Social Media and the ‘Spiral of Silence’


Report by By , , , , and : “A major insight into human behavior from pre-internet era studies of communication is the tendency of people not to speak up about policy issues in public—or among their family, friends, and work colleagues—when they believe their own point of view is not widely shared. This tendency is called the “spiral of silence.”1
Some social media creators and supporters have hoped that social media platforms like Facebook and Twitter might produce different enough discussion venues that those with minority views might feel freer to express their opinions, thus broadening public discourse and adding new perspectives to everyday discussion of political issues.
We set out to study this by conducting a survey of 1,801 adults.2 It focused on one important public issue: Edward Snowden’s 2013 revelations of widespread government surveillance of Americans’ phone and email records. We selected this issue because other surveys by the Pew Research Center at the time we were fielding this poll showed that Americans were divided over whether the NSA contractor’s leaks about surveillance were justified and whether the surveillance policy itself was a good or bad idea. For instance, Pew Research found in one survey that 44% say the release of classified information harms the public interest while 49% said it serves the public interest.
The survey reported in this report sought people’s opinions about the Snowden leaks, their willingness to talk about the revelations in various in-person and online settings, and their perceptions of the views of those around them in a variety of online and off-line contexts.
This survey’s findings produced several major insights:

Our future government will work more like Amazon


Michael Case in The Verge: “There is a lot of government in the United States. Several hundred federal agencies, 535 voting members in two houses of Congress, more than 90,000 state and local governments, and over 20 million Americans involved in public service.

We say we have a government for and by the people. But the way American government conducts its day-to-day business does not feel like anything we, the people weaned on the internet, would design in 2014. Most interactions with the US government don’t resemble anything else we’re used to in our daily lives….

But if the government is ever going to completely retool itself to provide sensible services to a growing, aging, diversifying American population, it will have to do more than bring in a couple innovators and throw data at the public. At the federal level, these kinds of adjustments will require new laws to change the way money is allocated to executive branch agencies so they can coordinate the purchase and development of a standard set of tools. State and local governments will have to agree on standard tools and data formats as well so that the mayor of Anchorage can collaborate with the governor of Delaware.

Technology is the answer to a lot of American government’s current operational shortcomings. Not only are the tools and systems most public servants use outdated and suboptimal, but the organizations and processes themselves have also calcified around similarly out-of-date thinking. So the real challenge won’t be designing cutting edge software or high tech government facilities — it’s going to be conjuring the will to overcome decades of old thinking. It’s going to be convincing over 90,000 employees to learn new skills, coaxing a bitterly divided Congress to collaborate on something scary, and finding a way to convince a timid and distracted White House to put its name on risky investments that won’t show benefits for many years.

But! If we can figure out a way for governments across the country to perform their basic functions and provide often life-saving services, maybe we can move on to chase even more elusive government tech unicorns. Imagine voting from your smartphone, having your taxes calculated and filed automatically with a few online confirmations, or filing for your retirement at a friendly tablet kiosk at your local government outpost. Government could — feasibly — be not only more effective, but also a pleasure to interact with someday. Someday.”

Crowd-Sourced, Gamified Solutions to Geopolitical Issues

Wikistrat, a crowdsourced consulting company, leverages a worldwide network of experts from various industries to solve some of the world’s geopolitical problems through the power of gamification. Wikistrat also leverages fun, training, mentorship, and networking as core concepts in their company.

Dan (@wsdan) spoke with TechnologyAdvice host Clark Buckner about Wikistrat’s work, origins, what clients can expect from working with Wikistrat, and how gamification correlates with big data and business intelligence. Listen to the podcast and read the summary below:

Wikistrat aims to solve a common problem faced by most governments and organizations when generating strategies: “groupthink.” Such entities can devise a diverse set of strategies, but they always seem to find their resolution in the most popular answer.

In order to break group thinking, Wikistrat carries out geopolitical simulations that work around “collaborative competition.” The process involves:

  • Securing analysts: Wikistrat recruits a diverse group of analysts who are experts in certain fields and located in different strategic places.

  • Competing with ideas: These analysts are placed in an online environment where, instead of competing with each other, one analyst contributes an idea, then other analysts create 2-3 more ideas based on the initial idea.

  • Breaking group thinking: Now the competition becomes only about ideas. People champion the ideas they care about rather than arguing with other analysts. That’s when Wikistrat breaks group thinking and helps their clients discover ideas they may have never considered before.

Gamification occurs when analysts create different scenarios for a specific angle or question the client raises. Plus, Wikistrat’s global analyst coverage is so good that they tout having at least one expert in every country. They accomplished this by allowing anyone—not just four-star generals—to register as an analyst. However, applicants must submit a resume and a writing sample, as well as pass a face-to-face interview….”

