The Yellow Vests movement and the urge to update democracy


Paula Forteza at OGP: “…The Yellow Vests movement in France is a complex social movement that points out social injustices from a political system that has excluded voices for decades. The movement shows the negative effects of the lack of participatory mechanisms in our institutional architecture. If the Yellow Vests are protesting in the streets today, it is certainly because an institutional dialogue was not possible, because their claims did not find an official channel of communication to reach the decision makers.

The inception of this movement is also symptomatic of the need to update our democracies. Organized through Facebook groups, the Yellow Vests is a leaderless movement that is challenging the hierarchical and vertical organization of the decision-making process. We need a more horizontal, agile and decentralized democracy to match the way civil society is getting organized on the internet. Social media platforms are not made for political mobilisation, as the rise of fake news, polarisation and foreign intervention have showed. Learning from these social media flaws, we can back an institutional change with the creation of dedicated platforms for political expression that are transparent, accountable and democratically governed.

Our reaction to this crisis needs to match the expectations. It is urgent to revitalise our democracies through a robust and impactful set of participatory initiatives. We have in our hands the future of the social contract and, in a way, the future of our democracy. Some initiatives have emerged in France: citizen questions to the government, legislative consultations, a collaborative space in the Parliament, more than 80 local participatory budgets and dozens of participatory experimentations. We need to scale up many local initiatives and include impactful and continuous participatory mechanisms into the institutional decision-making process. A constitutional reform is expected in France next January – let’s take this opportunity to institutionalize these mechanisms….(More)”.

Implementing Public Policy: Is it possible to escape the ‘Public Policy Futility’ trap?

“Polls suggest that governments across the world face high levels of citizen dissatisfaction, and low levels of citizen trust. The 2017 Edelman Trust Barometer found, for instance, that only 43% of those surveyed trust Canada’s government. Only 15% of those surveyed trust government in South Africa, and levels are low in other countries too—including Brazil (at 24%), South Korea (28%), the United Kingdom (36%), Australia, Japan, and Malaysia (37%), Germany (38%), Russia (45%), and the United States (47%). Similar surveys find trust in government averaging only 40-45% across member countries of the Organization for Economic Cooperation and Development (OECD), and suggest that as few as 31% and 32% of Nigerians and Liberians trust government.

There are many reasons why trust in government is deficient in so many countries, and these reasons differ from place to place. One common factor across many contexts, however, is a lack of confidence that governments can or will address key policy challenges faced by citizens.

Studies show that this confidence deficiency stems from citizen observations or experiences with past public policy failures, which promote jaundiced views of their public officials’ capabilities to deliver. Put simply, citizens lose faith in government when they observe government failing to deliver on policy promises, or to ‘get things done’. Incidentally, studies show that public officials also often lose faith in their own capabilities (and those of their organizations) when they observe, experience or participate in repeated policy implementation failures. Put simply, again, these public officials lose confidence in themselves when they repeatedly fail to ‘get things done’.

I call the ‘public policy futility’ trap—where past public policy failure leads to a lack of confidence in the potential of future policy success, which feeds actual public policy failure, which generates more questions of confidence, in a vicious self fulfilling prophecy. I believe that many governments—and public policy practitioners working within governments—are caught in this trap, and just don’t believe that they can muster the kind of public policy responses needed by their citizens.

Along with my colleagues at the Building State Capability (BSC) program, I believe that many policy communities are caught in this trap, to some degree or another. Policymakers in these communities keep coming up with ideas, and political leaders keep making policy promises, but no one really believes the ideas will solve the problems that need solving or produce the outcomes and impacts that citizens need. Policy promises under such circumstances center on doing what policymakers are confident they can actually implement: like producing research and position papers and plans, or allocating inputs toward the problem (in a budget, for instance), or sponsoring visible activities (holding meetings or engaging high profile ‘experts’ for advice), or producing technical outputs (like new organizations, or laws). But they hold back from promising real solutions to real problems, as they know they cannot really implement them (given past political opposition, perhaps, or the experience of seemingly interactable coordination challenges, or cultural pushback, and more)….(More)”.

