The Problem With Participatory Democracy Is the Participants


Eitan D. Hersh in the New York Times: “…For years, political scientists have studied how people vote, petition, donate, protest, align with parties and take in the news, and have asked what motivates these actions. The typical answers are civic duty and self-interest.

But civic duty and self-interest do not capture the ways that middle- and upper-class Americans are engaging in politics. Now it is the Facebooker who argues with friends of friends he does not know; the news consumer who spends hours watching cable; the repeat online petitioner who demands actions like impeaching the president; the news sharer willing to spread misinformation and rumor because it feels good; the data junkie who frantically toggles between horse races in suburban Georgia and horse races in Britain and France and horse races in sports (even literal horse races).

What is really motivating this behavior is hobbyism — the regular use of free time to engage in politics as a leisure activity. Political hobbyism is everywhere.

There are several reasons. For one, technology allows those interested in politics to gain specialized knowledge and engage in pleasing activities, like reinforcing their views with like-minded friends on Facebook. For another, our era of relative security (nearly a half-century without a conscripted military) has diminished the solemnity that accompanied politics in the past. Even in the serious moments since the 2016 election, political engagement for many people is characterized by forwarding the latest clip that embarrasses the other side, like videos of John McCain asking incomprehensible questions or Elizabeth Warren “destroying” Betsy DeVos.

Then there are the well-intentioned policy innovations over the years that were meant to make politics more open but in doing so exposed politics to hobbyists: participatory primaries, ballot initiatives, open-data policies, even campaign contribution limits. The contribution rules that are now in place favor the independent vanity projects of wealthy egomaniacs instead of allowing parties to raise money and build durable local support.

The result of this is political engagement that takes the form of partisan fandom, the seeking of cheap thrills, and amateurs trying their hand at a game — the billionaire funding “super PACs” all the way down to the everyday armchair quarterback who professes that the path to political victory is through ideological purity. (In the face of a diverse and moderate country, the demand for ideological purity itself can be a symptom of hobbyism: If politics is a sport and the stakes are no higher, why not demand ideological purity if it feels good?)….

What, exactly, is wrong with political hobbyism? We live in a democracy, after all. Aren’t we supposed to participate? Political hobbyism might not be so bad if it complemented mundane but important forms of participation. The problem is that hobbyism is replacing other forms of participation, like local organizing, supporting party organizations, neighbor-to-neighbor persuasion, even voting in midterm elections — the 2014 midterms had the lowest level of voter participation in over 70 years.

The Democratic Party, the party that embraces “engagement,” is in atrophy in state legislatures across the country. Perhaps this is because state-level political participation needs to be motivated by civic duty; it is not entertaining enough to pique the interest of hobbyists. The party of Hollywood celebrities also struggles to energize its supporters to vote. Maybe it is because when politics is something one does for fun rather than out of a profound moral obligation, the citizen who does not find it fun has no reason to engage. The important parts of politics for the average citizen simply may not be enjoyable….

An unqualified embrace of engagement, without leaders channeling activists toward clear goals, yields the spinning of wheels of hobbyism.

Democrats should know that an unending string of activities intended for instant gratification does not amount to much in political power. What they should ask is whether their emotions and energy are contributing to a behind-the-scenes effort to build local support across the country or whether they are merely a hollow, self-gratifying manifestation of the new political hobbyism….(More)”

The Digital Footprint of Europe’s Refugees


Pew Research Center: “Migrants leaving their homes for a new country often carry a smartphone to communicate with family that may have stayed behind and to help search for border crossings, find useful information about their journey or search for details about their destination. The digital footprints left by online searches can provide insight into the movement of migrants as they transit between countries and settle in new locations, according to a new Pew Research Center analysis of refugee flows between the Middle East and Europe.1

Refugees from just two Middle Eastern countries — Syria and Iraq — made up a combined 38% of the record 1.3 million people who arrived and applied for asylum in the European Union, Norway and Switzerland in 2015 and a combined 37% of the 1.2 million first-time asylum applications in 2016. Most Syrian and Iraqi refugees during this period crossed from Turkey to Greece by sea, before continuing on to their final destinations in Europe.

