Chicago: Increase and improve City data


Initiative 14 of the Chicago Tech Plan:  “The City will continue to increase and improve the quality of City data available internally and externally, and facilitate methods for analyzing that data to help create a smarter and more efficient city.”
Releasing data is a crucial component of creating an open and transparent government. Chicago is currently a leader in open data, capturing and publishing more than 400 machine-readable datasets to date. In 2012, Mayor Emanuel issued an executive order ensuring that the City continues to release new data, and empowering the Chief Data Officer to work with other City departments and agencies to develop new datasets. The City is following an aggressive schedule for releasing new datasets to the public and updating existing sets. It is also working to facilitate ways the City and others can use data to help improve City operations.

Open Data Success Story: ChicagoWorks
A collaboration between Alderman Ameya Pawar and local graphic design company 2pensmedia, ChicagoWorks is a free app that is changing the way Chicagoans interact with government. Using the app, residents can submit service requests directly to 311
and track the progress of reported issues. So far, more than 3,000 residents have downloaded the app.18


Open Data Success Story: SpotHero and Techstars Chicago
The app SpotHero makes residents’ lives easier by helping them find and reserve parking spots online. Developed in Chicago, the app had its start at Excelerate Labs, a Chicago start-up accelerator, now Techstars Chicago, that provides mentorship, training, and networking opportunities to 10 selected start-ups each year. After graduating from the program, ranked as one of the top 3 accelerators nationally, SpotHero attracted $2.5 million in VC funding. With this funding, the company is hiring new staff working to expand to other cities.19


Open Data Success Story: OpenGov Hack Night
Chicago boasts a community of “civic hackers” who are passionate about using technology to improve the city. An example of this passion in action is the OpenGov Hack Night. Organized by Open City, an organization that builds web apps and other tools using open government data, the Hack Night attracts civic hackers and curious residents eager to explore the intersection of open government data, smart cities, and technology. Every week, the Hack Night provides a collaborative environment for residents to learn about open data, working on cutting-edge projects and networking with passionate civic technologists.20

Interview with Richard Thaler, University of Chicago behavioral economist, by Douglas Clement Editor, The Region: “…Region: One thing we haven’t talked about yet is your work on reciprocity and cooperation. And let’s use another British example, Golden Balls. You did some fascinating research on this British game show. Can you tell that story and what it illustrated?
Thaler: You know, it’s funny, this goes back to Gary’s line [about behavior in real markets as opposed to labs]. As you know, this game show ends in a prisoner’s dilemma. And there have been thousands of experiments run on one-shot prisoner’s dilemmas. We know that economic theory says that the rational strategy is to defect; theory says everyone will defect. It’s the dominant strategy.
In experiments, about 40 to 50 percent of the people cooperate, but it involves small stakes. In this paper we write about the actual game show, there’s one trial, a round in the actual game show—you may have seen the clip of it—where it’s not small stakes at all; it’s around 100,000 pounds. And that’s one of the things we were interested in: What happens when you raise the stakes?
This is what happens: You get a plot like this (see hand-drawn plot and actual plot). I just happened to have drawn this for another visitor, a grad student.
So, yes, the economists were right. If you raise the stakes, cooperation falls. But it falls to the same level you see in the lab. The interesting behavioral thing is, when the stakes are small, compared to what other people are playing for in the game show, then cooperation gets even higher.
This goes to bounded self-interest. Economists assume people are unboundedly unscrupulous—or I’ll say self-interested, a more polite term. But there have been lots of experiments where you leave a wallet out and depending on the place—I don’t remember the exact data—but a large percentage get returned. Now, some wallets also get picked clean first, but … so I wrote about this too. (He displays a photo of a roadside rhubarb stand.)
Region: What is this?
Thaler: This is significant. Notice the features of this. It’s a roadside stand; they’re selling rhubarb. And it’s got an honor box with a lock on it.
I think this is exactly the right model of human nature, that if you put this stuff out there, enough people will leave money that it’s worth the farmer’s time to put it out. But if you left the money in a box that was unlocked, somebody would take it.
Region: It takes just one dishonest person to “undo” the honesty of many others …
Thaler: Right. If you ask somebody directions, most people will tell you. It’s very fortunate that we don’t live in a society where everybody is out to take advantage of us. For instance, if you have work done in your house or on your car, there’s absolutely no way for you to monitor what they’re doing, unless you’re willing to spend the time watching them and you happen to know a lot about the work, materials and methods being used.
So it has to involve trust. Trust is really important in society, and anything we can do to increase trust is worthwhile. There’s probably nothing you could do to help an economy grow faster than to increase the amount of trust in society….