Innovations In The Fight Against Corruption In Latin America

While focused on Latin America, the report’s proposals, especially those on the application of new technology in the fight against corruption, are relevant around the world….

The recommendations about the use of new technologies, including big data, blockchain and collective intelligence, are drawn from an effort undertaken last year by the Governance Lab at New York University’s Tandon School of Engineering to crowdsource such solutions and advice on how to implement them from a hundred global experts. Big data, when published as open data, namely in a form that can be re-used without legal or technical restriction and in a machine-readable format that computers can analyze, is another tool in the fight against corruption. With machine readable, big and open data, those outside of government can pinpoint and measure irregularities in government contracting, as Instituto Observ is doing in Brazil.

Opening up judicial data, such as information about case processing times, judges’ and prosecutors’ salaries, information about selection processes, such as CV’s, professional and academic backgrounds, and written and oral exam scores provides activists and reformers with the tools to fight judicial corruption. The Civil Association for Equality and Justice (ACIJ) (a non-profit advocacy group) in Argentina uses such open justice data in its Concursos Transparentes (Transparent Contests) to fight judicial corruption. Jusbrasil is a private open justice company also using open data to reform the courts in Brazil….(More)”

Harnessing Digital Tools to Revitalize European Democracy


Article by Elisa Lironi: “…Information and communication technology (ICT) can be used to implement more participatory mechanisms and foster democratic processes. Often referred to as e-democracy, there is a large range of very different possibilities for online engagement, including e-initiatives, e-consultations, crowdsourcing, participatory budgeting, and e-voting. Many European countries have started exploring ICT’s potential to reach more citizens at a lower cost and to tap into the so-called wisdom of the crowd, as governments attempt to earn citizens’ trust and revitalize European democracy by developing more responsive, transparent, and participatory decisionmaking processes.

For instance, when Anne Hidalgo was elected mayor of Paris in May 2014, one of her priorities was to make the city more collaborative by allowing Parisians to propose policy and develop projects together. In order to build a stronger relationship with the citizens, she immediately started to implement a citywide participatory budgeting project for the whole of Paris, including all types of policy issues. It started as a small pilot, with the city of Paris putting forward fifteen projects that could be funded with up to about 20 million euros and letting citizens vote on which projects to invest in, via ballot box or online. Parisians and local authorities deemed this experiment successful, so Hidalgo decided it was worth taking further, with more ideas and a bigger pot of money. Within two years, the level of participation grew significantly—from 40,000 voters in 2014 to 92,809 in 2016, representing 5 percent of the total urban population. Today, Paris Budget Participatif is an official platform that lets Parisians decide how to spend 5 percent of the investment budget from 2014 to 2020, amounting to around 500 million euros. In addition, the mayor also introduced two e-democracy platforms—Paris Petitions, for e-petitions, and Idée Paris, for e-consultations. Citizens in the French capital now have multiple channels to express their opinions and contribute to the development of their city.

In Latvia, civil society has played a significant role in changing how legislative procedures are organized. ManaBalss (My Voice) is a grassroots NGO that creates tools for better civic participation in decisionmaking processes. Its online platform, ManaBalss.lv, is a public e-participation website that lets Latvian citizens propose, submit, and sign legislative initiatives to improve policies at both the national and municipal level. …

In Finland, the government itself introduced an element of direct democracy into the Finnish political system, through the 2012 Citizens’ Initiative Act (CI-Act) that allows citizens to submit initiatives to the parliament. …

Other civic tech NGOs across Europe have been developing and experimenting with a variety of digital tools to reinvigorate democracy. These include initiatives like Science For You (SCiFY) in Greece, Netwerk Democratie in the Netherlands, and the Citizens Foundation in Iceland, which got its start when citizens were asked to crowdsource their constitution in 2010.

