AI Localism


Today, The GovLab is  excited to launch a new platform which seeks to monitor, analyze and guide how AI is being governed in cities around the world: AI Localism. 

AI Localism refers to the actions taken by local decision-makers to address the use of AI within a city or community.  AI Localism has often emerged because of gaps left by incomplete state, national or global governance frameworks.

“AI Localism offers both immediacy and proximity. Because it is managed within tightly defined geographic regions, it affords policymakers a better understanding of the tradeoffs involved. By calibrating algorithms and AI policies for local conditions, policymakers have a better chance of creating positive feedback loops that will result in greater effectiveness and accountability.”

The Ethics and Practice of AI Localism at a Time of Covid-19 and Beyond – In collaboration with the TUM School of Governance and University of Melbourne The GovLab will conduct a comparative review of current practices worldwide to gain a better understanding of successful AI Localism in the context of COVID-19 as to inform and guide local leaders and city officials towards best practices.

Responsible AI at the Local Level – Together with the NYU Center Responsible AI, The GovLab will seek to develop an interactive repository and a set of training modules of Responsible AI approaches at the local level.

AI planners in Minecraft could help machines design better cities

Elsewhere, a railway on stilts circles a group of multicolored tower blocks. Ornate pagodas decorate a large paved plaza. And a lone windmill turns on an island, surrounded by square pigs. This is Minecraft city-building, AI style.

Minecraft has long been a canvas for wild invention. Fans have used the hit block-building game to create replicas of everything from downtown Chicago and King’s Landing to working CPUs. In the decade since its first release, anything that can be built has been.

Since 2018, Minecraft has also been the setting for a creative challenge that stretches the abilities of machines. The annual Generative Design in Minecraft (GDMC) competition asks participants to build an artificial intelligence that can generate realistic towns or villages in previously unseen locations. Winter is coming. Can cities use innovation to save ‘streateries’?


Bloomberg Cities: “Outdoor dining has been a summer savior in these COVID times, keeping restaurants and the people they employ afloat while bringing sidewalks and streets once hushed by stay-at-home orders back to life.

But with Labor Day now behind us, many city leaders and residents alike are asking, “What’s next?” “What becomes of the vibrant ‘streateries’ once winter comes rolling in?”

Perhaps it’s no surprise that Chicago, notorious for its frigid winters and whipping lakefront winds, is at the forefront of the hunt for an answer. The city recently launched the City of Chicago Winter Dining Challenge to get everyone from designers to dishwashers thinking up new ideas for how to do outdoor eating in the cold in a way that is both appealing and safe for customers and restaurant workers.

More intriguing is just how much interest the competition has generated, including nearly 650 entries from all over the world. There are dozens of takes on warming large patios and small dining pods, including approaches likened to greenhousesigloos, and yurts; ideas for repurposing parking garages and city buses; furniture-based concepts with heated tablesseats and umbrellas, and even a Swiss-style fondue chalet.

The goal, said Samir Mayekar, Chicago’s Deputy Mayor for Economic and Neighborhood Development, is to surface ideas city leaders would never have thought of. Three winners will get $5,000 each and see their ideas piloted in neighborhoods across the city in October….(More)”.

Make good use of big data: A home for everyone

At a health level, the pandemic raises the importance of housing for everyone particularly vulnerable and homeless people to protect them from the disease and against other similar airborne pandemics. Here, I propose to make good use of big data along with 3D construction printers to construct houses and solve some major and pressing housing needs worldwide. Big data can be used to determine how many people do need accommodation and 3D construction printers to build houses accordingly and swiftly. The combination of such facilities- big data and 3D printers- can help solve global housing crises more efficiently than traditional and unguided construction plans, particularly under environmental and major health crises where health and housing are tightly interrelated….(More)”.

