Anxieties of Democracy


Debate at the Boston Review opened by Ira Katznelson: “…..Across the range of established democracies, we see skepticism bordering on cynicism about whether parliamentary governments can successfully address pressing domestic and global challenges. These doubts about representative democracy speak to both its fairness and its ability to make good policy.

Since the late eighteenth century, liberal constitutional regimes have recurrently collided with forms of autocratic rule—including fascism and communism—that claim moral superiority and greater efficacy. Today, there is no formal autocratic alternative competing with democracy for public allegiance. Instead, two other concerns characterize current debates. First, there is a sense that constitutional democratic forms, procedures, and practices are softening in the face of allegedly more authentic and more efficacious types of political participation—those that take place outside representative institutions and seem closer to the people. There is also widespread anxiety that national borders no longer define a zone of security, a place more or less safe from violent threats and insulated from rules and conditions established by transnational institutions and seemingly inexorable global processes.

These are recent anxieties. One rarely heard them voiced in liberal democracies when, in 1989, Francis Fukuyama designated the triumph of free regimes and free markets “the end of history.” Fukuyama described “the universalization of Western liberal democracy as the final form of human government,“ a “victory of liberalism” in “the realm of ideas and consciousness,” even if “as yet incomplete in the real or material world.” Tellingly, the disruption of this seemingly irresistible trend has recently prompted him to ruminate on the brittleness of democratic institutions across the globe.

Perhaps today’s representative democracies—the ones that do not appear to be candidates for collapse or supersession—are merely confronting ephemeral worries. But the challenge seems starker: a profound crisis of moral legitimacy, practical capacity, and institutional sustainability….(More)

Open Data Charter


International Open Data Charter: “Open data sits at the heart of a global movement with the potential to generate significant social and economic benefits around the world. Through the articulation and adoption of common principles in support of open data, governments can work towards enabling more just, and prosperous societies.

In July 2013, G8 leaders signed the G8 Open Data Charter, which outlined a set of five core open data principles. Many nations and open government advocates welcomed the G8 Charter, but there was a general sense that the principles could be refined and improved to support broader global adoption of open data principles. In the months following, a number of multinational groups initiated their own activities to establish more inclusive and representative open data principles, including the Open Government Partnership’s (OGP) Open Data Working Group….

During 2015, open data experts from governments, multilateral organizations, civil society and private sector, worked together to develop an international Open Data Charter, with six principles for the release of data:

  1. Open by Default;
  2. Timely and Comprehensive;
  3. Accessible and Useable;
  4. Comparable and Interoperable;
  5. For Improved Governance and Citizen Engagement; and
  6. For Inclusive Development and Innovation….

Next Steps

  1. Promote adoption of the Charter.
  2. Continue to bring together a diverse, inclusive group of stakeholders to engage in the process of adoption of the international Open Data Charter.
  3. Develop a governance model for the ongoing management of the Charter, setting out the roles and responsibilities of a Charter partnership, and its working groups in the process of developing supporting resources, consultations, promotion, adoption, and oversight.

What we can learn from the failure of Google Flu Trends


David Lazer and Ryan Kennedy at Wired: “….The issue of using big data for the common good is far more general than Google—which deserves credit, after all, for offering the occasional peek at their data. These records exist because of a compact between individual consumers and the corporation. The legalese of that compact is typically obscure (how many people carefully read terms and conditions?), but the essential bargain is that the individual gets some service, and the corporation gets some data.

What is left out that bargain is the public interest. Corporations and consumers are part of a broader society, and many of these big data archives offer insights that could benefit us all. As Eric Schmidt, CEO of Google, has said, “We must remember that technology remains a tool of humanity.” How can we, and corporate giants, then use these big data archives as a tool to serve humanity?

Google’s sequel to GFT, done right, could serve as a model for collaboration around big data for the public good. Google is making flu-related search data available to the CDC as well as select research groups. A key question going forward will be whether Google works with these groups to improve the methodology underlying GFT. Future versions should, for example, continually update the fit of the data to flu prevalence—otherwise, the value of the data stream will rapidly decay.