Outside of civil society, several private tech companies are developing digital platforms for democratic participation, mainly at the local government level. One example is the Belgian start-up CitizenLab, an online participation platform that has been used by more than seventy-five municipalities around the world. The young founders of CitizenLab have used technology to innovate the democratic process by listening to what politicians need and including a variety of functions, such as crowdsourcing mechanisms, consultation processes, and participatory budgeting. Numerous other European civic tech companies have been working on similar concepts—Cap Collectif in France, Delib in the UK, and Discuto in Austria, to name just a few. Many of these digital tools have proven useful to elected local or national representatives….

While these initiatives are making a real impact on the quality of European democracy, most of the EU’s formal policy focus is on constraining the power of the tech giants rather than positively aiding digital participation….(More)”

New possibilities for cutting corruption in the public sector


Rema Hanna and Vestal McIntyre at VoxDev: “In their day-to-day dealings with the government, citizens of developing countries frequently encounter absenteeism, demands for bribes, and other forms of low-level corruption. When researchers used unannounced visits to gauge public-sector attendance across six countries, they found that 19% of teachers and 35% of health workers were absent during work hours (Chaudhury et al. 2006). A recent survey found that nearly 70% of Indians reported paying a bribe to access public services.

Corruption can set into motion vicious cycles: the government is impoverished of resources to provide services, and citizens are deprived of the things they need. For the poor, this might mean that they live without quality education, electricity, healthcare, and so forth. In contrast, the rich can simply pay the bribe or obtain the service privately, furthering inequality.

Much of the discourse around corruption focuses on punishing corrupt offenders. But punitive measures can only go so far, especially when corruption is seen as the ‘norm’ and is thus ingrained in institutions. 

What if we could find ways of identifying the ‘goodies’ – those who enter the public sector out of a sense of civic responsibility, and serve honestly – and weeding out the ‘baddies’ before they are hired? New research shows this may be possible....

You can test personality

For decades, questionnaires have dissected personality into the ‘Big Five’ traits of openness, conscientiousness, extraversion, agreeableness, and neuroticism. These traits have been shown to be predictors of behaviour and outcomes in the workplace (Heckman 2011). As a result, private sector employers often use them in recruiting. Nobel laureate James Heckman and colleagues found that standardized adolescent measures of locus control and self-esteem (components of neuroticism) predict adult earnings to a similar degree as intelligence (Kautz et al. 2014).

Personality tests have also been put to use for the good of the poor: our colleague at Harvard’s Evidence for Policy Design (EPoD), Asim Ijaz Khwaja and collaborators have tested, and then subsequently expanded, personality tests as a basis for identifying reliable borrowers. This way, lenders can offer products to poor entrepreneurs who lack traditional credit histories, but who are nonetheless creditworthy. (See the Entrepreneurial Finance Lab’s website.)

You can test for civic-mindedness and honesty

Out of the personality-test literature grew the Perry Public Sector Motivation questionnaire (Perry 1996), which comprises a series of statements that respondents can state their level of agreement or disagreement with measures of civic-mindedness. The questionnaire has six modules, including “Attraction to Policy Making”, “Commitment to Public Interest”, “Social Justice”, “Civic Duty”, “Compassion”, and “Self-Sacrifice.” Studies have found that scores on the instrument correlate positively with job performance, ethical behaviour, participation in civic organisations, and a host of other good outcomes (for a review, see Perry and Hondeghem 2008).

You can also measure honesty in different ways. For example, Fischbacher and Föllmi-Heusi (2013) formulated a game in which subjectsroll a die and write down the number that they get, receiving higher cash rewards for larger reported numbers. While this does not reveal with certainty if any one subject lied since no one else sees the die, it does reveal how far their reported numbers were from the uniform distribution. Those with high dice high points have a higher probability of having cheated. Implementing this, the authors found that “about 20% of inexperienced subjects lie to the fullest extent possible while 39% of subjects are fully honest.”

