Participatory Budgeting: Does Evidence Match Enthusiasm?


Brian Wampler, Stephanie McNulty, and Michael Touchton at Open Government Partnership: “Participatory budgeting (PB) empowers citizens to allocate portions of public budgets in a way that best fits the needs of the people. In turn, proponents expect PB to improve citizens’ lives in important ways, by expanding their participation in politics, providing better public services such as in healthcare, sanitation, or education, and giving them a sense of efficacy.

Below we outline several potential outcomes that emerge from PB. Of course, assessing PB’s potential impact is difficult, because reliable data is rare and PB is often one of several programs that could generate similar improvements at the same time. Impact evaluations for PB are thus at a very early stage. Nevertheless, considerable case study evidence and some broader, comparative studies point to outcomes in the following areas:

Citizens’ attitudes: Early research focused on the attitudes of citizens who participate in PB, and found that PB participants feel empowered, support democracy, view the government as more effective, and better understand budget and government processes after participating (Wampler and Avritzer 2004; Baiocchi 2005; Wampler 2007).

Participants’ behavior: Case-study evidence shows that PB participants increase their political participation beyond PB and join civil society groups. Many scholars also expect PB to strengthen civil society by increasing its density (number of groups), expanding its range of activities, and brokering new partnerships with government and other CSOs. There is some case study evidence that this occurs (Baiocchi 2005; McNulty 2011; Baiocchi, Heller and Silva 2011; Van Cott 2008) as well as evidence from over 100 PB programs across Brazil’s larger municipalities (Touchton and Wampler 2014). Proponents also expect PB to educate government officials surrounding community needs, to increase their support for participatory processes, and to potentially expand participatory processes in complementary areas. Early reports from five counties in Kenya suggest that PB ther is producing at least some of these impacts.

Electoral politics and governance: PB can also promote social change, which may alter local political calculations and the ways that governments operate. PB may deliver votes to the elected officials that sponsor it, improve budget transparency and resource allocation, decrease waste and fraud, and generally improve accountability. However, there is very little evidence in this area because few studies have been able to measure these impacts in any direct way.

Social well-being: Finally, PB is designed to improve residents’ well-being. Implemented PB projects include funding for healthcare centers, sewage lines, schools, wells, and other areas that contribute directly to well-being. These effects may take years to appear, but recent studies attribute improvements in infant mortality in Brazil to PB (Touchton and Wampler 2014; Gonçalves 2014). Beyond infant mortality, the range of potential impacts extends to other health areas, sanitation, education, and poverty in general. Most of the public doesn’t know what open data is or how to use it


Jason Shueh at Statescoop: “New survey results show that despite the aggressive growth of open data, there is a drastic need for greater awareness and accessibility.

Results of a global survey published last month by Singapore’s Government Technology agency (GovTech) and the Economist Intelligence Unit, a British forecasting and advisory firm, show that open data is not being utilized as effectively as it could be. Researchers surveyed more than 1,000 residents in the U.S. and nine other leading open data counties and found that “an overwhelming” number of respondents say the primary barrier to open data’s use and effectiveness is a lack of public awareness.

The study reports that 50 percent of respondents said that national and local governments need to expand their civic engagements efforts on open data.

“Half of respondents say there is not enough awareness in their country about open government data initiatives and their benefits or potential uses,” the reports notes. “This is seen as the biggest barrier to more open government data use, particularly by citizens in India and Mexico.”

Accessibility is named as the second largest hurdle, with 31 percent calling for more relevant data. Twenty-five percent say open data is difficult to use due to a lack of standardized formats and another 25 percent say they don’t have the skills to understand open data.

Those calling for more relevant data say they wanted to see more information on crime, the economy and the environment, yet report they are happy with the availability and use of open data related to transportation….

When asked to name the main benefit of open data, 70 percent say greater transparency, 78 percent say to drive a better quality of life, and 53 percent cite better decision making….(More)”.