Since many refugees from Syria and Iraq speak Arabic as their native, if not only, language, it is possible to identify key moments in their migration by examining trends in internet searches conducted in Turkey using Arabic, as opposed to the dominant Turkic languages in that country. For example, Turkey-based searches for the word “Greece” in Arabic closely mirror 2015 and 2016 fluctuations in the number of refugees crossing the Aegean Sea to Greece. The searches also provide a window into how migrants planned to move across borders — for example, the search term “Greece” was often combined with “smuggler.” In addition, an hourly analysis of searches in Turkey shows spikes in the search term “Greece” during early morning hours, a typical time for migrants making their way across the Mediterranean.

Comparing online searches with migration data

This report’s analysis compares data from internet searches with government and international agency refugee arrival and asylum application data in Europe from 2015 and 2016. Internet searches were captured from Google Trends, a publicly-available analytical tool that standardizes search volume by language and location over time. The analysis examines searches in Arabic, done in Turkey and Germany, for selected words such as “Greece” or “German” that can be linked to migration patterns. For a complete list of search terms employed, see the methodology. Google releases hourly, daily and weekly search data.

Google does not release the actual number of searches conducted but provides a metric capturing the relative change in searches over a specified time period. The metric ranges from 0 to 100 and indicates low- or high-volume search activity for the time period. Predicting or deciphering human behavior from the analysis of internet searches has limitations and remains experimental. But, internet search data does offer a potentially promising way to explore migration flows crossing international borders.

Migration data cited in this report come from two sources. The first is the United Nations High Commissioner for Refugees (UNHCR), which provides data on new arrivals into Greece on a monthly basis. The second is first-time asylum applications from Eurostat, Europe’s statistical agency. Since both Syrian and Iraqi asylum seekers have had fairly high acceptance rates in Europe, it is likely that most Syrian and Iraqi migrants entering during 2015 and 2016 were counted by UNHCR and applied for asylum with European authorities.

The unique circumstances of this Syrian and Iraqi migration — the technology used by refugees, the large and sudden movement of refugees and language groups in transit and destination countries — presents a unique opportunity to integrate the analysis of online searches and migration data. The conditions that permit this type of analysis may not apply in other circumstances where migrants are moving between countries….(More)”

Policymakers around the world are embracing behavioural science


The Economist: “In 2013 thousands of school pupils in England received a letter from a student named Ben at the University of Bristol. The recipients had just gained good marks in their GCSEs, exams normally taken at age 16. But they attended schools where few pupils progressed to university at age 18, and those that did were likely to go to their nearest one. That suggested the schools were poor at nurturing aspiration. In his letter Ben explained that employers cared about the reputation of the university a job applicant has attended. He pointed out that top universities can be a cheaper option for poorer pupils, because they give more financial aid. He added that he had not known these facts at the recipient’s age.

The letters had the effect that was hoped for. A study published in March found that after leaving school, the students who received both Ben’s letter and another, similar one some months later were more likely to be at a prestigious university than those who received just one of the letters, and more likely again than those who received none. For each extra student in a better university, the initiative cost just £45 ($58), much less than universities’ own attempts to broaden their intake. And the approach was less heavy-handed than imposing quotas for poorer pupils, an option previous governments had considered. The education department is considering rolling out the scheme….

Some critics feared that nudges would do little good, and that their effects would fade over time. Others warned that governments were straying perilously close to mass manipulation. More recently, some of the findings on which the behavioural sciences rest have been questioned, as researchers in many fields have sought to replicate famous results, and failed.

By and large those doubts have been allayed. Even if specific results turn out to be mistaken, an experimental, iterative, data-driven approach to policymaking is gaining ground in many places, not just in dedicated units, but throughout government.