This is just an example, however, of the general challenge of how to build models of collaboration amongst industry, government, academics, and general do-gooders to use big data archives to produce insights for the public good. This came to the fore with the struggle (and delay) for finding a way to appropriately share mobile phone data in west Africa during the Ebola epidemic (mobile phone data are likely the best tool for understanding human—and thus Ebola—movement). Companies need to develop efforts to share data for the public good in a fashion that respects individual privacy.

There is not going to be a single solution to this issue, but for starters, we are pushing for a “big data” repository in Boston to allow holders of sensitive big data to share those collections with researchers while keeping them totally secure. The UN has its Global Pulse initiative, setting up collaborative data repositories around the world. Flowminder, based in Sweden, is a nonprofit dedicated to gathering mobile phone data that could help in response to disasters. But these are still small, incipient, and fragile efforts.

The question going forward now is how build on and strengthen these efforts, while still guarding the privacy of individuals and the proprietary interests of the holders of big data….(More)”

Harnessing the Data Revolution for Sustainable Development


US State Department Fact Sheet on “U.S. Government Commitments and Collaboration with the Global Partnership for Sustainable Development Data”: “On September 27, 2015, the member states of the United Nations agreed to a set of Sustainable Development Goals (Global Goals) that define a common agenda to achieve inclusive growth, end poverty, and protect the environment by 2030. The Global Goals build on tremendous development gains made over the past decade, particularly in low- and middle-income countries, and set actionable steps with measureable indicators to drive progress. The availability and use of high quality data is essential to measuring and achieving the Global Goals. The Global Partnership for Sustainable Development Data (Global Data Partnership), launched on the sidelines of the 70th United Nations General Assembly, is mobilizing a range of data producers and users—including governments, companies, civil society, data scientists, and international organizations—to harness the data revolution to achieve and measure the Global Goals. Working together, signatories to the Global Data Partnership will address the barriers to accessing and using development data, delivering outcomes that no single stakeholder can achieve working alone….The United States, through the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR), is joining a consortium of funders to seed this initiative. The U.S. Government has many initiatives that are harnessing the data revolution for impact domestically and internationally. Highlights of our international efforts are found below:

Health and Gender

Country Data Collaboratives for Local Impact – PEPFAR and the Millennium Challenge Corporation(MCC) are partnering to invest $21.8 million in Country Data Collaboratives for Local Impact in sub-Saharan Africa that will use data on HIV/AIDS, global health, gender equality, and economic growth to improve programs and policies. Initially, the Country Data Collaboratives will align with and support the objectives of DREAMS, a PEPFAR, Bill & Melinda Gates Foundation, and Girl Effect partnership to reduce new HIV infections among adolescent girls and young women in high-burden areas.

Measurement and Accountability for Results in Health (MA4Health) Collaborative – USAID is partnering with the World Health Organization, the World Bank, and over 20 other agencies, countries, and civil society organizations to establish the MA4Health Collaborative, a multi-stakeholder partnership focused on reducing fragmentation and better aligning support to country health-system performance and accountability. The Collaborative will provide a vehicle to strengthen country-led health information platforms and accountability systems by improving data and increasing capacity for better decision-making; facilitating greater technical collaboration and joint investments; and developing international standards and tools for better information and accountability. In September 2015, partners agreed to a set of common strategic and operational principles, including a strong focus on 3–4 pathfinder countries where all partners will initially come together to support country-led monitoring and accountability platforms. Global actions will focus on promoting open data, establishing common norms and standards, and monitoring progress on data and accountability for the Global Goals. A more detailed operational plan will be developed through the end of the year, and implementation will start on January 1, 2016.

