How we mapped billions of trees in West Africa using satellites, supercomputers and AI

In the 1930s it was first theorized that the Sahara was expanding and woody vegetation was on the retreat. In the 1970s, spurred by the “Sahel drought”, focus was on the threat of “desertification”, caused by human overuse and/or climate change. In recent decades, the potential impact of climate change on the vegetation has been the main concern, along with the feedback of vegetation on the climate, associated with the role of the vegetation in the global carbon cycle.

Using high-resolution satellite data and machine-learning techniques at supercomputing facilities, we have now been able to map billions of individual trees and shrubs in West Africa. The goal is to better understand the real state of vegetation coverage and evolution in arid and semi-arid areas.

Finding a shrub in the desert – from space

Since the 1970s, satellite data have been used extensively to map and monitor vegetation in semi-arid areas worldwide. Images are available in “high” spatial resolution (with NASA’s satellites Landsat MSS and TM, and ESA’s satellites Spot and Sentinel) and “medium or low” spatial resolution (NOAA AVHRR and MODIS).

To accurately analyse vegetation cover at continental or global scale, it is necessary to use the highest-resolution images available – with a resolution of 1 metre or less – and up until now the costs of acquiring and analysing the data have been prohibitive. Consequently, most studies have relied on moderate- to low-resolution data. This has not allowed for the identification of individual trees, and therefore these studies only yield aggregate estimates of vegetation cover and productivity, mixing herbaceous and woody vegetation.

In a new study covering a large part of the semi-arid Sahara-Sahel-Sudanian zone of West Africa, published in Nature in October 2020, an international group of researchers was able to overcome these limitations. By combining an immense amount of high-resolution satellite data, advanced computing capacities, machine-learning techniques and extensive field data gathered over decades, we were able to identify individual trees and shrubs with a crown area of more than 3 m2 with great accuracy. Between surveillance and recognition: Rethinking digital identity in aid

Aid organisations tend to see digital identification technologies as tools of recognition and inclusion rather than oppressive forms of monitoring, tracking and top-down control. In addition, practices that many critical scholars describe as aiding surveillance are often experienced differently by humanitarian subjects. World Development Report 2021: Data for Better Lives — Leveraging greater value from data to help the poor


Report by the World Bank: “Data has become ubiquitous—with global data flows increasing one thousand times over the last 20 years. What is not always appreciated is the extent to which data offer the potential to improve people’s lives, including the poor and those living in lower-income countries.

Consider this example. The Indian state of Odisha is susceptible to devastating cyclones. When disaster struck in 1999, as many as 10,000 people lost their lives. This tragedy prompted the Odisha State Disaster Management Authority to invest heavily in weather forecast data. When another, similarly powerful storm struck in 2013, the capture and broadcast of early warning data allowed nearly one million people to be evacuated to safety, slashing the death toll to just 38.

Data’s direct benefits on lives and livelihoods can come not only from government initiatives, as in Odisha, but also through a plethora of new private business models. Many of us are familiar with on-demand ride-hailing platforms that have revolutionized public transportation in major cities. In Nigeria, the platform business Hello Tractor has adapted the concept of a ride-hailing platform allowing farmers to rent agricultural equipment on demand and increase their agricultural productivity.

Furthermore, Civil Society Organizations across the world are using crowdsourced data collected from citizens as a way of holding governments accountable. For example, the platform ForestWatchers allows people to directly report deforestation of the Amazon. And in Egypt, the HarrassMap tool allows women to report the location of sexual harassment incidents.

Despite all these innovative uses, data still remain grossly under-utilized, leaving much of the economic and social value of data untapped. Collecting and using data for a single purpose without making it available to others for reuse is a waste of resources.  By reusing and combining data from both public and private sources, and applying modern analytical techniques, merged data sets can cover more people, more precisely, and more frequently.  Leveraging these data synergies can bring real benefits….(More)”.

A new approach to problem-solving across the Sustainable Development Goals


Alexandra Bracken, John McArthur, and Jacob Taylor at Brookings: “The economic, social, and environmental challenges embedded throughout the world’s 17 Sustainable Development Goals (SDGs) will require many breakthroughs from business as usual. COVID-19 has only underscored the SDGs’ central message that the underlying problems are both interconnected and urgent, so new mindsets are required to generate faster progress on many fronts at once. Our recent report, 17 Rooms: A new approach to spurring action for the Sustainable Development Goals, describes an effort to innovate around the process of SDG problem-solving itself.

17 Rooms aims to advance problem-solving within and across all the SDGs. As a partnership between Brookings and The Rockefeller Foundation, the first version of the undertaking was convened in September 2018, as a single meeting on the eve of the U.N. General Assembly in New York. The initiative has since evolved into a two-pronged effort: an annual flagship process focused on global-scale policy issues and a community-level process in which local actors are taking 17 Rooms methods into their own hands.

In practical terms, 17 Rooms consists of participants from disparate specialist communities each meeting in their own “Rooms,” or working groups, one for each SDG. Each Room is tasked with a common assignment of identifying cooperative actions they can take over the subsequent 12-18 months. Emerging ideas are then shared across Rooms to spot opportunities for collaboration.

