How the Data That Internet Companies Collect Can Be Used for the Public Good

These types of behaviors are hard to generate with existing social science methods. All this information poses its own problems, of complexity and noise, of risks to privacy and security, but it also represents tremendous potential for mobilizing new forms of intelligence.

In a recent report, we examine ways to harness this potential while limiting and addressing the challenges. Developed in collaboration with Facebook, the report seeks to understand how public and private organizations can join forces to use social media data — through data collaboratives — to mitigate and perhaps solve some our most intractable policy dilemmas.

Data Collaboratives: Public-Private Partnerships for Our Data Age 

For all of data’s potential to address public challenges, most data generated today is collected by the private sector. Typically ensconced in corporate databases, and tightly held in order to maintain competitive advantage, this data contains tremendous possible insights and avenues for policy innovation. But because the analytical expertise brought to bear on it is narrow, and limited by private ownership and access restrictions, its vast potential often goes untapped.

Data collaboratives offer a way around this limitation. They represent an emerging public-private partnership model, in which participants from different areas , including the private sector, government, and civil society , can come together to exchange data and pool analytical expertise in order to create new public value. While still an emerging practice, examples of such partnerships now exist around the world, across sectors and public policy domains….

Professionalizing the Responsible Use of Private Data for Public Good

For all its promise, the practice of data collaboratives remains ad hoc and limited. In part, this is a result of the lack of a well-defined, professionalized concept of data stewardship within corporations. Today, each attempt to establish a cross-sector partnership built on the analysis of social media data requires significant and time-consuming efforts, and businesses rarely have personnel tasked with undertaking such efforts and making relevant decisions.

As a consequence, the process of establishing data collaboratives and leveraging privately held data for evidence-based policy making and service delivery is onerous, generally one-off, not informed by best practices or any shared knowledge base, and prone to dissolution when the champions involved move on to other functions.

By establishing data stewardship as a corporate function, recognized within corporations as a valued responsibility, and by creating the methods and tools needed for responsible data-sharing, the practice of data collaboratives can become regularized, predictable, and de-risked.

If early efforts toward this end — from initiatives such as Facebook’s Data for Good efforts in the social media space and MasterCard’s Data Philanthropy approach around finance data — are meaningfully scaled and expanded, data stewards across the private sector can act as change agents responsible for determining what data to share and when, how to protect data, and how to act on insights gathered from the data.

Still, many companies (and others) continue to balk at the prospect of sharing “their” data, which is an understandable response given the reflex to guard corporate interests. But our research has indicated that many benefits can accrue not only to data recipients but also to those who share it. Data collaboration is not a zero-sum game.

With support from the Hewlett Foundation, we are embarking on a two-year project toward professionalizing data stewardship (and the use of data collaboratives) and establishing well-defined data responsibility approaches. The Future Computed: Artificial Intelligence and its role in society


Brad Smith at the Microsoft Blog: “Today Microsoft is releasing a new book, The Future Computed: Artificial Intelligence and its role in society. The two of us have written the foreword for the book, and our teams collaborated to write its contents. As the title suggests, the book provides our perspective on where AI technology is going and the new societal issues it has raised.

On a personal level, our work on the foreword provided an opportunity to step back and think about how much technology has changed our lives over the past two decades and to consider the changes that are likely to come over the next 20 years. In 1998, we both worked at Microsoft, but on opposite sides of the globe. While we lived on separate continents and in quite different cultures, we shared similar experiences and daily routines which were managed by manual planning and movement. Twenty years later, we take for granted the digital world that was once the stuff of science fiction.

Technology – including mobile devices and cloud computing – has fundamentally changed the way we consume news, plan our day, communicate, shop and interact with our family, friends and colleagues. Two decades from now, what will our world look like? At Microsoft, we imagine that artificial intelligence will help us do more with one of our most precious commodities: time. By 2038, personal digital assistants will be trained to anticipate our needs, help manage our schedule, prepare us for meetings, assist as we plan our social lives, reply to and route communications, and drive cars.

Beyond our personal lives, AI will enable breakthrough advances in areas like healthcare, agriculture, education and transportation. It’s already happening in impressive ways.

But as we’ve witnessed over the past 20 years, new technology also inevitably raises complex questions and broad societal concerns. As we look to a future powered by a partnership between computers and humans, it’s important that we address these challenges head on.

How do we ensure that AI is designed and used responsibly? How do we establish ethical principles to protect people? How should we govern its use? And how will AI impact employment and jobs?

To answer these tough questions, technologists will need to work closely with government, academia, business, civil society and other stakeholders. At Microsoft, we’ve identified six ethical principles – fairness, reliability and safety, privacy and security, inclusivity, transparency, and accountability – to guide the cross-disciplinary development and use of artificial intelligence. The better we understand these or similar issues — and the more technology developers and users can share best practices to address them — the better served the world will be as we contemplate societal rules to govern AI.