Nudging is hardly new. “In Genesis, Satan nudged, and Eve did too,” writes Cass Sunstein of Harvard University. From the middle of the 20th century psychologists such as Stanley Milgram and Philip Zimbardo showed how sensitive humans are to social pressure. Daniel Kahneman and Amos Tversky described the mental shortcuts and biases that influence decision-making. Dale Carnegie and Robert Cialdini wrote popular books on persuasion. Firms, especially in technology, retail and advertising, used behavioural science to shape brand perception and customer behaviour—and, ultimately, to sell more stuff.

But governments’ use of psychological insights to achieve policy goals was occasional and unsystematic. According to David Halpern, the boss of BIT, as far as policymakers were concerned, psychology was “the sickly sibling to economics”. That began to change after Mr Sunstein and Richard Thaler, an economist, published “Nudge”, in 2008. The book attacked the assumption of rational decision-making inherent in most economic models and showed how “choice architecture”, or context, could be changed to “nudge” people to make better choices…..

Now many governments are turning to nudges to save money and do better. In 2014 the White House opened the Social and Behavioural Sciences Team. A report that year by Mark Whitehead of Aberystwyth University counted 51 countries in which “centrally directed policy initiatives” were influenced by behavioural sciences. Non-profit organisations such as Ideas42, set up in 2008 at Harvard University, help run dozens of nudge-style trials and programmes around the world. In 2015 the World Bank set up a group that is now applying behavioural sciences in 52 poor countries. The UN is turning to nudging to help hit the “sustainable development goals”, a list of targets it has set for 2030….

Among the most effective nudges are “social” ones: those that communicate norms or draw on people’s networks. A scheme tested in Guatemala with help from the World Bank and BIT tweaked the wording of letters sent to people and firms who had failed to submit tax returns the previous year. The letters that framed non-payment as an active choice, or noted that paying up is more common than evasion, cut the number of non-payers in the following year and increased the average sum paid. And a trial involving diabetes shows that it matters to nudge at the right moment. In 2014 Hamad Medical Corporation, a health-care provider in Qatar, raised take-up rates for diabetes screening by offering it during Ramadan. That meant most Qataris were fasting, so the need to do so before the test imposed no extra burden….(More)”.

Tech Companies Should Speak Up for Refugees, Not Only High-Skilled Immigrants


Mark Latonero at Harvard Business Review: “The Trump administration’s latest travel ban is back in U.S. federal court. The Fourth Circuit, based in Virginia, and Ninth Circuit, based in San Francisco, are hearing cases challenging the latest executive order banning immigrants and refugees from six Muslim majority countries from entering the United States. Joining the fray are 162 technology companies, whose lawyers collectively filed an amicus brief to both courts. Amazon, eBay, Google, Facebook, Netflix, and Uber are among the companies urging federal judges to rule against the executive order, detailing why it is unjust and how it would hurt their businesses.

While the 40-page brief is filled with arguments in support of immigration, it hardly speaks about refugees, except to note that those seeking protection should be welcomed. Any multinational company with a diverse workforce would be concerned about limits to international hiring and employee travel. But tech companies should also be concerned about the refugee populations that depend on their digital services for safety and survival.

In researching migration and the refugee crisis in Europe, my team and I interviewed over 140 refugees from Syria, and I’ve learned that technology has been crucial to those fleeing war and violence across the Middle East and North Africa. Services like Google Maps, Facebook, WhatsApp, Skype, and Western Union have helped refugees find missing loved ones or locate safe places to sleep. Mobile phones have been essential — refugees have even used them on sinking boats to call rescue officials patrolling the Mediterranean.

Refugees’ reliance on these platforms demonstrates what tech companies often profess: that innovation can empower people to improve their lives and society. Tech companies did not intend for their tools to facilitate one of the largest mass movements of refugees in history, but they have a responsibility to look out for the safety and security of the vulnerable consumers using their products.