The initiative continues to evolve through ongoing experimentation, so methods are not overly fixed, but three design principles help define key elements of the 17 Rooms mindset:

  1. All SDGs get a seat at the table. Insights, participants, and priorities are valued equally across all the specialist communities focused on individual dimensions of the SDGs
  2. Take a next step, not the perfect step. The process encourages participants to identify—and collaborate on—actions that are “big enough to matter, but small enough to get done”
  3. Conversations, not presentations. Discussions are structured around collaboration and peer-learning, aiming to focus on what’s best for an issue, not any individual organization

Critical Perspectives on Open Development

A definition, benchmark and database of AI for social good initiatives

However, existing attempts to understand and foster AI4SG initiatives have so far been limited by the lack of normative analyses and a shortage of empirical evidence. In this Perspective, we address these limitations by providing a definition of AI4SG and by advocating the use of the United Nations’ Sustainable Development Goals (SDGs) as a benchmark for tracing the scope and spread of AI4SG. We introduce a database of AI4SG projects gathered using this benchmark, and discuss several key insights, including the extent to which different SDGs are being addressed. A new intelligence paradigm: how the emerging use of technology can achieve sustainable development (if done responsibly)

Verhulst in The Conversation: “….This month, the GovLab and the French Development Agency (AFD) released a report looking at precisely these possibilities. “Emerging Uses of Technology for Development: A New Intelligence Paradigm” examines how development practitioners are experimenting with emerging forms of technology to advance development goals. It considers when practitioners might turn to these tools and provides some recommendations to guide their application.

Broadly, the report concludes that experiments with new technologies in development have produced value and offer opportunities for progress. These technologies – which include data intelligence, artificial intelligence, collective intelligence, and embodied intelligence tools – are associated with different prospective benefits and risks. It is essential they be informed by design principles and practical considerations.

Four intelligences

The report derives its conclusions from an analysis of dozens of projects around Africa, including Senegal, Tanzania, Uganda. Linking practice and theory, this approach allows us to construct a conceptual framework that helps development practitioners allocate resources and make key decisions based on their specific circumstances. Geographic Citizen Science Design


Book edited by Artemis Skarlatidou and Muki Haklay: “Little did Isaac Newton, Charles Darwin and other ‘gentlemen scientists’ know, when they were making their scientific discoveries, that some centuries later they would inspire a new field of scientific practice and innovation, called citizen science. The current growth and availability of citizen science projects and relevant applications to support citizen involvement is massive; every citizen has an opportunity to become a scientist and contribute to a scientific discipline, without having any professional qualifications. With geographic interfaces being the common approach to support collection, analysis and dissemination of data contributed by participants, ‘geographic citizen science’ is being approached from different angles.

Geographic Citizen Science Design takes an anthropological and Human-Computer Interaction (HCI) stance to provide the theoretical and methodological foundations to support the design, development and evaluation of citizen science projects and their user-friendly applications. Through a careful selection of case studies in the urban and non-urban contexts of the Global North and South, the chapters provide insights into the design and interaction barriers, as well as on the lessons learned from the engagement of a diverse set of participants; for example, literate and non-literate people with a range of technical skills, and with different cultural backgrounds.

Digital platforms for development: Foundations and research agenda

Yet, to date, the scholarly literature on digital platforms has largely concentrated on business while their developmental implications remain understudied. In part, this is because digital platforms are a challenging research object due to their lack of conceptual definition, their spread across different regions and industries, and their intertwined nature with institutions, actors and digital technologies. The purpose of this article is to contribute to the ongoing debate in information systems and ICT4D research to understand what digital platforms mean for development. To do so, we first define what digital platforms are and differentiate between transaction and innovation platforms, and explain their key characteristics in terms of purpose, research foundations, material properties and business models. We add the socio‐technical context digital platforms operate and the linkages to developmental outcomes. We then conduct an extensive review to explore what current areas, developmental goals, tensions and issues emerge in the literature on platforms and development and identify relevant gaps in our knowledge. We later elaborate on six research questions to advance the studies on digital platforms for development: on indigenous innovation, digital platforms and institutions, on exacerbation of inequalities, on alternative forms of value, on the dark side of platforms and on the applicability of the platform typology for development….(More)”.

Rising to the Challenge: how to get the best value from using prizes to drive innovation for development


Report by Cheryl Brown, Catherine Gould, Clare Stott: “An innovation inducement prize enables funders to pursue development goals without them having to know in advance which approaches or participants are most likely to succeed. Innovation prizes also often directly engage with the intended beneficiaries or those connected with them, in solving the problems.

At a time when development spending is under increasing pressure to show value for money (VFM), innovation prizes are considered as an alternative to mainstream funding options. While costs are likely to have accrued through prize design and management, no cash payments are made until the prize is successfully awarded. The funder may anticipate obtaining more results than those directly paid for through the prize award.

The purpose of this report is to answer two questions: do innovation prizes work for development, and if so, when do they offer value over other forms of funding?

To date, few evaluations have been published that would help funders answer these questions for themselves. DFID commissioned the Ideas to Impact programme, which was delivered by an IMC Worldwide-led consortium and evaluated by Itad, to fill this gap by testing a range of innovation prizes targeted at different development issues and this report synthesises the findings from the evaluations and follow-up reviews of six of these prizes….(More)”.
