The Global Open Data Index 2014


Open Knowledge Foundation: “The Global Open Data Index ranks countries based on the availability and accessibility of information in ten key areas, including government spending, election results, transport timetables, and pollution levels.
The UK tops the 2014 Index retaining its pole position with an overall score of 96%, closely followed by Denmark and then France at number 3 up from 12th last year. Finland comes in 4th while Australia and New Zealand share the 5th place. Impressive results were seen from India at #10 (up from #27) and Latin American countries like Colombia and Uruguay who came in joint 12th .
Sierra Leone, Mali, Haiti and Guinea rank lowest of the countries assessed, but there are many countries where the governments are less open but that were not assessed because of lack of openness or a sufficiently engaged civil society.
Overall, whilst there is meaningful improvement in the number of open datasets (from 87 to 105), the percentage of open datasets across all the surveyed countries remained low at only 11%.
Even amongst the leaders on open government data there is still room for improvement: the US and Germany, for example, do not provide a consolidated, open register of corporations. There was also a disappointing degree of openness around the details of government spending with most countries either failing to provide information at all or limiting the information available – only two countries out of 97 (the UK and Greece) got full marks here. This is noteworthy as in a period of sluggish growth and continuing austerity in many countries, giving citizens and businesses free and open access to this sort of data would seem to be an effective means of saving money and improving government efficiency.

Cities Find Rewards in Cheap Technologies


Nanette Byrnes at MIT Technology Review: “Cities around the globe, whether rich or poor, are in the midst of a technology experiment. Urban planners are pulling data from inexpensive sensors mounted on traffic lights and park benches, and from mobile apps on citizens’ smartphones, to analyze how their cities really operate. They hope the data will reveal how to run their cities better and improve urban life. City leaders and technology experts say that managing the growing challenges of cities well and affordably will be close to impossible without smart technology.
Fifty-four percent of humanity lives in urban centers, and almost all of the world’s projected population growth over the next three decades will take place in cities, including many very poor cities. Because of their density and often strained infrastructure, cities have an outsize impact on the environment, consuming two-thirds of the globe’s energy and contributing 70 percent of its greenhouse-gas emissions. Urban water systems are leaky. Pollution levels are often extreme.
But cities also contribute most of the world’s economic production. Thirty percent of the world’s economy and most of its innovation are concentrated in just 100 cities. Can technology help manage rapid population expansion while also nurturing cities’ all-important role as an economic driver? That’s the big question at the heart of this Business Report.
Selling answers to that question has become a big business. IBM, Cisco, Hitachi, Siemens, and others have taken aim at this market, publicizing successful examples of cities that have used their technology to tackle the challenges of parking, traffic, transportation, weather, energy use, water management, and policing. Cities already spend a billion dollars a year on these systems, and that’s expected to grow to $12 billion a year or more in the next 10 years.
To justify this kind of outlay, urban technologists will have to move past the test projects that dominate discussions today. Instead, they’ll have to solve some of the profound and growing problems of urban living. Cities leaning in that direction are using various technologies to ease parking, measure traffic, and save water (see “Sensing Santander”), reduce rates of violent crime (see “Data-Toting Cops”), and prepare for ever more severe weather patterns.
There are lessons to be learned, too, from cities whose grandiose technological ideas have fallen short, like the eco-city initiative of Tianjin, China (see “China’s Future City”), which has few residents despite great technology and deep government support.
The streets are similarly largely empty in the experimental high-tech cities of Songdo, South Korea; Masdar City, Abu Dhabi; and Paredes, Portugal, which are being designed to have minimal impact on the environment and offer high-tech conveniences such as solar-powered air-conditioning and pneumatic waste disposal systems instead of garbage trucks. Meanwhile, established cities are taking a much more incremental, less ambitious, and perhaps more workable approach, often benefiting from relatively inexpensive and flexible digital technologies….”

