Community-based app gets Londoners walking


Springwise: “Apps that measure a user’s exercise have been 10-a-penny for some years, but Go Jauntly is set to offer something brand new and leans much more into crowdsourcing than its rivals. Launched by a new start-up of nature-loving digital experts, and co-developed with Transport for London, Go Jauntly is a community-based initiative that’s as much about exploration and sharing with fellow jaunt-lovers. It also had £10,000 backing from the Ordnance Survey’s Geovation fund that helps start ups using geo-based technology. Big players are involved.

It’s directly tapped into TFL’s dynamic open data, and keeps users informed of everything from congestion to pollution. According to statistics, some 3.6 million journeys a day are made in London using cars and public transport, all of which could have been walked.

“We’re hoping that with Go Jauntly we’re creating technology for good that has a positive impact on society from a health, wellness and environmental perspective,” explains Hana Sutch, CEO and co-founder. “We wanted to start something that would get people out of the house and more active. Our team at Go Jauntly are all nature-loving city dwellers who spend too much of our time deskbound and wanted to be a bit more active.”

Go Jauntly is available now on the App Store with a variety of walks including Richmond and Regent’s Parks, plus a selection of South East London’s cemeteries. This isn’t just a London-centric innovation, anyone in the UK can download it, walk-the-walk, and share their jaunt. The company is hoping to get an Android version out by the end of the year.

Citizen-generated data in the information ecosystem


Ssanyu Rebecca at Making All Voices Count: “The call for a data revolution by the UN Secretary General’s High Level Panel in the run up to Agenda 2030 stimulated debate and action in terms of innovative ways of generating and sharing data.

Since then, technological advances have supported increased access to data and information through initiatives such as open data platforms and SMS-based citizen reporting systems. The main driving force for these advances is for data to be timely and usable in decision-making. Among the several actors in the data field are the proponents of citizen-generated data (CGD) who assert its potential in the context of the sustainable development agenda.

Nevertheless, there is need for more evidence on the potential of CGD in influencing policy and service delivery, and contributing to the achievement of the sustainable development goals. Our study on Citizen-generated data in the information ecosystem: exploring links for sustainable development sought to obtain answers. Using case studies on the use of CGD in two different scenarios in Uganda and Kenya, Development Research and Training (DRT) and Development Initiatives (DI) collaborated to carry out this one-year study.

In Uganda, we focused on a process of providing unsolicited citizen feedback to duty- bearers and service providers in communities. This was based on the work of Community Resource Trackers, a group of volunteers supported by DRT in five post-conflict districts (Gulu, Kitgum, Pader, Katakwi and Kotido) to identify and track community resources and provide feedback on their use. These included financial and in-kind resources, allocated through central and local government, NGOs and donors.

In Kenya, we focused on a formalised process of CGD involving the Ministry of Education and National Taxpayers Association. The School Report Card (SRC) is an effort to increase parental participation in schooling. SRC is a scorecard for parents to assess the performance of their school each year in ten areas relatingto the quality of education.

What were the findings?

The two processes provided insights into the changes CGD influences in the areas of  accountability, resource allocation, service delivery and government response.

Both cases demonstrated the relevance of CGD in improving service delivery. They showed that the uptake of CGD and response by government depends significantly on the quality of relationships that CGD producers create with government, and whether the initiatives relate to existing policy priorities and interests of government.

The study revealed important effects on improving citizen behaviours. Community members who participated in CGD processes, understood their role as citizens and participated fully in development processes, with strong skills, knowledge and confidence.

The Kenya case study revealed that CGD can influence policy change if it is generated and used at large scale, and in direct linkage with a specific sector; but it also revealed that this is difficult to measure.

Can blockchain technology help poor people around the world?

That makes it safe and affordable for a person to store any amount of money securely and confidently. While that’s still in the future, blockchain-based systems are already helping people in the developing world in very real ways.

Sending money internationally

In 2016, emigrants working abroad sent an estimated US$442 billion to their families in their home countries. This global flow of cash is a significant factor in the financial well-being of families and societies in developing nations. But the process of sending money can be extremely expensive….Hong Kong’s blockchain-enabled Bitspark has transaction costs so low it charges a flat HK$15 for remittances of less than HK$1,200 (about $2 in U.S. currency for transactions less than $150) and 1 percent for larger amounts. Using the secure digital connections of a blockchain system lets the company bypass existing banking networks and traditional remittance systems.

Similar services helping people send money to the Philippines, Ghana, Zimbabwe, Uganda, Sierra Leone and Rwanda also charge a fraction of the current banking rates.