Some tech companies have intervened directly in the refugee crisis. Google has created apps to help refugees in Greece find medical facilities and other services; Facebook promised to provide free Wi-Fi in U.N. refugee camps. A day after President Trump issued the first travel ban, which initially suspended the U.S. Refugee Admissions Program, Airbnb announced it would provide free housing to refugees left stranded….

The sector should extend these efforts by making sure its technologies aren’t used to target broad groups of people based on nationality or religion. Already the U.S. Customs and Border Protection (CPB) is asking for the social media accounts — even passwords — of visitors from other counties. The Council on American-Islamic Relations has filed complaints against the CPB, stating that Muslim American citizens have been subjected to enhanced screening that includes scrutiny of their social media accounts and cell phones.

Trump has talked about creating a database to identify and register Muslims in America, including refugees. A number of companies, including IBM, Microsoft, and Salesforce, have stated they will not help build a Muslim registry if asked by the government. In addition, a group of nearly 3,000 American tech employees signed an online pledge promising they would not develop data processing systems to help the U.S. government target individuals based on race, religion, or national origin….(More)”.

Blockchain 2.0: How it could overhaul the fabric of democracy and identity


Colm Gorey at SiliconRepublic: “…not all blockchain technologies need to be about making money. A recent report issued by the European Commission discussed the possible ways it could change people’s lives….
While many democratic nations still prefer a traditional paper ballot system to an electronic voting system over fears that digital votes could be tampered with, new technologies are starting to change that opinion.
One suggestion is blockchain enabled e-voting (BEV), which would take control from a central authority and put it back in the hands of the voter.
As a person’s vote would be timestamped with details of their last vote thanks to the encrypted algorithm, an illegitimate one would be spotted more easily by a digital system, or even those within digital-savvy communities.
Despite still being a fledgling technology, BEV has already begun working on the local scale of politics within Europe, such as the internal elections of political parties in Denmark.
But perhaps at this early stage, its actual use in governmental elections at a national level will remain limited, depending on “the extent to which it can reflect the values and structure of society, politics and democracy”, according to the EU….blockchain has also been offered as an answer to sustaining the public service, particularly with transparency of where people’s taxes are going.
One governmental concept could allow blockchain to form the basis for a secure method of distributing social welfare or other state payments, without the need for divisions running expensive and time-consuming fraud investigations.
Irish start-up Aid:Tech is one noticeable example that is working with Serbia to do just that, along with its efforts to use blockchain to create a transparent system for aid to be evenly distributed in countries such as Syria.
Bank of Ireland’s innovation manager, Stephen Moran, is certainly of the opinion that blockchain in the area of identity offers greater revolutionary change than BEV.
“By identity, that can cover everything from educational records, but can also cover the idea of a national identity card,” he said in conversation with Siliconrepublic.com….
But perhaps the wildest idea within blockchain – and one that is somewhat connected to governance – is that, through an amalgamation of smart contracts, it could effectively run itself as an artificially intelligent being.
Known as decentralised autonomous organisations (DAOs), these are, in effect, entities that can run a business or any operation autonomously, allocating tasks or distributing micropayments instantly to users….
An example similar to the DAO already exists, in a crowdsourced blockchain online organisation run entirely on the open source platform Ethereum.
Last year, through the sheer will of its users, it was able to crowdfund the largest sum ever – $100m – through smart contracts alone.
If it appears confusing and unyielding, then you are not alone.
However, as was simply summed up by writer Leda Glyptis, blockchain is a force to be reckoned with, but it will be so subtle that you won’t even notice….(More)”.

Wiki-journalism may be part of the answer to fake news


 at the Financial Times: “During the Iraq war, the Los Angeles Times attempted to harness the collective wisdom of its readers by crowdsourcing an editorial, called a wikitorial, on the conflict. It was a disaster. The arguments between the hawks and doves quickly erupted into a ranting match. The only way to salvage the mess was to “fork” the debate inviting the two sides to refine separate arguments.