Talking About a (Data) Revolution


Dave Banisar at Article 19: “It is important to recognize the utility that data can bring. Data can ease analysis, reveal important patterns and facilitate comparisons. For example, the Transactional Access Clearing House (TRAC – http://www.trac.org) at Syracuse University uses data sets from the US Department of Justice to analyze how the federal government enforces its criminal and civil laws, showing how laws are applied differently across the US.
The (somewhat ICT-companies manufactured) excitement over “E-government” in the late 1990s imagined a brave new e-world where governments would quickly and easily provide needed information and services to their citizens. This was presented as an alternative to the “reactive” and “confrontational” right to information laws but eventually led to the realization that ministerial web pages and the ability to pay tickets online did not lead to open government. Singapore ranks near the top every year on e-government but is clearly not an ‘open government’. Similarly, it is important to recognize that governments providing data through voluntary measures is not enough.
For open data to promote open government, it needs to operate within a framework of law and regulation that ensures that information is collected, organized and stored and then made public in a timely, accurate and useful form.   The information must be more than just what government bodies find useful to release, but what is important for the public to know to ensure that those bodies are accountable.
Otherwise, it is in danger of just being propaganda, subject to manipulation to make government bodies look good. TRAC has had to sue the USA federal government dozens of times under the Freedom of Information Act to obtain the government data and after they publish it, some government bodies still claim that the information is incorrect.  Voluntary systems of publication usually fail when they potentially embarrass the bodies doing the publication.
In the countries where open data has been most successful such as the USA and UK, there also exists a legal right to demand information which keeps bodies honest. Most open government laws around the world now have requirements for affirmative publication of key information and they are slowly being amended to include open data requirements to ensure that the information is more easily usable.
Where there is no or weak open government laws, many barriers can obstruct open data. In Kenya, which has been championing their open data portal while being slow to adopt a law on freedom of information, a recent review found that the portal was stagnating. In part, the problem was that in the absence of laws mandating openness, there remains a culture of secrecy and fear of releasing information.
Further, mere access to data is not enough to ensure informed participation by citizens and enable their ability to affect decision-making processes.  Legal rights to all information held by governments – right to information laws – are essential to tell the “why”. RTI reveals how and why decisions and policy are made – secret meetings, questionable contracts, dubious emails and other information. These are essential elements for oversight and accountability. Being able to document why a road was built for political reasons is as crucial for change as recognizing that it’s in the wrong place. The TRAC users, mostly journalists, use the system as a starting point to ask questions or why enforcement is so uneven or taxes are not being collected. They need sources and open government laws to ask these questions.
Of course, even open government laws are not enough. There needs to be strong rights for citizen consultation and participation and the ability to enforce those rights, such as is mandated by the UNECE Convention on Access to Environment Information, Public Participation and Access to Justice (Aarhus Convention). A protocol to that convention has led to a Europe-wide data portal on environmental pollution.
For open data to be truly effective, there needs to be a right to information enshrined in law that requires that information is made available in a timely, reliable format that people want, not just what the government body wants to release. And it needs to be backed up with rights of engagement and participation. From this open data can flourish.  The OGP needs to refocus on the building blocks of open government – good law and policy – and not just the flashy apps.”

