Rethinking Smart Cities From The Ground Up

As cities bring people together to live, work and play, they amplify their ability to create wealth and ideas. But scale and density also bring acute challenges: how to move around people and things; how to provide energy; how to keep people safe.

‘Smart cities’ offer sensors, ‘big data’ and advanced computing as answers to these challenges, but they have often faced criticism for being too concerned with hardware rather than with people.

In this report we argue that successful smart cities of the future will combine the best aspects of technology infrastructure while making the most of the growing potential of ‘collaborative technologies’, technologies that enable greater collaboration between urban communities and between citizens and city governments.

How will this work in practice? Drawing on examples from all around the world we investigate four emerging methods which are helping city governments engage and enable citizens: the collaborative economy, crowdsourcing data, collective intelligence and crowdfunding.

Citizen-Driven Innovation : A Guidebook for City Mayors and Public Administrators

Montreal plans to become a Smart City with free WiFi and open data


Ian Hardy at MobileSyrup: “Earlier this month, the Coderre Administration announced the Montreal Action Plan that includes 70 projects that will turn Montreal into a “smart city.”

The total allocated budget of $23 million is broken down into 6 sections — listed below with the official description — and is targeted for completion by the end of 2017. Apart from ensuring a fast fiber network, “unleashing municipal data,” and the rollout of “intelligent transport systems” that will bring your real-time info on your subway/bus/car service, the city plans to deploy free WiFi.

According to the statement, Montreal will be deploying wireless access points in 750 locations to have facilitate free public WiFi. The larger idea is to “enhance the experience of citizens, boost tourism and accelerate economic development of Montreal.”…

1. Wi-Fi public: Deploy APs to extend coverage in the area, creating a harmonized experience and provide uniform performance across the network to enhance the experience of citizens, boost tourism and accelerate the economic development of Montreal.

2. Very high speed network, multiservice: Adopt a telecommunications policy, create one-stop telecommunications and urban integrate the telecommunications component in the charter of all major urban projects, so that all players in the Montreal community have access a fiber network at high speed and multi-service, that meets their current and future needs.

3. Economic Niche smart city: Create an environment facilitating the emergence of companies in the smart city economic niche, multiply the sources of innovation for solving urban problems and simplify doing business with the City, so that Montreal becoming a leader in innovation as smart city and accelerate economic development.

4. Intelligent Mobility: Make available all data on mobility in real time, implement intelligent transport systems, intermodal and integrated deployment and support solutions designed to inform users to optimize mobility users in real time on the entire territory.

5. Participatory democracy: Unleashing municipal data, information management and governance and adapt the means of citizen participation to make them accessible online, to improve access to the democratic process and consolidate the culture of transparency and accountability.

Smart Cities, Smart Governments and Smart Citizens: A Brief Introduction

Since ancient times, cities and metropolitan areas have propelled social transformation and economic prosperity in many societies (Katz and Bradley, 2013). Many modern urban sites and metros have leveraged the success and competitiveness of ICTs (Caragliu, Del Bo and Nijkamp, 2011). At least in part, the recent growth of smart city initiatives can be attributed to the rapid adoption of mobile and sensor technologies, as well as the diversity of available Internet applications (Nam and Pardo, 2011; Oberti and Pavesi, 2013).

Governing the smart city: a review of the literature on smart urban governance


Review by Albert Meijer and Manuel Pedro Rodríguez Bolívar in International Review of Administrative Sciences: “Academic attention to smart cities and their governance is growing rapidly, but the fragmentation in approaches makes for a confusing debate. This article brings some structure to the debate by analyzing a corpus of 51 publications and mapping their variation. The analysis shows that publications differ in their emphasis on (1) smart technology, smart people or smart collaboration as the defining features of smart cities, (2) a transformative or incremental perspective on changes in urban governance, (3) better outcomes or a more open process as the legitimacy claim for smart city governance. We argue for a comprehensive perspective: smart city governance is about crafting new forms of human collaboration through the use of ICTs to obtain better outcomes and more open governance processes. Research into smart city governance could benefit from previous studies into success and failure factors for e-government and build upon sophisticated theories of socio-technical change. This article highlights that smart city governance is not a technological issue: we should study smart city governance as a complex process of institutional change and acknowledge the political nature of appealing visions of socio-technical governance….(More)”

Urban Data Games: creating smart citizens for smart cities

This vision can only be realised if citizens have sufficient data literacy skills and experience of large, complex, messy, ever expanding data sets. Schools typically focus on teaching data handling skills using small, personally collected data sets obtained through scientific experimentation, leading to a gap between what is being taught and what will be needed as big data and analytics become more prevalent. This paper proposes an approach to teaching data literacy in the context of urban innovation tasks, using an idea of Urban Data Games. 31 cities agree to use EU-funded open innovation platform for better smart cities’ services