Common-Knowledge Attacks on Democracy


Paper by Henry Farrell and Bruce Schneier:  “Existing approaches to cybersecurity emphasize either international state-to-state logics (such as deterrence theory) or the integrity of individual information systems. Neither provides a good understanding of new “soft cyber” attacks that involve the manipulation of expectations and common understandings. We argue that scaling up computer security arguments to the level of the state, so that the entire polity is treated as an information system with associated attack surfaces and threat models, provides the best immediate way to understand these attacks and how to mitigate them.

We demonstrate systematic differences between how autocracies and democracies work as information systems, because they rely on different mixes of common and contested political knowledge. Stable autocracies will have common knowledge over who is in charge and their associated ideological or policy goals, but will generate contested knowledge over who the various political actors in society are, and how they might form coalitions and gain public support, so as to make it more difficult for coalitions to displace the regime. Stable democracies will have contested knowledge over who is in charge, but common knowledge over who the political actors are, and how they may form coalitions and gain public support. These differences are associated with notably different attack surfaces and threat models. Specifically, democracies are vulnerable to measures that “flood” public debate and disrupt shared decentralized understandings of actors and coalitions, in ways that autocracies are not….(More)”.

The Constitution of Knowledge


Jonathan Rauch at National Affairs: “America has faced many challenges to its political culture, but this is the first time we have seen a national-level epistemic attack: a systematic attack, emanating from the very highest reaches of power, on our collective ability to distinguish truth from falsehood. “These are truly uncharted waters for the country,” wrote Michael Hayden, former CIA director, in the Washington Post in April. “We have in the past argued over the values to be applied to objective reality, or occasionally over what constituted objective reality, but never the existence or relevance of objective reality itself.” To make the point another way: Trump and his troll armies seek to undermine the constitution of knowledge….

The attack, Hayden noted, is on “the existence or relevance of objective reality itself.” But what is objective reality?

In everyday vernacular, reality often refers to the world out there: things as they really are, independent of human perception and error. Reality also often describes those things that we feel certain about, things that we believe no amount of wishful thinking could change. But, of course, humans have no direct access to an objective world independent of our minds and senses, and subjective certainty is in no way a guarantee of truth. Philosophers have wrestled with these problems for centuries, and today they have a pretty good working definition of objective reality. It is a set of propositions: propositions that have been validated in some way, and have thereby been shown to be at least conditionally true — true, that is, unless debunked. Some of these propositions reflect the world as we perceive it (e.g., “The sky is blue”). Others, like claims made by quantum physicists and abstract mathematicians, appear completely removed from the world of everyday experience.

It is worth noting, however, that the locution “validated in some way” hides a cheat. In what way? Some Americans believe Elvis Presley is alive. Should we send him a Social Security check? Many people believe that vaccines cause autism, or that Barack Obama was born in Africa, or that the murder rate has risen. Who should decide who is right? And who should decide who gets to decide?

This is the problem of social epistemology, which concerns itself with how societies come to some kind of public understanding about truth. It is a fundamental problem for every culture and country, and the attempts to resolve it go back at least to Plato, who concluded that a philosopher king (presumably someone like Plato himself) should rule over reality. Traditional tribal communities frequently use oracles to settle questions about reality. Religious communities use holy texts as interpreted by priests. Totalitarian states put the government in charge of objectivity.

There are many other ways to settle questions about reality. Most of them are terrible because they rely on authoritarianism, violence, or, usually, both. As the great American philosopher Charles Sanders Peirce said in 1877, “When complete agreement could not otherwise be reached, a general massacre of all who have not thought in a certain way has proved a very effective means of settling opinion in a country.”

As Peirce implied, one way to avoid a massacre would be to attain unanimity, at least on certain core issues. No wonder we hanker for consensus. Something you often hear today is that, as Senator Ben Sasse put it in an interview on CNN, “[W]e have a risk of getting to a place where we don’t have shared public facts. A republic will not work if we don’t have shared facts.”