Insurance

Most people in the developing world lack health and life insurance, primarily because it’s so expensive compared to income. Some of that is because of high administrative costs: For every dollar of insurance premium collected, administrative costs amounted to $0.28 in Brazil, $0.54 in Costa Rica, $0.47 in Mexico and $1.80 in the Philippines. And many people who live on less than a dollar a day have neither the ability to afford any insurance, nor any company offering them services….Consuelo is a blockchain-based microinsurance service backed by Mexican mobile payments company Saldo.mx. Customers can pay small amounts for health and life insurance, with claims verified electronically and paid quickly.

Helping small businesses

Blockchain systems can also help very small businesses, which are often short of cash and also find it expensive – if not impossible – to borrow money. For instance, after delivering medicine to hospitals, small drug retailers in China often wait up to 90 days to get paid. But to stay afloat, these companies need cash. They rely on intermediaries that pay immediately, but don’t pay in full. A $100 invoice to a hospital might be worth $90 right away – and the intermediary would collect the $100 when it was finally paid….

Humanitarian aid

Blockchain technology can also improve humanitarian assistance. Fraud, corruption, discrimination and mismanagement block some money intended to reduce poverty and improve education and health care from actually helping people.In early 2017 the U.N. World Food Program launched the first stage of what it calls “Building Block,” giving food and cash assistance to needy families in Pakistan’s Sindh province. An internet-connected smartphone authenticated and recorded payments from the U.N. agency to food vendors, ensuring the recipients got help, the merchants got paid and the agency didn’t lose track of its money.

…In the future, blockchain-based projects can help people and governments in other ways, too. As many as 1.5 billion people – 20 percent of the world’s population – don’t have any documents that can verify their identity. That limits their ability to use banks, but also can bar their way when trying to access basic human rights like voting, getting health care, going to school and traveling.

How maps and machine learning are helping to eliminate malaria


Allie Lieber at The Keyword: “Today is World Malaria Day, a moment dedicated to raising awareness and improving access to tools to prevent malaria. The World Health Organization says nearly half of the world’s population is at risk for malaria, and estimates that in 2015 there were 212 million malaria cases resulting in 429,000 deaths. In places with high transmission rates, children under five account for 70 percent of malaria deaths.

DiSARM (Disease Surveillance and Risk Monitoring), a project led by the Malaria Elimination Initiative and supported by the Bill and Melinda Gates Foundationand Clinton Health Access Initiative, is fighting the spread of malaria by mapping the places where malaria could occur. With the help of Google Earth Engine, DiSARM creates high resolution “risk maps” that help malaria control programs identify the areas where they should direct resources for prevention and treatment.

We sat down with Hugh Sturrock, who leads the DiSARM project and is an Assistant Professor of Epidemiology and Biostatistics in the University of California, San Francisco’s Global Health Group, to learn more about DiSARM’s fight against malaria, and how Google fits in….

How does DiSARM use Google Earth Engine to help fight malaria?

If we map where malaria is most likely to occur, we can target those areas for action. Every time someone is diagnosed with malaria in Swaziland and Zimbabwe, a team goes to the village where the infection occurred and collects a GPS point with the precise infection location. Just looking at these points won’t allow you to accurately determine the risk of malaria, though. You also need satellite imagery of conditions like rainfall, temperature, slope and elevation, which affect mosquito breeding and parasite development.

To determine the risk of malaria, DiSARM combines the precise location of the malaria infection,  with satellite data of conditions like rainfall, temperature, vegetation, elevation, which affect mosquito breeding. DiSARM’s mobile app can be used by the malaria programs and field teams to target interventions.

Google Earth Engine collects and organizes the public satellite imagery data we need. In the past we had to obtain those images from a range of sources: NASA, USGS and different universities around the world. But with Google Earth Engine, it’s all in one place and can be processed using Google computers. We combine satellite imagery data from Google Earth Engine with the locations of malaria cases collected by a country’s national malaria control program, and create models that let us generate maps identifying areas at greatest risk.

The DiSARM interface gives malaria programs a near real-time view of malaria and predicts risk at specific locations, such as health facility service areas, villages and schools. Conditional Citizens: Rethinking Children and Young People’s Participation

Using Crowdsourcing to Map Displacement in South Sudan

Fighting famine with mobile data


Steve Schwartz at Tableau: “For most people, asking about the price of a bag of rice is inconsequential. For Moustapha Toure, it is a question of life and death for thousands.

A Vulnerability Analysis and Mapping (VAM) Officer with the United Nations World Food Programme (WFP) in Maiduguri, Nigeria, Moustapha and his team are currently collecting price data and assessing food security in a corner of the country wracked by the effects of the Boko Haram insurgency.

When the conflict broke out in 2009, the threat of violence made it difficult for humanitarian workers like Moustapha to access the communities they serve.

“The security situation made it impossible for the team to go to local markets, talk to vendors, or even chat with people in their homes—all the things they usually do to gather data on local food prices,” said the WFP Nigeria Country Director, Ronald Sibanda.