We must also pay attention to AI’s impact on workers. What jobs will AI eliminate? What jobs will it create? If there has been one constant over 250 years of technological change, it has been the ongoing impact of technology on jobs — the creation of new jobs, the elimination of existing jobs and the evolution of job tasks and content. This too is certain to continue.

Can Big Data Revolutionize International Human Rights Law?

Sarfaty in the Journal of International Law: “International human rights efforts have been overly reliant on reactive tools and focused on treaty compliance, while often underemphasizing the prevention of human rights violations. I argue that data analytics can play an important role in refocusing the international human rights regime on its original goal of preventing human rights abuses, but it comes at a cost.

There are risks in advancing a data-driven approach to human rights, including the privileging of certain rights subject to quantitative measurement and the precipitation of further human rights abuses in the process of preventing other violations. Moreover, the increasing use of big data can ultimately privatize the international human rights regime by transforming the corporation into a primary gatekeeper of rights protection. Such unintended consequences need to be addressed in order to maximize the benefits and minimize the risks of using big data in this field….(More)”.

AI System Sorts News Articles By Whether or Not They Contain Actual Information


Michael Byrne at Motherboard:”… in a larger sense it’s worth wondering to what degree the larger news feed is being diluted by news stories that are not “content dense.” That is, what’s the real ratio between signal and noise, objectively speaking? To start, we’d need a reasonably objective metric of content density and a reasonably objective mechanism for evaluating news stories in terms of that metric.

In a recent paper published in the Journal of Artificial Intelligence Research, computer scientists Ani Nenkova and Yinfei Yang, of Google and the University of Pennsylvania, respectively, describe a new machine learning approach to classifying written journalism according to a formalized idea of “content density.” With an average accuracy of around 80 percent, their system was able to accurately classify news stories across a wide range of domains, spanning from international relations and business to sports and science journalism, when evaluated against a ground truth dataset of already correctly classified news articles.

At a high level this works like most any other machine learning system. Start with a big batch of data—news articles, in this case—and then give each item an annotation saying whether or not that item falls within a particular category. In particular, the study focused on article leads, the first paragraph or two in a story traditionally intended to summarize its contents and engage the reader. Articles were drawn from an existing New York Times linguistic dataset consisting of original articles combined with metadata and short informative summaries written by researchers….(More)”.

Universities must prepare for a technology-enabled future


 in the Conversation: “Automation and artificial intelligence technologies are transforming manufacturingcorporate work and the retail business, providing new opportunities for companies to explore and posing major threats to those that don’t adapt to the times. Equally daunting challenges confront colleges and universities, but they’ve been slower to acknowledge them.

At present, colleges and universities are most worried about competition from schools or training systems using online learning technology. But that is just one aspect of the technological changes already under way. For example, some companies are moving toward requiring workers have specific skills trainings and certifications – as opposed to college degrees.

As a professor who researches artificial intelligence and offers distance learning courses, I can say that online education is a disruptive challenge for which colleges are ill-prepared. Lack of student demand is already closing 800 out of roughly 10,000 engineering colleges in India. And online learning has put as many as half the colleges and universities in the U.S. at risk of shutting down in the next couple decades as remote students get comparable educations over the internet – without living on campus or taking classes in person. Unless universities move quickly to transform themselves into educational institutions for a technology-assisted future, they risk becoming obsolete….(More)”

A Guide to Chicago’s Array of Things Initiative


Sean Thornton at Data-Smart City Solutions: “The 606, Chicago’s rails-to-trails project that stretches for 4.2 miles on the city’s northwest side, has been popular with residents and visitors ever since its launch last year.  The trail recently added a new art installationBlue Sky, that will greet visitors over the next five years with an array of lights and colors. Less noticed, but no less important, will be another array on display near the trail: a sensor node from Chicago’s Array of Things initiative.

If you’re a frequent reader of all things civic tech, then you may have already come across the Array of Things (AoT).  Launched in 2016, the project, which consists of a network of sensor boxes mounted on light posts, has now begun collecting a host of real-time data on Chicago’s environmental surroundings and urban activity.   After installing a small number of sensors downtown and elsewhere in 2016, Chicago is now adding additional sensors across the city and the city’s data portal currently lists locations for all of AoT’s active and yet-to-be installed sensors.  This year, data collected from AoT will be accessible online, providing valuable information for researchers, urban planners, and the general public.

AoT’s public engagement campaign has been picking up steam as well, with a recent community event held this fall. As a non-proprietary project, AoT is being implemented as a tool to improve not just urban planning and sustainability efforts, but quality of life for residents and communities. To engage with the public, project leaders have held meetings and workshops to build relationships with residents and identify community priorities. Those priorities, which vary from community to community, could range from monitoring traffic congestion around specific intersections to addressing air quality concerns at local parks and schoolyards.

