Finding the Missing Millions Can Help Achieve the Sustainable Development Goals


 and Mariana Dahan in the Huffington Post: “The 2030 Agenda for Sustainable Development, approved in September, takes a holistic approach to development and presents no less than 17 global Sustainable Development Goals (SDGs). In committing to the goals and associated targets, the international community has agreed to a more ambitious development compact — that of ending poverty, protecting the planet while “leaving no one behind”.

Despite this ambition, we may not know who precisely is being left out of our development programs or how to more effectively target our intended beneficiaries.

A staggering 2.4 billion people today lack any form of recognized identity (ID), including some 625 million children, aged 0-14 years, whose births have never been registered with a civil authority. Only 19 out of 198 economies provide a unique ID at birth and use this consistently in civil identification and public services.

The Center for Global Development recently organized an event titled “Identity and the SDGs: How Finding the Missing Millions Can Help Achieve Development Goals”. While intending to speak about SDG target 16.9 on legal identity for all, including birth registration, by 2030, it became obvious that the importance of robust identification goes beyond its intrinsic value: it also enables the achievement of many other SDGs, such as financial inclusion, reduced corruption, gender equality, access to health services and appropriate social protection schemes.

Global initiatives, such as the World Bank Group’s Identification for Development (ID4D) agenda, a cross-institutional and multi-sectoral effort, aim to “make everyone count.” They will build new alliances and reshape existing development strategies in the areas of identification and civil registration and vital statistics (CRVS). On the latter, the World Bank, with a number of partners – including UNICEF, the World Health Organization (WHO) and the Economic and Social Commission for Asia and the Pacific, and several bilateral donors — is launching the Global Financing Facility for Every Woman Every Child, which includes financing aimed at strengthening and expanding ID platforms of CRVS systems….

Finally, the international community should establish the right monitoring mechanisms and indicators to measure whether we are on track to achieving the SDGs. This target for universal identity will be especially critical as a means of monitoring and achieving the SDGs as a whole. Developing Global Norms for Sharing Data and Results during Public Health Emergencies


Paper by Kayvon Modjarrad et al in PLOS Med: “…When a new or re-emergent pathogen causes a major outbreak, rapid access to both raw and analysed data or other pertinent research findings becomes critical to developing a rapid and effective public health response. Without the timely exchange of information on clinical, epidemiologic, and molecular features of an infectious disease, informed decisions about appropriate responses cannot be made, particularly those that relate to fielding new interventions or adapting existing ones. Failure to share information in a timely manner can have disastrous public health consequences, leading to unnecessary suffering and death. The 2014–2015 Ebola epidemic in West Africa revealed both successful practices and important deficiencies within existing mechanisms for information sharing. For example, trials of two Ebola vaccine candidates (ChAd3-ZEBOV and rVSV-ZEBOV) benefited greatly from an open collaboration between investigators and institutions in Africa, Europe, and North America . These teams, coordinated by the WHO, were able to generate and exchange critical data for the development of urgently needed, novel vaccines along faster timelines than have ever before been achieved. Similarly, some members of the genome sequencing community made viral sequence data publicly available within days of accessing samples , thus adhering to their profession’s long-established principles of rapid, public release of sequence data in any setting. In contrast, the dissemination of surveillance data early in the epidemic was comparatively slow, and in some cases, the criteria for sharing were unclear.

In recognition of the need to streamline mechanisms of data dissemination—globally and in as close to real-time as possible—the WHO held a consultation in Geneva, Switzerland, on 1–2 September 2015 to advance the development of data sharing norms, specifically in the context of public health emergencies….

These and other principles were affirmed at the consultation (Table 1) and codified into a consensus statement that was published on the WHO website immediately following the meeting (http://www.who.int/medicines/ebola-treatment/data-sharing_phe/en/). The Power of the Nudge to Change Our Energy Future


Sebastian Berger in the Scientific American: “More than ever, psychology has become influential not only in explaining human behavior, but also as a resource for policy makers to achieve goals related to health, well-being, or sustainability. For example, President Obama signed an executive order directing the government to systematically use behavioral science insights to “better serve the American people.” Not alone in this endeavor, many governments – including the UK, Germany, Denmark, or Australia – are turning to the insights that most frequently stem from psychological researchers, but also include insights from behavioral economics, sociology, or anthropology.

Particularly relevant are the analysis and the setting of “default-options.” A default is the option that a decision maker receives if he or she does not specifically state otherwise. Are we automatically enrolled in a 401(k), are we organ donors by default, or is the flu-shot a standard that is routinely given to all citizens? Research has given us many examples of how and when defaults can promote public safety or wealth.

