Harvard Business School Case Study by Mitchell Weiss: “Funding to scale Citizens Connect, Boston’s 311 app, is both a blessing and a burden and tests two public entrepreneurs. In 2012, the Commonwealth of Massachusetts provides Boston’s Mayor’s Office of New Urban Mechanics with a grant to scale Citizens Connect across the state. The money gives two co-creators of Citizens Connect, Chris Osgood and Nigel Jacob, a chance to grow their vision for citizen-engaged governance and civic innovation, but it also requires that the two City of Boston leaders sit on a formal selection committee that pits their original partner, Connected Bits, against another player that might meet the specific requirements for delivering a statewide version. The selection and scaling process raise questions beyond just which partner to choose. What would happen to the Citizens Connect brand as Osgood and Jacob’s product spreads across the state? Who could help scale their work best then nationally? Which business models were best positioned to drive that growth? What intellectual property arrangements would best enable it? Evaluating Complex Social Initiatives


Srik Gopal at Stanford Social Innovation Review: “…the California Endowment (TCE) .. and ..The Grand Rapids Community Foundation (GRCF) …are just two funders who are actively “shifting the lens” in terms of how they are looking at evaluation in the light of complexity. They are building on the recognition that a traditional approach to evaluation—assessing specific effects of a defined program according to a set of pre-determined outcomes, often in a way that connects those outcomes back to the initiative—is increasingly falling short. There is a clear message emerging that evaluation needs to accommodate complexity, not “assume it away.”

My colleagues at FSG and I have, based on our work with TCE, GRCF, and numerous other clients, articulated a set of nine “propositions” in a recent practice brief that are helpful in guiding how we conceptualize, design, and implement evaluations of complex initiatives. We derived these propositions from what we now know (based on the emerging field of complexity science) as distinctive characteristics of complex systems. We know, for example, that complex systems are always changing, often in unpredictable ways; they are never static. Hence, we need to design evaluations so that they are adaptive, flexible, and iterative, not rigid and cookie-cutter.

Below are three of the propositions in more detail, along with tools and methods that can help apply the proposition in practice.

It is important to note that many of the traditional tools and methods that form the backbone of sound evaluations—such as interviews, focus groups, and surveys—are still relevant. We would, however, suggest that organizations adapt those methods to reflect a complexity orientation. For example, interviews should explore the role of context; we should not confine them to the initiative’s boundaries. Focus groups should seek to understand local adaptation, not just adherence. And surveys should probe for relationships and interdependencies, not just perceived outcomes. In addition to traditional methods, we suggest incorporating newer, innovative techniques that provide a richer narrative, including:

  • Systems mapping—an iterative, often participatory process of graphically representing a system, including its components and connections
  • Appreciative inquiry—a group process that inquires into, identifies, and further develops the best of “what is” in organizations
  • Design thinking—a user-centered approach to developing new solutions to abstract, ill-defined, or complex problems… (More)”

Crowdsourcing America’s cybersecurity is an idea so crazy it might just work


at the Washington Post: “One idea that’s starting to bubble up from Silicon Valley is the concept of crowdsourcing cybersecurity. As Silicon Valley venture capitalist Robert R. Ackerman, Jr. has pointed out, due to “the interconnectedness of our society in cyberspace,” cyber networks are best viewed as an asset that we all have a shared responsibility to protect. Push on that concept hard enough and you can see how many of the core ideas from Silicon Valley – crowdsourcing, open source software, social networking, and the creative commons – can all be applied to cybersecurity.

Silicon Valley venture capitalists are already starting to fund companies that describe themselves as crowdsourcing cybersecurity. For example, take Synack, a “crowd security intelligence” company that received $7.5 million in funding from Kleiner Perkins (one of Silicon Valley’s heavyweight venture capital firms), Allegis Ventures, and Google Ventures in 2014. Synack’s two founders are ex-NSA employees, and they are using that experience to inform an entirely new type of business model. Synack recruits and vets a global network of “white hat hackers,” and then offers their services to companies worried about their cyber networks. For a fee, these hackers are able to find and repair any security risks.