European Commission Press Release: “At CEBIT, 25 cities from 6 EU countries (Belgium, Denmark, Finland, Italy, Portugal and Spain) and 6 cities from Brazil will present Open & Agile Smart Cities Task Force (OASC), an initiative making it easier for city councils  and startups to improve smart city services (such as transport, energy efficiency, environmental or e-health services). This will be achieved thanks to FIWARE, an EU-funded, open source platform and cloud-based building blocks developed in the EU that can be used to develop a huge range of applications, from Smart Cities to eHealth, and from transport to disaster management. Many applications have already been built using FIWARE – from warnings of earthquakes to preventing food waste to Smartaxi apps. Find a full list of cities in the Background.

The OASC deal will allow cities to share their open data (collected from sensors measuring, for example, traffic flows) so that startups can develop apps and tools that benefit all citizens (for example, an app with traffic information for people on the move). Moreover, these systems will be shared between cities (so, an app with transport information developed in city A can be also adopted by city B, without the latter having to develop it from scratch); FIWARE will also give startups and app developers in these cities access to a global market for smart city services.

Cities from across the globe are trying to make the most of open innovation. Urban technology analysis matrix


New Paper by  Pablo Emilio Branchi , Carlos Fernández-Valdivielso , and Ignacio Raúl Matías: “Our objective is to develop a method for better analyzing the utility and impact of new technologies on Smart Cities. We have designed a tool that will evaluate new technologies according to a three-pronged scoring system that considers the impact on physical space, environmental issues, and city residents. The purpose of this tool is to be used by city planners as part of a strategic approach to the implementation of a Smart City initiative in order to reduce unnecessary public spending and ensure the optimal allocation of city resources….

The paper provides a list of the different elements to be analyzed in Smart Cities in the form of a matrix and develops the methodology to evaluate them in order to obtain a final score for technologies prior to its application in cities….Traditional technological scenarios have been challenged, and Smart Cities have become the center of urban competitiveness. A lack of clarity has been detected in the way of describing what Smart Cities are, and we try to establish a methodology for urban policy makers to do so. The Tricky Task of Rating Neighborhoods on 'Livability'


Tanvi Misra at CityLab: “Jokubas Neciunas was looking to buy an apartment almost two years back in Vilnius, Lithuania. He consulted real estate platforms and government data to help him decide the best option for him. In the process, he realized that there was a lot of information out there, but no one was really using it very well.
Fast-forward two years, and Neciunas and his colleagues have created PlaceILive.com—a start-up trying to leverage open data from cities and information from social media to create a holistic, accessible tool that measures the “livability” of any apartment or house in a city.
“Smart cities are the ones that have smart citizens,” says PlaceILive co-founder Sarunas Legeckas.
The team recognizes that foraging for relevant information in the trenches of open data might not be for everyone. So they tried to “spice it up” by creating a visually appealing, user-friendly portal for people looking for a new home to buy or rent. The creators hope PlaceILive becomes a one-stop platform where people find ratings on every quality-of-life metric important to them before their housing hunt begins.
In its beta form, the site features five cities—New York, Chicago, San Francisco, London and Berlin. Once you click on the New York portal, for instance, you can search for the place you want to know about by borough, zip code, or address. Open data: how mobile phones saved bananas from bacterial wilt in Uganda


Anna Scott in The Guardian:”Bananas are a staple food in Uganda. Ugandans eat more of the fruit than any other country in the world. Each person eats on average 700g (about seven small bananas) a day, according to the International Food Policy Research Institute, and they provide up to 27% of the population’s calorie intake.
But since 2002 a disease known as banana bacterial wilt (BBW) has wiped out crops across the country. When plants are infected, they cannot absorb water so their leaves start to shrivel and they eventually die….
The Ugandan government drew upon open data – data that is licensed and made available for anyone to access and share – about the disease made available by Unicef’s community polling project Ureport to deal with the problem.
Ureport mobilises a network of nearly 300,000 volunteers across Uganda, who use their mobiles to report on issues that affect them, from polio immunisation to malaria treatment, child marriage, to crop failure. It gathers data from via SMS polls and publishes the results as open sourced, open datasets.
The results are sent back to community members via SMS along with treatment options and advice on how best to protect their crops. Within five days of the first SMS being sent out, 190,000 Ugandans had learned about the disease and knew how to save bananas on their farms.
Via the Ureport platform, the datasets can also be accessed in real-time by community members, NGOs and the Ugandan government, allowing them to target treatments to where they we needed most. They are also broadcast on radio shows and analysed in articles produced by Ureport, informing wider audiences of scope and nature of the disease and how best to avoid it….
