Political Speech Generation


Valentin Kassarnig at arXiv: “In this report we present a system that can generate political speeches for a desired political party. Furthermore, the system allows to specify whether a speech should hold a supportive or opposing opinion. The system relies on a combination of several state-of-the-art NLP methods which are discussed in this report. These include n-grams, Justeson & Katz POS tag filter, recurrent neural networks, and latent Dirichlet allocation. Sequences of words are generated based on probabilities obtained from two underlying models: A language model takes care of the grammatical correctness while a topic model aims for textual consistency. Both models were trained on the Convote dataset which contains transcripts from US congressional floor debates. Furthermore, we present a manual and an automated approach to evaluate the quality of generated speeches. Innovating and changing the policy-cycle: Policy-makers be prepared!


Marijn Janssen and Natalie Helbig in Government Information Quarterly: “Many policy-makers are struggling to understand participatory governance in the midst of technological changes. Advances in information and communication technologies (ICTs) continue to have an impact on the ways that policy-makers and citizens engage with each other throughout the policy-making process. A set of developments in the areas of opening government data, advanced analytics, visualization, simulation, and gaming, and ubiquitous citizen access using mobile and personalized applications is shaping the interactions between policy-makers and citizens. Yet the impact of these developments on the policy-makers is unclear. The changing roles and need for new capabilities required from the government are analyzed in this paper using two case studies. Salient new roles for policy-makers are outlined focused on orchestrating the policy-making process. Research directions are identified including understand the behavior of users, aggregating and analyzing content from scattered resources, and the effective use of the new tools. Understanding new policy-makers roles will help to bridge the gap between the potential of tools and technologies and the organizational realities and political contexts. We argue that many examples are available that enable learning from others, in both directions, developed countries experiences are useful for developing countries and experiences from the latter are valuable for the former countries…(More)”

Core Concepts: Computational social science


Adam Mann at PNAS:Cell phone tower data predicts which parts of London can expect a spike in crime (1). Google searches for polling place information on the day of an election reveal the consequences of different voter registration laws (2). Mathematical models explain how interactions among financial investors produce better yields, and even how they generate economic bubbles (3).

 These are just a few examples of how a suite of technologies is helping bring sociology, political science, and economics into the digital age. Such social science fields have historically relied on interviews and survey data, as well as censuses and other government databases, to answer important questions about human behavior. These tools often produce results based on individuals—showing, for example, that a wealthy, well-educated, white person is statistically more likely to vote (4)—but struggle to deal with complex situations involving the interactions of many different people.

 

A growing field called “computational social science” is now using digital tools to analyze the rich and interactive lives we lead. The discipline uses powerful computer simulations of networks, data collected from cell phones and online social networks, and online experiments involving hundreds of thousands of individuals to answer questions that were previously impossible to investigate. Humans are fundamentally social creatures and these new tools and huge datasets are giving social scientists insights into exactly how connections among people create societal trends or heretofore undetected patterns, related to everything from crime to economic fortunes to political persuasions. Disclosing or obscuring? The politics of transparency in global climate governance


Paper by Aarti Gupta and Michael Mason: “Transparency is increasingly evoked within public and private climate governance arrangements as a key means to enhance accountability and improve environmental outcomes. We review assumed links between transparency, accountability and environmental sustainability here, by identifying four rationales underpinning uptake of transparency in governance. We label these democratization, technocratization, marketization and privatization, and assess how they shape the scope and practices of climate disclosure, and to what effect. We find that all four are discernible in climate governance, yet the technocratic and privatization rationales tend to overtake the originally intended (more inclusive, and more public-good oriented) democratization and marketization rationales for transparency, particularly during institutionalization of disclosure systems. This reduces transparency’s potential to enhance accountability or trigger more environmentally sustainable outcomes….(More)”

Engaging Citizens: A Review of Eight Approaches to Civic Engagement


 at User Experience: “Twenty years ago, Robert Putnam wrote about the rise of “bowling alone,” a metaphor for people participating in activities as individuals instead of groups that can lead to community. This led to the decline in social capital in America. The problem of individual participation as opposed to community building has become an even bigger problem since the invention of smartphones, the Internet as the source of all information, social networking, and asynchronous entertainment. We never need to talk to anyone anymore and it often feels like an imposition when we ask for an answer we know we could find online.

Putnam posited that the decline in social capital is a cause for decline in civic engagement and participation in democracy. If we aren’t engaged socially with the people around us, we don’t have as much incentive to care about what is going on that might affect them. Local elections have low voter turnout in part because people aren’t aware of or engaged in local issues.

In an attempt to chip away at this problem, platforms that attempt to encourage people to engage in civic life with government and local communities have been popping up. But how well do they actually engage people? These platforms are often criticized for producing “slacktivists” who are applying the minimum amount of effort possible and not really effecting change. Several of these platforms were evaluated to see how they work and to determine how well they actually promote civic engagement.

Measuring Civic Engagement

Code for America is an organization that works to increase engagement with local governments by putting together “brigades” of local volunteers to solve local problems using technology. They have developed an Engagement Standard that attempts to measure how well a government enables citizens to engage in civic life.

Elements of Code for America’s Engagement Standard include:

  • Reach: Defining the constituency you are trying to reach, with an emphasis on identifying those whose voices aren’t already represented.
  • Channels: Making use of a diversity of spaces, both online and off, that meet people where they are.
  • Information: Providing relevant information that is easy to find and understand, and speak with an authentic voice.
  • Productive Actions: Identifying clear, concrete, and meaningful actions residents can take to reach desired outcomes.
  • Feedback Loops: Making sure the public understands the productive impact of their participation and that their actions have value.

These elements form a funnel, shown in Figure 1, which starts with reaching the right audience and ends with providing feedback to that audience on the effects of their actions. Platforms that have low engagement tend to get stuck at the top of the funnel and platforms that foster more engagement meet all the standards in the funnel.

Open Data Index 2015


Open Knowledge: “….This year’s Index showed impressive gains from non-OECD countries with Taiwan topping the Index and Colombia and Uruguay breaking into the top ten at four and seven respectively. Overall, the Index evaluated 122 places and 1586 datasets and determined that only 9%, or 156 datasets, were both technically and legally open.

The Index ranks countries based on the availability and accessibility of data in thirteen key categories, including government spending, election results, procurement, and pollution levels. Over the summer, we held a public consultation, which saw contributions from individuals within the open data community as well as from key civil society organisations across an array of sectors. As a result of this consultation, we expanded the 2015 Index to include public procurement data, water quality data, land ownership data and weather data; we also decided to removed transport timetables due to the difficulties faced when comparing transport system data globally.

Open Knowledge International began to systematically track the release of open data by national governments in 2013 with the objective of measuring if governments were releasing the key datasets of high social and democratic value as open data. That enables us to better understand the current state of play and in turn work with civil society actors to address the gaps in data release. Over the course of the last three years, the Global Open Data Index has become more than just a benchmark – we noticed that governments began to use the Index as a reference to inform their open data priorities and civil society actors began to use the Index advocacy tool to encourage governments to improve their performance in releasing key datasets.

Furthermore, indices such as the Global Open Data Index are not without their challenges. The Index measures the technical and legal openness of datasets deemed to be of critical democratic and social value – it does not measure the openness of a given government. It should be clear that the release of a few key datasets is not a sufficient measure of the openness of a government. The blurring of lines between open data and open government is nothing new and has been hotly debated by civil society groups and transparency organisations since the sharp rise in popularity of open data policies over the last decade. …Index at http://index.okfn.org/”
