NIH-funded team uses smartphone data in global study of physical activity


National Institutes of Health: “Using a larger dataset than for any previous human movement study, National Institutes of Health-funded researchers at Stanford University in Palo Alto, California, have tracked physical activity by population for more than 100 countries. Their research follows on a recent estimate that more than 5 million people die each year from causes associated with inactivity.

The large-scale study of daily step data from anonymous smartphone users dials in on how countries, genders, and community types fare in terms of physical activity and what results may mean for intervention efforts around physical activity and obesity. The study was published July 10, 2017, in the advance online edition of Nature.

“Big data is not just about big numbers, but also the patterns that can explain important health trends,” said Grace Peng, Ph.D., director of the National Institute of Biomedical Imaging and Bioengineering (NIBIB) program in Computational Modeling, Simulation and Analysis.

“Data science and modeling can be immensely powerful tools. They can aid in harnessing and analyzing all the personalized data that we get from our phones and wearable devices.”

Almost three quarters of adults in developed countries and half of adults in developing economies carry a smartphone. The devices are equipped with tiny accelerometers, computer chip that maintains the orientation of the screen, and can also automatically record stepping motions. The users whose data contributed to this study subscribed to the Azumio Argus app, a free application for tracking physical activity and other health behaviors….

In addition to the step records, the researchers accessed age, gender, and height and weight status of users who registered the smartphone app. They used the same calculation that economists use for income inequality — called the Gini index — to calculate activity inequality by country.

“These results reveal how much of a population is activity-rich, and how much of a population is activity-poor,” Delp said. “In regions with high activity inequality there are many people who are activity poor, and activity inequality is a strong predictor of health outcomes.”…

The researchers investigated the idea that making improvements in a city’s walkability — creating an environment that is safe and enjoyable to walk — could reduce activity inequality and the activity gender gap.

“If you must cross major highways to get from point A to point B in a city, the walkability is low; people rely on cars,” Delp said. “In cities like New York and San Francisco, where you can get across town on foot safely, the city has high walkability.”

Data from 69 U.S. cities showed that higher walkability scores are associated with lower activity inequality. Higher walkability is associated with significantly more daily steps across all age, gender, and body-mass-index categories.  However, the researchers found that women recorded comparatively less activity than men in places that are less walkable.

Justice in Algorithmic Robes


Editorial by Joseph Savirimuthu of a Special Issue of the International Review of Law, Computers & Technology: “The role and impact of algorithms has attracted considerable interest in the media. Its impact is already being reflected in adjustments made in a number of sectors – entertainment, travel, transport, cities and financial services. From an innovation point of view, algorithms enable new knowledge to be created and identify solutions to problems. The emergence of smart sensing technologies, 3D printing, automated systems and robotics is seamlessly being interwoven into discourses such as ‘the collaborative economy’, ‘governance by platforms’ and ‘empowerment’. Innovations such as body worn cameras, fitness trackers, 3D printing, smart meters, robotics and Big Data hold out the promise of a new algorithmic future. However, the shift in focus from natural and scarce resources towards information also makes individuals the objects and the mediated construction of access and knowledge infrastructures now provide the conditions for harnessing value from data. The increasing role of algorithms in environments mediated by technology also coincide with growing inter-disciplinary scholarship voicing concerns about the vulnerability of the values we associate with fundamental freedoms and how these are being algorithmically reconfigured or dismantled in a systematic manner. The themed issue, Justice in Algorithmic Robes, is intended to initiate a dialogue on both the challenges and opportunities as digitalization ushers in a period of transformation that has no immediate parallels in terms of scale, speed and reach. The articles provide different perspectives to the transformation taking place in the digital environment. The contributors offer an inter-disciplinary view of how the digital economy is being invigorated and evaluate the regulatory responses – in particular, how these transformations interact with law. Carnegie Mellon scientists use app to track foul odors in Pittsburgh


Ashley Murray at Pittsburgh Post-Gazette:If you smell something, say something. Scientists at Carnegie Mellon University want Pittsburghers to put their collective noses to the task and report foul smells using a mobile reporting application called Smell PGH.

Since the app launched last year, more than 1,300 users have reported foul smells more than 4,300 times — most of which they’ve described as “industrial,” “sulfur” or “woodsmoke.”

