Applying behavioural science to the annual electoral canvass in England: Evidence from a large-scale randomised controlled trial

To this end, Household Enquiry Forms (HEFs) are mailed to all properties annually to collect updated details from residents, and any eligible unregistered residents will subsequently be invited to register to vote. Unfortunately, HEF nonresponse is pervasive and costly. Using insights from behavioural science, we modified letters and envelopes posted to households as part of the annual canvass, and evaluated their effects using a randomised controlled trial across two local authorities in England (N=226,528 properties). We find that modified materials – particularly redesigned envelopes – significantly increase initial response rates and savings. However, we find no effects on voter registration. While certain behavioural interventions can improve the efficiency of the annual canvass, other approaches or interventions may be needed to increase voter registration rates and update voter information….(More)”.

Nowcasting Gentrification Using Airbnb Data

Census data fails to measure neighborhood change in real-time since it is usually updated every ten years. This work shows that Airbnb data can be used to quantify and track neighborhood changes. Specifically, we consider both structured data (e.g. number of listings, number of reviews, listing information) and unstructured data (e.g. user-generated reviews processed with natural language processing and machine learning algorithms) for three major cities, New York City (US), Los Angeles (US), and Greater London (UK). We find that Airbnb data (especially its unstructured part) appears to nowcast neighborhood gentrification, measured as changes in housing affordability and demographics. Overall, our results suggest that user-generated data from online platforms can be used to create socioeconomic indices to complement traditional measures that are less granular, not in real-time, and more costly to obtain….(More)”.

Switzerland to Hold Referendum on Covid-19 Lockdown


James Hookway at the Wall Street Journal: “Switzerland’s system of direct democracy will be put to the test again later this year, this time with a referendum on whether to roll back the government’s powers to impose lockdowns and other measures to slow the Covid-19 pandemic.

The landlocked Alpine nation of 8.5 million people is unusual in providing its people a say on important policy moves by offering referendums if enough people sign a petition for a vote. Last year, Swiss voted on increasing the stock of low-cost housing, tax allowances for children and hunting wolves.

The idea is to provide citizens a check on the power of the federal government, and it is a throwback to the fiercely independent patchwork of cantons, or districts, that were meshed in the medieval period.

Now, the country is set for a referendum on whether to remove the government’s legal authority to order lockdowns and other pandemic restrictions after campaigners submitted a petition of some 86,000 signatures this week—higher than the 50,000 required—triggering a nationwide vote to repeal last year’s Covid-19 Act….(More)”.

Can open data increase younger generations’ trust in democratic institutions? A study in the European Union

In a context of a global trust crisis in the European Union, this paper examines if open government data, a promising governance strategy, may help to boost Millennials’ and Generation Z trust in public institutions and satisfaction with public outcomes. First, results from our preliminary analysis challenge some popular beliefs by revealing that younger generations tend to trust in their institutions notably more than the rest of the European citizens. In addition, our findings show that open government data is a trust-enabler for Millennials and Generation Z, not only through a direct link between both, but also thanks to the mediator role of citizens’ satisfaction. Court Rules Deliveroo Used ‘Discriminatory’ Algorithm


Gabriel Geiger at Motherboard: “An algorithm used by the popular European food delivery app Deliveroo to rank and offer shifts to riders is discriminatory, an Italian court ruled late last week, in what some experts are calling a historic decision for the gig economy. The case was brought by a group of Deliveroo riders backed by CGIL, Italy’s largest trade union. 

markedly detailed ordinance written by presiding judge Chiara Zompi gives an intimate look at one of many often secretive algorithms used by gig platforms to micromanage workers and which can have profound impacts on their livelihoods. 