One of the most important questions facing the planet, however, is how to manage the transition into a carbon-free economy. In a recent paper, Felix Ebeling of the University of Cologne and I tested whether defaults could nudge consumers into choosing a green energy contract over one that relies on conventional energy. The results were striking: setting the default to green energy increased participation nearly tenfold. This is an important result because it tells us that subtle, non-coercive changes in the decision making environment are enough to show substantial differences in consumers’ preferences in the domain of clean energy. It changes green energy participation from “hardly anyone” to “almost everyone”. Merely within the domain of energy behavior, one can think of many applications where this finding can be applied:  For instance, default engines of new cars could be set to hybrid and customers would need to actively switch to standard options. Democracy Reinvented: Participatory Budgeting and Civic Innovation in America


Book by Hollie Russon Gilman: “Democracy Reinvented is the first comprehensive academic treatment of participatory budgeting in the United States, situating it within a broader trend of civic technology and innovation. This global phenomenon, which has been called “revolutionary civics in action” by the New York Times, started in Brazil in 1989 but came to America only in 2009.  Participatory budgeting empowers citizens to identify community needs, work with elected officials to craft budget proposals, and vote on how to spend public funds.

We Feel: Taking the emotional pulse of the world.


We Feel is a project that explores whether social media – specifically Twitter – can provide an accurate, real-time signal of the world’s emotional state….Hundreds of millions of tweets are posted every day. A huge topic of conversation is, of course, the authors; what they are up to, what they have encountered, and how they feel about it.

We Feel is about tapping that signal to better understand the prevalence and drivers of emotions. We hope it can uncover, for example, where people are most at risk of depression and how the mood and emotions of an area/region fluctuate over time. It could also help understand questions such as how strongly our emotions depend on social, economic and environmental factors such as the weather, time of day, day of the week, news of a major disaster or a downturn in the economy.

Whilst there is already a wealth of academic research on mental health and wellbeing, such as the Black Dog Index, this information is traditionally gathered by surveys and isn’t a real-time indication of what’s happening day to day. The traditional approach is time consuming and expensive. Twitter offers a large and fast sample of information that could hold the key to a real-time view of our emotions….

Video games can help bring excluded youth into work


Hannah Kuchler in the Financial Times: “Gamification” is a case in point. This buzzword describes attempts by companies to turn dull workplace chores into play, perhaps by injecting an element of video gaming or a ranking system. That such exercises are often a disguised way of tracking and boosting productivity can leave workers sulky, not cheered.

An exception is when gamification is used to pave the way to a job, rather than tinker with an existing role.

The Rockefeller Foundation, a US charity, recently teamed up with a start-up called Knack to use video games to assess the suitability of unemployed, underqualified 16- to 24-year-olds for entry-level jobs. A typical Knack game might involve playing a busy sushi waiter to show an ability to juggle tasks, prioritise and be considerate.

With Rockefeller research finding two-thirds of lifetime wage growth comes in the first 10 years of employment, the foundation believes it is vital to search for ways to make it easier to get a first job.

Involving the French insurance group AxaAmerican Express and the US health insurer Cigna, the trial assessed the abilities of 600 young unemployed Americans for jobs as financial analysts, customer service representatives and insurance claims processors.

What it found surprised some: in the games, 83 per cent of the unemployed scored at least as well as the companies’ existing staff in these roles : evidence of a sort that, despite not having stacks of certificates, they could be trusted and hired.

Rockefeller concluded that the games, designed to test skills appropriate for each role, “hold great promise” for changing the course of youth employment. The foundation is especially excited because unlike intensive training programmes such as one-on-one interview-coaching, video games are easily scalable, creating the opportunity to get a lot of people their first job, fast.

Swipe Right to Become an Organ Donor


PSFK: ” Tinder is an app known for its match-making services, or at least, letting people find a good match for them. Its popularity and success lies on its easy user-interface and the amount of Tinder profile choices available, which is why the United Kingdom’s National Health Service knew that partnering with Tinder was a great idea to encourage people to sign up as organ donors.

The NHS wants to encourage Tinder users to sign up at the NHS Organ Donor Registry. Given the increasing number of patients that needs organ donors and the increasing number of deaths due to the waiting for donors, the NHS hopes that using Tinder as a platform can prove to be helpful in also increasing the number of organ donors in the country.

The NHS started by setting up bespoke profiles for their three main celebrity supporters, Jamie Laing from Made in Chelsea, Jade Jones (Olympic Gold Medalist) and Gemma Oaten of Emmerdale. Each of the profile has ‘The Wait’ logo on top, signifying that they support organ donation. So if the user swipes right on one of these profiles, that means the user supports the organ donation campaign and will be given the link to where he or she can sign up…..

Tinder’s most active users range from 18-to-35 year olds and this is exactly the demographic that the NHS is looking for when it comes to organ donors. Moreover, this partnership doesn’t just want people to support organ donation, but they actually want people to take the most necessary step, which is signing up as an organ donor. To reduce economic inequality, do we need better democracy?


Matt Leighninger at Public Agenda: “When people have a say in the decisions that affect their lives, they will be better off economically as well as politically.