Rethinking citizen engagement for an inclusive energy transition


Urban Futures Studio: “In July 2020, we published our new essay ‘What, How and Who? Designing inclusive interactions in the energy transition’ (Bronsvoort, Hoffman and Hajer, 2020). In this essay, we argue that how the interactions between citizens and governments are shaped and enacted, has a large influence on who gets involved and to what extend people feel heard. To apply this approach to cases, we distinguish between three dimensions of interaction:

  • What (the defined object or issue at hand)
  • How (the setting and staging of the interaction)
  • Who (the target groups and protagonists of the process)

Focusing on the issue of form, we argue that processes for interaction between citizens and governments should be designed in a way that is more future oriented, organized over the long term, in closer proximity to citizens and with attention to the powerful role of ‘in-betweeners’ and ‘in-between’ places such as community houses, where people can meet to deliberate on the wide range of possible futures for their neighbourhood. 

Towards a multiplicity of future visions for sustainable cities
The energy transition has major consequences for the way we live, work, move and consume. For such complex transitions, governments need to engage and collaborate with citizens and other stakeholders. Their engagement enriches existing visions on future neighbourhoods, inform local policies and stimulate change. But how do you shape and organize such a participatory process? While governments use a wide range of public participation methods, many researchers have emphasized the limitations of many of these conventional methods with regard to the inclusion of diverse groups of citizens and in bridging discrepancies between government approaches and people’s lived experiences.

Rethinking citizen engagement for an inclusive energy transition
To help rethink citizen engagement, the Urban Futures Studio investigates existing and new approaches to citizen engagement and how they are practised by governments and societal actors. Following our essay research, our next project on citizen engagement includes a study on its relation to experimentation as a novel mode of governance. The goal of this research is to show insights into how citizen engagement manifests itself in the context of experimental governance on the neighbourhood level. By investigating the interactions between citizens, governments and other stakeholders in different types of participatory projects, we aim to gain a better understanding of how citizens are engaged and included in energy transition experiments and how we can improve its level of inclusion.

We use a relational approach of citizen engagement, by which we view participatory processes as collective practices that both shape and are shaped by their ‘matter of concern’, their public and their setting and staging. This view places emphasis on the form and conditions under which the interaction takes place. Citizen initiatives facing COVID-19: Due to spontaneous generation or the product of social capital in Mexico City?


UNDP: “Since the COVID-19 pandemic arrived in Mexico, multiple citizen responses[1] have emerged to tackle its impacts: digital aid platforms such as Frena la Curva (Stop the curve) and México Covid19;  groups of makers that design medical and protective equipment; Zapotec indigenous women that teach how to make hand sanitizer at home; public buses that turn into mobile markets; and much more.

There are initiatives that aid 10, 20, 3,000 or more people; initiatives that operate inside a housing unit, a municipality or across the City. Some responses have come from civil society organizations; others from collectives of practitioners or from groups of friends and family; there are even those made out of groups of strangers that the pandemic turned into partners working for the same goal….

Within the plurality of initiatives that have emerged, sometimes, seemingly in a spontaneous way, there is a common denominator: people are reacting in a collaboratively way to the crisis to solve the needs that the pandemic is leaving behind.

Different research studies connect social cohesion and social capital with the response’s capacity of a community in situations of crisis and natural disasters; and with its subsequent recovery. These concepts —derived from sociology— include aspects such as the level of union; relationships and networks; and interaction between people in a community.

This can be seen when, for example, a group of people in a neighborhood gets together to buy groceries for neighbors who have lost their incomes. Also, when a collective of professionals react to the shortages of protective equipment for health workers by creating low-cost prototypes, or when a civil organization collaborates with local authorities to bring water to households that lack access to clean water.

It would seem that a high rate of social capital and social cohesion might ease the rise of the citizen initiatives that aim to tackle the challenges that ensue from the pandemic. These do not come out of nowhere….(More)”.

The Obsolescence of Interfaces


Essay by Carlos A. Scolari: “COVID-19 has highlighted the need to redesign current interfaces to tackle an increasingly complex and uncertain world….

Whenever somebody says the word interface one immediately thinks of a keyboard, a mouse or a joystick, and an infinite number of icons on a screen… This interface – also called a graphical user interface – is a place for interaction, the frontier space where the analogical (double-clicking the mouse) becomes digital (a file, made up of bits, opens). But the graphical user interface is not limited to that exchange between individual and technology: that relationship is mediated by an “interaction grammar” that, in order that things function, must be shared between designer and user.

