Designing a Citizen Science and Crowdsourcing Toolkit for the Federal Government


Jenn Gustetic, Lea Shanley, Jay Benforado, and Arianne Miller at the White House Blog: “In the 2013 Second Open Government National Action Plan, President Obama called on Federal agencies to harness the ingenuity of the public by accelerating and scaling the use of open innovation methods, such as citizen science and crowdsourcing, to help address a wide range of scientific and societal problems.
Citizen science is a form of open collaboration in which members of the public participate in the scientific process, including identifying research questions, collecting and analyzing data, interpreting results, and solving problems. Crowdsourcing is a process in which individuals or organizations submit an open call for voluntary contributions from a large group of unknown individuals (“the crowd”) or, in some cases, a bounded group of trusted individuals or experts.
Citizen science and crowdsourcing are powerful tools that can help Federal agencies:

  • Advance and accelerate scientific research through group discovery and co-creation of knowledge. For instance, engaging the public in data collection can provide information at resolutions that would be difficult for Federal agencies to obtain due to time, geographic, or resource constraints.
  • Increase science literacy and provide students with skills needed to excel in science, technology, engineering, and math (STEM). Volunteers in citizen science or crowdsourcing projects gain hands-on experience doing real science, and take that learning outside of the classroom setting.
  • Improve delivery of government services with significantly lower resource investments.
  • Connect citizens to the missions of Federal agencies by promoting a spirit of open government and volunteerism.

To enable effective and appropriate use of these new approaches, the Open Government National Action Plan specifically commits the Federal government to “convene an interagency group to develop an Open Innovation Toolkit for Federal agencies that will include best practices, training, policies, and guidance on authorities related to open innovation, including approaches such as incentive prizes, crowdsourcing, and citizen science.”
On November 21, 2014, the Office of Science and Technology Policy (OSTP) kicked off development of the Toolkit with a human-centered design workshop. Human-centered design is a multi-stage process that requires product designers to engage with different stakeholders in creating, iteratively testing, and refining their product designs. The workshop was planned and executed in partnership with the Office of Personnel Management’s human-centered design practice known as “The Lab” and the Federal Community of Practice on Crowdsourcing and Citizen Science (FCPCCS), a growing network of more than 100 employees from more than 20 Federal agencies….
The Toolkit will help further the culture of innovation, learning, sharing, and doing in the Federal citizen science and crowdsourcing community: indeed, the development of the Toolkit is a collaborative and community-building activity in and of itself.
The following successful Federal projects illustrate the variety of possible citizen science and crowdsourcing applications:

  • The Citizen Archivist Dashboard (NARA) coordinates crowdsourced archival record tagging and document transcription. Recently, more than 170,000 volunteers indexed 132 million names of the 1940 Census in only five months, which NARA could not have done alone.
  • Through Measuring Broadband America (FCC), 2 million volunteers collected and provided the FCC with data on their Internet speeds, data that FCC used to create a National Broadband Map revealing digital divides.
  • In 2014, Nature’s Notebook (USGS, NSF) volunteers recorded more than 1 million observations on plants and animals that scientists use to analyze environmental change.
  • Did You Feel It? (USGS) has enabled more than 3 million people worldwide to share their experiences during and immediately after earthquakes. This information facilitates rapid damage assessments and scientific research, particularly in areas without dense sensor networks.
  • The mPING (NOAA) mobile app has collected more than 600,000 ground-based observations that help verify weather models.
  • USAID anonymized and opened its loan guarantee data to volunteer mappers. Volunteers mapped 10,000 data points in only 16 hours, compared to the 60 hours officials expected.
  • The Air Sensor Toolbox (EPA), together with training workshops, scientific partners, technology evaluations, and a scientific instrumentation loan program, empowers communities to monitor and report local air pollution.

In early 2015, OSTP, in partnership with the Challenges and Prizes Community of Practice, will convene Federal practitioners to develop the other half of the Open Innovation Toolkit for prizes and challenges. Stay tuned!”
 