Spain is trialling city monitoring using sound


Springwise: “There’s more traffic on today’s city streets than there ever has been, and managing it all can prove to be a headache for local authorities and transport bodies. In the past, we’ve seen the City of Calgary in Canada detect drivers’ Bluetooth signals to develop a map of traffic congestion. Now the EAR-IT project in Santander, Spain, is using acoustic sensors to measure the sounds of city streets and determine real time activity on the ground.
Launched as part of the autonomous community’s SmartSantander initiative, the experimental scheme placed hundreds of acoustic processing units around the region. These pick up the sounds being made in any given area and, when processed through an audio recognition engine, can provide data about what’s going on on the street. Smaller ‘motes’ were also developed to provide more accurate location information about each sound.
Created by members of Portugal’s UNINOVA institute and IT consultants EGlobalMark, the system was able to use city noises to detect things such as traffic congestion, parking availability and the location of emergency vehicles based on their sirens. It could then automatically trigger smart signs to display up-to-date information, for example.
The team particularly focused on a junction near the city hospital that’s a hotspot for motor accidents. Rather than force ambulance drivers to risk passing through a red light and into lateral traffic, the sensors were able to detect when and where an emergency vehicle was coming through and automatically change the lights in their favor.
The system could also be used to pick up ‘sonic events’ such as gunshots or explosions and detect their location. The researchers have also trialled an indoor version that can sense if an elderly resident has fallen over or to turn lights off when the room becomes silent.”

VouliWatch – Empowering Democracy in Greece

How it actually works!

It is loosely modelled on similar initiatives that are already running successfully in other countries (IrelandLuxemburgTunisiaGermanyFrance and Austria)….
Crowdsourcing/bottom up approach
The platform also gives users the chance to influence political debate and to focus the attention of both the media and the politicians on issues that citizens believe are important and are not being discussed widely.Vouliwatch offers citizens the chance to share their ideas and experiences and to make proposals to parliament for political action. The community of users can then comment on and rate them. A Google map application depicts all submitted data with the option of filtering based on different criteria (location; subject categories such as e.g. education, tourism, etc.). Every 2 months all submitted data is summarized in a report and sent to all MPs by our team, as food for thought and action. Vouliwatch will then publish and promote any resulting parliamentary reaction….”

Google’s Waze announces government data exchange program with 10 initial partners


Josh Ong at TheNextWeb blog: “Waze today announced “Connected Citizens,” a new government partnership program that will see both parties exchange data in order to improve traffic conditions.

For the program, Waze will provide real-time anonymized crowdsourced traffic data to government departments in exchange for information on public projects like construction, road sensors, and pre-planned road closures.

The first 10 partners include:

  • Rio de Janeiro, Brazil
  • Barcelona, Spain and the Government of Catalonia
  • Jakarta, Indonesia
  • Tel Aviv, Israel
  • San Jose, Costa Rica

Waze has also signed on five other government partners and has received applications from more than 80 municipal groups. The company ran an initial pilot program in Rio de Janeiro where it partnered with the city’s traffic control center to supplement the department’s sensor data with reports from Waze users.

At an event celebrating the launch, Di-Ann Eisnor, head of Growth at Waze noted that the data exchange will only include public alerts, such as accidents and closures.

We don’t share anything beyond that, such as where individuals are located and who they are,” she said.

Eisnor also made it clear that Waze isn’t selling the data. GPS maker TomTom came under fire several years ago after customers learned that the company had sold their data to police departments to help find the best places to put speed traps.

“We keep [the data] clean by making sure we don’t have a business model around it,” Eisnor added.

Waze will requires that new Connected Citizens partners “prove their dedication to citizen engagement and commit to use Waze data to improve city efficiency.”…”

Barcelona will receive the Mayors Challenge Grand Prize for Innovation and €5 million toward its proposal to create a digital and community ‘trust network’ for each of its at-risk elderly residents. Mayors Challenge innovation prizes also were awarded to Athens, Greece, Kirklees in Yorkshire, UK, Stockholm in Sweden, and Warsaw in Poland. Each of which will receive €1 million to support implementation of their unique ideas. Barcelona, Spain: Collaborative Care Networks for Better Aging
More than one in five Barcelona residents is over 65, and by 2040, one in four will be. As lives grow longer, Barcelona – like many cities globally – is grappling with new health problems and debilitating social isolation. To address this growing problem, Barcelona will use digital and low-tech strategies to create a network of family members, friends, neighbors, social workers, and volunteers who together make up a “trust network” for each at-risk elderly resident. This will help identify gaps in care, enable coordination of support, and promote quality of life….