Feedback Repository

GitHub’s about connecting with developers. Get feedback from current and potential data consumers by creating a specific repository for them to contribute ideas and suggestions for types of data or other information they’d like to see opened. Here’s how:

  1. Create a new repository
    • Choose your organization as the Owner
    • Name the repository “feedback” or similar
    • Click the checkbox to automatically create a README.md file
  2. Set up your Readme
    • Click README.md within your newly created repository
    • Click Edit
    • Introduce yourself, describe why you’ve joined GitHub, what you’re hoping to do and what you’d like to learn from the development community. Encourage them to leave feedback through issues on the repository.

Open source a Dataset

Open sourcing a dataset can be as simple as uploading a .csv to GitHub and letting people know about it. Rather than publishing data as a zip file on your website or an FTP server, you can add the files through the GitHub.com web interface, or via the GitHub for Windows or GitHub for Mac native clients. Create a new repository to store your datasets – in many cases, it’s as easy as drag, drop, sync.
GitHub can host any file type (although open, non-binary files like .csvs tend to work best). Plus, GitHub supports rendering certain open data formats interactively such as the popular geospacial .geojson format. Once uploaded, citizens can view the files, and can even open issues or submit pull requests with proposed fixes.

Explore Open Source Civic Apps

There are many open source applications freely available on GitHub that were built just for government. Check them out, and see if it fits a need. Here are some examples:

  • Adopt-a – This open source web app was created for the City of Boston in 2011 by Code for America fellows. It allows residents to “adopt” a hydrant and make sure it’s clear of snow in the winter so that emergency crews can locate them when needed. It has since been adopted in Chicago (for sidewalks), Seattle (for storm drains), and Honolulu (for tsunami sirens).
  • StreetMix – Another creation of Code for America fellows (2013) this website, www.streetmix.net, allows anyone to create street sections in a way that is not only beautiful but educational, too. No downloading, no installing, no paying – make and save your creations right at the website. Great for internal or public community planning meetings.
  • We The PeopleWe The People, the White House’s petitions application hosted at petitions.whitehouse.gov is a Drupal module to allow citizens to submit and digitally sign petitions.

Open source something small

Chances are you’ve got something small you can open source. Check in with your web or new media team, and see if they’ve got something they’ve been dying to share or blog about, no matter how small. It can be snippet of analytics code, or maybe a small script used internally. It doesn’t even have to be code.
Post your website’s privacy policy, comment moderation policy, or terms of service and let the community weigh in before your next edit. No matter how small it is, getting your first open source project going is a great first step.

Improve an existing project

Does you agency use an existing open source project to conduct its own business? Open an issue on the project’s repository with a feature request or a bug you spot. Better yet, fork the project, and submit your improvements. Even if it’s one or two lines of code, such examples are great to blog about to showcase your efforts.
Don’t forget, this site is an open source project, too. Making an needed edit is another great way to get started.”

NEW Publication: “Reimagining Governance in Practice: Benchmarking British Columbia’s Citizen Engagement Efforts”


Over the last few years, the Government of British Columbia (BC), Canada has initiated a variety of practices and policies aimed at providing more legitimate and effective governance. Leveraging advances in technology, the BC Government has focused on changing how it engages with its citizens with the goal of optimizing the way it seeks input and develops and implements policy. The efforts are part of a broader trend among a wide variety of democratic governments to re-imagine public service and governance.
At the beginning of 2013, BC’s Ministry of Citizens’ Services and Open Government, now the Ministry of Technology, Innovation and Citizens’ Services, partnered with the GovLab to produce “Reimagining Governance in Practice: Benchmarking British Columbia’s Citizen Engagement Efforts.” The GovLab’s May 2013 report, made public today, makes clear that BC’s current practices to create a more open government, leverage citizen engagement to inform policy decisions, create new innovations, and provide improved public monitoring­—though in many cases relatively new—are consistently among the strongest examples at either the provincial or national level.
According to Stefaan Verhulst, Chief of Research at the GovLab: “Our benchmarking study found that British Columbia’s various initiatives and experiments to create a more open and participatory governance culture has made it a leader in how to re-imagine governance. Leadership, along with the elimination of imperatives that may limit further experimentation, will be critical moving forward. And perhaps even more important, as with all initiatives to re-imaging governance worldwide, much more evaluation of what works, and why, will be needed to keep strengthening the value proposition behind the new practices and polices and provide proof-of-concept.”