World Development Report 2015: Mind, Society, and Behavior


World Development Report (WorldBank): “Every policy relies on explicit or implicit assumptions about how people make choices. Those assumptions typically rest on an idealized model of how people think, rather than an understanding of how everyday thinking actually works. This year’s World Development Report argues that a more realistic account of decision-making and behavior will make development policy more effective. The Report emphasizes what it calls “the three marks of everyday thinking.” In everyday thinking, people use intuition much more than careful analysis. They employ concepts and tools that prior experience in their cultural world has made familiar. And social emotions and social norms motivate much of what they do. These insights together explain the extraordinary persistence of some social practices, and rapid change in others. They also offer new targets for development policy. A richer understanding of why people save, use preventive health care, work hard, learn, and conserve energy provides a basis for innovative and inexpensive interventions. The insights reveal that poverty not only deprives people of resources but is an environment that shapes decision making, a fact that development projects across the board need to recognize. The insights show that the psychological foundations of decision making emerge at a young age and require social support. The Report applies insights from modern behavioral and social sciences to development policies for addressing poverty, finance, productivity, health, children, and climate change. It demonstrates that new policy ideas based on a richer view of decision-making can yield high economic returns. These new policy targets include: • the choice architecture (for example, the default option) • the scope for social rewards • frames that influence whether or not a norm is activated • information in the form of rules of thumb • opportunities for experiences that change mental models or social norms Finally, the Report shows that small changes in context have large effects on behavior. As a result, discovering which interventions are most effective, and with which contexts and populations, inherently requires an experimental approach. Rigor is needed for testing the processes for delivering interventions, not just the products that are delivered…”

Bringing the data revolution to education, and education to the data revolution


Pauline Rose at Post2015.org: “Calls for a data revolution are putting the spotlight on the importance of more and better data as a means to hold policymakers to account for post-2015 goals. In many ways, education has been at the forefront of approaches to measuring progress over the past 15 years. The influence of the Education for All Global Monitoring Report (GMR) and the efforts of the UNESCO Institute for Statistics (UIS) in improving the availability of education data provide important lessons for tracking progress post-2015. This experience should play an important contribution to informing the practical next steps for the data revolution.
Building on this experience, a roundtable held at the Overseas Development Institute on 17 November brought together over 40 technical experts, who debated approaches to measuring progress towards post-2015 education targets, with a focus on learning and equity. The meeting coincided with the launch of consultation on post-2015 education indicators by the Technical Advisory Group (TAG) to the EFA Steering Committee. As noted in the opening remarks on the data revolution by Neil Jackson, Chief Statistician at DFID, in many ways the education sector is leading the way in thinking about how to monitor post-2015 progress in concrete ways.
One of the problems that the GMR and UIS faced in tracking progress over the past 15 years was that indicators were not set at the time of deciding on education for all goals in 2000, hence the importance of the current consultation process. Another was that data have not been available a sufficiently disaggregated form to track progress on the most disadvantaged subgroups within each country, that is those most likely to be left behind. The GMR’s World Inequality Database on Education (WIDE), drawing on internationally-comparable household survey data, has been one step forward in presenting data in an accessible format to show that the poorest children living in rural areas, and often girls, are still far from completing primary school in many countries, and that many are also not learning the basics in reading and mathematics even if they have spent time in school….”

The Paradox of Openness

New book by Ron Haskins: “This book tells the story of how the Obama administration planned and enacted several initiatives to fund social programs based on rigorous evidence of success and thereby created a fundamental change in the role of evidence in federal policymaking.

Selected Readings on Cities and Civic Technology

The Living Library’s Selected Readings series seeks to build a knowledge base on innovative approaches for improving the effectiveness and legitimacy of governance. This curated and annotated collection of recommended works on the topic of civic innovation was originally published in 2014.

