Facebook Is Making a Map of Everyone in the World


Robinsion Meyer at The Atlantic: “Americans inhabit an intricately mapped world. Type “Burger King” into an online box, and Google will cough up a dozen nearby options, each keyed to a precise latitude and longitude.

But throughout much of the world, local knowledge stays local. While countries might conduct censuses, the data doesn’t go much deeper than the county or province level.

Take population data, for instance: More than 7.4 billion humans sprawl across this planet of ours. They live in dense urban centers, in small towns linked by farms, and alone on the outskirts of jungles. But no one’s sure where, exactly, many of them live.

Now, Facebook says it has mapped almost 2 billion people better than any previous project. The company’s Connectivity Labs announced this week that it created new, high-resolution population-distribution maps of 20 countries, most of which are developing. It won’t release most of the maps until later this year,but if they’re accurate, they will be the best-quality population maps ever made for most of those places.

The maps will be notable for another reason, too: If they’re accurate, they ‘ll signal the arrival of a new, AI-aided age of cartography.

In the rich world, reliable population information is taken for granted.  But elsewhere, population-distribution maps have dozens of applications in different fields. Urban planners need to estimate city density so they can place and improve roads. Epidemiologists and public-health workers use them to track outbreaks or analyze access to health care. The Problem With Evidence-Based Policies


Ricardo Hausmann at Project Syndicate: “Many organizations, from government agencies to philanthropic institutions and aid organizations, now require that programs and policies be “evidence-based.” It makes sense to demand that policies be based on evidence and that such evidence be as good as possible, within reasonable time and budgetary limits. But the way this approach is being implemented may be doing a lot of harm, impairing our ability to learn and improve on what we do.

The current so-called “gold standard” of what constitutes good evidence is the randomized control trial, or RCT, an idea that started in medicine two centuries ago, moved to agriculture, and became the rage in economics during the past two decades. Its popularity is based on the fact that it addresses key problems in statistical inference.

For example, rich people wear fancy clothes. Would distributing fancy clothes to poor people make them rich? This is a case where correlation (between clothes and wealth) does not imply causation.

Harvard graduates get great jobs. Is Harvard good at teaching – or just at selecting smart people who would have done well in life anyway? This is the problem of selection bias.

RCTs address these problems by randomly assigning those participating in the trial to receive either a “treatment” or a “placebo” (thereby creating a “control” group). By observing how the two groups differ after the intervention, the effectiveness of the treatment can be assessed. RCTs have been conducted on drugs, micro-loans, training programs, educational tools, and myriad other interventions….

In economics, RCTs have been all the rage, especially in the field of international development, despite critiques by the Nobel laureate Angus Deaton, Lant Pritchett, and Dani Rodrik, who have attacked the inflated claims of RCT’s proponents. One serious shortcoming is external validity. Lessons travel poorly: If an RCT finds out that giving micronutrients to children in Guatemala improves their learning, should you give micronutrients to Norwegian children?

My main problem with RCTs is that they make us think about interventions, policies, and organizations in the wrong way. As opposed to the two or three designs that get tested slowly by RCTs (like putting tablets or flipcharts in schools), most social interventions have millions of design possibilities and outcomes depend on complex combinations between them. This leads to what the complexity scientist Stuart Kauffman calls a “rugged fitness landscape.”

Getting the right combination of parameters is critical. This requires that organizations implement evolutionary strategies that are based on trying things out and learning quickly about performance through rapid feedback loops, as suggested by Matt Andrews, Lant Pritchett and Michael Woolcock at Harvard’s Center for International Development.

RCTs may be appropriate for clinical drug trials. But for a remarkably broad array of policy areas, the RCT movement has had an impact equivalent to putting auditors in charge of the R&D department. That is the wrong way to design things that work. Only by creating organizations that learn how to learn, as so-called lean manufacturing has done for industry, can we accelerate progress….(More)”

Big data’s big role in humanitarian aid


Mary K. Pratt at Computerworld: “Hundreds of thousands of refugees streamed into Europe in 2015 from Syria and other Middle Eastern countries. Some estimates put the number at nearly a million.

The sheer volume of people overwhelmed European officials, who not only had to handle the volatile politics stemming from the crisis, but also had to find food, shelter and other necessities for the migrants.

Sweden, like many of its European Union counterparts, was taking in refugees. The Swedish Migration Board, which usually sees 2,500 asylum seekers in an average month, was accepting 10,000 per week.

“As you can imagine, with that number, it requires a lot of buses, food, registration capabilities to start processing all the cases and to accommodate all of those people,” says Andres Delgado, head of operational control, coordination and analysis at the Swedish Migration Board.