The UN is using ethereum’s technology to fund food for thousands of refugees


Joon Ian Wong at Quartz: “The United Nations agency in charge of food aid—often billed as the largest aid organization in the world—is betting that an ethereum-based blockchain technology could be the key to delivering aid efficiently to refugees while slashing the costs of doing so.

The agency, known as the World Food Programme (WFP), is the rare example of an organization that has delivered tangible results from its blockchain experiments—unlike the big banks that have experimented with the technology for years.

The WFP says it has transferred $1.4 million in food vouchers to 10,500 Syrian refugees in Jordan since May, and it plans to expand. “We need to bring the project from the current capacity to many, many, more,” says Houman Haddad, the WFP executive leading the project. “By that I mean 1 million transactions per day.”

Haddad, in Mexico to speak at the Ethereum Foundation’s annual developer conference, hopes to expand the UN project, called Building Blocks, from providing payment vouchers for one camp to providing vouchers for four camps, covering 100,000 people, by next January. He hopes to attract developers and partners to the UN project from his conference appearance, organized by the foundation, which acts as a steward for the technical development of the ethereum protocol….

The problem of internal bureaucratic warfare, of course, isn’t limited to the UN. Paul Currion, who co-founded Disberse, another blockchain-based aid delivery platform, lauds the speediness of the WFP effort. “It’s fantastic for proving this can work in the field,” he says. But “we’ve found that the hard work is integrating blockchain technology into existing organizational processes—we can’t just hand people a ticket and expect them to get on the high-speed blockchain train; we also need to drive with them to the station,” he says….(More)”.

 

Public Brainpower: Civil Society and Natural Resource Management


Book edited by Indra Øverland: ” …examines how civil society, public debate and freedom of speech affect natural resource governance. Drawing on the theories of Robert Dahl, Jurgen Habermas and Robert Putnam, the book introduces the concept of ‘public brainpower’, proposing that good institutions require: fertile public debate involving many and varied contributors to provide a broad base for conceiving new institutions; checks and balances on existing institutions; and the continuous dynamic evolution of institutions as the needs of society change.

The book explores the strength of these ideas through case studies of 18 oil and gas-producing countries: Algeria, Angola, Azerbaijan, Canada, Colombia, Egypt, Iraq, Kazakhstan, Libya, Netherlands, Nigeria, Norway, Qatar, Russia, Saudi, UAE, UK and Venezuela. The concluding chapter includes 10 tenets on how states can maximize their public brainpower, and a ranking of 33 resource-rich countries and the degree to which they succeed in doing so.

“Nudge units” – where they came from and what they can do


Zeina Afif at the Worldbank: “You could say that the first one began in 2009, when the US government recruited Cass Sunstein to head The Office of Information and Regulatory Affairs (OIRA) to streamline regulations. In 2010, the UK established the first Behavioural Insights Unit (BIT) on a trial basis, under the Cabinet Office. Other countries followed suit, including the US, Australia, Canada, Netherlands, and Germany. Shortly after, countries such as India, Indonesia, Peru, Singapore, and many others started exploring the application of behavioral insights to their policies and programs. International institutions such as the World Bank, UN agencies, OECD, and EU have also established behavioral insights units to support their programs. And just this month, the Sustainable Energy Authority of Ireland launched its own Behavioral Economics Unit.

As eMBeD, the behavioral science unit at the World Bank, continues to support governments across the globe in the implementation of their units, here are some common questions we often get asked.

What are the models for a Behavioral Insights Unit in Government?
As of today, over a dozen countries have integrated behavioral insights with their operations. While there is not one model to prescribe, the setup varies from centralized or decentralized to networked….

In some countries, the units were first established at the ministerial level. One example is MineduLab in Peru, which was set up with eMBeD’s help. The unit works as an innovation lab, testing rigorous and leading research in education and behavioral science to address issues such as teacher absenteeism and motivation, parents’ engagement, and student performance….

What should be the structure of the team?
Most units start with two to four full-time staff. Profiles include policy advisors, social psychologists, experimental economists, and behavioral scientists. Experience in the public sector is essential to navigate the government and build support. It is also important to have staff familiar with designing and running experiments. Other important skills include psychology, social psychology, anthropology, design thinking, and marketing. While these skills are not always readily available in the public sector, it is important to note that all behavioral insights units partnered with academics and experts in the field.