To overcome this challenge, WFP, in collaboration with the Nigerian National Emergency Management Agency (NEMA), turned to an innovative new approach for collecting data via mobile phones, known as mobile Vulnerability Analysis and Mapping (mVAM). Using mVAM, WFP and its partners can remotely collect food security and price data. Not only does this approach provide a way to hear from people in inaccessible areas, but it also makes near real-time reporting to local decision-makers possible. That means WFP staff like Moustapha are able to make reliable, data-informed decisions that may impact the lives of more than one million people across the affected Nigerian states.

A Vital Lifeline for a Looming Famine

The mVAM team could be in demand now more than ever. Along with Yemen, Somalia, and South Sudan, Nigeria is one of the four countries at risk of famine. Stephen O’Brien, the United Nation’s Emergency Relief Coordinator, recently described this global food security emergency as the most serious humanitarian crisis since the Second World War.

For seven years, the Boko Haram conflict has affected communities in north-eastern Nigeria, leaving some 5.1 million people food insecure in Borno, Yobe and Adamawa states and forcing an estimated 1.9 million people to leave behind their homes, land, and livelihoods.

Without this remotely-collected information, little would be known about these areas and how the conflict is affecting food security. However, this data—collected on a regular basis—actually presents a unique opportunity. Avoiding Data Graveyards: Insights from Data Producers & Users in Three Countries


Report by Samantha Custer and Tanya Sethi: “Government, development partner, and civil society leaders make decisions every day about how to allocate, monitor and evaluate development assistance. Policymakers and practitioners can theoretically draw from more data sources in a variety of formats than ever before to inform these decisions,but will they choose to do so? Those who collect data and produce evidence are often far removed from those who ultimately influence and make decisions. Technocratic ideals of evidence-informed policymaking and data-driven decision-making are easily undercut by individual prerogatives, organizational imperatives, and ecosystem-wide blind spots.

In 2016, researchers from the AidData Center for Development Policy interviewed nearly 200 decision-makers and those that advise them in Honduras, Timor-Leste, and Senegal. Central government officials, development partner representatives based in country, and leaders of civil society organizations (CSOs) shared their experiences in producing and using data to target development projects, monitor progress, and evaluate results.

Specifically, the report answers three questions:

  • Who produces development data and statistics, for what purposes and for whom?
  • What are the the technical and political constraints for decision-makers to use development data in their work?
  • What can funders and producers do differently to encourage use of data and evidence in decision-making?

Bit By Bit: Social Research in the Digital Age


Open Review of Book by Matthew J. Salganik: “In the summer of 2009, mobile phones were ringing all across Rwanda. In addition to the millions of calls between family, friends, and business associates, about 1,000 Rwandans received a call from Joshua Blumenstock and his colleagues. The researchers were studying wealth and poverty by conducting a survey of people who had been randomly sampled from a database of 1.5 million customers from Rwanda’s largest mobile phone provider. Blumenstock and colleagues asked the participants if they wanted to participate in a survey, explained the nature of the research to them, and then asked a series of questions about their demographic, social, and economic characteristics.

Everything I have said up until now makes this sound like a traditional social science survey. But, what comes next is not traditional, at least not yet. They used the survey data to train a machine learning model to predict someone’s wealth from their call data, and then they used this model to estimate the wealth of all 1.5 million customers. Next, they estimated the place of residence of all 1.5 million customers by using the geographic information embedded in the call logs. Putting these two estimates together—the estimated wealth and the estimated place of residence—Blumenstock and colleagues were able to produce high-resolution estimates of the geographic distribution of wealth across Rwanda. In particular, they could produce an estimated wealth for each of Rwanda’s 2,148 cells, the smallest administrative unit in the country.

It was impossible to validate these estimates because no one had ever produced estimates for such small geographic areas in Rwanda. But, when Blumenstock and colleagues aggregated their estimates to Rwanda’s 30 districts, they found that their estimates were similar to estimates from the Demographic and Health Survey, the gold standard of surveys in developing countries. Although these two approaches produced similar estimates in this case, the approach of Blumenstock and colleagues was about 10 times faster and 50 times cheaper than the traditional Demographic and Health Surveys. These dramatically faster and lower cost estimates create new possibilities for researchers, governments, and companies (Blumenstock, Cadamuro, and On 2015).

In addition to developing a new methodology, this study is kind of like a Rorschach inkblot test; what people see depends on their background. Many social scientists see a new measurement tool that can be used to test theories about economic development. Many data scientists see a cool new machine learning problem. Many business people see a powerful approach for unlocking value in the digital trace data that they have already collected. Many privacy advocates see a scary reminder that we live in a time of mass surveillance. Many policy makers see a way that new technology can help create a better world.
