What if You Could Vote for President Like You Rate Uber Drivers?


Essay by Guru Madhavan and Charles Phelps: “…Some experimental studies have begun to offer insights into the benefits of making voting methods—and the very goals of voting—more expressive. In the 2007 French presidential election, for instance, people were offered the chance to participate in an experimental ballot that allowed them to use letter grades to evaluate the candidates just as professors evaluate students. This approach, called the “majority judgment,” provides a clear method to combine those grades into rankings or a final winner. But instead of merely selecting a winner, majority judgment conveys—with a greater degree of expressivity—the voters’ evaluations of their choices. In this experiment, people completed their ballots in about a minute, thus allaying potential concerns that a letter grading system was too complicated to use. What’s more, they seemed more enthusiastic about this method. Scholars Michel Balinski and Rida Laraki, who led this study, point out: “Indeed, one of the most effective arguments for persuading reluctant voters to participate was that the majority judgment allows fuller expression of opinion.”

Additional experiments with more expressive ballots have now been repeated across different countries and elections. According to a 2018 summary of these experiments by social choice theorist Annick Laruelle,  “While ranking all candidates appears to be difficult … participants enjoy the possibility of choosing a grade for each candidate … [and] ballots with three grades are preferred to those … with two grades.” Some participant comments are revealing, stating, “With this ballot we can at last vote with the heart,” or, “Voting with this ballot is a relief.” Voters, according to Laruelle, “Enjoyed the option of voting in favor of several candidates and were especially satisfied of being offered the opportunity to vote against candidates.”…

These opportunities for expression might increase public interest in (and engagement with) democratic decision making, encouraging more thoughtful candidate debates, more substantive election campaigns and advertisements, and richer use of opinion polling to help candidates shape their position statements (once they are aware that the public’s selection process has changed). One could even envision that the basis for funding election campaigns might evolve if funders focused on policy ideas rather than political allegiances and specific candidates. Changes such as these would ideally put the power back in the hands of the people, where it actually belongs in a democracy. These conjectures need to be tested and retested across contexts, ideally through field experiments that leverage research and expertise in engineering, social choice, and political and behavioral sciences.

Standard left-to-right political scales and the way we currently vote do not capture the true complexity of our evolving political identities and preferences. If voting is indeed the true instrument of democracy and much more than a repeated political ritual, it must allow for richer expression. Current methods seem to discourage public participation, the very nucleus of civic life. The essence of civility and democracy is not merely about providing issues and options to vote on but in enabling people to fully express their preferences. For a country founded on choice as its tenet, is it too much to ask for a little bit more choice in how we select our leaders? …(More)”.

Technology and political will can create better governance


Darshana Narayanan at The Economist: “Current forms of democracy exclude most people from political decision-making. We elect representatives and participate in the occasional referendums, but we mainly remain on the outside. The result is that a handful of people in power dictate what ought to be collective decisions. What we have now is hardly a democracy, or at least, not a democracy that we should settle for.

To design a truer form of democracy—that is, fair representation and an outcome determined by a plurality—we might draw some lessons from the collective behaviour of other social animals: schools of fish, for example. Schooling fish self-organise for the benefit of the group and are rarely in a fracas. Individuals in the group may not be associated and yet they reach consensus. A study in 2011 led by Iain Couzin found that “uninformed” fish—in that case, ones that had not been trained to have a preference to move towards a particular target—can dilute the influence of a powerful minority group which did have such preferences. 

Of course fish are not the same as humans. But that study does suggest a way of thinking about decision-making. Instead of limiting influence to experts and strongly motivated interest groups, we should actively work to broaden participation to ensure that we include people lacking strong preferences or prior knowledge of an issue. In other words, we need to go against the ingrained thinking that non-experts should be excluded from decision-making. Inclusivity might just improve our chances of reaching a real, democratic consensus.

