Three Companies Innovating Democracy


Matt Harder at Beyond Voting: “….Below, we’ll explore three websites that allow citizens to communicate better with their governing systems.

Countable.us makes it easier to know what your representatives are voting on, and to tell them how you think they should vote. For each upcoming bill, you can suggest a yea or nay to your representative via email or can even send video messages. Each bill also has a lively debate section so the yeas and nays can share, upvote their opinions and learn from each other. The result is seeing more informed and better arguments in favor of your preferences, and perhaps more importantly, against.

IssueVoter.us is similar to Countable in that you give your opinions to your representatives. But IssueVoter puts a different spin on it by giving you a “scorecard” highlighting how closely your representatives votes align to your preferences. The site is still new, so the functionality is not as great as it could be, but the concept is worth note.

Bang the Table focuses on engagement at a local level. They create civic engagement dashboards for cities that allow residents to stay informed and share opinions about city projects. They offer several levels of engagement, from simply dispensing information for the city to engaging citizens in collective discussions and decision making. Fayetteville, AR used them to make the engagement page Speak Up Fayetteville, which informed citizens about projects such as the Cultural Arts Corridor.

While none of these are driving massive change just yet, it’s easy to imagine how they could be enormously impactful if embraced at scale. First, they will all have to figure out how to design websites which are appealing enough to bring the masses, yet meaningful enough to benefit decision-makers. We’re stuck in the in-between phase where the internet is the most powerful communication medium, but we haven’t learned to utilize it for productive democratic purposes….(More)”.

How to Transition Social Solutions to Government


Bvudzai Magadzire, Melissa West, Emily Lawrence, Julia Guerette & Barbara Jones-Singer at the Stanford Social Innovation Review: ” …At the core of our framework is the idea that solutions must exist within an “enabling context.” The enabling context comprises external conditions such as a country’s level of political stability, government independence, and economic prosperity. Each of these can have a major effect on whether a government entity succeeds in sustaining a solution after an NGO or private-sector partner exits. While these external factors are generally outside most organizations’ control, monitoring them can inform decisions about how to invest time and resources, with the aim of minimizing their negative impacts on a government’s ability to sustain projects.

We are using tools like the PESTLE framework to help identify external factors that could impact the success of programs, as well as reviewing resources from USAIDWorld BankWorld Health Organization, and other agencies to better understand the political, economic, and social context for transitioning solutions to our government partners. For instance, the government of Malawi has made high-level political commitments to support maternal, adolescent, and child health, but as a low-income country, it has limited funds to spend on health. Thus, reducing costs is critical. VillageReach initially developed a memorandum of understanding (MOU) with the telecommunications provider Airtel—one of two major mobile service providers in Malawi. Since signing the MOU in 2015, Airtel has covered all incoming call and promotional text costs of the hotline, allowing callers to call CCPF for free from any Airtel phone. The government is now managing the MOU with Airtel as part of the transition process.

The second tier of our framework combines all the elements integral to a solution’s success that (unlike the enabling context) are within the control of an implementing organization. We call this the “integrated solution,” and it has six elements:

  • Solution design: This includes standard operating procedures, guidelines, templates, and job and skill descriptions needed to manage and operate the solution. We are developing a toolkit specifically to support the government in managing CCPF.
  • Resource availability: This includes the financial and human resources, as well as infrastructure like buildings and equipment, needed to transition, operate, and maintain the solution. For CCPF, we are supporting the development of a memorandum of understanding between the government and the telecommunications provider Airtel to ensure that the company continues to cover the costs of calls to the hotline.
  • Financial management: This covers developing and managing budgets, estimating and managing costs, and disbursing funds in a timely fashion. This process has been important for understanding exactly which budgets need what amount of funds to ensure that operations continue.
  • Government strategy: This includes sector (in our case, health-sector) and related government strategies that support the solution’s transition, operation, and maintenance. For CCPF, we needed to ensure that these aligned with Malawi’s broader strategic plan for the health sector.
  • Policy and regulatory strategies: These are laws and regulations that affect the solution’s transition, operation, and maintenance. For CCPF, we needed to ensure that the cadre of hotline workers fit into government staffing protocols and that we could legally share certain types of health information with callers.
  • Organizational structure: This includes managerial roles and responsibilities, management effectiveness, and governance. CCPF established a steering committee to help maintain alignment and accountability.