Out in the Open: This Man Wants to Turn Data Into Free Food (And So Much More)


in Wired: “Let’s say your city releases a list of all trees planted on its public property. It would be a godsend—at least in theory. You could filter the data into a list of all the fruit and nut trees in the city, transfer it into an online database, and create a smartphone app that helps anyone find free food.

Such is promise of “open data”—the massive troves of public information our governments now post to the net. The hope is that, if governments share enough of this data with the world at large, hackers and entrepreneurs will find a way of putting it to good use. But although so much of this government data is now available, the revolution hasn’t exactly happened.
In far too many cases, the data just sits there on a computer server, unseen and unused. Sometimes, no one knows about the data, or no one knows what to do with it. Other times, the data is just too hard to work with. If you’re building that free food app, how do you update your database when the government releases a new version of the spreadsheet? And if you let people report corrections to the data, how do you contribute that data back to the city?
These are the sorts of problems that obsess 25-year-old software developer Max Ogden, and they’re the reason he built Dat, a new piece of open source software that seeks to restart the open data revolution. Basically, Dat is a way of synchronizing data between two or more sources, tracking any changes to that data, and handling transformations from one data format to another. The aim is a simple one: Ogden wants to make it easier for governments to share their data with a world of software developers.

Git is a piece of software originally written by Linux creator Linus Torvalds. It keeps track of code changes and makes it easier to integrate code submissions from outside developers. Ogden realized what developers needed wasn’t a GitHub for data, but a Git for data. And that’s what Dat is.
Instead of CouchDB, Dat relies on a lightweight, open-source data storage system from Google called LevelDB. The rest of the software was written in JavaScript by Ogden and his growing number of collaborators, which enables them to keep things minimal and easily run the software on multiple operating systems, including Windows, Linux and Macintosh OS X….”

For Big-Data Scientists, ‘Janitor Work’ Is Key Hurdle to Insights

The field known as “big data” offers a contemporary case study. The catchphrase stands for the modern abundance of digital data from many sources — the web, sensors, smartphones and corporate databases — that can be mined with clever software for discoveries and insights. Its promise is smarter, data-driven decision-making in every field. That is why data scientist is the economy’s hot new job.

Yet far too much handcrafted work — what data scientists call “data wrangling,” “data munging” and “data janitor work” — is still required. Data scientists, according to interviews and expert estimates, spend from 50 percent to 80 percent of their time mired in this more mundane labor of collecting and preparing unruly digital data, before it can be explored for useful nuggets….”

Bloomberg Philanthropies Announces Major New Investment In City Halls' Capacity To Innovate


Press Release: “Bloomberg Philanthropies today announced a new $45 million investment to boost the capacity of city halls to use innovation to tackle major challenges and improve urban life. The foundation will direct significant funding and other assistance to help dozens of cities adopt the Innovation Delivery model, an approach to generating and implementing new ideas that has been tested and refined over the past three years in partnership with city leaders in Atlanta, Chicago, Louisville, Memphis, and New Orleans. …

The foundation has invited over 80 American cities to apply for Innovation Delivery grants. Eligible cities have at least 100,000 residents and mayors with at least two years left in office. Grantees will be selected in the fall. They will receive from $250,000 to $1,000,000 annually over three years, as well as implementation support and peer-to-peer learning opportunities. Newly formed Innovation Delivery Teams will hit the ground running in each city no later than spring 2015.
Innovation Delivery Teams use best-in-class idea generation techniques with a structured, data-driven approach to delivering results. Operating as an in-house innovation consultancy, they have enabled mayors in the original five cities to produce clear results, such as:

  • New Orleans reduced murder in 2013 by 19% compared to the previous year, resulting in the lowest number of murders in New Orleans since 1985.
  • Memphis reduced retail vacancy rates by 30% along key commercial corridors.
  • Louisville redirected 26% of low-severity 911 medical calls to a doctor’s office or immediate care center instead of requiring an ambulance trip to the emergency room.
  • Chicago cut the licensing time for new restaurants by 33%; more than 1,000 new restaurants have opened since the Team began its work.
  • Atlanta moved 1,022 chronically homeless individuals into permanent housing, quickly establishing itself as a national leader.

“Innovation Delivery has been an essential part of our effort to bring innovation, efficiency and improved services to our customers,” said Louisville Mayor Greg Fischer. “Philanthropy can play an important role in expanding the capacity of cities to deliver better, bolder results. Technology’s Crucial Role in the Fight Against Hunger


Crowdsourcing, predictive analytics and other new tools could go far toward finding innovative solutions for America’s food insecurity.