Data2X: Closing the Gender GapData2X is a platform for partners to work together to identify innovative sources of data, including “big data,” that can provide an evidence base to guide development policy and investment on gender data. As part of its commitment to Data2X—an initiative of the United Nations Foundation, Hewlett Foundation, Clinton Foundation, and Bill & Melinda Gates Foundation—PEPFAR and the Millennium Challenge Corporation (MCC) are working with partners to sponsor an open data challenge to incentivize the use of gender data to improve gender policy and practice….(More)”

Personalising data for development


Wolfgang Fengler and Homi Kharas in the Financial Times: “When world leaders meet this week for the UN’s general assembly to adopt the Sustainable Development Goals (SDGs), they will also call for a “data revolution”. In a world where almost everyone will soon have access to a mobile phone, where satellites will take high-definition pictures of the whole planet every three days, and where inputs from sensors and social media make up two thirds of the world’s new data, the opportunities to leverage this power for poverty reduction and sustainable development are enormous. We are also on the verge of major improvements in government administrative data and data gleaned from the activities of private companies and citizens, in big and small data sets.

But these opportunities are yet to materialize in any scale. In fact, despite the exponential growth in connectivity and the emergence of big data, policy making is rarely based on good data. Almost every report from development institutions starts with a disclaimer highlighting “severe data limitations”. Like castaways on an island, surrounded with water they cannot drink unless the salt is removed, today’s policy makers are in a sea of data that need to be refined and treated (simplified and aggregated) to make them “consumable”.

To make sense of big data, we used to depend on data scientists, computer engineers and mathematicians who would process requests one by one. But today, new programs and analytical solutions are putting big data at anyone’s fingertips. Tomorrow, it won’t be technical experts driving the data revolution but anyone operating a smartphone. Big data will become personal. We will be able to monitor and model social and economic developments faster, more reliably, more cheaply and on a far more granular scale. The data revolution will affect both the harvesting of data through new collection methods, and the processing of data through new aggregation and communication tools.

In practice, this means that data will become more actionable by becoming more personal, more timely and more understandable. Today, producing a poverty assessment and poverty map takes at least a year: it involves hundreds of enumerators, lengthy interviews and laborious data entry. In the future, thanks to hand-held connected devices, data collection and aggregation will happen in just a few weeks. Many more instances come to mind where new and higher-frequency data could generate development breakthroughs: monitoring teacher attendance, stocks and quality of pharmaceuticals, or environmental damage, for example…..

Despite vast opportunities, there are very few examples that have generated sufficient traction and scale to change policy and behaviour and create the feedback loops to further improve data quality. Two tools have personalised the abstract subjects of environmental degradation and demography (see table):

  • Monitoring forest fires. The World Resources Institute has launched Global Forest Watch, which enables users to monitor forest fires in near real time, and overlay relevant spatial information such as property boundaries and ownership data to be developed into a model to anticipate the impact on air quality in affected areas in Indonesia, Singapore and Malaysia.
  • Predicting your own life expectancy. The World Population Program developed a predictive tool – www.population.io – showing each person’s place in the distribution of world population and corresponding statistical life expectancy. In just a few months, this prototype attracted some 2m users who shared their results more than 25,000 times on social media. The traction of the tool resulted from making demography personal and converting an abstract subject matter into a question of individual ranking and life expectancy.

Data Collaboratives: Sharing Public Data in Private Hands for Social Good


Beth Simone Noveck (The GovLab) in Forbes: “Sensor-rich consumer electronics such as mobile phones, wearable devices, commercial cameras and even cars are collecting zettabytes of data about the environment and about us. According to one McKinsey study, the volume of data is growing at fifty percent a year. No one needs convincing that these private storehouses of information represent a goldmine for business, but these data can do double duty as rich social assets—if they are shared wisely.

Think about a couple of recent examples: Sharing data held by businesses and corporations (i.e. public data in private hands) can help to improve policy interventions. California planners make water allocation decisions based upon expertise, data and analytical tools from public and private sources, including Intel, the Earth Research Institute at the University of California at Santa Barbara, and the World Food Center at the University of California at Davis.

In Europe, several phone companies have made anonymized datasets available, making it possible for researchers to track calling and commuting patterns and gain better insight into social problems from unemployment to mental health. In the United States, LinkedIn is providing free data about demand for IT jobs in different markets which, when combined with open data from the Department of Labor, helps communities target efforts around training….

