Big video data could change how we do everything — from catching bad guys to tracking shoppers

Mining video data through “man + machine” artificial intelligence is new technology in search of unsolved problems. Could this be the next chapter in the ever-evolving technology revolution?
For the past 50 years, satellite imagery has only been available to the U.S. intelligence community and those countries with technology to launch their own. Digital Globe was one of the first companies to make satellite imagery available commercially, and now Skybox and a few others have joined them. Drones are even newer, having been used by the U.S. military since the ‘90s for surveillance over battlefields or, in this age of counter-terrorism, playing the role of aerial detectives finding bad guys in the middle of nowhere. Before drones, the same tasks required thousands of troops on the ground, putting many young men and women in harm’s way. Today, hundreds of trained “eyes” safely located here in the U.S. watch hours of video from a single drone to assess current situations in countries far away….”

Anyone can now crowdfund their legal battle


Springwise: “Platforms such as Indiegogo and Kickstarter have helped to prove that crowdfunding is now a viable option for entrepreneurs wanting to get a product off the ground, but both still have strict rules about what can be funded (despite the latter relaxing theirs earlier this year). There has been a push to create more social crowdfunding platforms however, and we’ve seen Watsi let donors pledge money to individuals’ healthcare needs. Now the legal industry has got its own crowdfunding site. New York’s Lexshares is getting investors to provide support to those who can’t afford the high costs of court battles.
Legal fights can be incredibly expensive, and if you want a good lawyer than plaintiffs will need to cough up. Unfortunately, those with a case may not have the funds to bring their battle to court and end up with an injustice going unchallenged. LexShares helps connect those people and businesses with investors that could help front the legal costs of taking their opponent to trial.
Specializing in ‘David and Goliath’ cases between small businesses and large corporations and multinationals, anyone can send their case in to be reviewed by LexShares’ team of law professionals. If they believe it has a chance, it’s posted on the site for investors to review. Anyone who wants to support the case can decide how much they want to invest. If it’s successful, investors receive a return of any legal fees and damages recovered through the trial, but if it fails the plaintiff doesn’t need to pay them anything. Investors can track each case through the LexShares dashboard.
LexShares aims to help businesses who might otherwise not have the capital to take their case to court. However, the company may need to be careful that the platform doesn’t turn the legal process into a betting platform for investors. Could this type of crowdfunding work for individuals who typically find it hard to get representation?

E-Governance for Smart Cities


New book edited by Vinod Kumar, T. M. : “This book highlights the electronic governance in a smart city through case studies of cities located in many countries. “E-Government” refers to the use by government agencies of information technologies (such as Wide Area Networks, the Internet, and mobile computing) that have the ability to transform relations with citizens, businesses, and other arms of government. These technologies can serve a variety of different ends: better delivery of government services to citizens, improved interactions with business and industry, citizen empowerment through access to information, or more efficient government management. Selected Readings on Cities and Civic Technology

The Living Library’s Selected Readings series seeks to build a knowledge base on innovative approaches for improving the effectiveness and legitimacy of governance. This curated and annotated collection of recommended works on the topic of civic innovation was originally published in 2014.

The last five years have seen a wave of new organizations, entrepreneurs and investment in cities and the field of civic innovation.  Two subfields, Civic Tech and Government Innovation, are particularly aligned with GovLab’s interest in the ways in which technology is and can be deployed to redesign public institutions and re-imagine governance.

The emerging field of civic technology, or “Civic Tech,” champions new digital platforms, open data and collaboration tools for transforming government service delivery and engagement with citizens. Government Innovation, while not a new field, has seen in the last five years a proliferation of new structures (e.g. Mayor’s Office of New Urban Mechanics), roles (e.g. Chief Technology/Innovation Officer) and public/private investment (e.g. Innovation Delivery Teams and Code for America Fellows) that are building a world-wide movement for transforming how government thinks about and designs services for its citizens.

There is no set definition for “civic innovation.” However, broadly speaking, it is about improving our cities through the implementation of tools, ideas and engagement methods that strengthen the relationship between government and citizens. The civic innovation field encompasses diverse actors from across the public, private and nonprofit spectrums. These can include government leaders, nonprofit and foundation professionals, urbanists, technologists, researchers, business leaders and community organizers, each of whom may use the term in a different way, but ultimately are seeking to disrupt how cities and public institutions solve problems and invest in solutions.