So how would crowdsourced national cybersecurity work in practice?

For one, there would be free and transparent sharing of computer code used to detect cyber threats between the government and private sector. In December, the U.S. Army Research Lab added a bit of free source code, a “network forensic analysis network” known as Dshell, to the mega-popular code sharing site GitHub. Already, there have been 100 downloads and more than 2,000 unique visitors. The goal, says William Glodek of the U.S. Army Research Laboratory, is for this shared code to “help facilitate the transition of knowledge and understanding to our partners in academia and industry who face the same problems.”

This open sourcing of cyber defense would be enhanced with a scaled-up program of recruiting “white hat hackers” to become officially part of the government’s cybersecurity efforts. Popular annual events such as the DEF CON hacking conference could be used to recruit talented cyber sleuths to work alongside the government.

There have already been examples of communities where people facing a common cyber threat gather together to share intelligence. Perhaps the best-known example is the Conficker Working Group, a security coalition that was formed in late 2008 to share intelligence about malicious Conficker malware. Another example is the Financial Services Information Sharing and Analysis Center, which was created by presidential mandate in 1998 to share intelligence about cyber threats to the nation’s financial system.

Of course, there are some drawbacks to this crowdsourcing idea. For one, such a collaborative approach to cybersecurity might open the door to government cyber defenses being infiltrated by the enemy. Ackerman makes the point that you never really know who’s contributing to any community. Even on a site such as Github, it’s theoretically possible that an ISIS hacker or someone like Edward Snowden could download the code, reverse engineer it, and then use it to insert “Trojan Horses” intended for military targets into the code….  (More)

Action-Packed Signs Could Mean Fewer Pedestrian Accidents


Marielle Mondon at Next City: “Action-packed road signs could mean less unfortunate action for pedestrians. More than a year after New York and San Francisco implemented Vision Zero campaigns to increase pedestrian safety, new research shows that warning signs depicting greater movement — think running stick figures, not walking ones — cause fewer pedestrian accidents.
“A sign that evokes more perceived movement increases the observer’s perception of risk, which in turn brings about earlier attention and earlier stopping,” said Ryan Elder, co-author of the new Journal of Consumer Research report. “If you want to grab attention, you need signs that are more dynamic.”

The real U.S. pedestrian sign on the left represents what almost seems to be a casual stroll, while the example on the far right amps up the speed of the walkers.

The study argues that drivers react faster to signs showing greater movement because the threat of a last-minute accident seems more real — and often, a quicker reaction, even by a few seconds, can make a major difference….
Another important point in a world where pedestrians can play games with walk signals: Elder’s suggestions seem more noteworthy than whimsical — and not necessarily a contribution to urban cutesification that annoys some city-dwellers….(More)”

Measuring government impact in a social media world


Arthur Mickoleit & Ryan Androsoff at OECD Insights: “There is hardly a government around the world that has not yet felt the impact of social media on how it communicates and engages with citizens. And while the most prominent early adopters in the public sector have tended to be politicians (think of US President Barack Obama’s impressive use of social media during his 2008 campaign), government offices are also increasingly jumping on the bandwagon. Yes, we are talking about those – mostly bricks-and-mortar – institutions that often toil away from the public gaze, managing the public administration in our countries. As the world changes, they too are increasingly engaging in a very public way through social media.
Research from our recent OECD working paper “Social Media Use by Governments” shows that as of November 2014, out of 34 OECD countries, 28 have a Twitter account for the office representing the top executive institution (head of state, head of government, or government as a whole), and 21 have a Facebook account….
 