Organizations should evaluate and plan for the enabling context and integrated solution concurrently—ideally prior to or early on in the process of developing their solution, and periodically throughout its life….(More)”

Smart Citizens for Smart Cities: The Role of Social Media for Expanding Local Democracy


Paper by Bissera Zankova: “The purpose of the study is to analyze the role of social media to boost democratic citizenship and contribute to the creation of smart environment through the perspective of direct democracy in Bulgaria. The issue of “smart cities” will be tackled from a broader media and communication perspective. The term “smart city” does not denote the symbiosis between urban development and new information technologies only but it signifies a new vibrant social ecology rooted in the thorough use of the Internet for wider democratic participation. As a theoretical basis of my survey I shall use Dewey’s model of the inherent bond between communication and enlightened citizenry and Robert Putnam’s theory about the social capital facilitated by social networks generating trust and solidarity among community members. As a case study I shall dwell on local democracy and particularly on two recent referendums in Bulgaria (2017) – in the cities of Tran and Stara Zagora, their basic premises, claims, organization, social media use, outcomes and impact. Though not mandatory for the governing bodies the referendums’ results demonstrated the level of social activity in the country underpinned by networks. Democracy should be understood best through the Abraham Lincoln’s centuries-cherished metaphor as “government of the people, by the people, for the people”. In the current research I build on a previous investigation done in 2013 on civic journalism, blogs and protests in Bulgaria and on my contribution to the book “Smart journalism” (Zankova, Skolkay, Franklin (2016), presenting findings from the New Media Literacy Project 2012 – 2014. The “Tokenization” of the eParticipation in Public Governance: An Opportunity to Hack Democracy

This guarantees the transmission and public transparency of information, and thus leads to the development of a new citizen governance model by using technology such as a BaaS (Blockchain as a Service) platform. G-Cloud solutions would facilitate a faster deployment in the cities and provide scalability to foster the creation of Smart Citizens within the philosophy of Open Government. The development of an eParticipation model that can configure a tokenizable system of the actions and processes that citizens currently exercise in democratic environments is an opportunity to guarantee greater participation and thus manage more effective local democratic spaces. Challenges in using data across government


National Audit Office (UK): “Data is crucial to the way government delivers services for citizens, improves its own systems and processes, and makes decisions. Our work has repeatedly highlighted the importance of evidence-based decision-making at all levels of government activity, and the problems that arise when data is inadequate.

Government recognises the value of using data more effectively, and the importance of ensuring security and public trust in how it is used. It plans to produce a new national data strategy in 2020 to position “the UK as a global leader on data, working collaboratively and openly across government”.

To achieve its ambitions government will need to resolve fundamental challenges around how to use and share data safely and appropriately, and how to balance competing demands on public resources in a way that allows for sustained but proportionate investment in data. The future national data strategy provides the government with an opportunity to do this, building on the renewed interest and focus on the use of data within government and beyond.

Content and scope of the report

This report sets out the National Audit Office’s experience of data across government, including initial efforts to start to address the issues. From our past work we have identified three areas where government needs to establish the pre-conditions for success: clear strategy and leadership; a coherent infrastructure for managing data; and broader enablers to safeguard and support the better use of data. In this report we consider:

  • the current data landscape across government (Part One);
  • how government needs a clear plan and leadership to improve its use of data (Part Two);
  • the quality, standards and systems needed to use data effectively (Part Three); and
  • wider conditions and enablers for success (Part Four).

Concluding remarks

Past examples such as Windrush and Carer’s Allowance show how important good‑quality data is, and the consequences if not used well. Without accurate, timely and proportionate data, government will not be able get the best use out of public money or take the next step towards more sophisticated approaches to using data that can reap real rewards.

But despite years of effort and many well-documented failures, government has lacked clear and sustained strategic leadership on data. This has led to departments under-prioritising their own efforts to manage and improve data. There are some early signs that the situation is improving, but unless government uses the data strategy to push a sea change in strategy and leadership, it will not get the right processes, systems and conditions in place to succeed, and this strategy will be yet another missed opportunity….(More)”.

