the population infected with HIV has remained steady and is now almost 23%. Challenges of this scale need new ideas and better ways to adopt them.

On a recent trip to Lesotho as part of a project with the United Nations Development Group, we met various UN agencies, the World Bank, government leaders, civil society actors and local businesses, to learn about the key development issues in Lesotho and to discuss the role that ‘collective intelligence’ might play in creating better country development plans. The key question Nesta and the UN are working on is: how can we increase the impact of the UN’s work by tapping into the ideas, information and possible solutions which are distributed among many partners, the private sector, and the 2 million people of Lesotho?

…our framework of collective intelligence, a set of iterative stages which can help organisations like the UN tap into the ideas, information and possible solutions of groups and individuals which are not normally involved included in the problem solving process. For each stage, we also presented a number of examples of how this works in practice.

Collective intelligence framework – stages and examples

  1. Better understanding the facts, data and experiences: New tools, from smartphones to online communities enable researchers, practitioners and policymakers to collect much larger amounts of data much more quickly. Organisations can use this data to target their resources at the most critical issues as well as feed into the development of products and services that more accurately meet the needs of citizens. Examples include mPower, a clinical study which used an app to collect data about people with Parkinsons disease via surveys and smartphone sensors.

  2. Better development of options and ideas: Beyond data collection, organisations can use digital tools to tap into the collective brainpower of citizens to come up with better ideas and options for action. Examples include participatory budgeting platforms like “Madame Mayor, I have an idea” and challenge prizes, such as USAID’s Ebola grand challenge.

  3. Better, more inclusive decision making: Decision making and problem solving are usually left to experts, yet citizens are often best placed to make the decisions that will affect them. New digital tools make it easier than ever for governments to involve citizens in policymaking, planning and budgeting. Our D-CENT tools enable citizen involvement in decision making in a number of fields. Another example is the Open Medicine Project, which designs digital tools for healthcare in consultation with both practitioners and patients.

  4. Better oversight and improvement of what is done: From monitoring corruption to scrutinising budgets, a number of tools allow broad involvement in the oversight of public sector activity, potentially increasing accountability and transparency. The Family and Friends Test is a tool that allows NHS users in the UK to submit feedback on services they have experienced. So far, 25 million pieces of feedback have been submitted. This feedback can be used to stimulate local improvement and empower staff to carry out changes… (More)”

Living in the World of Both/And


Essay by Adene Sacks & Heather McLeod Grant  in SSIR: “In 2011, New York Times data scientist Jake Porway wrote a blog post lamenting the fact that most data scientists spend their days creating apps to help users find restaurants, TV shows, or parking spots, rather than addressing complicated social issues like helping identify which teens are at risk of suicide or creating a poverty index of Africa using satellite data.

That post hit a nerve. Data scientists around the world began clamoring for opportunities to “do good with data.” Porway—at the center of this storm—began to convene these scientists and connect them to nonprofits via hackathon-style events called DataDives, designed to solve big social and environmental problems. There was so much interest, he eventually quit his day job at the Times and created the organization DataKind to steward this growing global network of data science do-gooders.

At the same time, in the same city, another movement was taking shape—#GivingTuesday, an annual global giving event fueled by social media. In just five years, #GivingTuesday has reshaped how nonprofits think about fundraising and how donors give. And yet, many don’t know that 92nd Street Y (92Y)—a 140-year-old Jewish community and cultural center in Manhattan, better known for its star-studded speaker series, summer camps, and water aerobics classes—launched it.

What do these two examples have in common? One started as a loose global network that engaged data scientists in solving problems, and then became an organization to help support the larger movement. The other started with a legacy organization, based at a single site, and catalyzed a global movement that has reshaped how we think about philanthropy. In both cases, the founding groups have incorporated the best of both organizations and networks.

Much has been written about the virtues of thinking and acting collectively to solve seemingly intractable challenges. Nonprofit leaders are being implored to put mission above brand, build networks not just programs, and prioritize collaboration over individual interests. And yet, these strategies are often in direct contradiction to the conventional wisdom of organization-building: differentiating your brand, developing unique expertise, and growing a loyal donor base.

A similar tension is emerging among network and movement leaders. These leaders spend their days steering the messy process required to connect, align, and channel the collective efforts of diverse stakeholders. It’s not always easy: Those searching to sustain movements often cite the lost momentum of the Occupy movement as a cautionary note. Increasingly, network leaders are looking at how to adapt the process, structure, and operational expertise more traditionally associated with organizations to their needs—but without co-opting or diminishing the energy and momentum of their self-organizing networks…

Welcome to the World of “Both/And”

Today’s social change leaders—be they from business, government, or nonprofits—must learn to straddle the leadership mindsets and practices of both networks and organizations, and know when to use which approach. Leaders like Porway, and Henry Timms and Asha Curran of 92Y can help show us the way.

How do these leaders work with the “both/and” mindset?

First, they understand and leverage the strengths of both organizations and networks—and anticipate their limitations. As Timms describes it, leaders need to be “bilingual” and embrace what he has called “new power.” Networks can be powerful generators of new talent or innovation around complex multi-sector challenges. It’s useful to take a network approach when innovating new ideas, mobilizing and engaging others in the work, or wanting to expand reach and scale quickly. However, networks can dissipate easily without specific “handrails,” or some structure to guide and support their work. This is where they need some help from the organizational mindset and approach.

On the flip side, organizations are good at creating centralized structures to deliver products or services, manage risk, oversee quality control, and coordinate concrete functions like communications or fundraising. However, often that efficiency and effectiveness can calcify over time, becoming a barrier to new ideas and growth opportunities. When organizational boundaries are too rigid, it is difficult to engage the outside world in ideating or mobilizing on an issue. This is when organizations need an infusion of the “network mindset.”
