Heteromation and its (dis)contents: The invisible division of labor between humans and machines


Paper by Hamid Ekbia and Bonnie Nardi in First Monday: “The division of labor between humans and computer systems has changed along both technical and human dimensions. Technically, there has been a shift from technologies of automation, the aim of which was to disallow human intervention at nearly all points in the system, to technologies of “heteromation” that push critical tasks to end users as indispensable mediators. As this has happened, the large population of human beings who have been driven out by the first type of technology are drawn back into the computational fold by the second type. Turning artificial intelligence on its head, one technology fills the gap created by the other, but with a vengeance that unsettles established mechanisms of reward, fulfillment, and compensation. In this fashion, replacement of human beings and their irrelevance to technological systems has given way to new “modes of engagement” with remarkable social, economic, and ethical implications. In this paper we provide a historical backdrop for heteromation and explore and explicate some of these displacements through analysis of a number of cases, including Mechanical Turk, the video games FoldIt and League of Legends, and social media.

Why Governments Should Adopt a Digital Engagement Strategy


Lindsay Crudele at StateTech: “Government agencies increasingly value digital engagement as a way to transform a complaint-based relationship into one of positive, proactive constituent empowerment. An engaged community is a stronger one.
Creating a culture of participatory government, as we strive to do in Boston, requires a data-driven infrastructure supported by IT solutions. Data management and analytics solutions translate a huge stream of social media data, drive conversations and creative crowdsourcing, and support transparency.
More than 50 departments across Boston host public conversations using a multichannel, multidisciplinary portfolio of accounts. We integrate these using an enterprise digital engagement management tool that connects and organizes them to break down silos and boost collaboration. Moreover, the technology provides a lens into ways to expedite workflow and improve service delivery.

A Vital Link in Times of Need

Committed and creative daily engagement builds trusting collaboration that, in turn, is vital in an inevitable crisis. As we saw during the tragic events of the 2013 Boston Marathon bombings and recent major weather events, rapid response through digital media clarifies the situation, provides information about safety and manages constituent expectations.
Boston’s enterprise model supports coordinated external communication and organized monitoring, intake and response. This provides a superadmin with access to all accounts for governance and the ability to easily amplify central messaging across a range of cultivated communities. These communities will later serve in recovery efforts.
The conversations must be seeded by a keen, creative and data-driven content strategy. For an agency to determine the correct strategy for the organization and the community it serves, a growing crop of social analytics tools can provide efficient insight into performance factors: type of content, deployment schedule, sentiment, service-based response time and team performance, to name a few. For example, in February, the city of Boston learned that tweets from our mayor with video saw 300 percent higher engagement than those without.
These insights can inform resource deployment, eliminating guesswork to more directly reach constituents by their preferred methods. Being truly present in a conversation demonstrates care and awareness and builds trust. This increased positivity can be measured through sentiment analysis, including change over time, and should be monitored for fluctuation.
During a major event, engagement managers may see activity reach new peaks in volume. IT solutions can interpret Big Data and bring a large-scale digital conversation back into perspective, identifying public safety alerts and emerging trends, needs and community influencers who can be engaged as amplifying partners.

Running Strong One Year Later

Throughout the 2014 Boston Marathon, we used three monitoring tools to deliver smart alerts to key partners across the organization:
• An engagement management tool organized conversations for account performance and monitoring.
• A brand listening tool scanned for emerging trends across the city and uncovered related conversations.
• A location-based predictive tool identified early alerts to discover potential problems along the marathon route.
With the team and tools in place, policy-based training supports the sustained growth and operation of these conversation channels. A data-driven engagement strategy unearths all of our stories, where we, as public servants and neighbors, build better communities together….”