  • Technology is viewed by some of the experts as an enabler of civic innovation – not necessarily the driver for innovation itself. What constitutes innovation is how new tools are implemented by government or by civic groups that changes the governing dynamic.

  • The report identified more than $430 million of private and philanthropic investment directed to 102 civic tech organizations from January 2011 to May 2013.

  • Commissioned by Living Cities and authored by Open Plans, the Field Scan investigates the emergent field of civic technology and generates the first analysis of the potential impact for the field as well as a critique for how tools and new methods need to be more inclusive of low-income communities in their use and implementation.
  • Respondents generally agreed that the tools developed and in use in cities so far are demonstrations of the potential power of civic tech, but that these tools don’t yet go far enough.
  • Civic tech tools have the potential to improve the lives of low-income people in a number of ways. However, these tools often fail to reach the population they are intended to benefit. To better understand this challenge, civic tech for low-income people must be considered in the broader context of their interactions with technology and with government.
  • Although hackathons are popular, their approach to problem solving is not always driven by community needs, and hackathons often do not produce useful material for governments or citizens in need.

  • The authors conducted interviews with leadership of innovation offices of cities that include Philadelphia, Austin, Kansas City, Chicago, Davis, Memphis and Los Angeles.
  • The report cites examples of offices, generates a typology for the field, links to projects and highlights success factors.

  • This article provides an overview of how different cities structure their Chief Innovation Officer positions and provides links to offices, projects and additional editorial content.
  • Some innovation officers find their duties merged with traditional CIO responsibilities, as is the case in Chicago, Philadelphia and New York City. Others, like those in Louisville and Nashville, have titles that reveal a link to their jurisdiction’s economic development endeavors.

  • In 2011, Bloomberg Philanthropies funded a three-year innovation capacity program in five major United States cities— Atlanta, Chicago, Louisville, Memphis, and New Orleans – in which cities could hire top-level staff to develop and see through the implementation of solutions to top mayoral priorities such as customer service, murder, homelessness, and economic development, using a sequence of steps.
  • The Innovation Delivery Team Playbook describes the Innovation Delivery Model and describes each aspect of the model from how to hire and structure the team, to how to manage roundtables and run competitions.

What do businesses really look for in open data?


Harvey Lewis in Computer Weekly:  “In 2015, the UK’s primary open data portal, www.data.gov.uk, will be six years old. The portal hosts approximately 20,000 official data sets from central government departments and their agencies, local authorities and other public sector bodies across the country. Just over half of these data sets are available as open data under the Open Government Licence (OGL). Data.gov.uk forms part of an international network of over three hundred open data efforts that have seen not just thousands but millions of data sets worldwide becoming freely available for personal or commercial use. …simply publishing open data does not guarantee that a business will use it…., if businesses are building new products or services, or relying on the data to inform their strategy, a number of characteristics other than just openness become critical in determining success:

  • Provenance – what is the source of the data and how it was collected? Is it authoritative?
  • Completeness and accuracy – are the examples and features of the data present and correct, and, if not, is the quality understood and documented?
  • Consistency – is the data published in a consistent, easy-to-access format and are any changes documented?
  • Timeliness – is the data available when it is needed for the time periods needed?
  • Richness – does the data contain a level of detail sufficient to answer our questions?
  • Guarantees of availability – will the data continue to be made available in the future?

If these characteristics cannot be guaranteed in open data or are unavailable except under a commercial licence then many businesses would prefer to pay to get them. While some public sector bodies – particularly the Trading Funds – have, over the years, established strong connections with business users of their data and understand their needs implicitly, the Open Data Institute is the first to cement these characteristics into a formal certification scheme for publishers of open data.
A campaign is needed to get publishers to adopt these certificates and to recognise that, economically at least, they are as important as Sir Tim Berners-Lee’s five-star scale for linked open data.  ….”

Mapping information economy business with big data: findings from the UK


NESTA: “This paper uses innovative ‘big data’ resources to measure the size of the information economy in the UK.

