Toward A Periodic Table of Open Data in Cities

Through a series of case studies examining the value of open data across sectors, regions, and types of impact, we developed a framework for understanding the factors and variables that enable or complicate the success of open data initiatives. We called this framework the Periodic Table of Open Impact Factors.

Over the years, this tool has attracted substantial interest from data practitioners around the world. However, given the countless developments since 2016, we knew it needed to be updated and made relevant to our current work on urban innovation and the Third Wave of Open Data.

Last month, the Open Data Policy Lab held a collaborative discussion with our City Incubator participants and Council of Mentors. In a workshop setting with structured brainstorming sessions, we introduced the periodic table to participants and asked how this framework could be applied to city governments. We knew that city government often have fewer resources than other levels of government yet benefit from a potentially stronger connection to constituents being served. How might this Periodic Table of Open Data Elements be different at a city government level? We gathered participant and mentor feedback and worked to revise the table.

Today, to celebrate NYC Open Data Week 2022, the celebration of open data in New York, we are happy to release this refined model with a distinctive focus on developing open data strategies within cities. The Open Data Policy Lab is happy to present the Periodic Table of Open Data in Cities.

The Periodic Table of Open Data in Cities

Separated into five categories — Problem and Demand Definition, Capacity and Culture, Governance and Standards, Partnerships, and Risks and Ethical Pitfalls — this table provides a summary of some of the major issues that open data practitioners can think about as they develop strategies for release and use of open data in the communities they serve. We sought to specifically incorporate the needs of city incubators (as determined by our workshop), but the table can be relevant to a variety of stakeholders.

Innovation and Data Use in Cities


OECD Report: “This report is a first-of-its-kind work to provide evidence on how cities’ investments in innovation and data use can pay off in powerful ways for residents. It offers analysis on the different ways local governments build capacity at the strategic and technical level, from organisational structure and strategy, to resource allocation and outcome evaluation. It shows that cities with higher public-sector innovation capacity and data use practices have higher levels of city and life satisfaction. Furthermore, when looking across key well-being dimensions from housing to environment, health and walkability, cities with higher innovation capacity and data use practices outperformed cities with lower capacity. A new data deal: the case of Barcelona


Paper by Fernando Monge, Sarah Barns, Rainer Kattel and Francesca Bria: “Cities today are key sites for the operation of global digital marketplaces. It is at the curbsides and the intersections of cities where global digital platforms gain access to valuable urban data to be used in the delivery of data-driven urban services. Signalling an emerging role for city governments in contributing to regulatory responses to global digital platforms, a number of cities have in recent years tested their capacity to reclaim the urban data that is ‘harvested’ and monetised by digital platforms for improved local governance and participation. Focusing on the City of Barcelona, this paper investigates the conditions that enabled Barcelona to pivot from its strong focus on attracting commercial platforms under the rubric of smart city programs, to becoming one of the leading advocates of a citizen-first data rights and data sovereignty agenda. Through a series of interviews with key participants involved in the design and implementation of Barcelona’s data sovereignty program under Mayor Ada Colau, the paper examines the policy and governance instruments deployed by the city to regain access and control over data and discusses the challenges and tensions it faced during the implementation phases of the program. Public bodies’ access to private sector data: The perspectives of twelve European local administrations


Article by Marina Micheli: “Public bodies’ access to private sector data of public interest (also referred to as business-to-government (B2G) data sharing) is still an emerging and sporadic practice. The article discusses the findings of a qualitative research that examined B2G data sharing in European local administrations. Drawing from semi-structured interviews with managers and project leaders of twelve municipalities, the study contextualizes access to private sector data in the perspectives of those working in the field. The findings examine the four operational models to access data that featured more prominently in the interviews: data donorship, public procurement of data, data partnerships and pools, and data sharing obligations. The analysis highlights the power unbalances embedded in B2G data sharing as perceived by representatives of local administrations. In particular, the findings address the gap between municipalities in the opportunities to access private sector data of public interest, the lack of negotiating power of local administrations vis-à-vis private sector data holders and the strategies envisioned to foster more inclusive forms of data governance…(More)”.

Automating the War on Noise Pollution


Article by Linda Poon: “Any city dweller is no stranger to the frequent revving of motorbikes and car engines, made all the more intolerable after the months of silence during pandemic lockdowns. Some cities have decided to take action. 

Paris police set up an anti-noise patrol in 2020 to ticket motorists whose vehicles exceed a certain decibel level, and soon, the city will start piloting the use of noise sensors in two neighborhoods. Called Medusa, each device uses four microphones to detect and measure noise levels, and two cameras to help authorities track down the culprit. No decibel threshold or fines will be set during the three-month trial period, according to French newspaper Liberation, but it’ll test the potentials and limits of automating the war on sound pollution.

Cities like Toronto and Philadelphia are also considering deploying similar tools. By now, research has been mounting about the health effects of continuous noise exposure, including links to high blood pressure and heart disease, and to poor mental health. And for years, many cities have been tackling noise through ordinances and urban design, including various bans on leaf blowers, on construction at certain hours and on cars. Some have even hired “night mayors” to, among other things, address complaints about after-hours noise.

But enforcement, even with the help of simple camera-and-noise radars, has been a challenge. Since 2018,  the Canadian city of Edmonton has been piloting the use of four radars attached to light poles at busy intersections in the downtown area. A 2021 report on the second phase of the project completed in 2020, found that officials had to manually sift through the data to take out noise made by, say, sirens. And the recordings didn’t always provide strong enough evidence against the offender in court. It was also costly: The pilot cost taxpayers $192,000, while fines generated a little more than half that amount, according to CTV News Edmonton.

Those obstacles have made noise pollution an increasingly popular target for smart city innovation, with companies and researchers looking to make environmental monitoring systems do more than just measure decibel levels…(More)”.

A tale of two labs: Rethinking urban living labs for advancing citizen engagement in food system transformations


Paper by Anke Brons et al: “Citizen engagement is heralded as essential for food democracy and equality, yet the implementation of inclusive citizen engagement mechanisms in urban food systems governance has lagged behind. This paper aims to further the agenda of citizen engagement in the transformation towards healthy and sustainable urban food systems by offering a conceptual reflection on urban living labs (ULLs) as a methodological platform. Over the past decades, ULLs have become increasingly popular to actively engage citizens in methodological testbeds for innovations within real-world settings. The paper proposes that ULLs as a tool for inclusive citizen engagement can be utilized in two ways: (i) the ULL as the daily life of which citizens are the experts, aimed at uncovering the unreflexive agency of a highly diverse population in co-shaping the food system and (ii) the ULL as a break with daily life aimed at facilitating reflexive agency in (re)shaping food futures. We argue that both ULL approaches have the potential to facilitate inclusive citizen engagement in different ways by strengthening the breadth and the depth of citizen engagement respectively. Smart Cities: Mapping their Ethical Implications

These are: (1) network infrastructure, with the corresponding concerns of control, surveillance, and data privacy and ownership; (2) post-political governance, embodied in the tensions between public and private decision-making and cities as post-political entities; (3) social inclusion, expressed in the aspects of citizen participation and inclusion, and inequality and discrimination; and (4) sustainability, with a specific focus on the environment as an element to protect but also as a strategic component for the future.