The U.S. team, originally called the Social and Behavioral Sciences Team, is staffed mostly by seconded academic faculty, researchers, and other departmental staff. Creative campaign helps earthquake victims


Springwise: “There were many offers of help after the shocking earthquake in Mexico on 19th September, but two creative directors from Mexico City agency Anonimo decided to do something a bit different. They created Arriba Mexico (which roughly translates as Up With Mexico), a website that initially looks very similar to a home rental site such as Airbnb, but rather than paying to stay in the home, the money paid actually goes directly to help those affected.

The site lists a number of properties destroyed in the earthquake, along with a description and photographs. Titles like ‘Rent a Loft in the Roma Neighborhood’ and ‘Stay in a Room in the Heart of Chiapas’ lead through to a description of the property and the price per night’s stay – which the site naturally informs is a symbolic stay. The user picks the property and the number of nights they’d like to stay for, and the total figure is their donation. 100 percent of the money raised goes directly to CADENA, a disaster relief charity. Some of the money was spent on shelters to provide temporary accommodation, while the eventual aim is to use the remaining funds to rebuild homes in the most heavily damaged areas of Mexico City, Puebla, Oaxaca and Chiapas. At the time of writing, the total money donated was just over USD 473,500. Over 350 died in the earthquake, which registered 8.1 on the Richter scale. Many organizations, governments and charities from all over the world have donated money and time to help the people of Mexico rebuild their lives.

When Cartography Meets Disaster Relief


Mimi Kirk at CityLab: “Almost three weeks after Hurricane Maria hit Puerto Rico, the island is in a grim state. Fewer than 15 percent of residents have power, and much of the island has no clean drinking water. Delivery of food and other necessities, especially to remote areas, has been hampered by a variety of ills, including a lack of cellular service, washed-out roads, additional rainfall, and what analysts and Puerto Ricans say is a slow and insufficient response from the U.S. government.

Another issue slowing recovery? Maps—or lack of them. While pre-Maria maps of Puerto Rico were fairly complete, their level of detail was nowhere near that of other parts of the United States. Platforms such as Google Maps are more comprehensive on the mainland than on the island, explains Juan Saldarriaga, a research scholar at the Center for Spatial Research at Columbia University. This is because companies like Google often create maps for financial reasons, selling them to advertisers or as navigation devices, so areas that have less economic activity are given less attention.

This lack of detail impedes recovery efforts: Without basic information on the location of buildings, for instance, rescue workers don’t know how many people were living in an area before the hurricane struck—and thus how much aid is needed.

Crowdsourced mapping can help. Saldarriaga recently organized a “mapathon” at Columbia, in which volunteers examined satellite imagery of Puerto Rico and added missing buildings, roads, bridges, and other landmarks in the open-source platform OpenStreetMap. While some universities and other groups are hosting similar events, anyone with an internet connection and computer can participate.

Saldarriaga and his co-organizers collaborated with Humanitarian OpenStreetMap Team (HOT), a nonprofit that works to create crowdsourced maps for aid and development work. Volunteers like Saldarriaga largely drive HOT’s “crisis mapping” projects, the first of which occurred in 2010 after Haiti’s earthquake…(More)”.

Paraguay’s transparency alchemists


Story by the Open Contracting Partnership: “….The “Cocido de oro” scandal is seen as part of a well-organized and well-informed youth movement that has sprung up in Paraguay in recent years. An equally dramatic controversyinvolving alleged corruption and unfair staff appointments at one of the country’s top public universities led to the resignation of the Chancellor and other senior staff in September 2015. Mostly high school and university students, they are no longer willing to tolerate the waste and corruption in public spending — a hangover from 35 years of authoritarian rule. They expect their government to be more open and accountable, and public decision-making processes to be more inclusive and democratic.