The app was developed at CMU’s Community Robotics, Education and Technology Empowerment (CREATE) Lab.

“The app is really about the community,” said Beatrice Dias, project director at the CREATE Lab. “To show that you’re not alone in your negative experiences of pollution impact.”

Smartphone users can create a “smell report” within the app, which has the capability to alert the Allegheny County Health Department.

Health department spokeswoman Melissa Wade said the agency has received and followed-up on 3,000 reports generated from the app.

Users can also view a real-time map of all smell reports in and around the city. A new feature added last month allows users to go back in time and play a time-lapse animation of little colored triangles — green, yellow and red, symbolizing varying degrees of smell — that pop up and disappear as odors were reported….

“The goal is I’m trying to predict the smell in the next few hours, like a weather forecast,” Mr. Hsu said. “Let’s say today from 12 to 1 p.m. we have 10 smell reports. I can check not only the smell reports, but the data from other sensor stations around Pittsburgh, so I know during this hour what the reading is of all the air-quality related variables, like PM 2.5, like sulfur and nitrogen oxides, [and] the wind speed, the wind direction. There are a lot of parameters we need to consider.”…

Another goal of this citizen science initiative, Mr. Hsu said, is to improve communication between the public and governmental regulation agencies, like the health department.

“Before this technology if you smelled something bad, you might not be sure if this came from ambient air, your neighborhood or just traffic issues,” Mr. Hsu said. “But if you use the app, you can see a lot of your neighbors are reporting, too. And then maybe the government can use this to see the problems in a city.”…(More)”.

Local Government in China Trials Blockchain for Public Services

Chan Cheng District, within Foshan City in Canton province, announced during an event on 23rd June the launch of a platform called Intelligent Multifunctional Identity (IMI) that lets registered local residents avoid filling repetitive personal information for different public services, presumably providing a more simple and secured process.

The newly revealed system is seen as an upgrade, incorporated to the current all-in-one workflow in the local administration.

Since 2014, the Chan Cheng District government has operated a central hub inside the city that serves as a physical portal for residents who need tax, pension, healthcare or utility services, among others. Despite offering a single source at which residents can access these services, repetitive work is needed for multiple processes.

According to the district’s announcement, residents who are able to register on and verified by the IMI platform will have the control of their personal information and can grant access to a government service they need. Using paired public and private keys, the system is also said to be able to verify users’ identity automatically without requiring them to be physically present at a service center….(More)”.

The solution to US politics’ Facebook problem is Facebook


Parag Khanna in Quartz: “In just one short decade, Facebook has evolved from a fast-growing platform for sharing classmates’ memories and pet photos to being blamed for Donald Trump’s election victory, promoting hate speech, and accelerating ISIS recruitment. Clearly, Facebook has outgrown its original mission.

It should come as no surprise then that Facebook CEO Mark Zuckerberg has in the past few months issued a long manifesto explaining the company’s broader aim to foster global connectivity, given a commencement speech at Harvard focused on the need for people to feel a meaningful “sense of purpose,” as well as more recently changed the company’s mission to “give people the power to build community and bring the world closer together.”

In truth, Facebook has been doing this all along. In just a three year period between 2011-2014, the average number of international “friends” Facebook members have (whether from rich or poor countries) doubled and in many cases tripled. There is no denying that without Facebook, people would have much less exposure to people they would never meet, and therefore opportunities to gain wider perspectives (irrespective of whether they confirm or contradict one’s own). Then there are charities and NGOs from UNICEF to Human Rights Watch that raise millions of dollars on Facebook and other online platforms such as Avaaz and Change.org.

Facebook has just crossed two billion monthly users, meaning more people express their views on it each month than will vote in all elections in the world this year. That makes Facebook the largest player in wide array of social media tools that are the epicenter–and the lightening rod–for our conversation about technology and politics. Ironically, though, while so many of these innovations come out of the US, the American approach to using digital technology for better governance is at best pathetic…. Sloppy analysis, a cynical Kommentariat and an un-innovative government have led America down the path of ignoring most of the positive ways digital governance can unfold. Fortunately, there are plenty of lessons from around the world for those who care to look and learn.