The last five years have seen a wave of new organizations, entrepreneurs and investment in cities and the field of civic innovation.  Two subfields, Civic Tech and Government Innovation, are particularly aligned with GovLab’s interest in the ways in which technology is and can be deployed to redesign public institutions and re-imagine governance.

The emerging field of civic technology, or “Civic Tech,” champions new digital platforms, open data and collaboration tools for transforming government service delivery and engagement with citizens. Government Innovation, while not a new field, has seen in the last five years a proliferation of new structures (e.g. Mayor’s Office of New Urban Mechanics), roles (e.g. Chief Technology/Innovation Officer) and public/private investment (e.g. Innovation Delivery Teams and Code for America Fellows) that are building a world-wide movement for transforming how government thinks about and designs services for its citizens.

There is no set definition for “civic innovation.” However, broadly speaking, it is about improving our cities through the implementation of tools, ideas and engagement methods that strengthen the relationship between government and citizens. The civic innovation field encompasses diverse actors from across the public, private and nonprofit spectrums. These can include government leaders, nonprofit and foundation professionals, urbanists, technologists, researchers, business leaders and community organizers, each of whom may use the term in a different way, but ultimately are seeking to disrupt how cities and public institutions solve problems and invest in solutions.

  • He also considers “the motivations, aspirations, and shortcomings” of the many stakeholders involved in the development of smart cities, and poses a new civics to guide these efforts.
  • He argues that smart cities are not made smart by various, soon-to-be-obsolete technologies built into its infrastructure; instead, it is how citizens are using ever-changing and grassroots technologies to be “human-centered, inclusive and resilient” that will make cities ‘smart.’

  • Through their interviews, the authors determine that civic innovation is not just a “compilation of projects” but that it can inspire institutional structural change.
  • Civic innovation projects that have a “technology focus can sound very different than process-related innovations”; however the outcomes are actually quite similar as they disrupt how citizens and government engage with one another.
  • Technology is viewed by some of the experts as an enabler of civic innovation – not necessarily the driver for innovation itself. What constitutes innovation is how new tools are implemented by government or by civic groups that changes the governing dynamic.

  • It defines two themes, Open Government and Civic Action, and identifies 11 clusters of civic tech innovation that fall into the two themes. For each cluster, the authors describe the type of activities and highlights specific organizations.
  • The report identified more than $430 million of private and philanthropic investment directed to 102 civic tech organizations from January 2011 to May 2013.

  • Commissioned by Living Cities and authored by Open Plans, the Field Scan investigates the emergent field of civic technology and generates the first analysis of the potential impact for the field as well as a critique for how tools and new methods need to be more inclusive of low-income communities in their use and implementation.
  • Respondents generally agreed that the tools developed and in use in cities so far are demonstrations of the potential power of civic tech, but that these tools don’t yet go far enough.
  • Civic tech tools have the potential to improve the lives of low-income people in a number of ways. However, these tools often fail to reach the population they are intended to benefit. To better understand this challenge, civic tech for low-income people must be considered in the broader context of their interactions with technology and with government.
  • Although hackathons are popular, their approach to problem solving is not always driven by community needs, and hackathons often do not produce useful material for governments or citizens in need.