While machine-learning algorithms are central to Deliveroo’s entire business model, the particular algorithm examined by the court allegedly was used to determine the “reliability” of a rider. According to the ordinance, if a rider failed to cancel a shift pre-booked through the app at least 24 hours before its start, their “reliability index” would be negatively affected. Since riders deemed more reliable by the algorithm were first to be offered shifts in busier timeblocks, this effectively meant that riders who can’t make their shifts—even if it’s because of a serious emergency or illness—would have fewer job opportunities in the future….(More)”

Co-creation applied to public policy: a case study on collaborative policies for the platform economy in the city of Barcelona

The driving question is how co-creation collaboration-based policy-making can increase diversity and strengthen the participation of actors. The analysis is based on a three-year case study on the platform economy in Barcelona, describing how co-creation dynamics contributed to the participatory definition of local public policies and agenda. The methodology is based on participatory design techniques, involving participant observation and content analysis. Results indicate that co-creation can increase participation diversity aligning academic, economic, and social viewpoints in policy innovation from a quadruple helix perspective. In addition, collaboration schemes assist in engaging a wide diversity of participants in the policy ideation process which, in this case, resulted in 87 new policy measures, with contributions from more than 300 people of different backgrounds and perspectives. The case study demonstrates the value of a cycle of collaboration going beyond mere symbolic engagement or citizen support to public policy-making. “The Times They Are A-Changin”. When Jean-Claude Juncker, then President of the European Commission, proclaimed in 2018 that “The Hour of European Sovereignty” had come, half of Europe criticized him, recalls Paul Timmers. Today hardly a day goes by in Europe, without a politician talking about “digital sovereignty”.

From a purely normative point of view, the concept makes little sense. It can only further accentuate the classic confusion surrounding the use of the term “sovereignty”, which is one of the most equivocal terms in legal theory and which has been criticized by a famous scholar for often being nothing more than “a catchword, a substitute for thinking and precision”. Still, from a political point of view, “European digital sovereignty” is an extremely powerful concept, broad and ambiguous enough to encompass very different things and to become a “projection surface for a wide variety of political demands”.

This study analyses in a detailed way the two understandings of the term: sovereignty as regulatory power; and, sovereignty as strategic autonomy and the ability to act in the digital sphere without being restricted to an undesired extent by external dependencies. Connected Devices – an Unfair Competition Law Approach to Data Access Rights of Users

A particular aspect of this economy is the advent of connected devices that are increasingly deployed and used in the context of the Internet of Things (IoT). As regards these devices, the Commission has identified the particular problem that the manufacturers may try to remain in control of the data and refuse data access to third parties, thereby impeding the development of innovative business models in secondary data-related markets. To address this issue, this paper discusses potential legislation on data access rights of the users of connected devices. The paper conceives refusals of the device manufacturers to grant access to data vis-à-vis users as a form of unfair trading practice and therefore recommends embedding data access rights of users in the context of the European law against unfair competition. Such access rights would be complementary to other access regimes, including sector-specific data access rights of competitors in secondary markets as well as access rights available under contract and competition law. Mapping urban temperature using crowd-sensing data and machine learning

Machine learning offers promising tools for high-resolution modeling of urban heat, but it requires large amounts of data. Measurements from official weather stations are too sparse but could be complemented by crowd-sensed measurements from citizen weather stations (CWS). Here we present an approach to model urban temperature using the quantile regression forest algorithm and CWS, open government and remote sensing data. The analysis is based on data from 691 sensors in the city of Zurich (Switzerland) during a heat wave using data from for 25-30th June 2019. We trained the model using hourly data from for 25-29th June (n = 71,837) and evaluate the model using data from June 30th (n = 14,105). Based on the model, spatiotemporal temperature maps of 10 × 10 m resolution were produced. We demonstrate that our approach can accurately map urban heat at high spatial and temporal resolution without additional measurement infrastructure. Feasibility study on the possible introduction of a mechanism for certifying artificial intelligence tools & services


Press Release by the Council of Europe: “The European Commission for the Efficiency of Justice (CEPEJ) has adopted a feasibility study on the possible establishment of a certification mechanism for artificial intelligence tools and services. The study is based on the CEPEJ Charter on the use of artificial intelligence in judicial systems and their environment, adopted in December 2018. The Council of Europe, if it decides to create such a mechanism, could be a pioneer in this field. After consultation with all member and observer states, this feasibility study will be followed by an action plan that the CEPEJ will prepare and send to the Committee of Ministers for examination in 2021….(Study)”.