US Secret Service seeks Twitter sarcasm detector


BBC: “The agency has put out a work tender looking for a software system to analyse social media data.
The software should have, among other things, the “ability to detect sarcasm and false positives”.
A spokesman for the service said it currently used the Federal Emergency Management Agency’s Twitter analytics and needed its own, adding: “We aren’t looking solely to detect sarcasm.”
The Washington Post quoted Ed Donovan as saying: “Our objective is to automate our social media monitoring process. Twitter is what we analyse.
“This is real-time stream analysis. The ability to detect sarcasm and false positives is just one of 16 or 18 things we are looking at.”…
The tender was put out earlier this week on the US government’s Federal Business Opportunities website.
It sets out the objectives of automating social media monitoring and “synthesising large sets of social media data”.
Specific requirements include “audience and geographic segmentation” and analysing “sentiment and trend”.
The software also has to have “compatibility with Internet Explorer 8”. The browser was released more than five years ago.
The agency does not detail the purpose of the analysis but does set out its mission, which includes “preserving the integrity of the economy and protecting national leaders and visiting heads of state and government”.

OSTP’s Own Open Government Plan


Nick Sinai and Corinna Zarek: “The White House Office of Science and Technology Policy (OSTP) today released its 2014 Open Government Plan. The OSTP plan highlights three flagship efforts as well as the team’s ongoing work to embed the open government principles of transparency, participation, and collaboration into its activities.
OSTP advises the President on the effects of science and technology on domestic and international affairs. The work of the office includes policy efforts encompassing science, environment, energy, national security, technology, and innovation. This plan builds off of the 2010 and 2012 Open Government Plans, updating progress on past initiatives and adding new subject areas based on 2014 guidance.
Agencies began releasing biennial Open Government Plans in 2010, with direction from the 2009 Open Government Directive. These plans serve as a roadmap for agency openness efforts, explaining existing practices and announcing new endeavors to be completed over the coming two years. Agencies build these plans in consultation with civil society stakeholders and the general public. Open government is a vital component of the President’s Management Agenda and our overall effort to ensure the government is expanding economic growth and opportunity for all Americans.
OSTP’s 2014 flagship efforts include:

  • Access to Scientific Collections: OSTP is leading agencies in developing policies that will improve the management of and access to scientific collections that agencies own or support. Scientific collections are assemblies of physical objects that are valuable for research and education—including drilling cores from the ocean floor and glaciers, seeds, space rocks, cells, mineral samples, fossils, and more. Agency policies will help make scientific collections and information about scientific collections more transparent and accessible in the coming years.
  • We the Geeks: We the Geeks Google+ Hangouts feature informal conversations with experts to highlight the future of science, technology, and innovation in the United States. Participants can join the conversation on Twitter by using the hashtag #WeTheGeeks and asking questions of the presenters throughout the hangout.
  • “All Hands on Deck” on STEM Education: OSTP is helping lead President Obama’s commitment to an “all-hands-on-deck approach” to providing students with skills they need to excel in science, technology, engineering, and math (STEM). In support of this goal, OSTP is bringing together government, industry, non-profits, philanthropy, and others to expand STEM education engagement and awareness through events like the annual White House Science Fair and the upcoming White House Maker Faire.