Modernizing Congress: Bringing Democracy into the 21st Century


Report by Lorelei Kelly: “Congress represents a national cross section of civic voice. It is potentially the most diverse market for ideas in government and should be reaping the benefits of America’s creativity and knowledge. During our transition into the 21st century, this civic information asset — from lived experience to structured data — should fuel the digital infrastructure of a modern representative system. Yet Congress has thus far failed to tap this resource on behalf of its legislative and deliberative functions.

Today’s Congress can’t compete on digital infrastructure or modern data methods with the executive branch, the media or the private sector. To be sure, information weaponization, antique technology and Congress’ stubborn refusal to fund itself has arrested its development of a digital infrastructure. Congress is knowledge incapacitated, physically disconnected and technologically obsolete. In this condition, it cannot fulfill its First Branch duties as laid out in Article I of the U.S. Constitution.

Fortunately, changing the direction of Congress is now in sight. Before the end of January 2019, (1) the Foundations for Evidence-Based Policymaking Act became law, (2) the House created a Select Committee on Modernization, and (3) Congress began to restore its internal science and technology capacity.

Modernizing Congress lays out a plan to accelerate this institutional progress. It scopes out the challenge of including civic voice in the legislative and deliberative process. It then identifies trusted local information intermediaries who could act as key components of a modern knowledge commons in Congress. With three case studies, the report illustrates how members and staff are finding new ways to build connection and gather useful constituent input at the district level. The report explores an urban, rural and suburban district. It concludes that while individual members are leveraging technology to connect and use new forms of civic voice from constituents, what Congress needs most is a systemwide digital infrastructure and updated institutional standards for data collection….(More)”.

Make FOIA Work


Make FOIA Work is about re-imagining journalism through design, participation and collaboration. Faculty, staff and students at Emerson College and the Engagement Lab staff worked alongside the Boston Institute of Nonprofit Journalism (BINJ) and MuckRock, two independent and alternative news and information platforms and publishers, to produce a data-driven and engagement-based investigative reporting series that exposes corruption around the sales of guns in Massachusetts. Through design studios in participatory methods and data visualization, project participants created a participatory guide book for journalists, practitioners and community members on how to undertake participatory design projects with a focus on FOIA requests, community participation, and collaboration. An open platform centric approach for scalable government service delivery to the poor: The Aadhaar case

While a core problem is the lack of scalability, that could be solved by the rapid proliferation of platforms and associated ecosystems. Existing research involving platforms focus on modularity, openness, ecosystem leadership and governance, as well as on their impact on innovation, scale and agility. However, existing studies fail to explore the role of platform in scalable e-government services delivery on an empirical level. Based on an in-depth case study of the world’s largest biometric identity platform, used by millions of the poor in India, we develop a set of propositions connecting the attributes of a digital platform ecosystem to different indicators for the scalability of government service delivery. We found that modular architecture, combined with limited functionality in core modules, and open standards combined with controlled access and ecosystem governance enabled by keystone behaviour, have a positive impact on scalability. Transparency in the EU Institutions – An Overview


Paper by Gianluca Sgueo: “The concepts of transparency of the public sector has been in existence, in various forms, for centuries. Academics, however, agree on the fact that transparency should be qualified as a modern concept. The wave of government reforms that occurred in the 1950s and the 1960s fostered the culture of transparent, accessible and accountable bureaucracies. In the 1990s, following on the spread of technologies, terms like “Government 2.0” and “open government” were coined to describe the use that public administrations made of the Internet and other digital tools in order to foster civic engagement, improve transparency, and enhance the efficiency of government services.

Transparency has come to the fore again over the past few years. National and supranational regulators (including the European Union) have placed transparency among the priorities in their regulatory agendas. Enhanced transparency in decision-making is considered to be a solution to the decline of trust in the public sector, a limit to the negative impact of conspiracy theories and fake news, and also a way to revitalise civic engagement.

EU institutions promote transparency across different lines of action. Exemplary are the ongoing debates on reforming the legislative procedure of the Union, regulating lobbying activities, making available data in open format and digitalising services. Also relevant is the role of the European Ombudsman in promoting a culture of transparency at the EU level. 

Studies suggest that transparency and participation in public governance are having a positive impact on the accountability of EU institutions, and hence on citizens’ perceptions of their activities.
