Syrians discover new use for mobile phones – finding water


Magdalena Mis at Reuters: “Struggling with frequent water cuts, residents of Syria‘s battered city of Aleppo have a new way to find the water needed for their daily lives – an interactive map on mobile phones.

The online map, created by the Red Cross and accessible through mobile phones with 3G technology, helps to locate the closest of over 80 water points across the divided city of 2 million and guides them to it using a Global Positioning System.

“The map is very simple and works on every phone, and everybody now has access to a mobile phone with 3G,” International Committee of the Red Cross (ICRC) spokesman Pawel Krzysiek told the Thomson Reuters Foundation in a phone interview from Damascus on Wednesday.

“The important thing is that it’s not just a map – which many people may not know how to read – it’s the GPS that’s making a difference because people can actually be guided to the water point closest to them,” he said.

Aleppo was Syria’s most populated city and commercial hub before the civil war erupted in 2011, but many areas have been reduced to rubble and the city has been carved up between government forces and various insurgent groups.

Water cuts are a regular occurrence, amounting to about two weeks each month, and the infrastructure is on the brink of collapse, Krzysiek said.

The water supply was restored on Wednesday after a four-day cut caused by damage to the main power line providing electricity to some 80 percent of households, Krzysiek said.

More cuts are likely because fighting is preventing engineers from repairing the power line, and diesel, used for standby generators, may run out, he added….

Krzysiek said the ICRC started working on the map after a simple version created for engineers was posted on its Facebook page in the summer, sparking a wave of comments and requests.

“Suddenly people started to share this map and were sending comments on how to improve it and asking for a new, more detailed one.”

Krzysiek said that about 140,000 people were using the old version of the map and 20,000 had already used the new version, launched on Monday…(More)”

In post-earthquake Nepal, open data accountability


Deepa Rai at the Worldbank blog: “….Following the earthquake, there was an overwhelming response from technocrats and data crunchers to use data visualizations for disaster risk assessment. The Government of Nepal made datasets available through its Disaster Data Portal and many organizations and individuals also pitched in and produced visual data platforms.
However, the use of open data has not been limited to disaster response. It was, and still is, instrumental in tracking how much funding has been received and how it’s being allocated. Through the use of open data, people can make their own analysis based on the information provided online.

Direct Relief, a not-for-profit company, has collected such information and helped gathered data from the Prime Minister’s relief fund and then created infographics which have been useful for media and immediate distribution on social platforms. MapJournal’s visual maps became vital during the Post Disaster Needs Assessment (PDNA) to assess and map areas where relief and reconstruction efforts were urgently needed.

Open data and accountability
However, the work of open data doesn’t end with relief distribution and disaster risk assessment. It is also hugely impactful in keeping track of how relief money is pledged, allocated, and spent. One such web application,openenet.net is making this possible by aggregating post disaster funding data from international and national sources into infographics. “The objective of the system,” reads the website “is to ensure transparency and accountability of relief funds and resources to ensure that it reaches to targeted beneficiaries. We believe that transparency of funds in an open and accessible manner within a central platform is perhaps the first step to ensure effective mobilization of available resources.”
Four months after the earthquake, Nepali media have already started to report on aid spending — or the lack of it. This has been made possible by the use of open data from the Ministry of Home Affairs (MoHA) and illustrates how critical data is for the effective use of aid money.

Where the right to know comes from


Michael Schudson in Columbia Journalism Review: “…what began as an effort to keep the executive under check by the Congress became a law that helped journalists, historians, and ordinary citizens monitor federal agencies. Nearly 50 years later, it may all sound easy and obvious. It was neither. And this burst of political engagement is rarely, if ever, mentioned by journalists themselves as an exception to normal “acts of journalism.”

But how did it happen at all? In 1948, the American Society of Newspaper Editors set up its first-ever committee on government restrictions on the freedom to gather and publish news. It was called the “Committee on World Freedom of Information”—a name that implied that limiting journalists’ access or straightforward censorship was a problem in other countries. The committee protested Argentina’s restrictions on what US correspondents could report, censorship in Guatemala, and—closer to home—US military censorship in occupied Japan.

When the ASNE committee turned to the problem of secrecy in the US government in the early 1950s, it chose to actively criticize such secrecy, but not to “become a legislative committee.” Even in 1953, when ASNE leaders realized that significant progress on government secrecy might require federal legislation, they concluded that “watching all such legislation” would be an important task for the committee, but did not suggest taking a public position.