From #Ferguson to #OfficerFriendly


at Bloomberg View: “In the tiny town of Jun, Spain, (population: 3,000) meeting rooms in city hall have their own Twitter accounts. When residents want to reserve them, they send a direct message via Twitter; when it’s time, the door to the room unlocks automatically in response to a tweet. Jun’s mayor, Jose Antonio Rodriguez, says he coordinates with other public servants via Twitter. Residents routinely tweet about public services, and city hall answers. Every police officer in Jun has a Twitter handle displayed on his uniform.
Now the New York Police Department, the largest in the U.S., is starting a broad social media initiative to get every precinct talking and listening online via Twitter, to both serve citizens and manage police personnel. The question is whether the kind of positive, highly local responsiveness the residents of Jun expect is possible across all parts of local government — not just from the police — in a big city. If it works, the benefits to the public from this kind of engagement could be enormous.
In the age of Michael Brown’s death in Ferguson, Missouri, and Eric Garner‘s in New York, when police abuses can be easily documented by citizens wielding smartphones, relationships between police departments and the communities they serve can quickly become strained. And social media use by the police runs the risk of being initially dismissed as a publicity stunt. But after decades of losing the trust of important New York City communities, this step may help the department gain civic support.
There will be bumps along the way. Last spring, the NYPD kicked off a social media campaign, asking people to share photos accompanied by the Twitter hashtag #myNYPD. Within 24 hours the hashtag was famous worldwide, as activists posted pictures of clashes between residents and the police. But Commissioner Bill Bratton brushed off the criticism, calling the pictures old news and saying the media event was not going to cause the NYPD to change its plans to be active on social media. “I welcome the attention,” he said.
Bratton will roll out a long list of social media efforts this week. The NYPD is training its dozens of commanding officers to understand and use Twitter on their own, both to ask questions and to respond timely to comments and concerns. For example, police in New York City spend a lot of time looking for missing people; now they will be able to get assistance from eyes on the street…”

The week is being led by the Legislative Openness Working Group of the Open Government Partnership, which is co-anchored by the National Democratic Institute and the Congress of Chile. 
The campaign kicks off with the International Day of Democracy on September 15, and throughout the 10 days you are invited to share your ideas and experiences, kickstart new transparency tools and engage members of your community in dialogue. 4 things you didn't know about civic crowdfunding


Rodrigo Davies at opensource.com: “Crowdfunding is everywhere. People are using it to fund watches, comic books, even famous film directors are doing it. In what is now a $6 billion industry globally, I think the most interesting, disruptive, and exciting work that’s happening is in donation-based crowdfunding.

That’s worth, very roughly, $1.2 billion a year worldwide per year. Within that subset, I’ve been looking at civic projects, people who are producing shared goods for a community or broader public. These projects build on histories of community fundraising and resource pooling that long predate the Internet; what’s changed is that we’ve created a scalable, portable platform model to carry out these existing practices.
So how is civic crowdfunding doing? When I started this project very few people were using that term. No one had done any aggregated data collection and published it. So I decided to take on that task. I collected data on 1224 projects between 2010 and March 2014, which raised $10.74 million in just over three years. I focused on seven platforms: Catarse (Brazil), Citizinvestor (US), Goteo (Spain), IOBY (US), Kickstarter (US), Neighbor.ly (US), and Spacehive (UK). I didn’t collect everything. There’s a new crowdfunding site every week that may or may not have a few civic projects on it. If you’re interested in my methodology, check out Chapter 2. I don’t pretend to have captured every civic project that has ever existed, but I’m working with a representative sample.
Here are four things I found out about civic crowdfunding.

  1. Civic crowdfunding is small-scale but relatively successful, and it has big ambitions.
  2. Civic crowdfunding started as a hobby for green space projects by local non-profits, but larger organizations are getting involved.
  3. Civic crowdfunding is concentrated in cities (especially those where platforms are based).
  4. Civic crowdfunding has the same highly unequal distributional tendencies as other crowd markets. …”
