Satellites can advance sustainable development by highlighting poverty


Cordis: “Estimating poverty is crucial for improving policymaking and advancing the sustainability of a society. Traditional poverty estimation methods such as household surveys and census data incur huge costs however, creating a need for more efficient approaches.

With this in mind, the EU-funded USES project examined how satellite images could be used to estimate household-level poverty in rural regions of developing countries. “This promises to be a radically more cost-effective way of monitoring and evaluating the Sustainable Development Goals,” says Dr Gary Watmough, USES collaborator and Interdisciplinary Lecturer in Land Use and Socioecological Systems at the University of Edinburgh, United Kingdom.

Land use and land cover reveal poverty clues

To achieve its aims, the project investigated how land use and land cover information from satellite data could be linked with household survey data. “We looked particularly at how households use the landscape in the local area for agriculture and other purposes such as collecting firewood and using open areas for grazing cattle,” explains Dr Watmough.

The work also involved examining satellite images to determine which types of land use were related to household wealth or poverty using statistical analysis. “By trying to predict household poverty using the land use data we could see which land use variables were most related to the household wealth in the area,” adds Dr Watmough.

Overall, the USES project found that satellite data could predict poverty particularly the poorest households in the area. Dr Watmough comments: “This is quite remarkable given that we are trying to predict complicated household-level poverty from a simple land use map derived from high-resolution satellite data.”

A study conducted by USES in Kenya found that the most important remotely sensed variable was building size within the homestead. Buildings less than 140 m2 were mostly associated with poorer households, whereas those over 140 m2 tended to be wealthier. The amount of bare ground in agricultural fields and within the homestead region was also important. “We also found that poorer households were associated with a shorter number of agricultural growing days,” says Dr Watmough….(More)”.

What’s Wrong with Public Policy Education


Francis Fukuyama at the American Interest: “Most programs train students to become capable policy analysts, but with no understanding of how to implement those policies in the real world…Public policy education is ripe for an overhaul…

Public policy education in most American universities today reflects a broader problem in the social sciences, which is the dominance of economics. Most programs center on teaching students a battery of quantitative methods that are useful in policy analysis: applied econometrics, cost-benefit analysis, decision analysis, and, most recently, use of randomized experiments for program evaluation. Many schools build their curricula around these methods rather than the substantive areas of policy such as health, education, defense, criminal justice, or foreign policy. Students come out of these programs qualified to be policy analysts: They know how to gather data, analyze it rigorously, and evaluate the effectiveness of different public policy interventions. Historically, this approach started with the Rand Graduate School in the 1970s (which has subsequently undergone a major re-thinking of its approach).

There is no question that these skills are valuable and should be part of a public policy education.  The world has undergone a revolution in recent decades in terms of the role of evidence-based policy analysis, where policymakers can rely not just on anecdotes and seat-of-the-pants assessments, but statistically valid inferences that intervention X is likely to result in outcome Y, or that the millions of dollars spent on policy Z has actually had no measurable impact. Evidence-based policymaking is particularly necessary in the age of Donald Trump, amid the broad denigration of inconvenient facts that do not suit politicians’ prior preferences.

But being skilled in policy analysis is woefully inadequate to bring about policy change in the real world. Policy analysis will tell you what the optimal policy should be, but it does not tell you how to achieve that outcome.

The world is littered with optimal policies that don’t have a snowball’s chance in hell of being adopted. Take for example a carbon tax, which a wide range of economists and policy analysts will tell you is the most efficient way to abate carbon emissions, reduce fossil fuel dependence, and achieve a host of other desired objectives. A carbon tax has been a nonstarter for years due to the protestations of a range of interest groups, from oil and chemical companies to truckers and cabbies and ordinary drivers who do not want to pay more for the gas they use to commute to work, or as inputs to their industrial processes. Implementing a carbon tax would require a complex strategy bringing together a coalition of groups that are willing to support it, figuring out how to neutralize the die-hard opponents, and convincing those on the fence that the policy would be a good, or at least a tolerable, thing. How to organize such a coalition, how to communicate a winning message, and how to manage the politics on a state and federal level would all be part of a necessary implementation strategy.

It is entirely possible that an analysis of the implementation strategy, rather than analysis of the underlying policy, will tell you that the goal is unachievable absent an external shock, which might then mean changing the scope of the policy, rethinking its objectives, or even deciding that you are pursuing the wrong objective.

Public policy education that sought to produce change-makers rather than policy analysts would therefore have to be different.  It would continue to teach policy analysis, but the latter would be a small component embedded in a broader set of skills.