But that is not quite the right answer, either. Disagreement about core issues and even core facts is inherent in human nature and essential in a free society. If unanimity on core propositions is not possible or even desirable, what is necessary to have a functional social reality? The answer is that we need an elite consensus, and hopefully also something approaching a public consensus, on the method of validating propositions. We needn’t and can’t all agree that the same things are true, but a critical mass needs to agree on what it is we do that distinguishes truth from falsehood, and more important, on who does it.

Who can be trusted to resolve questions about objective truth? The best answer turns out to be no one in particular….(More)”.

Advancing Open Data for Open Governance in Asia


Paper by Michael P. Cañares: “The record of countries in the region in terms of transparency and accountability is dismal. In the latest Corruption Perceptions Index released by Transparency International, more than half of the country in the region scored below 50, with at least a quarter of these are countries considered with systemic corruption problems. Nevertheless, there have been significant attempts of several countries to install transparency measures and project a commitment towards greater openness. At least a dozen of countries has right to information laws that provide citizens’ fundamental access to government information and several have installed open data policies and are implementing e-government programs or practices. But access of citizens to data and information to hold governments to account, demand for better services, and strengthen citizen participation in governance remain elusive.

The Open Government Partnership (OGP) is a multilateral initiative that aims to secure concrete commitments from governments to promote transparency, empower citizens, fight corruption, and harness new technologies to strengthen governance. OGP’s vision is that more governments become more transparent, more accountable, and more responsive to their own citizens, with the goal of improving the quality of governance, as well as the quality of services that citizens receive. Since its inception in 2011, OGP today brings together 75 countries and 15 subnational governments with over 2,500 commitments to make their governments more open and accountable. In Asia, only the governments of Indonesia, the Philippines, and South Korea are participating countries along with two subnational pilots, Seoul and Bojonegoro. These governments have launched initiatives to involve citizens in the planning and budgeting processes, proactively disclose budget and other public financial information, and engage citizens in monitoring of public service delivery. But these countries remain the exception rather than the norm….(More)”.

What difference does data make? Data management and social change


Paper by Morgan E. Currie and Joan M. Donovan: “The purpose of this paper is to expand on emergent data activism literature to draw distinctions between different types of data management practices undertaken by groups of data activists.

The authors offer three case studies that illuminate the data management strategies of these groups. Each group discussed in the case studies is devoted to representing a contentious political issue through data, but their data management practices differ in meaningful ways. The project Making Sense produces their own data on pollution in Kosovo. Fatal Encounters collects “missing data” on police homicides in the USA. The Environmental Data Governance Initiative hopes to keep vulnerable US data on climate change and environmental injustices in the public domain.

In analysing our three case studies, the authors surface how temporal dimensions, geographic scale and sociotechnical politics influence their differing data management strategies….(More)”.

All Data Are Local: Thinking Critically in a Data-Driven Society


Book by  Yanni Alexander Loukissas: “In our data-driven society, it is too easy to assume the transparency of data. Instead, Yanni Loukissas argues in All Data Are Local, we should approach data sets with an awareness that data are created by humans and their dutiful machines, at a time, in a place, with the instruments at hand, for audiences that are conditioned to receive them. All data are local. The term data set implies something discrete, complete, and portable, but it is none of those things. Examining a series of data sources important for understanding the state of public life in the United States—Harvard’s Arnold Arboretum, the Digital Public Library of America, UCLA’s Television News Archive, and the real estate marketplace Zillow—Loukissas shows us how to analyze data settings rather than data sets.

Loukissas sets out six principles: all data are local; data have complex attachments to place; data are collected from heterogeneous sources; data and algorithms are inextricably entangled; interfaces recontextualize data; and data are indexes to local knowledge. He then provides a set of practical guidelines to follow. To make his argument, Loukissas employs a combination of qualitative research on data cultures and exploratory data visualizations. Rebutting the “myth of digital universalism,” Loukissas reminds us of the meaning-making power of the local….(More)”.