The move toward 'crowdsourcing' public safety


PhysOrg: “Earlier this year, Martin Dias, assistant professor in the D’Amore-McKim School of Business, presented research for the National Law Enforcement Telecommunications System in which he examined Nlets’ network and how its governance and technology helped enable inter-agency information sharing. This work builds on his research aimed at understanding design principles for this public safety “social networks” and other collaborative networks. We asked Dias to discuss how information sharing around public safety has evolved in recent years and the benefits and challenges of what he describes as “crowdsourcing public safety.” …

What is “crowdsourcing public safety” and why are public safety agencies moving toward this trend?
Crowdsourcing—the term coined by our own assistant professor of journalism Jeff Howe—involves taking a task or job traditionally performed by a distinct agent, or employee, and having that activity be executed by an “undefined, generally large group of people in an open call.” Crowdsourcing public safety involves engaging and enabling private citizens to assist public safety professionals in addressing natural disasters, terror attacks, organized crime incidents, and large-scale industrial accidents.
Public safety agencies have long recognized the need for citizen involvement. Tip lines and missing persons bulletins have been used to engage citizens for years, but with advances in mobile applications and big data analytics, the ability of to receive, process, and make use of high volume, tips, and leads makes crowdsourcing searches and investigations more feasible. You saw this in the FBI Boston Marathon Bombing web-based Tip Line. You see it in the “See Something Say Something” initiatives throughout the country. You see it in AMBER alerts or even remote search and rescue efforts. You even see it in more routine instances like Washington State’s HERO program to reduce traffic violations.
Have these efforts been successful, and what challenges remain?
There are a number of issues to overcome with regard to crowdsourcing public safety—such as maintaining privacy rights, ensuring data quality, and improving trust between citizens and officers. Controversies over the National Security Agency’s surveillance program and neighborhood watch programs – particularly the shooting death of teenager Trayvon Martin by neighborhood watch captain George Zimmerman, reflect some of these challenges. It is not clear yet from research the precise set of success criteria, but those efforts that appear successful at the moment have tended to be centered around a particular crisis incident—such as a specific attack or missing person. But as more crowdsourcing public safety mobile applications are developed, adoption and use is likely to increase. One trend to watch is whether national public safety programs are able to tap into the existing social networks of community-based responders like American Red Cross volunteers, Community Emergency Response Teams, and United Way mentors.
The move toward crowdsourcing is part of an overall trend toward improving community resilience, which refers to a system’s ability to bounce back after a crisis or disturbance. Stephen Flynn and his colleagues at Northeastern’s George J. Kostas Research Institute for Homeland Security are playing a key role in driving a national conversation in this area. Community resilience is inherently multi-disciplinary, so you see research being done regarding transportation infrastructure, social media use after a crisis event, and designing sustainable urban environments. Northeastern is a place where use-inspired research is addressing real-world problems. It will take a village to improve community resilience capabilities, and our institution is a vital part of thought leadership for that village.”
 

If big data is an atomic bomb, disarmament begins in Silicon Valley


at GigaOM: “Big data is like atomic energy, according to scientist Albert-László Barabási in a Monday column on Politico. It’s very beneficial when used ethically, and downright destructive when turned into a weapon. He argues scientists can help resolve the damage done by government spying by embracing the principles of nuclear nonproliferation that helped bring an end to Cold War fears and distrust.
Barabási’s analogy is rather poetic:

“Powered by the right type of Big Data, data mining is a weapon. It can be just as harmful, with long-term toxicity, as an atomic bomb. It poisons trust, straining everything from human relations to political alliances and free trade. It may target combatants, but it cannot succeed without sifting through billions of data points scraped from innocent civilians. And when it is a weapon, it should be treated like a weapon.”