The first set of skills would involve problem definition. A change-maker needs to query stakeholders about what they see as the policy problem, understand the local history, culture, and political system, and define a problem that is sufficiently narrow in scope that it can plausibly be solved.

At times reformers start with a favored solution without defining the right problem. A student I know spent a summer working at an NGO in India advocating use of electric cars in the interest of carbon abatement. It turns out, however, that India’s reliance on coal for marginal electricity generation means that more carbon would be put in the air if the country were to switch to electric vehicles, not less, so the group was actually contributing to the problem they were trying to solve….

The second set of skills concerns solutions development. This is where traditional policy analysis comes in: It is important to generate data, come up with a theory of change, and posit plausible options by which reformers can solve the problem they have set for themselves. This is where some ideas from product design, like rapid prototyping and testing, may be relevant.

The third and perhaps most important set of skills has to do with implementation. This begins necessarily with stakeholder analysis: that is, mapping of actors who are concerned with the particular policy problem, either as supporters of a solution, or opponents who want to maintain the status quo. From an analysis of the power and interests of the different stakeholders, one can begin to build coalitions of proponents, and think about strategies for expanding the coalition and neutralizing those who are opposed.  A reformer needs to think about where resources can be obtained, and, very critically, how to communicate one’s goals to the stakeholder audiences involved. Finally comes testing and evaluation—not in the expectation that there will be a continuous and rapid iterative process by which solutions are tried, evaluated, and modified. Randomized experiments have become the gold standard for program evaluation in recent years, but their cost and length of time to completion are often the enemies of rapid iteration and experimentation….(More) (see also http://canvas.govlabacademy.org/).

This surprising, everyday tool might hold the key to changing human behavior


Annabelle Timsit at Quartz: “To be a person in the modern world is to worry about your relationship with your phone. According to critics, smartphones are making us ill-mannered and sore-necked, dragging parents’ attention away from their kids, and destroying an entire generation.

But phones don’t have to be bad. With 4.68 billion people forecast to become mobile phone users by 2019, nonprofits and social science researchers are exploring new ways to turn our love of screens into a force for good. One increasingly popular option: Using texting to help change human behavior.

Texting: A unique tool

The short message service (SMS) was invented in the late 1980s, and the first text message was sent in 1992. (Engineer Neil Papworth sent “merry Christmas” to then-Vodafone director Richard Jarvis.) In the decades since, texting has emerged as the preferred communication method for many, and in particular younger generations. While that kind of habit-forming can be problematic—47% of US smartphone users say they “couldn’t live without” the device—our attachment to our phones also makes text-based programs a good way to encourage people to make better choices.

“Texting, because it’s anchored in mobile phones, has the ability to be with you all the time, and that gives us an enormous flexibility on precision,” says Todd Rose, director of the Mind, Brain, & Education Program at the Harvard Graduate School of Education. “When people lead busy lives, they need timely, targeted, actionable information.”

And who is busier than a parent? Text-based programs can help current or would-be moms and dads with everything from medication pickup to childhood development. Text4Baby, for example, messages pregnant women and young moms with health information and reminders about upcoming doctor visits. Vroom, an app for building babies’ brains, sends parents research-based prompts to help them build positive relationships with their children (for example, by suggesting they ask toddlers to describe how they’re feeling based on the weather). Muse, an AI-powered app, uses machine learning and big data to try and help parents raise creative, motivated, emotionally intelligent kids. As Jenny Anderson writes in Quartz: “There is ample evidence that we can modify parents’ behavior through technological nudges.”

Research suggests text-based programs may also be helpful in supporting young children’s academic and cognitive development. …Texts aren’t just being used to help out parents. Non-governmental organizations (NGOs) have also used them to encourage civic participation in kids and young adults. Open Progress, for example, has an all-volunteer community called “text troop” that messages young adults across the US, reminding them to register to vote and helping them find their polling location.

Text-based programs are also useful in the field of nutrition, where private companies and public-health organizations have embraced them as a way to give advice on healthy eating and weight loss. The National Cancer Institute runs a text-based program called SmokefreeTXT that sends US adults between three and five messages per day for up to eight weeks, to help them quit smoking.

Texting programs can be a good way to nudge people toward improving their mental health, too. Crisis Text Line, for example, was the first national 24/7 crisis-intervention hotline to conduct counseling conversations entirely over text…(More).

Open innovation and the evaluation of internet-enabled public services in smart cities


Krassimira Paskaleva and Ian Cooper in Technovation: This article is focused on public service innovation from an innovation management perspective. It presents research experience gained from a European project for managing social and technological innovation in the production and evaluation of citizen-centred internet-enabled services in the public sector.