If it is impossible to crowdsource an opinion column, is it any more realistic to do so with news in our hyper-partisan age? We are about to find out as Jimmy Wales, the founder of Wikipedia, is launching Wikitribune in an attempt to do just that. Declaring that “news is broken”, Mr Wales said his intention was to combine the radical community spirit of Wikipedia with the best practices of journalism. His crowdfunded news site, free of advertising and paywalls, will initially be staffed by 10 journalists working alongside volunteer contributors.

Mr Wales is right that the news business desperately needs to regain credibility given the erosion of trusted media organisations, the proliferation of fake news and the howling whirlwind of social media. It is doubly problematic in an era in which unscrupulous politicians, governments and corporations can now disintermediate the media by providing their own “alternative facts” direct to the public.

Unlikely as it is that Wikitribune has stumbled upon the answer, it should be applauded for asking the right questions. How can the media invent sustainable new models that combine credibility, relevance and reach? One thing to note is that Wikipedia has for years been producing crowdsourced news in the Wikinews section of its site, with little impact. Wikinews invites anyone to write the news. But the service is slow, clunky and dull.

As a separate project, Wikitribune is breaking with Wikipedia’s core philosophy by entrusting experts with authority. As a journalist, I warm to the idea that Mr Wales thinks we serve some useful purpose. But it will surely take time for his new site to create a viable hybrid culture….(More)”.

Intelligence and Information Gathering through Deliberative Crowdsourcing

This article examines how the wisdom of the crowds can be used in a deliberative manner to extract new knowledge through crowdsourcing. We will specifically examine cases of intelligence and information gathering through the analysis of a suspected nuclear reactor in Syria and the use of the crowd in mapping unknown or rapidly changing environments. Through case analysis, this article seeks to understand if crowdsourcing can offer a potential opportunity for public managers to reduce transactions costs while engaging the crowd in a form of deliberative governance to understand and potentially solve public problems. Our approach involves applying the seven lessons of deliberative governance (Scott, Adams, & Wechsler, 2004) to our cases in order to produce five administrative concepts for creating mini-publics for deliberative crowdsourcing….(More)”.

These Refugees Created Their Own Aid Agency Within Their Resettlement Camp


Michael Thomas at FastCompany: “…“In the refugee camps, we have two things: people and time,” Jackl explained. He and his friends decided that they would organize people to improve the camp. The idea was to solve two problems at once: Give refugees purpose, and make life in the camp better for everyone….

It began with repurposing shipping material. The men noticed that every day, dozens of shipments of food, medicine, and other aid came to their camp. But once the supplies were unloaded, aid workers would throw the pallets away. Meanwhile, people were sleeping in tents that would flood when it rained. So Jackl led an effort to break the pallets down and use the wood to create platforms on which the tents could sit.

Shortly afterwards, they used scrap wood and torn pieces of fabric to build a school, and eventually found a refugee who was a teacher to lead classes. The philosophy was simple and powerful: Use resources that would otherwise go to waste to improve life in their camp. As word spread of their work on social media, Jackl began to receive offers from people who wanted to donate money to his then unofficial cause. “All these people began asking me ‘What can I do? Can I give you money?’ And I’d tell them, ‘Give me materials,’” he said.

“People think that refugees are weak. But they survived war, smugglers, and the camps,” Jackl explains. His mission is to change the refugee image from one of weakness to one of resilience and strength. Core to that is the idea that refugees can help one another instead of relying on aid workers and NGOs, a philosophy that he adopted from an NGO called Jafra that he worked for in Syria…(More)”

Fighting famine with mobile data


Steve Schwartz at Tableau: “For most people, asking about the price of a bag of rice is inconsequential. For Moustapha Toure, it is a question of life and death for thousands.

A Vulnerability Analysis and Mapping (VAM) Officer with the United Nations World Food Programme (WFP) in Maiduguri, Nigeria, Moustapha and his team are currently collecting price data and assessing food security in a corner of the country wracked by the effects of the Boko Haram insurgency.

