Harnessing the Data Revolution to Achieve the Sustainable Development Goals


Erol Yayboke et al at CSIS: “Functioning societies collect accurate data and utilize the evidence to inform policy. The use of evidence derived from data in policymaking requires the capability to collect and analyze accurate data, clear administrative channels through which timely evidence is made available to decisionmakers, and the political will to rely on—and ideally share—the evidence. The collection of accurate and timely data, especially in the developing world, is often logistically difficult, not politically expedient, and/or expensive.

Before launching its second round of global goals—the Sustainable Development Goals (SDGs)—the United Nations convened a High-Level Panel of Eminent Persons on the Post-2015 Development Agenda. As part of its final report, the Panel called for a “data revolution” and recommended the formation of an independent body to lead the charge.1The report resulted in the creation of the Global Partnership for Sustainable Development Data (GPSDD)—an independent group of countries, companies, data communities, and NGOs—and the SDG Data Labs, a private initiative partnered with the GPSDD. In doing so the United Nations and its partners signaled broad interest in data and evidence-based policymaking at a high level. In fact, the GPSDD calls for the “revolution in data” by addressing the “crisis of non-existent, inaccessible or unreliable data.”As this report shows, this is easier said than done.

This report defines the data revolution as an unprecedented increase in the volume and types of data—and the subsequent demand for them—thanks to the ongoing yet uneven proliferation of new technologies. This revolution is allowing governments, companies, researchers, and citizens to monitor progress and drive action, often with real-time, dynamic, disaggregated data. Much work will be needed to make sure the data revolution reaches developing countries facing difficult challenges (i.e., before the data revolution fully becomes the data revolution for sustainable development). It is important to think of the revolution as a multistep process, beginning with building basic knowledge and awareness of the value of data. This is followed by a more specific focus on public private partnerships, opportunities, and constraints regarding collection and utilization of data for evidence-based policy decisions….

This report provides the following recommendations to the international community to play a constructive role in the data revolution:

  • Don’t fixate on big data alone. Focus on the foundation necessary to facilitate leapfrogs around all types of data: small, big, and everywhere in between.
  • Increase funding for capacity building as part of an expansion of broader educational development priorities.
  • Highlight, share, and support enlightened government-driven approaches to data.
  • Increase funding for the data revolution and coordinate donor efforts.
  • Coordinate UN data revolution-related activities closely with an expanded GPSDD.
  • Secure consensus on data sharing, ownership, and privacy-related international standards….(More)”.

These 3 barriers make it hard for policymakers to use the evidence that development researchers produce

Khwaja, Asad Liaqat and Emily Myers at the Monkey Cage/Washington Post: “In international development, the “evidence revolution” has generated a surge in policy research over the past two decades. We now have a clearer idea of what works and what doesn’t. In India, performance pay for teachers works: students in schools where bonuses were on offer got significantly higher test scores. In Kenya, charging small fees for malaria bed nets doesn’t work — and is actually less cost-effective than free distribution. The American Economic Association’s registry for randomized controlled trials now lists 1,287 studies in 106 countries, many of which are testing policies that very well may be expanded.

But can policymakers put this evidence to use?

Here’s how we did our research

We assessed the constraints that keep policymakers from acting on evidence. We surveyed a total of 1,509 civil servants in Pakistan and 108 in India as part of a program called Building Capacity to Use Research Evidence (BCURE), carried out by Evidence for Policy Design (EPoD)at Harvard Kennedy School and funded by the British government. We found that simply presenting evidence to policymakers doesn’t necessarily improve their decision-making. The link between evidence and policy is complicated by several factors.