White House: Help Shape Public Participation


Corinna Zarek and Justin Herman at the White House Blog: “Public participation — where citizens help shape and implement government programs — is a foundation of open, transparent, and engaging government services. From emergency management and regulatory development to science and education, better and more meaningful engagement with those who use public services can measurably improve government for everyone.
A team across the government is now working side-by-side with civil society organizations to deliver the first U.S. Public Participation Playbook, dedicated to providing best practices for how agencies can better design public participation programs, and suggested performance metrics for evaluating their effectiveness.
Developing a U.S. Public Participation Playbook has been an open government priority, and was included in both the first and second U.S. Open Government National Action Plans as part of the United States effort to increase public integrity in government programs. This resource reflects the commitment of the government and civic partners to measurably improve participation programs, and is designed using the same inclusive principles that it champions.
More than 30 Federal leaders from across diverse missions in public service have collaborated on draft best practices, or “plays,” lead by the General Services Administration’s inter-agency SocialGov Community. The playbook is not limited to digital participation, and is designed to address needs from the full spectrum of public participation programs.
The plays are structured to provide best practices, tangible examples, and suggested performance metrics for government activities that already exist or are under development. Some categories included in the plays include encouraging community development and outreach, empowering participants through public/private partnerships, using data to drive decisions, and designing for inclusiveness and accessibility.
In developing this new resource, the team has been reaching out to more than a dozen civil society organizations and stakeholders, asking them to contribute as the Playbook is created. The team would like your input as well! Over the next month, contribute your ideas to the playbook using Madison, an easy-to-use, open source platform that allows for accountable review of each contribution.
Through this process, the team will work together to ensure that the Playbook reflects the best ideas and examples for agencies to use in developing and implementing their programs with public participation in mind. This resource will be a living document, and stakeholders from inside or outside of government should continually offer new insights — whether new plays, the latest case studies, or the most current performance metrics — to the playbook.

Smart cities: the state-of-the-art and governance challenge


New Paper by Mark Deakin in Triple Helix – A Journal of University-Industry-Government Innovation and Entrepreneurship: “Reflecting on the governance of smart cities, the state-of-the-art this paper advances offers a critique of recent city ranking and future Internet accounts of their development. Armed with these critical insights, it goes on to explain smart cities in terms of the social networks, cultural attributes and environmental capacities, vis-a-vis, vital ecologies of the intellectual capital, wealth creation and standards of participatory governance regulating their development. The Triple Helix model which the paper advances to explain these performances in turn suggests that cities are smart when the ICTs of future Internet developments successfully embed the networks society needs for them to not only generate intellectual capital, or create wealth, but also cultivate the environmental capacity, ecology and vitality of those spaces which the direct democracy of their participatory governance open up, add value to and construct.”

The Onlife Manifesto: Being Human in a Hyperconnected Era


Open access book  edited by Luciano Floridi: “What is the impact of information and communication technologies (ICTs) on the human condition? In order to address this question, in 2012 the European Commission organized a research project entitled The Onlife Initiative: concept reengineering for rethinking societal concerns in the digital transition. This volume collects the work of the Onlife Initiative. It explores how the development and widespread use of ICTs have a radical impact on the human condition.

ICTs are not mere tools but rather social forces that are increasingly affecting our self-conception (who we are), our mutual interactions (how we socialise); our conception of reality (our metaphysics); and our interactions with reality (our agency). In each case, ICTs have a huge ethical, legal, and political significance, yet one with which we have begun to come to terms only recently.
The impact exercised by ICTs is due to at least four major transformations: the blurring of the distinction between reality and virtuality; the blurring of the distinction between human, machine and nature; the reversal from information scarcity to information abundance; and the shift from the primacy of stand-alone things, properties, and binary relations, to the primacy of interactions, processes and networks.
Such transformations are testing the foundations of our conceptual frameworks. Our current conceptual toolbox is no longer fitted to address new ICT-related challenges. This is not only a problem in itself. It is also a risk, because the lack of a clear understanding of our present time may easily lead to negative projections about the future. The goal of The Manifesto, and of the whole book that contextualises, is therefore that of contributing to the update of our philosophy. It is a constructive goal. The book is meant to be a positive contribution to rethinking the philosophy on which policies are built in a hyperconnected world, so that we may have a better chance of understanding our ICT-related problems and solving them satisfactorily.
The Manifesto launches an open debate on the impacts of ICTs on public spaces, politics and societal expectations toward policymaking in the Digital Agenda for Europe’s remit. More broadly, it helps start a reflection on the way in which a hyperconnected world calls for rethinking the referential frameworks on which policies are built.”