Citizen engagement is an obvious start. But this should be more than just live-streamed town halls and Q&As in the run-up to elections. European governments such as the UK use Facebook pages to continuously gather policy proposals on public spending priorities. In Estonia, electronic voting is the norm. In the world’s oldest direct democracy, Switzerland, citizen petitions and initiatives are being digitized for even more transparent and inclusive deliberation. In Australia, the Flux movement is allowing all citizens to cast digital ballots on specific policy issues and submit them straight to parliament. Meanwhile, America has the Koch Brothers and the NRA…..

Even governments that are less respected in the West because their regimes do not resemble our own do a better job of harnessing social media. Sheikh Mohammed, ruler of Dubai, uses Facebook to crowdsource suggestions for infrastructure projects and other ideas from a population that is a whopping 90 percent foreign.

Singapore may be the most sophisticated government in this domain. Though the incumbent People’s Action Party (PAP) wins every parliamentary election hands-down, more important is the fact that surveys the public ad nauseam on issues of savings and healthcare, transit routes, immigration policy and just about everything else. Singapore is not Switzerland, but it might be the world’s most responsive government.

This is how governments that appear illegitimate according to a narrow reading of Western political theory boast far higher public satisfaction than most all Western governments today. If you don’t understand this, you probably spend too much time in a filter bubble….

The US should aspire to be a place where democracy and data reinforce rather than contradict each other….(More)

Data for Development: The Case for Information, Not Just Data


Daniela Ligiero at the Council on Foreign Relations: “When it comes to development, more data is often better—but in the quest for more data, we can often forget about ensuring we have information, which is even more valuable. Information is data that have been recorded, classified, organized, analyzed, interpreted, and translated within a framework so that meaning emerges. At the end of the day, information is what guides action and change.

The need for more data

In 2015, world leaders came together to adopt a new global agenda to guide efforts over the next fifteen years, the Sustainable Development Goals. The High-level Political Forum (HLPF), to be held this year at the United Nations on July 10-19, is an opportunity for review of the 2030 Agenda, and will include an in-depth analysis of seven of the seventeen goals—including those focused on poverty, health, and gender equality. As part of the HLPF, member states are encouraged to undergo voluntary national reviews of progress across goals to facilitate the sharing of experiences, including successes, challenges, and lessons learned; to strengthen policies and institutions; and to mobilize multi-stakeholder support and partnerships for the implementation of the agenda.

A significant challenge that countries continue to face in this process, and one that becomes painfully evident during the HLPF, is the lack of data to establish baselines and track progress. Fortunately, new initiatives aligned with the 2030 Agenda are working to focus on data, such as the Global Partnership for Sustainable Development Data. There are also initiatives focus on collecting more and better data in particular areas, like gender data (e.g., Data2X; UN Women’s Making Every Girl and Woman Count). This work is important and urgently needed.

Data to monitor global progress on the goals is critical to keeping countries accountable to their commitments and allows countries to examine how they are doing across multiple, ambitious goals. However, equally important is the rich, granular national and sub-national level data that can guide the development and implementation of evidence-based, effective programs and policies. These kinds of data are also often lacking or of poor quality, in which case more data and better data is essential. But a frequently-ignored piece of the puzzle at the national level is improved use of the data we already have.

Making the most of the data we have

To illustrate this point, consider the Together for Girls partnership, which was built on obtaining new data where it was lacking and effectively translating it into information to change policies and programs. We are a partnership between national governments, UN agencies and private sector organizations working to break cycles of violence, with special attention to sexual violence against girls. …The first pillar of our work is focused on understanding violence against children within a country, always at the request of the national government. We do this through a national household survey – the Violence Against Children Survey (VACS), led by national governments, CDC, and UNICEF as part of the Together for Girls Partnership….

The truth is there is a plethora of data at the country level, generated by surveys, special studies, administrative systems, private sector, and citizens that can provide meaningful insights across all the development goals.

Connecting the dots

But data—like our programs’—often remain in silos. For example, data focused on violence against children is typically not top of mind for those working on women’s empowerment or adolescent health. Yet, as an example, the VACS can offer valuable information about how sexual violence against girls, as young as 13,is connected to adolescent pregnancy—or how one of the most common perpetrators of sexual violence against girls is a partner, a pattern that starts early and is a predictor for victimization and perpetration later in life.  However, these data are not consistently used across actors working on programs related to adolescent pregnancy and violence against women….(More)”.