Humanitarians in the sky


Patrick Meier in the Guardian: “Unmanned aerial vehicles (UAVs) capture images faster, cheaper, and at a far higher resolution than satellite imagery. And as John DeRiggi speculates in “Drones for Development?” these attributes will likely lead to a host of applications in development work. In the humanitarian field that future is already upon us — so we need to take a rights-based approach to advance the discussion, improve coordination of UAV flights, and to promote regulation that will ensure safety while supporting innovation.
It was the unprecedentedly widespread use of civilian UAVs following typhoon Haiyan in the Philippines that opened my eyes to UAV use in post-disaster settings. I was in Manila to support the United Nations’ digital humanitarian efforts and came across new UAV projects every other day.
One team was flying rotary-wing UAVs to search for survivors among vast fields of debris that were otherwise inaccessible. Another flew fixed-wing UAVs around Tacloban to assess damage and produce high-quality digital maps. Months later, UAVs are still being used to support recovery and preparedness efforts. One group is working with local mayors to identify which communities are being overlooked in the reconstruction.
Humanitarian UAVs are hardly new. As far back as 2007, the World Food Program teamed up with the University of Torino to build humanitarian UAVs. But today UAVs are much cheaper, safer, and easier to fly. This means more people own personal UAVs. The distinguishing feature between these small UAVs and traditional remote control airplanes or helicopters is that they are intelligent. Most can be programmed to fly and land autonomously at designated locations. Newer UAVs also have on-board, flight-stabilization features that automatically adapt to changing winds, automated collision avoidance systems, and standard fail-safe mechanisms.
While I was surprised by the surge in UAV projects in the Philippines, I was troubled that none of these teams were aware of each other and that most were apparently not sharing their imagery with local communities. What happens when even more UAV teams show up following future disasters? Will they be accompanied by droves of drone journalists and “disaster tourists” equipped with personal UAVs? Will we see thousands of aerial disaster pictures and videos uploaded to social media rather than in the hands of local communities? What are the privacy implications? And what about empowering local communities to deploy their own UAVs?
There were many questions but few answers. So I launched the humanitarian UAV network (UAViators) to bridge the worlds of humanitarian professionals and UAV experts to address these questions. Our first priority was to draft a code of conduct for the use of UAVs in humanitarian settings to hold ourselves accountable while educating new UAV pilots before serious mistakes are made…”

Making cities smarter through citizen engagement


Vaidehi Shah at Eco-Business: “Rapidly progressing information communications technology (ICT) is giving rise to an almost infinite range of innovations that can be implemented in cities to make them more efficient and better connected. However, in order for technology to yield sustainable solutions, planners must prioritise citizen engagement and strong leadership.
This was the consensus on Tuesday at the World Cities Summit 2014, where representatives from city and national governments, technology firms and private sector organisations gathered in Singapore to discuss strategies and challenges to achieving sustainable cities in the future.
Laura Ipsen, Microsoft corporate vice president for worldwide public sector, identified globalisation, social media, big data, and mobility as the four major technological trends prevailing in cities today, as she spoke at the plenary session with a theme on “The next urban decade: critical challenges and opportunities”.
Despite these increasing trends, she cautioned, “technology does not build infrastructure, but it does help better engage citizens and businesses through public-private partnerships”.
For example, “LoveCleanStreets”, an online tool developed by Microsoft and partners, enables London residents to report infrastructure problems such as damaged roads or signs, shared Ipsen.
“By engaging citizens through this application, cities can fix problems early, before they get worse,” she said.
In Singapore, the ‘MyWaters’ app of PUB, Singapore’s national water agency, is also a key tool for the government to keep citizens up-to-date of water quality and safety issues in the country, she added.
Even if governments did not actively develop solutions themselves, simply making the immense amounts of data collected by the city open to businesses and citizens could make a big difference to urban liveability, Mark Chandler, director of the San Francisco Mayor’s Office of International Trade and Commerce, pointed out.
Opening up all of the data collected by San Francisco, for instance, yielded 60 free mobile applications that allow residents to access urban solutions related to public transport, parking, and electricity, among others, he explained. This easy and convenient access to infrastructure and amenities, which are a daily necessity, is integral to “a quality of life that keeps the talented workforce in the city,” Chandler said….”

Twitter releasing trove of user data to scientists for research


Joe Silver at ArsTechnica: “Twitter has a 200-million-strong and ever-growing user base that broadcasts 500 million updates daily. It has been lauded for its ability to unsettle repressive political regimes, bring much-needed accountability to corporations that mistreat their customers, and combat other societal ills (whether such characterizations are, in fact, accurate). Now, the company has taken aim at disrupting another important sphere of human society: the scientific research community.
Back in February, the site announced its plan—in collaboration with Gnip—to provide a handful of research institutions with free access to its data sets from 2006 to the present. It’s a pilot program called “Twitter Data Grants,” with the hashtag #DataGrants. At the time, Twitter’s engineering blog explained the plan to enlist grant applications to access its treasure trove of user data:

Twitter has an expansive set of data from which we can glean insights and learn about a variety of topics, from health-related information such as when and where the flu may hit to global events like ringing in the new year. To date, it has been challenging for researchers outside the company who are tackling big questions to collaborate with us to access our public, historical data. Our Data Grants program aims to change that by connecting research institutions and academics with the data they need.