The AoT project is a leading example of how new technology—and the Internet of Things (IoT) in particular—is transforming efforts for sustainable urban growth and “smart” city planning.  AoT’s truly multi-dimensional character sets it apart from other smart city efforts: complementing environmental sensor data collection, the initiative includes educational programming, community outreach, and R&D opportunities for academics, startups, corporations, and other organizations that could stand to benefit.

Launching a project like AoT, of course, isn’t as simple as installing sensor nodes and flipping on a switch. Tracking Metrics in Social 3.0

However, as engagement on the channel increases, marketers are in a pickle. While they want to track and support valuable experiences on Facebook, they’re unsure if they can trust the channel’s metrics…..Marketers’ wavering trust in Facebook metrics warrants a look back at the evolution of social media itself.

At social’s advent (Social 1.0), metrics focused strictly on likes and comments. Content simply wasn’t as important as users learned to build social profiles and make the platform work for them.

Then, Social 2.0 invited brands to enter the fray. With them came the new role of content as a driver of top-line metrics.

Now, we’re in the midst of Social 3.0, where advancements in the technology have made it possible for social channels to result in real ad conversions.

When it comes to these conversions, it’s no longer all about the click. There’s been a marked shift away from social interactions of the past, which centered around intangible things like likes and engagement-based activities. Now, marketers are tasked with tracking more tangible metrics like conversions. Another way to look at this evolution is from social objectives (likes, shares, comments) to real business objectives (conversions, units sold, cost per sale)….

To thrive in Social 3.0, marketers must provide more direct channels for responses with lower barriers of entry, and do more of this work themselves.

They must also come to terms with the fact that while Facebook often feels like an owned channel, it’s first and foremost a platform designed for consumers. This means they cannot blindly put all their trust in Facebook’s metrics. Rather, marketers should be partnering with available third-party technologies to truly understand, trust and drive full value from Facebook insights.

Call tracking provides an avenue for this. Armed with call tracking software, marketers can determine which campaigns are causing Facebook users to pick up their phones. For instance, marketers can assign unique call numbers to separate Facebook campaigns to A/B test different copy and CTAs. Once they know what’s working best, they can incorporate that feedback into future campaigns.

Other analytics tools then provide a clearer picture. For example, marketers can leverage insights from Google Analytics, third-party data providers or other big analytics tools to learn more about the users that are engaging. Inside China’s Vast New Experiment in Social Ranking


Mara Hvistendahl at Wired: “…During the past 30 years, by contrast, China has grown to become the world’s second largest economy without much of a functioning credit system at all. The People’s Bank of China, the country’s central banking regulator, maintains records on millions of consumers, but they often contain little or no information. Until recently, it was difficult to get a credit card with any bank other than your own. Consumers mainly used cash….

In 2013, Ant Financial executives retreated to the mountains outside Hangzhou to discuss creating a slew of new products; one of them was Zhima Credit. The executives realized that they could use the data-collecting powers of Alipay to calculate a credit score based on an individual’s activities. “It was a very natural process,” says You Xi, a Chinese business reporter who detailed this pivotal meeting in a recent book, Ant Financial. “If you have payment data, you can assess the credit of a person.” And so the tech company began the process of creating a score that would be “credit for everything in your life,” as You explains it.

Ant Financial wasn’t the only entity keen on using data to measure people’s worth. Coincidentally or not, in 2014 the Chinese government announced it was developing what it called a system of “social credit.” In 2014, the State Council, China’s governing cabinet, publicly called for the establishment of a nationwide tracking system to rate the reputations of individuals, businesses, and even government officials. The aim is for every Chinese citizen to be trailed by a file compiling data from public and private sources by 2020, and for those files to be searchable by fingerprints and other biometric characteristics. The State Council calls it a “credit system that covers the whole society.”…

In 2015 Ant Financial was one of eight tech companies granted approval from the People’s Bank of China to develop their own private credit scoring platforms. Zhima Credit appeared in the Alipay app shortly after that. The service tracks your behavior on the app to arrive at a score between 350 and 950, and offers perks and rewards to those with good scores. Zhima Credit’s algorithm considers not only whether you repay your bills but also what you buy, what degrees you hold, and the scores of your friends. Like Fair and Isaac decades earlier, Ant Financial executives talked publicly about how a data-driven approach would open up the financial system to people who had been locked out, like students and rural Chinese. For the more than 200 million Alipay users who have opted in to Zhima Credit, the sell is clear: Your data will magically open doors for you….

Often, data brokers are flat-out wrong. The data broker Acxiom, which provides some information about what it collects on a site called AboutTheData.com, has me pegged as a single woman with a high school education and a “likely Las Vegas gambler,” when in fact I’m married, have a master’s degree, and have never even bought a lottery ticket. But it is impossible to challenge these assessments, since we’re never told that they exist. I know more about Zhima Credit’s algorithm than I do about how US data brokers rate me. This is, as Pasquale points out in his book The Black Box Society, essentially a “one-way mirror.”…(More)”.