Data-Driven Policy Making: The Policy Lab Approach


Paper by Anne Fleur van Veenstra and Bas Kotterink: “Societal challenges such as migration, poverty, and climate change can be considered ‘wicked problems’ for which no optimal solution exists. To address such problems, public administrations increasingly aim for datadriven policy making. Data-driven policy making aims to make optimal use of sensor data, and collaborate with citizens to co-create policy. However, few public administrations have realized this so far. Therefore, in this paper an approach for data-driven policy making is developed that can be used in the setting of a Policy Lab. A Policy Lab is an experimental environment in which stakeholders collaborate to develop and test policy. Based on literature, we first identify innovations in data-driven policy making. Subsequently, we map these innovations to the stages of the policy cycle. We found that most innovations are concerned with using new data sources in traditional statistics and that methodologies capturing the benefits of data-driven policy making are still under development. Further research should focus on policy experimentation while developing new methodologies for data-driven policy making at the same time….(More)”.

Dictionaries and crowdsourcing, wikis and user-generated content


Living Reference Work Entry by Michael Rundel: “It is tempting to dismiss crowdsourcing as a largely trivial recent development which has nothing useful to contribute to serious lexicography. This temptation should be resisted. When applied to dictionary-making, the broad term “crowdsourcing” in fact describes a range of distinct methods for creating or gathering linguistic data. A provisional typology is proposed, distinguishing three approaches which are often lumped under the heading “crowdsourcing.” These are: user-generated content (UGC), the wiki model, and what is referred to here as “crowd-sourcing proper.” Each approach is explained, and examples are given of their applications in linguistic and lexicographic projects. The main argument of this chapter is that each of these methods – if properly understood and carefully managed – has significant potential for lexicography. The strengths and weaknesses of each model are identified, and suggestions are made for exploiting them in order to facilitate or enhance different operations within the process of developing descriptions of language. Debating big data: A literature review on realizing value from big data

Notwithstanding, we have as yet limited understanding of how organizations translate its potential into actual social and economic value. We conduct an in-depth systematic review of IS literature on the topic and identify six debates central to how organizations realize value from big data, at different levels of analysis. Based on this review, we identify two socio-technical features of big data that influence value realization: portability and interconnectivity. We argue that, in practice, organizations need to continuously realign work practices, organizational models, and stakeholder interests in order to reap the benefits from big data. Algorithms in the Criminal Justice System: Assessing the Use of Risk Assessments in Sentencing


Priscilla Guo, Danielle Kehl, and Sam Kessler at Responsive Communities (Harvard): “In the summer of 2016, some unusual headlines began appearing in news outlets across the United States. “Secret Algorithms That Predict Future Criminals Get a Thumbs Up From the Wisconsin Supreme Court,” read one. Another declared: “There’s software used across the country to predict future criminals. And it’s biased against blacks.” These news stories (and others like them) drew attention to a previously obscure but fast-growing area in the field of criminal justice: the use of risk assessment software, powered by sophisticated and sometimes proprietary algorithms, to predict whether individual criminals are likely candidates for recidivism. In recent years, these programs have spread like wildfire throughout the American judicial system. They are now being used in a broad capacity, in areas ranging from pre-trial risk assessment to sentencing and probation hearings. This paper focuses on the latest—and perhaps most concerning—use of these risk assessment tools: their incorporation into the criminal sentencing process, a development which raises fundamental legal and ethical questions about fairness, accountability, and transparency. The goal is to provide an overview of these issues and offer a set of key considerations and questions for further research that can help local policymakers who are currently implementing or considering implementing similar systems. We start by putting this trend in context: the history of actuarial risk in the American legal system and the evolution of algorithmic risk assessments as the latest incarnation of a much broader trend. We go on to discuss how these tools are used in sentencing specifically and how that differs from other contexts like pre-trial risk assessment. We then delve into the legal and policy questions raised by the use of risk assessment software in sentencing decisions, including the potential for constitutional challenges under the Due Process and Equal Protection clauses of the Fourteenth Amendment. Here in Uganda, oftentimes when the opportunity for public participation either in local planning or in holding local politicians to account — the ‘don’t care’ attitude reigns….

What works?