In April, Twitter announced that, after reviewing the more than 1,300 proposals submitted from more than 60 different countries, it had selected six institutions to provide with data access. Projects approved included a study of foodborne gastrointestinal illnesses, a study measuring happiness levels in cities based on images shared on Twitter, and a study using geosocial intelligence to model urban flooding in Jakarta, Indonesia. There’s even a project exploring the relationship between tweets and sports team performance.
Twitter did not directly respond to our questions on Tuesday afternoon regarding the specific amount and types of data the company is providing to the six institutions. But in its privacy policy, Twitter explains that most user information is intended to be broadcast widely. As a result, the company likely believes that sharing such information with scientific researchers is well within its rights, as its services “are primarily designed to help you share information with the world,” Twitter says. “Most of the information you provide us is information you are asking us to make public.”
While mining such data sets will undoubtedly aid scientists in conducting experiments for which similar data was previously either unavailable or quite limited, these applications raise some legal and ethical questions. For example, Scientific American has asked whether Twitter will be able to retain any legal rights to scientific findings and whether mining tweets (many of which are not publicly accessible) for scientific research when Twitter users have not agreed to such uses is ethically sound.
In response, computational epidemiologists Caitlin Rivers and Bryan Lewis have proposed guidelines for ethical research practices when using social media data, such as avoiding personally identifiable information and making all the results publicly available….”

Open government: getting beyond impenetrable online data


Jed Miller in The Guardian: “Mathematician Blaise Pascal famously closed a long letter by apologising that he hadn’t had time to make it shorter. Unfortunately, his pithy point about “download time” is regularly attributed to Mark Twain and Henry David Thoreau, probably because the public loves writers more than it loves statisticians. Scientists may make things provable, but writers make them memorable.
The World Bank confronted a similar reality of data journalism earlier this month when it revealed that, of the 1,600 bank reports posted online on from 2008 to 2012, 32% had never been downloaded at all and another 40% were downloaded under 100 times each.
Taken together, these cobwebbed documents represent millions of dollars in World Bank funds and hundreds of thousands of person-hours, spent by professionals who themselves represent millions of dollars in university degrees. It’s difficult to see the return on investment in producing expert research and organising it into searchable web libraries when almost three quarters of the output goes largely unseen.
The World Bank works at a scale unheard of by most organisations, but expert groups everywhere face the same challenges. Too much knowledge gets trapped in multi-page pdf files that are slow to download (especially in low-bandwidth areas), costly to print, and unavailable for computer analysis until someone manually or automatically extracts the raw data.
Even those who brave the progress bar find too often that urgent, incisive findings about poverty, health, discrimination, conflict or social change are presented in prose written by and for high-level experts, rendering it impenetrable to almost everyone else. Information isn’t just trapped in pdfs; it’s trapped in PhDs.
Governments and NGOs are beginning to realise that digital strategy means more than posting a document online, but what will it take for these groups to change not just their tools, but their thinking? It won’t be enough to partner with WhatsApp or hire GrumpyCat.
I asked strategists from the development, communications and social media fields to offer simple, “Tweetable” suggestions for how the policy community can become better communicators.

For nonprofits and governments that still publish 100-page pdfs on their websites and do not optimise the content to share in other channels such as social: it is a huge waste of time and ineffective. Stop it now.

Policy information is more usable if it’s linked to corresponding actions one can take, or if it helps stir debate.  Also, whichever way you slice it, there will always be a narrow market for raw policy reports … that’s why explainer sites, listicles and talking heads exist.

