Indeed, the ongoing Russia-Ukraine war is a direct example of data, data science, and technology as a whole has been mobilized to assist and monitor conflict responses and support peacebuilding.
Yet understanding the ways in which technology can be applied for peace, and what kinds of peace promotion they can serve, as well as their associated risks remain muddled. Thus, a framework for the governance of these peace technologies—#PeaceTech—is needed at an international and transnational level to guide the responsible and purposeful use of technology and data to strengthen peace and justice initiatives.

Global Review of Smart City Governance Practices
Report by UN Habitat: “Through smart city initiatives, digital technologies are increasingly applied in cities to modernize city operations and transform service delivery. The ongoing digital transformation provides new opportunities but also creates challenges, and it is increasingly apparent that delivering effective urban digital services is a complex task. Nowadays, smart city projects are typically driven by technology and little attention is given to governance dynamics. In addition, the novelty and complexity of many smart city initiatives make it difficult for public sector organizations to fully grasp how to effectively manage digital transformation processes.
As many cities and public sector organizations across the world have been experimenting with smart city initiatives, their actions have generated a data-rich environment from which to learn. As such, this report features findings from a systematic literature review and a global online survey completed by approximately 300 respondents, who have reported on the smart city governance practices of more than 250 municipalities in Africa, Asia, Europe, Latin America, and North America.
With the objective to support both urban managers and practitioners, the report highlights several dimensions for effective smart city governance and ways to foster a people-centered approach to smart cities. It serves as a knowledge resource to present best practices, gaps in smart city governance mechanisms, and the various elements to consider when governing the planning and implementation of smart city initiatives.

Artificial Intelligence and Life in 2030: The One Hundred Year Study on Artificial Intelligence
Paper by Peter Stone et al: “In September 2016, Stanford’s “One Hundred Year Study on Artificial Intelligence” project (AI100) issued the first report of its planned long-term periodic assessment of artificial intelligence (AI) and its impact on society. It was written by a panel of 17 study authors, each of whom is deeply rooted in AI research, chaired by Peter Stone of the University of Texas at Austin. The report, entitled “Artificial Intelligence and Life in 2030,” examines eight domains of typical urban settings on which AI is likely to have impact over the coming years: transportation, home and service robots, healthcare, education, public safety and security, low-resource communities, employment and workplace, and entertainment. But he’s not alone in his sentiment. Few footballers agree with a manager’s decision to substitute them in favour of a fresh replacement.
During the upcoming football World Cup tournament in Qatar, players will have a more evidence-based way to argue for time on the pitch. Within minutes of the final whistle, tournament organizers will send each player a detailed breakdown of their performance. Strikers will be able to show how often they made a run and were ignored. Defenders will have data on how much they hassled and harried the opposing team when it had possession.
It’s the latest incursion of numbers into the beautiful game. Data analysis now helps to steer everything from player transfers and the intensity of training, to targeting opponents and recommending the best direction to kick the ball at any point on the pitch.
Meanwhile, footballers face the kind of data scrutiny more often associated with an astronaut. Wearable vests and straps can now sense motion, track position with GPS and count the number of shots taken with each foot. Cameras at multiple angles capture everything from headers won to how long players keep the ball. Data Cartels: The Companies That Control and Monopolize Our Information

The political imaginary of National AI Strategies
Paper by Guy Paltieli: “In the past few years, several democratic governments have published their National AI Strategies (NASs). These documents outline how AI technology should be implemented in the public sector and explain the policies that will ensure the ethical use of personal data. In this article, I examine these documents as political texts and reconstruct the political imaginary that underlies them. I argue that these documents intervene in contemporary democratic politics by suggesting that AI can help democracies overcome some of the challenges they are facing. To achieve this, NASs use different kinds of imaginaries—democratic, sociotechnical and data—that help citizens envision how a future AI democracy might look like. As part of this collective effort, a new kind of relationship between citizens and governments is formed. Citizens are seen as autonomous data subjects, but at the same time, they are expected to share their personal data for the common good. As a result, I argue, a new kind of political imaginary is developed in these documents. One that maintains a human-centric approach while championing a vision of collective sovereignty over data. Ethical Considerations in Re-Using Private Sector Data for Migration-Related Policy
IOM practitioner’s paper: “This paper assesses the ethical risks of using non-traditional data sources to inform migration related policymaking and suggests practical safeguards for various stages during the data cycle. The past decade has witnessed the rapid growth of non-traditional data (social media, mobile phones, satellite data, bank records, etc.) and their use in migration research and policy. While these data sources may be tempting and shed light on main migration trends, ensuring the ethical and responsible use of big data at every stage of migration research and policymaking is complex.
The recognition of the potential of new data sources for migration policy has grown exponentially in recent years. Data innovation is one of the crosscutting priorities of IOM’s Migration Data Strategy.
Further, the UN General Assembly recognises rapid technological developments and their potential in
achieving the Sustainable Development Goals and the Global Compact for Safe, Orderly and Regular Migration highlights the importance of harnessing data innovation to improve data and evidence for informed policies on migration.