It is based on six urban pilot initiatives, which sought to operationalise a new approach to co-producing and co-evaluating civic services in smart cities – commonly referred to as open innovation for smart city services. Research suggests that the evidence base underpinning this approach is not sufficiently robust to support claims being made about its effectiveness.

Instead evaluation research of citizen-centred internet-enabled urban services is in its infancy and there are no tested methods or tools in the literature for supporting this approach.

The paper reports on the development and trialing of a novel Co-evaluation Framework, indicators and reporting categories, used to support the co-production of smart city services in an EU-funded project. Our point of departure is that innovation of services is a sub-set of innovation management that requires effective integration of technological with social innovation, supported by the right skills and capacities. The main skills sets needed for effective co-evaluation of open innovation services are the integration of stakeholder management with evaluation capacities.”

What top technologies should the next generation know how to use?


Lottie Waters at Devex: “Technology provides some great opportunities for global development, and a promising future. But for the next generation of professionals to succeed, it’s vital they stay up to date with the latest tech, innovations, and tools.

In a recent report produced by Devex in collaboration with the United States Agency for International Development and DAI, some 86 percent of survey respondents believe the technology, skills, and approaches development professionals will be using in 10 years’ time will be significantly different to today’s.

In fact, “technology for development” is regarded as the sector that will see the most development progress, but is also cited as the one that will see the biggest changes in skills required, according to the survey.

“As different technologies develop, new possibilities will open up that we may not even be aware of yet. These opportunities will bring new people into the development sector and require those in it to be more agile in adapting technologies to meet development challenges,” said one survey respondent.

While “blockchain,” “artificial intelligence,” and “drones” may be the current buzzwords surrounding tech in global development, geographical information systems, or GIS, and big data are actually the top technologies respondents believe the next generation of development professionals should learn how to utilize.

How games can help craft better policy


Shrabonti Bagchi at LiveMint: “I have never seen economists having fun!” Anantha K. Duraiappah, director of Unesco-MGIEP (Mahatma Gandhi Institute of Education for Peace and Sustainable Development), was heard exclaiming during a recent conference. The academics in question were a group of environmental economists at an Indian Society for Ecological Economics conference in Thrissur, Kerala, and they were playing a game called Cantor’s World, in which each player assumes the role of the supreme leader of a country and gets to decide the fate of his or her nation.

Well, it’s not quite as simple as that (this is not Settlers Of Catan!). Players have to take decisions on long-term goals like education and industrialization based on data such as GDP, produced capital, human capital, and natural resources while adhering to the UN’s sustainable development goals. The game is probably the most accessible and enjoyable way of seeing how long-term policy decisions change and impact the future of countries.

That’s what Fields Of View does. The Bengaluru-based non-profit creates games, simulations and learning tools for the better understanding of policy and its impact. Essentially, their work is to make sure economists like the ones at the Thrissur conference actually have some fun while thrashing out crucial issues of public policy.

Can policymaking be made more relevant to the lives of people affected by it? Can policymaking be more responsive to a dynamic social-economic-environmental context? Can we reduce the time taken for a policy to go from the drawing board to implementation? These were some of the questions the founders of Fields Of View, Sruthi Krishnan and Bharath M. Palavalli, set out to answer. “There are no binaries in policymaking. There are an infinite set of possibilities,” says Palavalli, who was named an Ashoka fellow in May for his work at the intersection of technology, social sciences and design.

Information Asymmetries, Blockchain Technologies, and Social Change


Reflections by Stefaan Verhulst on “the potential (and challenges) of Distributed Ledgers for “Market for Lemons” Conditions: We live in a data age, and it has become common to extol the transformative power of data and information. It is now conventional to assume that many of our most pressing public problems—everything from climate change to terrorism to mass migration—are amenable to a “data fix.”

The truth, though, is a little more complicated. While there is no doubt that data—when analyzed and used responsibly—holds tremendous potential, many factors affect whether, and to what extent, that potential will ultimately be fulfilled.

Our ability to address complex public problems using data depends vitally on how our respective data ecosystems is designed (as well as ongoing questions of representation in, power over, and stewardship of these ecosystems).

Flaws in our data ecosystem that prevent us from addressing problems; may also be responsible for many societal failures and inequalities result from the fact that:

  • some actors have better access to data than others;
  • data is of poor quality (or even “fake”); contains implicit bias; and/or is not validated and thus not trusted;
  • only easily accessible data are shared and integrated (“open washing”) while important data remain carefully hidden or without resources for relevant research and analysis; and more generally that
  • even in an era of big and open data, information too often remains stove-piped, siloed, and generally difficult to access.

Several observers have pointed to the relationship between these information asymmetries and, for example, corruption, financial exclusion, global pandemics, forced mass migration, human rights abuses, and electoral fraud.