In my work over the past several years I have tried to apply findings from behavioural science into institutions and into code to create better systems of governance. The Future of Government 2030+


Report by Lucia Vesnic Alujevic, Eckhard Stoermer, Jennifer-Ellen Rudkin, Fabiana Scapolo and Lucy Kimbell: “The Future of Government 2030+: A Citizen Centric Perspective on New Government Models project brings citizens to the centre of the scene. The objective of this project is to explore the emerging societal challenges, analyse trends in a rapidly changing digital world and launch an EU-wide debate on the possible future government models. To address this, citizen engagement, foresight and design are combined, with recent literature from the field of digital politics and media as a framework. The main research question of the project is: How will citizens, together with other actors, shape governments, policies and democracy in 2030 and beyond? Throughout the highly participatory process, more than 150 citizens, together with CSO, think tank, business and public sector representatives, as well as 100 design students participated in the creation of future scenarios and concepts. Four scenarios have been created using the 20 stories emerged from citizen workshops. They served as an inspiration for design students to develop 40 FuturGov concepts. Through the FuturGov Engagement Game, the project’s ambition is to trigger and launch a debate with citizens, businesses, civil society organizations, policy-makers and civil servants in Europe….(More)”.

Imagination unleashed: Democratising the knowledge economy


Report by Roberto Mangabeira Unger, Isaac Stanley, Madeleine Gabriel, and Geoff Mulgan: “If economic eras are defined by their most advanced form of production, then we live in a knowledge economy – one where knowledge plays a decisive role in the organisation of production, distribution and consumption.

The era of Fordist mass production that preceded it transformed almost every part of the economy. But the knowledge economy hasn’t spread in the same way. Only some people and places are reaping the benefits.

This is a big problem: it contributes to inequality, stagnation and political alienation. And traditional policy solutions are not sufficient to tackle it. We can’t expect benefits simply to trickle down to the rest of the population, and redistribution alone will not solve the inequalities we are facing.

What’s the alternative? Nesta has been working with Roberto Mangabeira Unger to convene discussions with politicians, researchers, and activists from member countries of the Organisation for Economic Co-operation and Development, to explore policy options for an inclusive knowledge economy. This report presents the results of that collaboration.

We argue that an inclusive knowledge economy requires action to democratise the economy – widening access to capital and productive opportunity, transforming models of ownership, addressing new concentrations of power, and democratising the direction of innovation.

It demands that we establish a social inheritance by reforming education and social security.

And it requires us to create a high-energy democracy, promoting experimental government, and independent and empowered civil society.

Recommendations

This is a broad ranging agenda. In practice, it focuses on:

  • SMEs and their capacity and skills – greatly accelerating the adoption of new methods and technologies at every level of the economy, including new clean technologies that reduce carbon emissions
  • Transforming industrial policy to cope with the new concentrations of power and to prevent monopoly and predatory behaviours
  • Transforming and disaggregating property rights so that more people can have a stake in productive resources
  • Reforming education to prepare the next generation for the labour market of the future not the past – cultivating the mindsets, skills and cultures relevant to future jobs
  • Reforming social policy to respond to new patterns of work and need – creating more flexible systems that can cope with rapid change in jobs and skills, with a greater emphasis on reskilling

Crowdsourcing Change: A Novel Vantage Point for Investigating Online Petitioning Platforms


Presentation by Shipi Dhanorkar and Mary Beth Rosson: “The internet connects people who are spatially and temporally separated. One result is new modes of reaching out to, organizing and mobilizing people, including online activism. Internet platforms can be used to mobilize people around specific concerns, short-circuiting structures such as organizational hierarchies or elected officials. These online processes allow consumers and concerned citizens to voice their opinions, often to businesses, other times to civic groups or other authorities. Not surprisingly, this opportunity has encouraged a steady rise in specialized platforms dedicated to online petitioning; eg., Change.org, Care2 Petitions, MoveOn.org, etc.

These platforms are open to everyone; any individual or group who is affected by a problem or disappointed with the status quo, can raise awareness for or against corporate or government policies. Such platforms can empower ordinary citizens to bring about social change, by leveraging support from the masses. In this sense, the platforms allow citizens to “crowdsource change”. In this paper, we offer a comparative analysis of the affordances of four online petitioning platforms, and use this analysis to propose ideas for design enhancements to online petitioning platforms….(More)”.

Civic Tech for Civic Engagement


Blog Post by Jason Farra: “When it came to gathering input for their new Environmental Master Plan, the Town of Okotoks, AB decided to try something different. Rather than using more traditional methods of consulting residents, they turned to a Canadian civic tech company called Ethelo.

Ethelo’s online software “enables groups to evaluate scenarios, apply constraints, prioritize options and come up with decisions that will get broad support from the group,” says John Richardson, the company’s CEO and founder.

Okotoks gathered over 350 responses, with residents able to compare and evaluate different solutions for a variety of environmental issues, including what kind of transportation and renewable energy options they wanted to see in their town.

One of the options presented to Okotoks residents in the online engagement site for the town’s Environmental Master Plan.