This idea – the interface understood as a network of actors that are human (user, designer, etc.), technological (mouse, keyboard, screen, apps, Internet, etc.) and institutional (interaction grammar, businesses, laws, etc.) – can be taken far beyond the classical image of the individual against the digital machine. If we scale the concept, we can consider the school as an interface where actors that are human (teachers, students, governors, families, etc.), technological (blackboards, benches, books, pencils, projectors, tablets, etc.) and institutional (school management, PTA, Department of Education, Ministry, etc.) maintain different types of relationships with each other and carry forward a series of processes.

Educational interfaces

For years there has been talk of a “crisis in the school system” and of “educational innovation”. Rivers of ink and seas of bits have issued forth on this question in recent years. Back in 2007, in an article published in La Vanguardia, Manuel Castells warned: “The idea that young people today should bear the burden of a rucksack full of boring textbooks, defined by ministerial bureaucrats, and should be locked up in a classroom to endure a discourse irrelevant to their perspective, and should put up with all this in the name of the future, is simply absurd”. For some, the solution simply involves incorporating “educational technology” into the classroom and training the teachers. However, for others, we believe that the issue is much more complex and that it demands another type of focus. Perhaps a view from the perspective of interfaces might be useful for us….

Many other interfaces that were already showing their limitations from a couple of decades ago, such as political interfaces (parties) or social interfaces (trade unions), must pass through processes of redesign if we want them to continue fulfilling their representative roles. COVID-19 has added hospitals and healthcare centres to this list: during the worst weeks of the pandemic, these interfaces had to be redesigned in real time in order to tackle the boom in the number of patients entering their emergency departments.

Another interface that will not escape redesign is the city. Urban interfaces will have to be rethought in all their dimensions, from the relationship between the public and the private space to the spaces for the flow and permanence of pedestrians while maintaining a “safe social distance”. Even highly innovative spaces on an urban level, such as the “super-blocks” of Barcelona or the new co-working rooms at the UPF, are not prepared for the post-pandemic world and will have to be redesigned.

Nearly all the interfaces that have been mentioned (compulsory state schools, political parties, trade unions, hospitals) were created during Modernity to cater for the needs of a type of industrial mass society that is in the process of disappearing. COVID-19 has done nothing if not slit open all of these interfaces and evidence their incapacity to tackle an increasingly complex and uncertain world….(More)”.

Why local data is the key to successful place making


Blog by Sally Kerr: “The COVID emergency has brought many challenges that were unimaginable a few months ago. The first priorities were safety and health, but when lockdown started one of the early issues was accessing and sharing local data to help everyone deal with and live through the emergency. Communities grappled with the scarcity of local data, finding it difficult to source for some services, food deliveries and goods. This was not a new issue, but the pandemic brought it into sharp relief.

Local data use covers a broad spectrum. People moving to a new area want information about the environment — schools, amenities, transport, crime rates and local health. For residents, continuing knowledge of business opening hours, events, local issues, council plans and roadworks remains important, not only for everyday living but to help understand issues and future plans that will change their environment. Really local data (hyperlocal data) is either fragmented or unavailable, making it difficult for local people to stay informed, whilst larger data sets about an area (e.g. population, school performance) are not always easy to understand or use. They sit in silos owned by different sectors, on disparate websites, usually collated for professional or research use.

Third sector organisations in a community will gather data relevant to their work such as contacts and event numbers but may not source wider data sets about the area, such as demographics, to improve their work. Using this data could strengthen future grant applications by validating their work. For Government or Health bodies carrying out place making community projects, there is a reliance on their own or national data sources supplemented with qualitative data snapshots. Their dependence on tried and tested sources is due to time and resource pressures but means there is no time to gather that rich seam of local data that profiles individual needs.

Imagine a future community where local data is collected and managed together for both official organisations and the community itself. Where there are shared aims and varied use. Current and relevant data would be accessible and easy to understand, provided in formats that suit the user — from data scientist to school child. A curated data hub would help citizens learn data skills and carry out collaborative projects on anything from air quality to local biodiversity, managing the data and offering increased insight and useful validation for wider decision making.