Consider the transaction costs, power inequities and other obstacles that result from such information asymmetries, namely:

–     At the individual level: too often someone who is trying to open a bank account (or sign up for new cell phone service) is unable to provide all the requisite information, such as credit history, proof of address or other confirmatory and trusted attributes of identity. As such, information asymmetries are in effect limiting this individual’s access to financial and communications services.

–     At the corporate level, a vast body of literature in economics has shown how uncertainty over the quality and trustworthiness of data can impose transaction costs, limit the development of markets for goods and services, or shut them down altogether. This is the well-known “market for lemons” problem made famous in a 1970 paper of the same name by George Akerlof.

–     At the societal or governance level, information asymmetries don’t just affect the efficiency of markets or social inequality. They can also incentivize unwanted behaviors that cause substantial public harm. Tyrants and corrupt politicians thrive on limiting their citizens’ access to information (e.g., information related to bank accounts, investment patterns or disbursement of public funds). Likewise, criminals, operate and succeed in the information-scarce corners of the underground economy.

Blockchain technologies and Information Asymmetries

This is where blockchain comes in. At their core, blockchain technologies are a new type of disclosure mechanism that have the potential to address some of the information asymmetries listed above. There are many types of blockchain technologies, and while I use the blanket term ‘blockchain’ in the below for simplicity’s sake, the nuances between different types of blockchain technologies can greatly impact the character and likelihood of success of a given initiative.

By leveraging a shared and verified database of ledgers stored in a distributed manner, blockchain seeks to redesign information ecosystems in a more transparent, immutable, and trusted manner. Solving information asymmetries may be the real potential of blockchain, and this—much more than the current hype over virtual currencies—is the real reason to assess its potential….(More)”.

Evaluating Civic Open Data Standards

Open data standards ensure interoperability, establish benchmarks in assessing whether governments achieve their goals in publishing open data, can better ensure accuracy of the data. Interoperability enables the use of off-the shelf software and can ease third party development of products that serves multiple locales.

Our project aims to determine which standards for civic data are “best” to open up government data. We began by disambiguating the multiple meanings of what constitutes a data standard by creating a standards stack.

The empirical research started by identifying twelve “high value” open datasets for which we found 22 data standards. A qualitative systematic review of the gray literature and standards documentation generated 18 evaluation metrics, which we grouped into four categories. We evaluated the metrics with civic data standards. Our goal is to identify and characterize types of standards and provide a systematic way to assess their quality…(More)”.

How Mobile Network Operators Can Help Achieve the Sustainable Development Goals Profitably


Press Release: “Today, the Digital Impact Alliance (DIAL) released its second paper in a series focused on the promise of data for development (D4D). The paper, Leveraging Data for Development to Achieve Your Triple Bottom Line: Mobile Network Operators with Advanced Data for Good Capabilities See Stronger Impact to Profits, People and the Planet, will be presented at GSMA’s Mobile 360 Africa in Kigali.

“The mobile industry has already taken a driving seat in helping reach the Sustainable Development Goals by 2030 and this research reinforces the role mobile network operators in lower-income economies can play to leverage their network data for development and build a new data business safely and securely,” said Kate Wilson, CEO of the Digital Impact Alliance. “Mobile network operators (MNOs) hold unique data on customers’ locations and behaviors that can help development efforts. They have been reluctant to share data because there are inherent business risks and to do so has been expensive and time consuming.  DIAL’s research illustrates a path forward for MNOs on which data is useful to achieve the SDGs and why acting now is critical to building a long-term data business.”

DIAL worked with Altai Consulting on both primary and secondary research to inform this latest paper.  Primary research included one-on-one in-depth interviews with more than 50 executives across the data for development value chain, including government officials, civil society leaders, mobile network operators and other private sector representatives from both developed and emerging markets. These interviews help inform how operators can best tap into the shared value creation opportunities data for development provides.

Key findings from the in-depth interviews include:

  • There are several critical barriers that have prevented scaled use of mobile data for social good – including 1) unclear market opportunities, 2) not enough collaboration among MNOs, governments and non-profit stakeholders and 3) regulatory and privacy concerns;
  • While it may be an ideal time for MNOs to increase their involvement in D4D efforts given the unique data they have that can inform development, market shifts suggest the window of opportunity to implement large-scale D4D initiatives will likely not remain open for much longer;
  • Mobile Network Operators with advanced data for good capabilities will have the most success in establishing sustainable D4D efforts; and as a result, achieving triple bottom line mandates; and
  • Mobile Network Operators should focus on providing value-added insights and services rather than raw data and drive pricing and product innovation to meet the sector’s needs.