Representative Moss changed this. Moss was a small businessman who had served several terms in the California legislature before his election to Congress in 1952. During his first term, he requested some data from the Civil Service Commission about dismissals of government employees on suspicion of disloyalty. The commission flatly turned him down. “My experience in Washington quickly proved that you had a hell of a time getting any information,” Moss recalled. Two years later, a newly re-elected Moss became chair of a House subcommittee on government information….(More)”

Weak States, Poor Countries


Angus Deaton in Project Syndicate: “Europeans tend to feel more positively about their governments than do Americans, for whom the failures and unpopularity of their federal, state, and local politicians are a commonplace. Yet Americans’ various governments collect taxes and, in return, provide services without which they could not easily live their lives.

Americans, like many citizens of rich countries, take for granted the legal and regulatory system, the public schools, health care and social security for the elderly, roads, defense and diplomacy, and heavy investments by the state in research, particularly in medicine. Certainly, not all of these services are as good as they might be, nor held in equal regard by everyone; but people mostly pay their taxes, and if the way that money is spent offends some, a lively public debate ensues, and regular elections allow people to change priorities.

All of this is so obvious that it hardly needs saying – at least for those who live in rich countries with effective governments. But most of the world’s population does not.

In much of Africa and Asia, states lack the capacity to raise taxes or deliver services. The contract between government and governed – imperfect in rich countries – is often altogether absent in poor countries. The New York cop was little more than impolite (and busy providing a service); in much of the world, police prey on the people they are supposed to protect, shaking them down for money or persecuting them on behalf of powerful patrons.

Even in a middle-income country like India, public schools and public clinics face mass (unpunished) absenteeism. Private doctors give people what (they think) they want – injections, intravenous drips, and antibiotics – but the state does not regulate them, and many practitioners are entirely unqualified.

Throughout the developing world, children die because they are born in the wrong place – not of exotic, incurable diseases, but of the commonplace childhood illnesses that we have known how to treat for almost a century. Without a state that is capable of delivering routine maternal and child health care, these children will continue to die.

Likewise, without government capacity, regulation and enforcement do not work properly, so businesses find it difficult to operate. Without properly functioning civil courts, there is no guarantee that innovative entrepreneurs can claim the rewards of their ideas.

The absence of state capacity – that is, of the services and protections that people in rich countries take for granted – is one of the major causes of poverty and deprivation around the world. Without effective states working with active and involved citizens, there is little chance for the growth that is needed to abolish global poverty.

Unfortunately, the world’s rich countries currently are making things worse. Foreign aid – transfers from rich countries to poor countries – has much to its credit, particularly in terms of health care, with many people alive today who would otherwise be dead. But foreign aid also undermines the development of local state capacity….

One thing that we can do is to agitate for our own governments to stop doing those things that make it harder for poor countries to stop being poor. Reducing aid is one, but so is limiting the arms trade, improving rich-country trade and subsidy policies, providing technical advice that is not tied to aid, and developing better drugs for diseases that do not affect rich people. We cannot help the poor by making their already-weak governments even weaker….(More)”

Can non-Western democracy help to foster political transformation?


Richard Youngs at Open Democracy: “…many non-Western countries are showing signs of a newly-vibrant civic politics, organized in ways that are not centered on NGOs but on more loosely structured social movements in participatory forms of democracy where active citizenship is crucial—not just structured or formal, representative democratic institutions. Bolivia is a good example.

Many Western governments were skeptical about President Evo Morales’ political project, fearing that he would prove to be just as authoritarian as Hugo Chavez in Venezuela. But some Western donors (including Germany and the European Union) have already increased their support to indigenous social movements in Bolivia because they’ve become a vital channel of influence and accountability between government and society.

Secondly, it’s clear that the political dimensions of democracy will be undermined if economic conditions and inequalities are getting worse, so democracy promotion efforts need to be delinked from pressures to adopt neo-liberal economic policies. Western interests need to do more to prove that they are not supporting democracy primarily as a means to further their economic interest in ‘free markets.’ That’s why the European Union is supporting a growing number of projects designed to build up social insurance schemes during the early phases of democratic transitions. European diplomats, at least, say that they see themselves as supporters of social and economic democracy.

Donors are becoming more willing to support the role of labor unions in pro-democracy coalition-building; and to protect labor standards as a crucial part of political transitions in countries as diverse as Tunisia, Georgia, China, Egypt and Ecuador. But they should do more to assess how the embedded structures of economic power can undermine the quality of democratic processes. Support for civil society organizations that are keen on exploring heterodox economic models should also be stepped up.