I think he’s right, but I think the fight to disarm the big data bomb begins in places like Silicon Valley and Madison Avenue. And it’s not just scientists; all citizens should have a role…
I write about big data and data mining for a living, and I think the underlying technologies and techniques are incredibly valuable, even if the applications aren’t always ideal. On the one hand, advances in machine learning from companies such as Google and Microsoft are fantastic. On the other hand, Facebook’s newly expanded Graph Search makes Europe’s proposed right-to-be-forgotten laws seem a lot more sensible.
But it’s all within the bounds of our user agreements and beauty is in the eye of the beholder.
Perhaps the reason we don’t vote with our feet by moving to web platforms that embrace privacy, even though we suspect it’s being violated, is that we really don’t know what privacy means. Instead of regulating what companies can and can’t do, perhaps lawmakers can mandate a degree of transparency that actually lets users understand how data is being used, not just what data is being collected. Great, some company knows my age, race, ZIP code and web history: What I really need to know is how it’s using that information to target, discriminate against or otherwise serve me.
An intelligent national discussion about the role of the NSA is probably in order. For all anyone knows,  it could even turn out we’re willing to put up with more snooping than the goverment might expect. But until we get a handle on privacy from the companies we choose to do business with, I don’t think most Americans have the stomach for such a difficult fight.”

Where in the World are Young People Using the Internet?


Georgia Tech: “According to a common myth, today’s young people are all glued to the Internet. But in fact, only 30 percent of the world’s youth population between the ages of 15 and 24 years old has been active online for at least five years. In South Korea, 99.6 percent of young people are active, the highest percentage in the world. The least? The Asian island of Timor Leste with less than 1 percent.

Those are among the many findings in a study from the Georgia Institute of Technology and International Telecommunication Union (ITU). The study is the first attempt to measure, by country, the world’s “digital natives.” The term is typically used to categorize young people born around the time the personal computer was introduced and have spent their lives connected with technology.
Nearly 96 percent of American millennials are digital natives. That figure is behind Japan (99.5 percent) and several European countries, including Finland, Denmark and the Netherlands.
But the percentage that Georgia Tech Associate Professor Michael Best thinks is the most important is the number of digital natives as compared to a country’s total population….
The countries with the highest proportion of digital natives among their population are mostly rich nations, which have high levels of overall Internet penetration. Iceland is at the top of the list with 13.9 percent. The United States is sixth (13.1 percent). A big surprise is Malaysia, a middle-income country with one of the highest proportions of digital natives (ranked 4th at 13.4 percent). Malaysia has a strong history of investing in educational technology.
The countries with the smallest estimated proportion of digital natives are Timor-Leste, Myanmar and Sierra Leone. The bottom 10 consists entirely of African or Asian nations, many of which are suffering from conflict and/or have very low Internet availability.”