But what is the impact governments can or should expect from social media? Is it all just vanity and peer pressure? Surely not.
Take the Spanish national police force (e.g. on Twitter, Facebook & YouTube), a great example of using social media to build long-term engagement, trust and a better public service. The thing so many governments yearn for, in this case the Spanish police seem to have managed well.
Or take the Danish “tax daddy” on Twitter – @Skattefar. It started out as the national tax administration’s quest to make it easier for everyone to submit correct tax filings; it is now one of the best examples around of a tax agency gone social.
Government administrations can use social media for internal purposes too. The Government of Canada used public platforms like Twitter and internal platforms like GCpedia and GCconnex to conduct a major employee engagement exercise (Blueprint 2020) to develop a vision for the future of the Canadian federal public service.
And when it comes to raising efficiency in the public sector, read this account of a Dutch research facility’s Director who decided to stop email. Not reduce it, but stop it altogether and replace it with social media.
There are so many other examples that could be cited. But the major question is how can we even begin to appraise the impact of these different initiatives? Because as we’ve known since the 19th century, “if you cannot measure it, you cannot improve it” (quote usually attributed to Lord Kelvin). Some aspects of impact measurement for social media can be borrowed from the private sector with regards to presence, popularity, penetration, and perception. But it’s around purpose that impact measurement agendas will split between the private sector and government. Virtually all companies will want to calculate the return on social media investments based on whether it helps them improve their financial returns. That’s different in the public sector where purpose is rarely defined in commercial terms.
A good impact assessment for social media in the public sector therefore needs to be built around its unique purpose-orientation. This is much more difficult to measure and it will involve a mix of quantitative data (e.g. reach of target audience) and qualitative data (e.g. case studies describing tangible impact). Social Media Use by Governments proposes a framework to start looking at social media measurement in gradual steps – from measuring presence, to popularity, to penetration, to perception, and finally, to purpose-orientation. The aim of this framework is to help governments develop truly relevant metrics and start treating social media activity by governments with the same public management rigour that is applied to other government activities. Platform lets patients contribute to their own medical records


Springwise: “Those with complex medical conditions often rely heavily on their own ability to communicate their symptoms in short — and sometimes stressful — healthcare visits. We have recently seen Ginger.io, a smartphone app which uses big data to improve communication between patients and clinicians in between visits, and now OurNotes is a Commonwealth grant funded program that will enable patients to contribute to their own electronic medical records.
The scheme, currently being researched at Beth Isreal Deaconess Medical Centre in Boston and four other sites in the US, is part of a countrywide initiative called OpenNotes, which has already enabled five million patients to read their medical records online. Since an initial pilot scheme in 2012, OpenNotes has met with great success — creating improved communication between patients and doctors, and making patients feel more in control of their healthcare and treatments.
The new OurNotes scheme is expected to have particular benefits for medically complex patients who have have multiple chronic health conditions. It will enable patients to make notes on an upcoming visit, listing topics and questions they want to cover. In turn, this presents doctors with an opportunity to prepare and research for tricky or niche questions before meeting their patient…(More)”

City Governments Are Using Yelp to Tell You Where Not to Eat


Michael Luca and Luther Lowe at HBR Blog: “…in recent years consumer-feedback platforms like TripAdvisor, Foursquare, and Chowhound have transformed the restaurant industry (as well as the hospitality industry), becoming important guides for consumers. Yelp has amassed about 67 million reviews in the last decade. So it’s logical to think that these platforms could transform hygiene awareness too — after all, people who contribute to review sites focus on some of the same things inspectors look for.