Some of these tools include Ask Your Government Uganda, a platform built to help members of the public get the information they want about from 106 public agencies in Uganda. U-Report developed by UNICEF provides an SMS-based social monitoring tool designed to address issues affecting the youth of Uganda. Mentioned in a previous blog post, Parliament Watchbrings the proceedings of the Par­lia­ment of Uganda to the citizens. The or­ga­ni­za­tion lever­ages tech­nol­ogy to share live up­dates on so­cial me­dia and pro­vides in-depth analy­sis to cre­ate a bet­ter un­der­stand­ing on the busi­ness of Par­lia­ment. Other tools used include citizen scorecards, public media campaigns and public petitions. Just recently, we have had a few calls to action to get people to sign petitions, with somewhat lackluster results.

What doesn’t work?

Although the usage of these tools have dramatically grown, there is still a lack of awareness and consequently, community participation. In order to understand the interventions which the Government of Uganda believes are necessary for sustainable urban development, it is important to examine the realities pertaining to urban areas and their planning processes. There are many challenges in deploying community participation tools based on ICT such as limited funding and support for such initiatives, low literacy levels, low technical literacy, a large digital divide, low rates of seeking input from communities in developing these tools, lack of adequate government involvement and resistance/distrust of change by both government and citizens. Furthermore, in many of these initiatives, a large marketing or sensitization push is needed to let citizens know that these services exist for their benefit.

There are great minds who have brilliant ideas to try and bring literally everyone on board though civic engagement. When you have a look at their ideas, you will agree that indeed they might make a reputable service and bring about remarkable change in different communities. However, the biggest question has always been, “How do these ideas get executed and adopted by these communities that they target”? These ideas suffer a major setback of lack of inclusivity to enhance community participation. This still remains a puzzle for most folks that have these ideas….(More)”.

E-residency and blockchain


Clare Sullivan and Eric Burger in Computer Law & Security Review: “In December 2014, Estonia became the first nation to open its digital borders to enable anyone, anywhere in the world to apply to become an e-Resident. Estonian e-Residency is essentially a commercial initiative. The e-ID issued to Estonian e-Residents enables commercial activities with the public and private sectors. It does not provide citizenship in its traditional sense, and the e-ID provided to e-Residents is not a travel document. However, in many ways it is an international ‘passport’ to the virtual world. E-Residency is a profound change and the recent announcement that the Estonian government is now partnering with Bitnation to offer a public notary service to Estonian e-Residents based on blockchain technology is of significance. The application of blockchain to e-Residency has the potential to fundamentally change the way identity information is controlled and authenticated. Africa’s open data revolution hampered by challenges


Gilbert Nakweya at SciDevNet: “According to the inaugural Africa Data Revolution Report (ADRR), there is minimal or non-existent collaborations among data communities regarding the Sustainable Development Goals (SDGs) and Africa’s Agenda 2063.
…The report cites issues such as legal and policy frameworks, infrastructure, technology and interactions among key actors as challenges that confront data ecosystems of ten African countries studied: Cote d’Ivoire, Ethiopia, Kenya, Madagascar, Nigeria, Rwanda, Senegal, South Africa, Swaziland and Tanzania.

The ADRR was jointly published by the Economic Commission for Africa, United Nations Development Programme (UNDP), World Wide Web Foundation and Open Data for Development Network (OD4D).

“Open data is Africa’s biggest challenge,” says Nnenna Nwakanma, a senior policy manager at the US-headquartered World Wide Web Foundation, noting that open data revolution is key to Africa achieving the SDGs.

Nwakanma tells SciDev.Net that data revolution is built on access to information, the web, and to content, citing open data’s benefits such as governments functioning more efficiently, businesses innovating more and citizens participating in governance and demanding accountability.

Serge Kapto, a policy specialist on data from the UNDP, says that frameworks such as the African charter on statistics and the strategy for harmonisation of statistics in Africa adopted by the continent have laid the groundwork for an African data revolution…
Kapto adds that Africa is well positioned to reap the benefits of the data revolution for sustainable development and leapfrog technology to serve national and regional development priorities.

Building Digital Government Strategies