When the conflict broke out in 2009, the threat of violence made it difficult for humanitarian workers like Moustapha to access the communities they serve.

“The security situation made it impossible for the team to go to local markets, talk to vendors, or even chat with people in their homes—all the things they usually do to gather data on local food prices,” said the WFP Nigeria Country Director, Ronald Sibanda.

To overcome this challenge, WFP, in collaboration with the Nigerian National Emergency Management Agency (NEMA), turned to an innovative new approach for collecting data via mobile phones, known as mobile Vulnerability Analysis and Mapping (mVAM). Using mVAM, WFP and its partners can remotely collect food security and price data. Not only does this approach provide a way to hear from people in inaccessible areas, but it also makes near real-time reporting to local decision-makers possible. That means WFP staff like Moustapha are able to make reliable, data-informed decisions that may impact the lives of more than one million people across the affected Nigerian states.

A Vital Lifeline for a Looming Famine

The mVAM team could be in demand now more than ever. Along with Yemen, Somalia, and South Sudan, Nigeria is one of the four countries at risk of famine. Stephen O’Brien, the United Nation’s Emergency Relief Coordinator, recently described this global food security emergency as the most serious humanitarian crisis since the Second World War.

For seven years, the Boko Haram conflict has affected communities in north-eastern Nigeria, leaving some 5.1 million people food insecure in Borno, Yobe and Adamawa states and forcing an estimated 1.9 million people to leave behind their homes, land, and livelihoods.

Without this remotely-collected information, little would be known about these areas and how the conflict is affecting food security. However, this data—collected on a regular basis—actually presents a unique opportunity. In the new system, WFP’s VAM team can take a leap forward from traditional PDF reports which take at least a few weeks, to produce a near real-time look at the situation on the ground…(More)”.

Migration tracking is a mess


Huub Dijstelbloem in Nature: “As debates over migration, refugees and freedom of movement intensify, technologies are increasingly monitoring the movements of people. Biometric passports and databases containing iris scans or fingerprints are being used to check a person’s right to travel through or stay within a territory. India, for example, is establishing biometric identification for its 1.3 billion citizens.

But technologies are spreading beyond borders. Security policies and humanitarian considerations have broadened the landscape. Drones and satellite images inform policies and direct aid to refugees. For instance, the United Nations Institute for Training and Research (UNITAR), maps refugee camps in Jordan and elsewhere with its Operational Satellite Applications Programme (UNOSAT; see www.unitar.org/unosat/map/1928).

Three areas are in need of research, in my view: the difficulties of joining up disparate monitoring systems; privacy issues and concerns over the inviolability of the human body; and ‘counter-surveillance’ deployed by non-state actors to highlight emergencies or contest claims that governments make.

Ideally, state monitoring of human mobility would be bound by ethical principles, solid legislation, periodical evaluations and the checks and balances of experts and political and public debates. In reality, it is ad hoc. Responses are arbitrary, fuelled by the crisis management of governments that have failed to anticipate global and regional migration patterns. Too often, this results in what the late sociologist Ulrich Beck called organized irresponsibility: situations of inadequacy in which it is hard to blame a single actor.

Non-governmental organizations, activists and migrant groups are using technologies to register incidents and to blame and shame states. For example, the Forensic Architecture research agency at Goldsmiths, University of London, has used satellite imagery and other evidence to reconstruct the journey of a boat that left Tripoli on 27 March 2011 with 72 passengers. A fortnight later, it returned to the Libyan coast with just 9 survivors. Although the boat had been spotted by several aircraft and vessels, no rescue operation had been mounted (go.nature.com/2mbwvxi). Whether the states involved can be held accountable is still being considered.

In the end, technologies to monitor mobility are political tools. Their aims, design, use, costs and consequences should be developed and evaluated accordingly….(More)”.