Thirdly, non-Western structures and traditions can help to reduce violent conflict successfully. Tribal chiefs, traditional decision-making circles and customary dispute resolution mechanisms are commonplace in Africa and Asia, and have much to teach their counterparts in the West. In Afghanistan, for example, international organizations realized that the standard institutions of Western liberal democracy were gaining little traction, and were probably deepening rather than healing pre-existing divisions, so they’ve started to support local-level deliberative forums instead.

Something similar is happening in the Balkans, where the United States and the European Union are giving priority to locally tailored, consensual power-sharing arrangements. The United Nations is working with customary justice systems in Somalia. And in South Sudan and Kenya, donors have worked with tribal chiefs and supported traditional authorities to promote a better understanding of human rights and gender justice issues. These forms of power-sharing and ‘consensual communitarianism’ can be quite effective in protecting minorities while also encouraging dialogue and deliberation.

As these brief examples show, different countries can both offer and receive ideas about democratic transformation regardless of geography, though this is never straightforward. It involves finding a balance between defending genuinely-universal norms on the one hand, and encouraging democratic experimentation on the other. This is a thin line to walk, and it requires, for example, recognition that the basic precepts of liberal democracy are not synonymous with what can be seen as an amoral individualism, particularly in highly religious communities.

Pro-democracy reformers and civic groups in non-Western countries often take international organizations to task for pushing too hard on questions of ‘Western liberal rights’ rather than supporting variations to the standard, individualist template, even where tribal structures and traditional conflict-resolution mechanisms work reasonably well. This has led to resistance against international support in places as diverse as Libya, Mali and Pakistan…..

How the USGS uses Twitter data to track earthquakes


Twitter Blog: “After the disastrous Sichuan earthquake in 2008, people turned to Twitter to share firsthand information about the earthquake. What amazed many was the impression that Twitter was faster at reporting the earthquake than the U.S. Geological Survey (USGS), the official government organization in charge of tracking such events.

This Twitter activity wasn’t a big surprise to the USGS. The USGS National Earthquake Information Center (NEIC) processes about 2,000 realtime earthquake sensors, with the majority based in the United States. That leaves a lot of empty space in the world with no sensors. On the other hand, there are hundreds of millions of people using Twitter who can report earthquakes. At first, the USGS staff was a bit skeptical that Twitter could be used as a detection system for earthquakes – but when they looked into it, they were surprised at the effectiveness of Twitter data for detection.

USGS staffers Paul Earle, a seismologist, and Michelle Guy, a software developer, teamed up to look at how Twitter data could be used for earthquake detection and verification. By using Twitter’s Public API, they decided to use the same time series event detection method they use when detecting earthquakes. This gave them a baseline for earthquake-related chatter, but they decided to dig in even further. They found that people Tweeting about actual earthquakes kept their Tweets really short, even just to ask, “earthquake?” Concluding that people who are experiencing earthquakes aren’t very chatty, they started filtering out Tweets with more than seven words. They also recognized that people sharing links or the size of the earthquake were significantly less likely to be offering firsthand reports, so they filtered out any Tweets sharing a link or a number. Ultimately, this filtered stream proved to be very significant at determining when earthquakes occurred globally.

USGS Modeling Twitter Data to Detect Earthquakes

While I was at the USGS office in Golden, Colo. interviewing Michelle and Paul, three earthquakes happened in a relatively short time. Using Twitter data, their system was able to pick up on an aftershock in Chile within one minute and 20 seconds – and it only took 14 Tweets from the filtered stream to trigger an email alert. The other two earthquakes, off Easter Island and Indonesia, weren’t picked up because they were not widely felt…..

The USGS monitors for earthquakes in many languages, and the words used can be a clue as to the magnitude and location of the earthquake. Chile has two words for earthquakes: terremotoand temblor; terremoto is used to indicate a bigger quake. This one in Chile started with people asking if it was a terremoto, but others realizing that it was a temblor.

As the USGS team notes, Twitter data augments their own detection work on felt earthquakes. If they’re getting reports of an earthquake in a populated area but no Tweets from there, that’s a good indicator to them that it’s a false alarm. It’s also very cost effective for the USGS, because they use Twitter’s Public API and open-source software such as Kibana and ElasticSearch to help determine when earthquakes occur….(More)”

Would you use Yelp if you couldn’t see other people’s comments?


Renee Ho at Feedback Labs: “Earlier this year, the International Rescue Committee (IRC), a leading humanitarian organization, launched a feedback tool IRC Service Info for the over 1 million Syrian refugees in Lebanon. According to IRC, “Service Info is designed to be used by service providers to coordinate and increase responsiveness, and by service users to find and provide feedback on the services relevant to them.”