Despite the dramatic spike in refugees coming into the country, the migration agency managed the intake — hiring extra staff, starting the process of procuring housing early, getting supplies ready. Delgado credits a good part of that success to his agency’s use of big data and analytics that let him predict, with a high degree of accuracy, what was heading his way.

“Without having that capability, or looking at the tool every day, to assess every need, this would have crushed us. We wouldn’t have survived this,” Delgado says. “It would have been chaos, actually — nothing short of that.”

The Swedish Migration Board has been using big data and analytics for several years, as it seeks to gain visibility into immigration trends and what those trends will mean for the country…./…

“Can big data give us peace? I think the short answer is we’re starting to explore that. We’re at the very early stages, where there are shining examples of little things here and there. But we’re on that road,” says Kalev H. Leetaru, creator of the GDELT Project, or the Global Database of Events, Language and Tone, which describes itself as a comprehensive “database of human society.”

The topic is gaining traction. A 2013 report, “New Technology and the Prevention of Violence and Conflict,” from the International Peace Institute, highlights uses of telecommunications technology, including data, in several crisis situations around the world. The report emphasizes the potential these technologies hold in helping to ease tensions and address problems.

The report’s conclusion offers this idea: “Big data can be used to identify patterns and signatures associated with conflict — and those associated with peace — presenting huge opportunities for better-informed efforts to prevent violence and conflict.”

That’s welcome news to Noel Dickover. He’s the director of PeaceTech Data Networks at the PeaceTech Lab, which was created by the U.S. Institute of Peace (USIP) to advance USIP’s work on how technology, media and data help reduce violent conflict around the world.

Such work is still in the nascent stages, Dickover says, but people are excited about its potential. “We have unprecedented amounts of data on human sentiment, and we know there’s value there,” he says. “The question is how to connect it.”

Dickover is working on ways to do just that. One example is the Open Situation Room Exchange (OSRx) project, which aims to “empower greater collective impact in preventing or mitigating serious violent conflicts in particular arenas through collaboration and data-sharing.”…(More)

Private Provision of Public Goods via Crowdfunding


Paper by Robert Chovanculiak and Marek Hudík: “Private provision of public goods is typically associated with three main problems: (1) high organization costs, (2) the assurance problem, and (3) the free-rider problem. We argue that technologies which enable crowdfunding (the method of funding projects by raising small amounts of money from a large number of people via the internet), have made the overall conditions for private provision of public goods more favorable: these technologies lowered the organization costs and enabled to employ more efficient mechanisms which reduce the assurance and free-rider problems. It follows that if the reason for government provision of public goods is higher efficiency as suggested by the standard theory, then with the emergence of crowdfunding we should observe a decline of the government role in this area….(More)”

Opening Governance – Change, Continuity and Conceptual Ambiguity

Passive Philanthropy


PSFK: “What if you could cure cancer in your sleep? What if throwing out food meant feeding more people? What if helping coffee farmers in developing nations was as easy as a retweet? Today, businesses pay big money in order to reach the same audience as some viral tweets, and the same strategy is being applied to the reach and impact of social good campaigns. Nonprofits have also begun to leverage creative opportunities to spread awareness and raise funds to harness socially-aware citizens and rethink how social good is spread and executed. Take, for instance, an app that tracks exercise and donates to the charity of choice based on distance….

The DreamLab is a free app that turns smartphones into a research tool for cancer researchers in the Garvan Institute in Australia when their users are sleeping. Developed in conjunction with Vodaphone, the app uses the processing power of idle phones as an alternative to supercomputers which can be difficult to access. After downloading the app, participants simply open it and charge their phone. Once the phone reaches 95 percent charge, it gets to work, acting as a networked processor alongside other users with the app. Each phone solves a small piece of a larger puzzle and sends it back to Garvan.

If 1,000 people are using the app, cancer puzzles can be solved 30x faster.

As DreamLab researchers work toward finding a cure for cancer, Feeding Forward is working toward ending hunger. In America, hunger is not a problem of supply, but rather of distribution. Feeding Forward aims to solves this by connecting restaurants, grocery stores, caterers, or other businesses that are forced to throw away perishable food products with those in need.

Businesses simply need post their excess food on the platform and a driver will come pick it up to deliver to a food bank in need. Donors receive profiles of the people they helped and can also write off the donation as a charitable contribution for tax purposes. Since their launch in 2013, Feeding Forward has achieved a pick up rate of 99 percent, distributing 780,000 pounds of food saving business $3.9 million.