National Geographic recently sent three photographers to explore hunger in the United States. It was an effort to give a face to a very troubling statistic: Even today, one-sixth of Americans do not have enough food to eat. Fifty million people in this country are “food insecure” — having to make daily trade-offs among paying for food, housing or medical care — and 17 million of them skip at least one meal a day to get by. When choosing what to eat, many of these individuals must make choices between lesser quantities of higher-quality food and larger quantities of less-nutritious processed foods, the consumption of which often leads to expensive health problems down the road.
This is an extremely serious, but not easily visible, social problem. Nor does the challenge it poses become any easier when poorly designed public-assistance programs continue to count the sauce on a pizza as a vegetable. The deficiencies caused by hunger increase the likelihood that a child will drop out of school, lowering her lifetime earning potential. In 2010 alone, food insecurity cost America $167.5 billion, a figure that includes lost economic productivity, avoidable health-care expenses and social-services programs.
As much as we need specific policy innovations, if we are to eliminate hunger in America food insecurity is just one of many extraordinarily complex and interdependent “systemic” problems facing us that would benefit from the application of technology, not just to identify innovative solutions but to implement them as well. In addition to laudable policy initiatives by such states as Illinois and Nevada, which have made hunger a priority, or Arkansas, which suffers the greatest level of food insecurity but which is making great strides at providing breakfast to schoolchildren, we can — we must — bring technology to bear to create a sustained conversation between government and citizens to engage more Americans in the fight against hunger.

Identifying who is genuinely in need cannot be done as well by a centralized government bureaucracy — even one with regional offices — as it can through a distributed network of individuals and organizations able to pinpoint with on-the-ground accuracy where the demand is greatest. Just as Ushahidi uses crowdsourcing to help locate and identify disaster victims, it should be possible to leverage the crowd to spot victims of hunger. As it stands, attempts to eradicate so-called food deserts are often built around developing solutions for residents rather than with residents. Strategies to date tend to focus on the introduction of new grocery stores or farmers’ markets but with little input from or involvement of the citizens actually affected.

Applying predictive analytics to newly available sources of public as well as private data, such as that regularly gathered by supermarkets and other vendors, could also make it easier to offer coupons and discounts to those most in need. In addition, analyzing nonprofits’ tax returns, which are legally open and available to all, could help map where the organizations serving those in need leave gaps that need to be closed by other efforts. The Governance Lab recently brought together U.S. Department of Agriculture officials with companies that use USDA data in an effort to focus on strategies supporting a White House initiative to use climate-change and other open data to improve food production.

Such innovative uses of technology, which put citizens at the center of the service-delivery process and streamline the delivery of government support, could also speed the delivery of benefits, thus reducing both costs and, every bit as important, the indignity of applying for assistance.

Being open to new and creative ideas from outside government through brainstorming and crowdsourcing exercises using social media can go beyond simply improving the quality of the services delivered. Some of these ideas, such as those arising from exciting new social-science experiments involving the use of incentives for “nudging” people to change their behaviors, might even lead them to purchase more healthful food.

Further, new kinds of public-private collaborative partnerships could create the means for people to produce their own food. Both new kinds of financing arrangements and new apps for managing the shared use of common real estate could make more community gardens possible. Similarly, with the kind of attention, convening and funding that government can bring to an issue, new neighbor-helping-neighbor programs — where, for example, people take turns shopping and cooking for one another to alleviate time away from work — could be scaled up.

Then, too, advances in citizen engagement and oversight could make it more difficult for lawmakers to cave to the pressures of lobbying groups that push for subsidies for those crops, such as white potatoes and corn, that result in our current large-scale reliance on less-nutritious foods. At the same time, citizen scientists reporting data through an app would be able do a much better job than government inspectors in reporting what is and is not working in local communities.

As a society, we may not yet be able to banish hunger entirely. But if we commit to using new technologies and mechanisms of citizen engagement widely and wisely, we could vastly reduce its power to do harm.