The Art of Making City Code Beautiful


Nancy Scola in Next City: “Some rather pretty legal websites have popped up lately: PhillyCode.org, ChicagoCode.org and, as of last Thursday, SanFranciscoCode.org. This is how municipal code would design itself if it actually wanted to be read.
The network of [city]Code.org sites is the output of The State Decoded, a project of the OpenGov Foundation (See correction below), which has its own fascinating provenance. That D.C.-based non-profit grew out of the fight in Congress over the SOPA and PIPA digital copyright bills a few winters ago. At the time, the office of Rep. Darrell Issa, more recently of Benghazi fame, built a platform called Madison that invited the public to help edit an alternative bill. Madison outlived the SOPA debate, and was spun out last summer as the flagship project of the OpenGov Foundation, helmed by former Issa staffer Seamus Kraft.
“What we discovered,” Kraft says, “is that co-authoring legislation is high up there on what [the public wants to] do with government information, but it’s not at the top.” What heads the list, he says, is simply knowing “what are the laws?” Pre-SanFranciscoCode, the city’s laws on everything from elections to electrical installations to transportation were trapped in an interface, run by publisher American Legal, that would not have looked out of place in “WarGames.” (Here’s the comparable “old” site for Chicago. It’s probably enough to say that Philadelphia’s comes with a “Frames/No Frames” option.) Madison needed a base of clean, structured municipal code upon which to function, and Kraft and company were finding that in cities across the country, that just didn’t exist.
Fixing the code, Kraft says, starts with him “unlawyering the text” that is either supplied to them by the city or scraped from online. This involves reading through the city code and looking for signposts that indicate when sections start, how provisions nest within them, and other structural cues that establish a pattern. That breakdown gets passed to the organization’s developers, who use it to automatically parse the full corpus. The process is time consuming. In San Francisco, 16 different patterns were required to capture each of the code’s sections. Often, the parser needs to be tweaked. “Sometimes it happens in a few minutes or a few hours,” Kraft says, “and sometimes it takes a few days.”

Over the long haul, Kraft has in mind adopting the customizability of YouVersion, the online digital Bible that allows users to choose fonts, colors and more. Kraft, a 2007 graduate of Georgetown who will cite the Catholic Church’s distributed structure as a model for networked government, proclaims YouVersion “the most kick-ass Bible you’ve ever seen. It’s stunning.” He’d like to do the same with municipal code, for the benefit of both the average American and those who have more regular engagement with local legal texts. “If you’re spending all day reading law,” he says, “you should at the very least have the most comfortable view possible.”

The Brave New World of Good


Brad Smith: “Welcome to the Brave New World of Good. Once almost the exclusive province of nonprofit organizations and the philanthropic foundations that fund them, today the terrain of good is disputed by social entrepreneurs, social enterprises, impact investors, big business, governments, and geeks. Their tools of choice are markets, open data, innovation, hackathons, and disruption. They cross borders, social classes, and paradigms with the swipe of a touch screen. We seemed poised to unleash a whole new era of social and environmental progress, accompanied by unimagined economic prosperity.
As a brand, good is unassailably brilliant. Who could be against it? It is virtually impossible to write an even mildly skeptical blog post about good without sounding well, bad — or at least a bit old-fashioned. For the record, I firmly believe there is much in the brave new world of good that is helping us find our way out of the tired and often failed models of progress and change on which we have for too long relied. Still, there are assumptions worth questioning and questions worth answering to ensure that the good we seek is the good that can be achieved.

Open Data
Second only to “good” in terms of marketing genius is the concept of “open data.” An offspring of previous movements such as “open source,” “open content,” and “open access,” open data in the Internet age has come to mean data that is machine-readable, free to access, and free to use, re-use, and re-distribute, subject to attribution. Fully open data goes way beyond posting your .pdf document on a Web site (as neatly explained by Tim Berners Lee’s five-star framework).
When it comes to government, there is a rapidly accelerating movement around the world that is furthering transparency by making vast stores of data open. Ditto on the data of international aid funders like the United States Agency for International Development, the World Bank, and the Organisation for Economic Co-operation and Development. The push has now expanded to the tax return data of nonprofits and foundations (IRS Forms 990). Collection of data by government has a business model; it’s called tax dollars. However, open data is not born pure. Cleaning that data, making it searchable, and building and maintaining reliable user interfaces is complex, time-consuming, and often expensive. That requires a consistent stream of income of the kind that can only come from fees, subscriptions, or, increasingly less so, government.
Foundation grants are great for short-term investment, experimentation, or building an app or two, but they are no substitute for a scalable business model. Structured, longitudinal data are vital to social, environmental, and economic progress. In a global economy where government is retreating from the funding of public goods, figuring how to pay for the cost of that data is one of our greatest challenges.”