This idea has intrigued community development experts, foundation executives, public officials and academic researchers for many years. It has also animated some of the work people and governments are undertaking to address inequality, both in the United States and (especially) in the Global South.

But can a participatory democracy lead to greater economic opportunity? We are just beginning to amass evidence that this idea is true, understand how and why it works, and figure out how to make it happen better and faster.

Over the last two decades we have witnessed a quiet revolution in how governments and other institutions engage the public. Public officials, technologists, engagement practitioners, community organizers and other leaders have developed hundreds of projects, processes, tools and apps that boost engagement.

While they differ in many ways, these strategies and resources have one common thread: they treat citizens like adults rather than the clients (or children) of the state. They give people chances to connect, learn, deliberate, make recommendations, vote on budget or policy decisions, take action to solve public problems or all of the above. The principles behind these practices embody and enable greater political equality.

This wave of experimentation has produced inspiring outcomes in cities all over the world, but it has been particularly productive in Brazil and other parts of the Global South, where engagement has been built into the way that many cities operate. In these places, it is increasingly clear that when people have a legitimate voice in the institutions that govern their communities, and when they have support through various kinds of social and political networks, their economic fortunes improve.

The best-documented cases come from cities in Brazil, where Participatory Budgeting and other forms of engagement have been built into a much more robust “civic infrastructure” than we have in most American cities. In other words, people in these places have a wider variety of ways to participate on a broader range of issues and decisions. Their chances for engagement include online opportunities as well as face-to-face meetings. Many are social events as much as political ones: people participate because they get to see their neighbors and feel like they are part of a community, in addition to being able to weigh in on a public decision.

In these cities, the gap between rich and poor has narrowed, much more so than in similar cities without vibrant local democracies. In addition, governments are more likely to complete planned projects; public finances are better managed and less prone to corruption; people exhibit increased trust in public institutions and are more likely to pay their taxes; public expenditures are more likely to benefit low-income people; public health outcomes, such as the rate of infant mortality, have improved; and poverty has been reduced.

Stretching science: why emotional intelligence is key to tackling climate change


Faith Kearns at the Conversation: “…some environmental challenges are increasingly taking on characteristics of intractable conflicts, which may remain unresolved despite good faith efforts.

In the case of climate change, conflicts ranging from debates over how to lower emissions to denialism are obvious and ongoing -– the science community has often approached them as something to be defeated or ignored.

While some people love it and others hate it, conflict is often an indicator that something important is happening; we generally don’t fight about things we don’t care about.

Working with conflict is a challenging proposition, in part because while it manifests in interactions with others, much of the real effort comes in dealing with our own internal conflicts.

However, beginning to accept and even value conflict as a necessary part of large-scale societal transformation has the potential to generate new approaches to climate change engagement. For example, understanding that in some cases denial by another person is protective may lead to new approaches to engagement.

As we connect more deeply with conflict, we may come to see it not as a flame to be fanned or put out, but as a resource.

A relational approach to climate change

Indeed, because of the emotion and conflict involved, the concept of a relational approach is one that offers a great deal of promise in the climate change arena. It is, however, vastly underexplored.

Relationship-centered approaches have been taken up in law, medicine, and psychology.

A common thread among these fields is a shift from expert-driven to more collaborative modes of working together. Navigating the personal and emotional elements of this kind of work asks quite a bit more of practitioners than subject-matter expertise.

In medicine, for example, relationship-centered care is a framework examining how relationships – between patients and clinicians, among clinicians, and even with broader communities – impact health care. It recognizes that care may go well beyond technical competency.

This kind of framework can demonstrate how a relational approach is different from more colloquial understandings of relationships; it can be a way to intentionally and transparently attend to conflict and power dynamics as they arise.

Although this is a simplified view of relational work, many would argue that an emphasis on emergent and transformative properties of relationships has been revolutionary. And one of the key challenges, and opportunities, of a relationship-centered approach to climate work is that we truly have no idea what the outcomes will be.

We have long tried to motivate action around climate change by decreasing scientific uncertainty, so introducing social uncertainty feels risky. At the same time it can be a relief because, in working together, nobody has to have the answer.

Learning to be comfortable with discomfort

A relational approach to climate change may sound basic to some, and complicated to others. In either case, it can be useful to know there is evidence that skillful relational capacity can be taught and learned.

The medical and legal communities have been developing relationship-centered training for years.

It is clear that relational skills and capacities like conflict resolution, empathy, and compassion can be enhanced through practices including active listening and self-reflection. Although it may seem an odd fit, climate change invites ability to work together in new ways that include acknowledging and working with the strong emotions involved.

With a relationship-centered approach, climate change issues become less about particular solutions, and more about transforming how we work together. It is both risky and revolutionary in that it asks us to take a giant leap into trusting not just scientific information, but each other….(More)”