At first glance, it looked as though IRC Service Info would function a lot like Yelp, a commercial website that allows users to comment and leave feedback on small businesses—restaurants, hair salons, cafes— and now, even on US federal government agencies.

People can use IRC Service Info using a computer or mobile device. The website is in English, French, and Arabic. For individuals without online access or who prefer using a phone, they can also call to provide feedback to particular services.

This could be an exciting platform to increase the role of constituent feedback in humanitarian aid.

Personalising data for development


Wolfgang Fengler and Homi Kharas in the Financial Times: “When world leaders meet this week for the UN’s general assembly to adopt the Sustainable Development Goals (SDGs), they will also call for a “data revolution”. In a world where almost everyone will soon have access to a mobile phone, where satellites will take high-definition pictures of the whole planet every three days, and where inputs from sensors and social media make up two thirds of the world’s new data, the opportunities to leverage this power for poverty reduction and sustainable development are enormous. We are also on the verge of major improvements in government administrative data and data gleaned from the activities of private companies and citizens, in big and small data sets.

But these opportunities are yet to materialize in any scale. In fact, despite the exponential growth in connectivity and the emergence of big data, policy making is rarely based on good data. Almost every report from development institutions starts with a disclaimer highlighting “severe data limitations”. Like castaways on an island, surrounded with water they cannot drink unless the salt is removed, today’s policy makers are in a sea of data that need to be refined and treated (simplified and aggregated) to make them “consumable”.

To make sense of big data, we used to depend on data scientists, computer engineers and mathematicians who would process requests one by one. But today, new programs and analytical solutions are putting big data at anyone’s fingertips. Tomorrow, it won’t be technical experts driving the data revolution but anyone operating a smartphone. Big data will become personal. We will be able to monitor and model social and economic developments faster, more reliably, more cheaply and on a far more granular scale. The data revolution will affect both the harvesting of data through new collection methods, and the processing of data through new aggregation and communication tools.

In practice, this means that data will become more actionable by becoming more personal, more timely and more understandable. Today, producing a poverty assessment and poverty map takes at least a year: it involves hundreds of enumerators, lengthy interviews and laborious data entry. In the future, thanks to hand-held connected devices, data collection and aggregation will happen in just a few weeks. Many more instances come to mind where new and higher-frequency data could generate development breakthroughs: monitoring teacher attendance, stocks and quality of pharmaceuticals, or environmental damage, for example…..

Despite vast opportunities, there are very few examples that have generated sufficient traction and scale to change policy and behaviour and create the feedback loops to further improve data quality. Two tools have personalised the abstract subjects of environmental degradation and demography (see table):

  • Monitoring forest fires. The World Resources Institute has launched Global Forest Watch, which enables users to monitor forest fires in near real time, and overlay relevant spatial information such as property boundaries and ownership data to be developed into a model to anticipate the impact on air quality in affected areas in Indonesia, Singapore and Malaysia.
  • Predicting your own life expectancy. The World Population Program developed a predictive tool – www.population.io – showing each person’s place in the distribution of world population and corresponding statistical life expectancy. In just a few months, this prototype attracted some 2m users who shared their results more than 25,000 times on social media. The traction of the tool resulted from making demography personal and converting an abstract subject matter into a question of individual ranking and life expectancy.

A new Global Partnership for Sustainable Development Data will be launched at the time of the UN General Assembly….(More)”

(US) Administration Announces New “Smart Cities” Initiative to Help Communities Tackle Local Challenges and Improve City Services


Factsheet from the White House: “Today, the Administration is announcing a new “Smart Cities” Initiative that will invest over $160 million in federal research and leverage more than 25 new technology collaborations to help local communities tackle key challenges such as reducing traffic congestion, fighting crime, fostering economic growth, managing the effects of a changing climate, and improving the delivery of city services. The new initiative is part of this Administration’s overall commitment to target federal resources to meet local needs and support community-led solutions.

Over the past six years, the Administration has pursued a place-based approach to working with communities as they tackle a wide range of challenges, from investing in infrastructure and filling open technology jobs to bolstering community policing. Advances in science and technology have the potential to accelerate these efforts. An emerging community of civic leaders, data scientists, technologists, and companies are joining forces to build “Smart Cities” – communities that are building an infrastructure to continuously improve the collection, aggregation, and use of data to improve the life of their residents – by harnessing the growing data revolution, low-cost sensors, and research collaborations, and doing so securely to protect safety and privacy.