Despite the promise of data sharing, these kind of data collaboratives remain relatively new. There is a need toaccelerate their use by giving companies strong tax incentives for sharing data for public good. There’s a need for more study to identify models for data sharing in ways that respect personal privacy and security and enable companies to do well by doing good. My colleagues at The GovLab together with UN Global Pulse and the University of Leiden, for example, published this initial analysis of terms and conditions used when exchanging data as part of a prize-backed challenge. We also need philanthropy to start putting money into “meta research;” it’s not going to be enough to just open up databases: we need to know if the data is good.

After years of growing disenchantment with closed-door institutions, the push for greater use of data in governing can be seen as both a response and as a mirror to the Big Data revolution in business. Although more than 1,000,000 government datasets about everything from air quality to farmers markets are openly available online in downloadable formats, much of the data about environmental, biometric, epidemiological, and physical conditions rest in private hands. Governing better requires a new empiricism for developing solutions together. That will depend on access to these private, not just public data….(More)”

Why interdisciplinary research matters


Special issue of Nature: “To solve the grand challenges facing society — energy, water, climate, food, health — scientists and social scientists must work together. But research that transcends conventional academic boundaries is harder to fund, do, review and publish — and those who attempt it struggle for recognition and advancement (see World View, page 291). This special issue examines what governments, funders, journals, universities and academics must do to make interdisciplinary work a joy rather than a curse.

A News Feature on page 308 asks where the modern trend for interdisciplinary research came from — and finds answers in the proliferation of disciplines in the twentieth century, followed by increasingly urgent calls to bridge them. An analysis of publishing data explores which fields and countries are embracing interdisciplinary research the most, and what impact such research has (page 306). Onpage 313, Rick Rylance, head of Research Councils UK and himself a researcher with one foot in literature and one in neuroscience, explains why interdisciplinarity will be the focus of a 2015–16 report from the Global Research Council. Around the world, government funding agencies want to know what it is, whether they should they invest in it, whether they are doing so effectively and, if not, what must change.

How can scientists successfully pursue research outside their comfort zone? Some answers come from Rebekah Brown, director of Monash University’s Monash Sustainability Institute in Melbourne, Australia, and her colleagues. They set out five principles for successful interdisciplinary working that they have distilled from years of encouraging researchers of many stripes to seek sustainability solutions (page 315). Similar ideas help scientists, curators and humanities scholars to work together on a collection that includes clay tablets, papyri, manuscripts and e-mail archives at the John Rylands Research Institute in Manchester, UK, reveals its director, Peter Pormann, on page 318.

Finally, on page 319, Clare Pettitt reassesses the multidisciplinary legacy of Richard Francis Burton — Victorian explorer, ethnographer, linguist and enthusiastic amateur natural scientist who got some things very wrong, but contributed vastly to knowledge of other cultures and continents. Openness an Essential Building Block for Inclusive Societies


 (Mexico) in the Huffington Post: “The international community faces a complex environment that requires transforming the way we govern. In that sense, 2015 marks a historic milestone, as 193 Member States of the United Nations will come together to agree on the adoption of the 2030 Agenda. With the definition of the 17 Sustainable Development Goals (SDGs), we will set an ambitious course toward a better and more inclusive world for the next 15 years.

The SDGs will be established just when governments deal with new and more defiant challenges, which require increased collaboration with multiple stakeholders to deliver innovative solutions. For that reason, cutting-edge technologies, fueled by vast amounts of data, provide an efficient platform to foster a global transformation and consolidate more responsive, collaborative and open governments.

Goal 16 seeks to promote just, peaceful and inclusive societies by ensuring access to public information, strengthening the rule of law, as well as building stronger and more accountable institutions. By doing so, we will contribute to successfully achieve the rest of the 2030 Agenda objectives.

During the 70th United Nations General Assembly, the 11 countries of the Steering Committee of the Open Government Partnership (OGP), along with civil-society leaders, will gather to acknowledge Goal 16 as a common target through a Joint Declaration: Open Government for the Implementation of the 2030 Agenda for Sustainable Development. As the Global Summit of OGP convenes this year in Mexico City, on October 28th and 29th, my government will call on all 65 members to subscribe to this fundamental declaration.