Key Findings

  • Counts of information economy firms are 42 per cent larger than SIC-based estimates
  • Using ‘big data’ estimates, the research finds 225,800 information economy businesses in the UK
  • Information economy businesses are highly clustered across the country, with very high counts in the Greater South East, notably London (especially central and east London), as well as big cities such as Manchester, Birmingham and Bristol
  • Looking at local clusters, we find hotspots in Middlesbrough, Aberdeen, Brighton, Cambridge and Coventry, among others

Information and Communications Technologies – and the digital economy they support – are of enduring interest to researchers and policymakers. National and local government are particularly keen to understand the characteristics and growth potential of ‘their’ digital businesses.
Given the recent resurgence of interest in industrial policy across many developed countries, there is now substantial policy interest in developing stronger, more competitive digital economies. For example, the UK’s current industrial strategy combines horizontal interventions with support for seven key sectors, of which the ‘information economy’ is one.
The desire to grow high–tech clusters is often prominent in the policy mix – for instance, the UK’s Tech City UK initiative, Regional Innovation Clusters in the US and elements of ‘smart specialisation’ policies in the EU.
In this paper, NIESR and Growth Intelligence use novel ‘big data’ sources to improve our understanding of information economy businesses in the UK – that is, those involved in the production of ICTs. We use this experience to critically reflect on some of the opportunities and challenges presented by big data tools and analytics for economic research and policymaking.”

Labcraft: How labs cultivate change through innovation and collaboration

Restoring Confidence in Open, Shared and Personal Data


Report of the UK Digital Government Review: “It is obvious that government needs to be able to use data both to deliver services and to present information to public view. How else would government know which bank account to place a pension payment into, or a citizen know the results of an election or how to contact their elected representatives?

As more and more data is created, preserved and shared in ever-increasing volumes a number of urgent questions are begged: over opportunities and hazards; over the importance of using best-practice techniques, insights and technologies developed in the private sector, academia and elsewhere; over the promises and limitations of openness; and how all this might be articulated and made accessible to the public.

Government has already adopted “open data” (we will discuss this more in the next section) and there are now increasing calls for government to pay more attention to data analytics and so-called “big data” – although the first faltering steps to unlock benefits, here, have often ended in the discovery that using large-scale data is a far more nuanced business than was initially assumed

Debates around government and data have often been extremely high-profile – the NHS care.data [27] debate was raging while this review was in progress – but they are also shrouded in terms that can generate confusion and complexities that are not easily summarized.

In this chapter we will unpick some of these terms and some parts of the debate. This is a detailed and complex area and there is much more that could have been included [28]. This is not an area that can easily be summarized into a simple bullet-pointed list of policies.

Understanding "New Power"


Article by Jeremy Heimans and Henry Timms in Harvard Business Review: “We all sense that power is shifting in the world. We see increasing political protest, a crisis in representation and governance, and upstart businesses upending traditional industries. But the nature of this shift tends to be either wildly romanticized or dangerously underestimated.
There are those who cherish giddy visions of a new techno-utopia in which increased connectivity yields instant democratization and prosperity. The corporate and bureaucratic giants will be felled and the crowds coronated, each of us wearing our own 3D-printed crown. There are also those who have seen this all before. Things aren’t really changing that much, they say. Twitter supposedly toppled a dictator in Egypt, but another simply popped up in his place. We gush over the latest sharing-economy start-up, but the most powerful companies and people seem only to get more powerful.
Both views are wrong. They confine us to a narrow debate about technology in which either everything is changing or nothing is. In reality, a much more interesting and complex transformation is just beginning, one driven by a growing tension between two distinct forces: old power and new power.
Old power works like a currency. It is held by few. Once gained, it is jealously guarded, and the powerful have a substantial store of it to spend. It is closed, inaccessible, and leader-driven. It downloads, and it captures.
New power operates differently, like a current. It is made by many. It is open, participatory, and peer-driven. It uploads, and it distributes. Like water or electricity, it’s most forceful when it surges. The goal with new power is not to hoard it but to channel it.

The battle and the balancing between old and new power will be a defining feature of society and business in the coming years. In this article, we lay out a simple framework for understanding the underlying dynamics at work and how power is really shifting: who has it, how it is distributed, and where it is heading….”