“Ethelo offered a different opportunity in terms of allowing a conversation to happen online,” Marni Hutchison, Communications Specialist with the Town of Okotoks, said in a case study of the project. “We can see the general consensus as it’s forming and participants have more opportunities to see different perspectives.”

John sees this as part of a broader shift in how governments and other organizations are approaching stakeholder engagement, particularly with groups like IAP2 working to improve engagement practices by training practitioners.

What Would More Democratic A.I. Look Like?

Though much of the global debate around artificial intelligence (A.I.) has become concerned with unaccountable, proprietary systems that could control our lives, the Finnish government has instead decided to embrace the opportunity by rolling out a nationwide educational campaign.

Conceived in 2017, shortly after Finland’s A.I. strategy was announced, the government wants to rebuild the country’s economy around the high-end opportunities of artificial intelligence, and has launched a national programto train 1 percent of the population — that’s 55,000 people — in the basics of A.I. “We’ll never have so much money that we will be the leader of artificial intelligence,” said economic minister Mika Lintilä at the launch. “But how we use it — that’s something different.”

Artificial intelligence can have many positive applications, from being trained to identify cancerous cells in biopsy screenings, predict weather patterns that can help farmers increase their crop yields, and improve traffic efficiency.

But some believe that A.I. expertise is currently too concentrated in the hands of just a few companies with opaque business models, meaning resources are being diverted away from projects that could be more socially, rather than commercially, beneficial. Finland’s approach of making A.I. accessible and understandable to its citizens is part of a broader movement of people who want to democratize the technology, putting utility and opportunity ahead of profit.

This shift toward “democratic A.I.” has three main principles: that all society will be impacted by A.I. and therefore its creators have a responsibility to build open, fair, and explainable A.I. services; that A.I. should be used for social benefit and not just for private profit; and that because A.I. learns from vast quantities of data, the citizens who create that data — about their shopping habits, health records, or transport needs — have a right to say and understand how it is used.

A growing movement across industry and academia believes that A.I. needs to be treated like any other “public awareness” program — just like the scheme rolled out in Finland….(More)”.

Democracy vs. Disinformation


Ana Palacio at Project Syndicate: “These are difficult days for liberal democracy. But of all the threats that have arisen in recent years – populism, nationalism, illiberalism – one stands out as a key enabler of the rest: the proliferation and weaponization of disinformation.

The threat is not a new one. Governments, lobby groups, and other interests have long relied on disinformation as a tool of manipulation and control.

What is new is the ease with which disinformation can be produced and disseminated. Advances in technology allow for the increasingly seamless manipulation or fabrication of video and audio, while the pervasiveness of social media enables false information to be rapidly amplified among receptive audiences.

Beyond introducing falsehoods into public discourse, the spread of disinformation can undermine the possibility of discourse itself, by calling into question actual facts. This “truth decay” – apparent in the widespread rejection of experts and expertise – undermines the functioning of democratic systems, which depend on the electorate’s ability to make informed decisions about, say, climate policy or the prevention of communicable diseases.

The West has been slow to recognize the scale of this threat. It was only after the 2016 Brexit referendum and US presidential election that the power of disinformation to reshape politics began to attract attention. That recognition was reinforced in 2017, during the French presidential election and the illegal referendum on Catalan independence.

Now, systematic efforts to fight disinformation are underway. So far, the focus has been on tactical approaches, targeting the “supply side” of the problem: unmasking Russia-linked fake accounts, blocking disreputable sources, and adjusting algorithms to limit public exposure to false and misleading news. Europe has led the way in developing policy responses, such as soft guidelines for industry, national legislation, and strategic communications.

Such tactical actions – which can be implemented relatively easily and bring tangible results quickly – are a good start. But they are not nearly enough.

To some extent, Europe seems to recognize this. Early this month, the Atlantic Council organized #DisinfoWeek Europe, a series of strategic dialogues focused on the global challenge of disinformation. And more ambitious plans are already in the works, including French President Emmanuel Macron’s recently proposed European Agency for the Protection of Democracies, which would counter hostile manipulation campaigns.

But, as is so often the case in Europe, the gap between word and deed is vast, and it remains to be seen how all of this will be implemented and scaled up. In any case, even if such initiatives do get off the ground, they will not succeed unless they are accompanied by efforts that tackle the demand side of the problem: the factors that make liberal democratic societies today so susceptible to manipulation….(More)”.