Ms Okolloh, who helped found the citizen reporting platform Ushahidi, also offered a simple reminder about policy reports: “‘Never gets downloaded’ doesn’t mean ‘never gets read’.” Just as we shouldn’t mistake posting for dissemination, we shouldn’t confuse popularity with influence….”

Citizen participation and technology


ICTlogy: “The recent, rapid rise in the use of digital technology is changing relationships between citizens, organizations and public institutions, and expanding political participation. But while technology has the potential to amplify citizens’ voices, it must be accompanied by clear political goals and other factors to increase their clout.
Those are among the conclusions of a new NDI study, “Citizen Participation and Technology,” that examines the role digital technologies – such as social media, interactive websites and SMS systems – play in increasing citizen participation and fostering accountability in government. The study was driven by the recognition that better insights are needed into the relationship between new technologies, citizen participation programs and the outcomes they aim to achieve.
Using case studies from countries such as Burma, Mexico and Uganda, the study explores whether the use of technology in citizen participation programs amplifies citizen voices and increases government responsiveness and accountability, and whether the use of digital technology increases the political clout of citizens.
The research shows that while more people are using technology—such as social media for mobile organizing, and interactive websites and text messaging systems that enable direct communication between constituents and elected officials or crowdsourcing election day experiences— the type and quality of their political participation, and therefore its impact on democratization, varies. It also suggests that, in order to leverage technology’s potential, there is a need to focus on non-technological areas such as political organizing, leadership skills and political analysis.
For example, the “2% and More Women in Politics” coalition led by Mexico’s National Institute for Women (INMUJERES) used a social media campaign and an online petition to call successfully for reforms that would allocate two percent of political party funding for women’s leadership training. Technology helped the activists reach a wider audience, but women from the different political parties who made up the coalition might not have come together without NDI’s role as a neutral convener.
The study, which was conducted with support from the National Endowment for Democracy, provides an overview of NDI’s approach to citizen participation, and examines how the integration of technologies affects its programs in order to inform the work of NDI, other democracy assistance practitioners, donors, and civic groups.

Observations:

Key findings:

  1. Technology can be used to readily create spaces and opportunities for citizens to express their voices, but making these voices politically stronger and the spaces more meaningful is a harder challenge that is political and not technological in nature.
  2. Technology that was used to purposefully connect citizens’ groups and amplify their voices had more political impact.
  3. There is a scarcity of data on specific demographic groups’ use of, and barriers to technology for political participation. Programs seeking to close the digital divide as an instrument of narrowing the political divide should be informed by more research into barriers to access to both politics and technology.
  4. There is a blurring of the meaning between the technologies of open government data and the politics of open government that clouds program strategies and implementation.
  5. Attempts to simply crowdsource public inputs will not result in users self-organizing into politically influential groups, since citizens lack the opportunities to develop leadership, unity, and commitment around a shared vision necessary for meaningful collective action.
  6. Political will and the technical capacity to engage citizens in policy making, or providing accurate data on government performance are lacking in many emerging democracies. Technology may have changed institutions’ ability to respond to citizen demands but its mere presence has not fundamentally changed actual government responsiveness.”

Crowdsourcing for public safety


Paper presented by A Goncalves, C Silva, P Morreale, J Bonafide  at Systems Conference (SysCon), 2014: “With advances in mobile technology, the ability to get real-time geographically accurate data, including photos and videos, becomes integrated into daily activities. Businesses use this technology edge to stay ahead of their competitors. Social media has made photo and video sharing a widely accepted and adopted behavior. This real-time data and information exchange, crowdsourcing, can be used to help first responders and personnel in emergency situations caused by extreme weather such as earthquakes, hurricanes, floods, and snow storms. Using smartphones, civilians can contribute data and images to the recovery process and make it more efficient, which can ultimately save lives and decrease the economic impact caused by extreme weather conditions.”