It turns out that one way user reviews can transform hygiene awareness is by helping health departments better utilize their resources. The deployment of inspectors is usually fairly random, which means time is often wasted on spot checks at clean, rule-abiding restaurants. Social media can help narrow the search for violators.
Within a given city or area, it’s possible to merge the entire history of Yelp reviews and ratings — some of which contain telltale words or phrases such as “dirty” and “made me sick” — with the history of hygiene violations and feed them into an algorithm that can predict the likelihood of finding problems at reviewed restaurants. Thus inspectors can be allocated more efficiently.
In San Francisco, for example, we broke restaurants into the top half and bottom half of hygiene scores. In a recent paper, one of us (Michael Luca, with coauthor Yejin Choi and her graduate students) showed that we could correctly classify more than 80% of restaurants into these two buckets using only Yelp text and ratings. In the next month, we plan to hold a contest on DrivenData to get even better algorithms to help cities out (we are jointly running the contest). Similar algorithms could be applied in any city and in other sorts of prediction tasks.
Another means for transforming hygiene awareness is through the sharing of health-department data with online review sites. The logic is simple: Diners should be informed about violations before they decide on a destination, rather than after.
Over the past two years, we have been working with cities to help them share inspection data with Yelp through an open-data standard that Yelp created in 2012 to encourage officials to put their information in places that are more useful to consumers. In San Francisco, Los Angeles, Raleigh, and Louisville, Kentucky, customers now see hygiene data alongside Yelp reviews. There’s evidence that users are starting to pay attention to this data — click-through rates are similar to those for other features on Yelp ….

And there’s no reason this type of data sharing should be limited to restaurant-inspection reports. Why not disclose data about dentists’ quality and regulatory compliance via Yelp? Why not use data from TripAdvisor to help spot bedbugs? Why not use Twitter to understand what citizens are concerned about, and what cities can do about it? Uses of social media data for policy, and widespread dissemination of official data through social media, have the potential to become important means of public accountability. (More)

Dataset Inventorying Tool


at US Open Data: “Today we’re releasing Let Me Get That Data For You (LMGTDFY), a free, open source tool that quickly and automatically creates a machine-readable inventory of all the data files found on a given website.
When government agencies create an open data repository, they need to start by inventorying the data that the agency is already publishing on their website. This is a laborious process. It means searching their own site with a query like this:

site:example.gov filetype:csv OR filetype:xls OR filetype:json

Then they have to read through all of the results, download all of the files, and create a spreadsheet that they can load into their repository. It’s a lot of work, and as a result it too often goes undone, resulting in a data repository that doesn’t actually contain all of that government‘s data.
Realizing that this was a common problem, we hired Silicon Valley Software Group to create a tool to automate the inventorying process. We worked with Dan Schultz and Ted Han, who created a system built on Django and Celery, using Microsoft’s great Bing Search API as its data source. The result is a free, installable tool, which produces a CSV file that lists all CSV, XML, JSON, XLS, XLSX, XML, and Shapefiles found on a given domain name.
We use this tool to power our new Let Me Get That Data For You website. We’re trying to keep our site within Bing’s free usage tier, so we’re limiting results to 300 datasets per site….(More)”

The Tricky Task of Rating Neighborhoods on 'Livability'

He consulted real estate platforms and government data to help him decide the best option for him. In the process, he realized that there was a lot of information out there, but no one was really using it very well.
Fast-forward two years, and Neciunas and his colleagues have created PlaceILive.com—a start-up trying to leverage open data from cities and information from social media to create a holistic, accessible tool that measures the “livability” of any apartment or house in a city.
“Smart cities are the ones that have smart citizens,” says PlaceILive co-founder Sarunas Legeckas.
The team recognizes that foraging for relevant information in the trenches of open data might not be for everyone. So they tried to “spice it up” by creating a visually appealing, user-friendly portal for people looking for a new home to buy or rent. The creators hope PlaceILive becomes a one-stop platform where people find ratings on every quality-of-life metric important to them before their housing hunt begins.
In its beta form, the site features five cities—New York, Chicago, San Francisco, London and Berlin. Once you click on the New York portal, for instance, you can search for the place you want to know about by borough, zip code, or address. I pulled up Brooklyn….The index is calculated using a variety of public information sources (from transit agencies, police departments, and the Census, for instance) as well as other available data (from the likes of Google, Socrata, and Foursquare)….(More)”

How I used data-driven journalism to reveal racial disparities in U.S. nursing homes