The SDGs will be reached only through trustworthy, effective and inclusive institutions. This is why Mexico, as current chair of the OGP, has committed to promote citizen participation, innovative policies, transparency and accountability.

Furthermore, we have worked with a global community of key players to develop the international Open Data Charter (ODC), which sets the founding principles for a greater coherence and increased use of open data across the world. Drones and Aerial Observation: New Technologies for Property Rights, Human Rights, and Global Development


New America Foundation: “Clear and secure rights to property—land, natural resources, and other goods and assets—are crucial to human prosperity. Most people lack such rights. That lack is in part a consequence of political and social breakdowns, and in part driven by informational deficits. Unmanned Aerial Vehicles (UAVs), also known as drones, are able to gather large amounts of information cheaply and efficiently by virtue of their aerial perspective, as can unpowered platforms like kites and balloons.

That information, in the form of images, maps, and other data, can be used by communities to improve the quality and character of their property rights. These same tools are also useful in other, related aspects of global development. Drone surveillance can help conservationists protect endangered wildlife and aid scientists in understanding the changing climate; drone imagery can be used by advocates and analysts to document and deter human rights violations; UAVs can be used by first responders to search for lost people or to evaluate the extent of damage after natural disasters like earthquakes or hurricanes.

This primer discusses the capabilities and limitations of unmanned aerial vehicles in advancing property rights, human rights and development more broadly. It contains both nuts-and-bolts advice to drone operators and policy guidance.

The Data Revolution for Sustainable Development

Sachs at Project Syndicate: “There is growing recognition that the success of the Sustainable Development Goals (SDGs), which will be adopted on September 25 at a special United Nations summit, will depend on the ability of governments, businesses, and civil society to harness data for decision-making…

One way to improve data collection and use for sustainable development is to create an active link between the provision of services and the collection and processing of data for decision-making. Take health-care services. Every day, in remote villages of developing countries, community health workers help patients fight diseases (such as malaria), get to clinics for checkups, receive vital immunizations, obtain diagnoses (through telemedicine), and access emergency aid for their infants and young children (such as for chronic under-nutrition). But the information from such visits is usually not collected, and even if it is put on paper, it is never used again.
We now have a much smarter way to proceed. Community health workers are increasingly supported by smart-phone applications, which they can use to log patient information at each visit. That information can go directly onto public-health dashboards, which health managers can use to spot disease outbreaks, failures in supply chains, or the need to bolster technical staff. Such systems can provide a real-time log of vital events, including births and deaths, and even use so-called verbal autopsies to help identify causes of death. And, as part of electronic medical records, the information can be used at future visits to the doctor or to remind patients of the need for follow-up visits or medical interventions….
Fortunately, the information and communications technology revolution and the spread of broadband coverage nearly everywhere can quickly make such time lags a thing of the past. As indicated in the report A World that Counts: Mobilizing the Data Revolution for Sustainable Development, we must modernize the practices used by statistical offices and other public agencies, while tapping into new sources of data in a thoughtful and creative way that complements traditional approaches.
Through more effective use of smart data – collected during service delivery, economic transactions, and remote sensing – the fight against extreme poverty will be bolstered; the global energy system will be made much more efficient and less polluting; and vital services such as health and education will be made far more effective and accessible.
With this breakthrough in sight, several governments, including that of the United States, as well as businesses and other partners, have announced plans to launch a new “Global Partnership for Sustainable Development Data” at the UN this month. The new partnership aims to strengthen data collection and monitoring efforts by raising more funds, encouraging knowledge-sharing, addressing key barriers to access and use of data, and identifying new big-data strategies to upgrade the world’s statistical systems.
The UN Sustainable Development Solutions Network will support the new Global Partnership by creating a new Thematic Network on Data for Sustainable Development, which will bring together leading data scientists, thinkers, and academics from across multiple sectors and disciplines to form a center of data excellence….(More)”