Reddit, Imgur and Twitch team up as 'Derp' for social data research


in The Guardian: “Academic researchers will be granted unprecedented access to the data of major social networks including Imgur, Reddit, and Twitch as part of a joint initiative: The Digital Ecologies Research Partnership (Derp).
Derp – and yes, that really is its name – will be offering data to universities including Harvard, MIT and McGill, to promote “open, publicly accessible, and ethical academic inquiry into the vibrant social dynamics of the web”.
It came about “as a result of Imgur talking with a number of other community platforms online trying to learn about how they work with academic researchers,” says Tim Hwang, the image-sharing site’s head of special initiatives.
“In most cases, the data provided through Derp will already be accessible through public APIs,” he says. “Our belief is that there are ways of doing research better, and in a way that strongly respects user privacy and responsible use of data.
“Derp is an alliance of platforms that all believe strongly in this. In working with academic researchers, we support projects that meet institutional review at their home institution, and all research supported by Derp will be released openly and made publicly available.”
Hwang points to a Stanford paper analysing the success of Reddit’s Random Acts of Pizza subforum as an example of the sort of research Derp hopes to foster. In the research, Tim Althoff, Niloufar Salehi and Tuan Nguyen found that the likelihood of getting a free pizza from the Reddit community depended on a number of factors, including how the request was phrased, how much the user posted on the site, and how many friends they had online. In the end, they were able to predict with 67% accuracy whether or not a given request would be fulfilled.
The grouping aims to solve two problems academic research faces. Researchers themselves find it hard to get data outside of the larges social media platforms, such as Twitter and Facebook. The major services at least have a vibrant community of developers and researchers working on ways to access and use data, but for smaller communities, there’s little help provided.
Yet smaller is relative: Reddit may be a shrimp compared to Facebook, but with 115 million unique visitors every month, it’s still a sizeable community. And so Derp aims to offer “a single point of contact for researchers to get in touch with relevant team members across a range of different community sites….”

Government opens up: 10k active government users on GitHub


GitHub: “In the summer of 2009, The New York Senate was the first government organization to post code to GitHub, and that fall, Washington DC quickly followed suit. By 2011, cities like Miami, Chicago, and New York; Australian, Canadian, and British government initiatives like Gov.uk; and US Federal agencies like the Federal Communications Commission, General Services Administration, NASA, and Consumer Financial Protection Bureau were all coding in the open as they began to reimagine government for the 21st century.
Fast forward to just last year: The White House Open Data Policy is published as a collaborative, living document, San Francisco laws are now forkable, and government agencies are accepting pull requests from every day developers.
This is all part of a larger trend towards government adopting open source practices and workflows — a trend that spans not only software, but data, and policy as well — and the movement shows no signs of slowing, with government usage on GitHub nearly tripling in the past year, to exceed 10,000 active government users today.

How government uses GitHub

When government works in the open, it acknowledges the idea that government is the world’s largest and longest-running open source project. Open data efforts, efforts like the City of Philadelphia’s open flu shot spec, release machine-readable data in open, immediately consumable formats, inviting feedback (and corrections) from the general public, and fundamentally exposing who made what change when, a necessary check on democracy.
Unlike the private sector, however, where open sourcing the “secret sauce” may hurt the bottom line, with government, we’re all on the same team. With the exception of say, football, Illinois and Wisconsin don’t compete with one another, nor are the types of challenges they face unique. Shared code prevents reinventing the wheel and helps taxpayer dollars go further, with efforts like the White House’s recently released Digital Services Playbook, an effort which invites every day citizens to play a role in making government better, one commit at a time.
However, not all government code is open source. We see that adopting these open source workflows for open collaboration within an agency (or with outside contractors) similarly breaks down bureaucratic walls, and gives like-minded teams the opportunity to work together on common challenges.

Can big data help build more wind and solar farms?


Rachael Post in The Guardian: “Convincing customers to switch to renewable energy is an uphill battle. But for a former political operative, finding business is as easy as mining a consumer behavior database…After his father died from cancer related to pollution from a coal-burning plant, Tom Matzzie, the former director of democratic activist group MoveOn.org, decided that he’d had enough with traditional dirty energy. But when he installed solar panels on his home, he discovered that the complicated permitting and construction process made switching to renewable energy difficult and unwieldy. The solution, he concluded, was to use his online campaigning and big data skills – honed from his years of working in politics – to find the most likely customers for renewables and convince them to switch. Ethical Electric was born.
Matzzie’s company isn’t the first to sell renewable energy, but it might be the smartest. For the most part, convincing people to switch away from dirty energy is an unprofitable and work-intensive process, requiring electrical company representatives to approach thousands of randomly chosen customers. Ethical Electric, on the other hand, uses a highly-targeted, strategic method to identify its potential customers.
From finding votes to finding customers
Matzzie, who is now CEO of Ethical Electric, explained that the secret lies in his company’s use of big data, a resource that he and his partners mastered on the political front lines. In the last few presidential elections, big data fundamentally changed the way candidates – and their teams – approached voters. “We couldn’t rely on voter registration lists to make assumptions about who would be willing to vote in the next election,” Matzzie said. “What happened in politics is a real revolution in data.”…”