Reinvention in Middle America


New report by sparks & honey: “Conventional wisdom suggests that to peer into the crystal ball of America’s future, one should go to Silicon Valley to check out the latest start-up unicorns, or to New York or Los Angeles to scout emerging trends in fashion and food.
Middle America, on the other hand, is often described as if it’s on the margins of culture and innovation — “flyover country” — provincial, unsophisticated and stuck in the past. But Middle America is diverse and although it is not stuck in the past —rhetoric about it is.

It’s even predicted that in five years, the Midwest will have more startups than Silicon Valley.

Artificial intelligence can predict which congressional bills will pass


Other algorithms have predicted whether a bill will survive a congressional committee, or whether the Senate or House of Representatives will vote to approve it—all with varying degrees of success. But John Nay, a computer scientist and co-founder of Skopos Labs, a Nashville-based AI company focused on studying policymaking, wanted to take things one step further. He wanted to predict whether an introduced bill would make it all the way through both chambers—and precisely what its chances were.

Nay started with data on the 103rd Congress (1993–1995) through the 113th Congress (2013–2015), downloaded from a legislation-tracking website call GovTrack. This included the full text of the bills, plus a set of variables, including the number of co-sponsors, the month the bill was introduced, and whether the sponsor was in the majority party of their chamber. Using data on Congresses 103 through 106, he trained machine-learning algorithms—programs that find patterns on their own—to associate bills’ text and contextual variables with their outcomes. He then predicted how each bill would do in the 107th Congress. Then, he trained his algorithms on Congresses 103 through 107 to predict the 108th Congress, and so on.

Nay’s most complex machine-learning algorithm combined several parts. The first part analyzed the language in the bill. It interpreted the meaning of words by how they were embedded in surrounding words. For example, it might see the phrase “obtain a loan for education” and assume “loan” has something to do with “obtain” and “education.” A word’s meaning was then represented as a string of numbers describing its relation to other words. The algorithm combined these numbers to assign each sentence a meaning. Then, it found links between the meanings of sentences and the success of bills that contained them. Three other algorithms found connections between contextual data and bill success. Finally, an umbrella algorithm used the results from those four algorithms to predict what would happen…. his program scored about 65% better than simply guessing that a bill wouldn’t pass, Nay reported last month in PLOS ONE…(More).

Why blockchain could be your next form of ID as a world citizen


 at TechRepublic: “Blockchain is moving from banking to the refugee crisis, as Microsoft and Accenture on Monday announced a partnership to use the technology to provide a legal form of identification for 1.1 billion people worldwide as part of the global public-private partnership ID2020.

The two tech giants developed a prototype that taps Accenture’s blockchain capabilities and runs on Microsoft Azure. The tech tool uses a person’s biometric data, such as a fingerprint or iris scan, to unlock the record-keeping blockchain technology and create a legal ID. This will allow refugees to have a personal identity record they can access from an app on a smartphone to receive assistance at border crossings, or to access basic services such as healthcare, according to a press release.

The prototype is designed so that personally identifiable information (PII) always exists “off chain,” and is not stored in a centralized system. Citizens use their biometric data to access their information, and chose when to share it—preventing the system from being accessed by tyrannical governments that refugees are fleeing from, as ZDNet noted.

Accenture’s platform is currently used in the Biometric Identity Management System operated by the United Nations High Commissioner for Refugees, which has enrolled more than 1.3 million refugees in 29 nations across Asia, Africa, and the Caribbean. The system is predicted to support more than 7 million refugees from 75 countries by 2020, the press release noted.

“People without a documented identity suffer by being excluded from modern society,” said David Treat, a managing director in Accenture’s global blockchain business, in the press release. “Our prototype is personal, private and portable, empowering individuals to access and share appropriate information when convenient and without the worry of using or losing paper documentation.”

ID is key for accessing education, healthcare, voting, banking, housing, and other family benefits, the press release noted. ID2020’s goal is to create a secure, established digital ID system for all citizens worldwide….

Blockchain will likely play an increasing role in both identification and security moving forward, especially as it relates to the Internet of Things (IoT).