As part of the initiative, the Administration is announcing:

  • More than $35 million in new grants and over $10 million in proposed investments to build a research infrastructure for Smart Cities by the National Science Foundation and National Institute of Standards and Technology.
  • Nearly $70 million in new spending and over $45 million in proposed investments to unlock new solutions in safety, energy, climate preparedness, transportation, health and more, by the Department of Homeland Security, Department of Transportation, Department of Energy, Department of Commerce, and the Environmental Protection Agency.
  • More than 20 cities participating in major new multi-city collaborations that will help city leaders effectively collaborate with universities and industry.

Today, the Administration is also hosting a White House Smart Cities Forum, coinciding with Smart Cities Week hosted by the Smart Cities Council, to highlight new steps and brainstorm additional ways that science and technology can support municipal efforts.

The Administration’s Smart Cities Initiative will begin with a focus on key strategies:

  • Creating test beds for “Internet of Things” applications and developing new multi-sector collaborative models: Technological advancements and the diminishing cost of IT infrastructure have created the potential for an “Internet of Things,” a ubiquitous network of connected devices, smart sensors, and big data analytics. The United States has the opportunity to be a global leader in this field, and cities represent strong potential test beds for development and deployment of Internet of Things applications. Successfully deploying these and other new approaches often depends on new regional collaborations among a diverse array of public and private actors, including industry, academia, and various public entities.
  • Collaborating with the civic tech movement and forging intercity collaborations: There is a growing community of individuals, entrepreneurs, and nonprofits interested in harnessing IT to tackle local problems and work directly with city governments. These efforts can help cities leverage their data to develop new capabilities. Collaborations across communities are likewise indispensable for replicating what works in new places.
  • Leveraging existing Federal activity: From research on sensor networks and cybersecurity to investments in broadband infrastructure and intelligent transportation systems, the Federal government has an existing portfolio of activities that can provide a strong foundation for a Smart Cities effort.
  • Pursuing international collaboration: Fifty-four percent of the world’s population live in urban areas. Continued population growth and urbanization will add 2.5 billion people to the world’s urban population by 2050. The associated climate and resource challenges demand innovative approaches. Products and services associated with this market present a significant export opportunity for the U.S., since almost 90 percent of this increase will occur in Africa and Asia.

Complementing this effort, the President’s Council of Advisors on Science and Technology is examining how a variety of technologies can enhance the future of cities and the quality of life for urban residents. The Networking and Information Technology Research and Development (NITRD) Program is also announcing the release of a new framework to help coordinate Federal agency investments and outside collaborations that will guide foundational research and accelerate the transition into scalable and replicable Smart City approaches. Finally, the Administration’s growing work in this area is reflected in the Science and Technology Priorities Memo, issued by the Office of Management and Budget and Office of Science and Technology Policy in preparation for the President’s 2017 budget proposal, which includes a focus on cyber-physical systems and Smart Cities….(More)”

Syria refugees tap in to legal advice by text


Hannah Kuchler in the Financial Times: “Syrian refugees can now access free legal advice by text message after a Palestinian start-up launched a service in Turkey, which it hopes to expand to reach refugees across Europe.

Refugees fleeing the conflict in Syria can receive legal guidance via their mobile phones on everything from whether they have the right to work to education services available for their children, after Souktel, a small start-up partnered with the American Bar Association.

The 30-person start-up employs both former humanitarian workers from Oxfam and USAID, who understand the problems faced by refugees, and software engineers who tackle the challenge of sorting, tagging and translating enquiries which are then sent to a team of Turkish lawyers.

Jacob Korenblum, president and chief executive of Souktel, said more than 10,000 individuals have used the service since it launched less than three weeks ago, with lawyers busy answering a steady stream of questions.

“Given the strength and rapid interest in this service and the uptake since its launch, we want to scale into Greece and other European countries to meet the same need,” he said. “This is very much becoming a pan-European problem at the very least.”…

The American Bar Association approached Souktel and asked them to build a service that could offer remote legal support and uses funds from international donors to pay the company….

Smartphones — or even basic mobile phones — have fast become one of the easiest ways of communicating for the poor or dispossessed. Even when basic infrastructure has failed, people are able to access information and connect with relatives abroad via their devices.

Mr Korenblum, a Canadian former aid worker, helped found Souktel after he saw young people in Palestine relying on their mobile devices when working there 10 years ago. The company has built similar services on behalf of humanitarian organisations working in other areas — including the UK’s department for international development in Gaza, Iraq and Somalia, among other places…(More)”