DreamLab and Feeding Forward are putting activities people are already going to do to use, while One Big Tweet harnesses the power of people’s social media accounts as a fundraising strategy. Cafédirect Producers’ Foundation are getting people to donate their Twitter followings for charity, asking people to sign up to post an automated tweet from a corporate sponsor who purchased the privilege at an auction for social good. The more people who donate their accounts, the higher the value of the tweet at auction. After four months, over 700 people with a collective reach of 3.2 mil followers, signed up to help make the One Big Tweet worth $49,000. While the charity is still in search of a buyer, Cafédirect promises the tweet that will be sent out through participants’ accounts will only happen once and be “safe enough for your Gran to read.” All money from the sale will go directly to continuing the work they do with coffee and tea farmers in Africa, Asia, and Latin America…(MoreMore)

Distributed ledger technology: beyond block chain


UK Government Office for Science: “In a major report on distributed ledgers published today (19 January 2016), the Government Chief Scientist, Sir Mark Walport, sets out how this technology could transform the delivery of public services and boost productivity.

A distributed ledger is a database that can securely record financial, physical or electronic assets for sharing across a network through entirely transparent updates of information.

Its first incarnation was ‘Blockchain’ in 2008, which underpinned digital cash systems such as Bitcoin. The technology has now evolved into a variety of models that can be applied to different business problems and dramatically improve the sharing of information.

Distributed ledger technology could provide government with new tools to reduce fraud, error and the cost of paper intensive processes. It also has the potential to provide new ways of assuring ownership and provenance for goods and intellectual property.

Distributed ledgers are already being used in the diamond markets and in the disbursing of international aid payments.

Sir Mark Walport said:

Distributed ledger technology has the potential to transform the delivery of public and private services. It has the potential to redefine the relationship between government and the citizen in terms of data sharing, transparency and trust and make a leading contribution to the government’s digital transformation plan.

Any new technology creates challenges, but with the right mix of leadership, collaboration and sound governance, distributed ledgers could yield significant benefits for the UK.

The report makes a number of recommendations which focus on ministerial leadership, research, standards and the need for proof of concept trials.

They include:

  • government should provide ministerial leadership to ensure that it provides the vision, leadership and the platform for distributed ledger technology within government; this group should consider governance, privacy, security and standards
  • government should establish trials of distributed ledgers in order to assess the technology’s usability within the public sector
  • government could support the creation of distributed ledger demonstrators for local government that will bring together all the elements necessary to test the technology and its application.

Human-machine superintelligence pegged as key to solving global problems


Ravi Mandalia at Dispatch Tribunal: “Global complex problems such as climate change and geopolitical conflicts need a new approach if we want to solve them and researchers have suggested that human-machine super intelligence could be the key.

These so called ‘wicked’ problems are some of the most dire ones that need our immediate attention and researchers from the Human Computation Institute (HCI) and Cornell University have presented their new vision of human computation that could help solve these problems in an article published in the journal Science.

Scientists behind the article have cited how power of human computation has helped push the traditional limits to new heights – something that was not achievable until now. Humans are still ahead of machines at great many things – cognitive abilities is one the key areas – but if their powers are combined with those of machines, the result would be multidimensional collaborative networks that achieve what traditional problem-solving cannot.

Researchers have already proved that micro-tasking has helped with some complex problems including build the world’s most complete map of human retinal neurons; however, this approach isn’t always viable to solve much more complex problems of today and entirely new and innovative approach is required to solve “wicked problems” – those that involve many interacting systems that are constantly changing, and whose solutions have unforeseen consequences (e.g., corruption resulting from financial aid given in response to a natural disaster).

Recently developed human computation technologies that provide real-time access to crowd-based inputs could enable creation of more flexible collaborative environments and such setups are more apt for addressing the most challenging issues.

This idea is already taking shape in several human computation projects, including YardMap.org, which was launched by the Cornell in 2012 to map global conservation efforts one parcel at a time.

“By sharing and observing practices in a map-based social network, people can begin to relate their individual efforts to the global conservation potential of living and working landscapes,” says Janis Dickinson, Professor and Director of Citizen Science at the Cornell Lab of Ornithology.

YardMap allows participants to interact and build on each other’s work – something that crowdsourcing alone cannot achieve. The project serves as an important model for how such bottom-up, socially networked systems can bring about scalable changes how we manage residential landscapes.

HCI has recently set out to use crowd-power to accelerate Cornell-based Alzheimer’s disease research. WeCureAlz.com combines two successful microtasking systems into an interactive analytic pipeline that builds blood flow models of mouse brains. The stardust@home system, which was used to search for comet dust in one million images of aerogel, is being adapted to identify stalled blood vessels, which will then be pinpointed in the brain by a modified version of the EyeWire system….(More)”