Thanks to government initiatives that have sought to give citizens greater access to information about public institutions, these students, along with investigative journalists and other civil society groups, are starting to engage actively in civic affairs. And they are data-savvy, basing recommendations on empirical evidence about government policies and processes, how they are implemented, and whether they are working.

Leading the pack is the country’s public procurement office, which runs a portal that ranks among the most open government data sources in the world. Together with information about budgets, public bodies’ payrolls, and other government data, this is helping Paraguayans to tackle some of the biggest long-standing problems faced by the government, like graft, overpricing, nepotism and influence-peddling….

The government recognizes there’s still a long way to go in their quest to open up public data. Few institutions have opened their databases or publish their data on an open data portal, and use of the data that has been published is still limited, according to a report on the country’s third OGP Action Plan. Priority data sets aren’t accessible in ways that meet the needs of civil society, the report adds.

And yet, the tremors of a tectonic shift in transparency and accountability in Paraguay are already being felt. In a short time, armed with access to information, citizens have started engaging with how public money is and should be spent.

The government is now doubling down on its strategy of fostering public participation, using cutting-edge technology to increase citizens’ access to data about their state institutions. Comparing Models of Collaborative Journalism


Center for Cooperative Media: “Working cooperatively is nothing new, to be sure, but how frequently and impactfully news organizations have been collaborating over the last few years is certainly something new. Dramatically shifting business models, technological advances and seismic shifts in audience have lead to groundbreaking and award-winning collaborations around the world, including the Panama Papers and Electionland.

Today the Center released its first full research paper on this topic, identifying six distinct models of collaborative journalism. The report, authored by Center research director Sarah Stonbely, explains the underpinnings of each model and also explores the history of collaborative journalism.

“As we document, collaborative journalism is now being practiced on a scale that constitutes a revolution in journalism,” Stonbely writes. “The many trials and errors of the last decade have generated cooperative efforts that have stood the test of time and are showing the way for others.

“While lessons are still being learned, collaborative journalism has evolved from experiment to common practice.”

In her research, Stonbely focused on cooperative arrangements, formal and informal, between two or more news and information organizations which aim to supplement each group’s resources and maximize the impact of the content produced.

She separates various kinds of collaboration by comparing levels of integration versus time, which, when viewed on a matrix, creates six models of collaborative journalism:

According to the Center’s report, for example, the Corporation for Public Broadcasting has put nearly $32 million dollars into funding 29 local and regional partnerships as of earlier this year — and that number is still growing….(More)”

 

Blockchain-like ID may mean end of paper birth certificates


Chris Baraniuk at New Scientist: “There’s a new way to prove you are who you say you are – inspired by the tech underpinning bitcoin. Usually, when you need to verify your identity, the process is archaic, insecure and time-consuming. You get a copy of your birth certificate in the post, put it in an envelope and hope it gets to whoever is asking for it. In the digital era, this should take seconds.

But putting something as sensitive as a birth certificate online risks identity theft in the era of hacks and leaks. Now, the US state of Illinois is experimenting with a secure way of putting control of that data into its citizens’ hands, with the help of distributed ledgers, similar to the blockchain used by bitcoin.

Just last month, Illinois announced a pilot project to create “secure ‘self-sovereign’ identity” for Illinois citizens wishing to access their birth certificate. The idea is to use a blockchain-like distributed ledger that allows online access only to the people owning the ID, and any third parties granted their permission.

Illinois is working with software firm Evernym of Herriman, Utah, to create a record of who should be able to access data from the state’s birth register. Once this is done, no central authority should be required, just your say-so.They’re not the only ones. According to a report by Garrick Hileman and Michael Rauchs at the Cambridge Centre for Alternative Finance, UK, governments are increasingly experimenting with it, including the UK and Brazil.

Activists have long called for people to have greater control of their data. Hacks and leaks are making it too risky for authorities to be the central repository of citizens’ most vital information.

With distributed ledgers, all participants within a network can have their own identical copy of data like access permissions – so no one can view cryptographically sealed birth certificate data unless they’re meant to. Blockchains are a type of distributed ledger that gets the whole network to observe and verify transactions – such as when someone sends a bitcoin to their friend….(More)”.
