Putting Open at the Heart of the Digital Age


Presentation by Rufus Pollock: “….To repeat then: technology is NOT teleology. The medium is NOT the message – and it’s the message that matters.

The printing press made possible an “open” bible but it was Tyndale who made it open – and it was the openness that mattered.

Digital technology gives us unprecedented potential for creativity, sharing, for freedom. But they are possible not inevitable. Technology alone does not make a choice for us.

Remember that we’ve been here before: the printing press was revolutionary but we still ended up with a print media that was often dominated by the few and the powerful.

Think of radio. If you read about how people talked about it in the 1910s and 1920s, it sounds like the way we used to talk about the Internet today. The radio was going to revolutionize human communications and society. It was going to enable a peer to peer world where everyone can broadcast, it was going to allow new forms of democracy and politics, etc. What happened? We got a one way medium, controlled by the state and a few huge corporations.

Look around you today.

The Internet’s costless transmission can – and is – just as easily creating information empires and information robber barons as it can creating digital democracy and information equality.

We already know that this technology offers unprecedented opportunities for surveillance, for monitoring, for tracking. It can just as easily exploit us as empower us.

We need to put openness at the heart of this information age, and at the heart of the Net, if we are really to realize its possibilities for freedom, empowerment, and connection.

The fight then is on the soul of this information age and we have a choice.

A choice of open versus closed.

Of collaboration versus control.

Of empowerment versus exploitation.

Its a long road ahead – longer perhaps than our lifetimes. But we can walk it together.

In this 21st century knowledge revolution, William Tyndale isn’t one person. It’s all of us, making small and big choices: from getting governments and private companies to release their data, to building open databases and infrastructures together, from choosing apps on your phone that are built on open to using social networks that give you control of your data rather than taking it from you.

Why Technology Hasn’t Delivered More Democracy

THe current moment confronts us with a paradox. The first fifteen years of this century have been a time of astonishing advances in communications and information technology, including digitalization, mass-accessible video platforms, smart phones, social media, billions of people gaining internet access, and much else. These revolutionary changes all imply a profound empowerment of individuals through exponentially greater access to information, tremendous ease of communication and data-sharing, and formidable tools for networking. Yet despite these changes, democracy — a political system based on the idea of the empowerment of individuals — has in these same years become stagnant in the world. The number of democracies today is basically no greater than it was at the start of the century. Many democracies, both long-established ones and newer ones, are experiencing serious institutional debilities and weak public confidence.

How can we reconcile these two contrasting global realities — the unprecedented advance of technologies that facilitate individual empowerment and the overall lack of advance of democracy worldwide? To help answer this question, I asked six experts on political change, all from very different professional and national perspectives. Here are their responses, followed by a few brief observations of my own.

Measuring ‘governance’ to improve lives


Robert Rotberg at the Conversation: “…Citizens everywhere desire “good governance” – to be governed well within their nation-states, their provinces, their states and their cities.

Governance is more useful than “democracy” if we wish to understand how different political rulers and ruling elites satisfy the aspirations of their citizens.

But to make the notion of “governance” useful, we need both a practical definition and a method of measuring the gradations between good and bad governance.

What’s more, if we can measure well, we can diagnose weak areas of governance and, hence, seek ways to make the weak actors strong.

Governance, defined as “the performance of governments and the delivery of services by governments,” tells us if and when governments are in fact meeting the expectations of their constituents and providing for them effectively and responsibly.

Democracy outcomes, by contrast, are much harder to measure because the meaning of the very word itself is contested and impossible to measure accurately.

For the purposes of making policy decisions, if we seek to learn how citizens are faring under regime X or regime Y, we need to compare governance (not democracy) in those respective places.

In other words, governance is a construct that enables us to discern exactly whether citizens are progressing in meeting life’s goals.

Measuring governance: five bundles and 57 subcategories

Are citizens of a given country better off economically, socially and politically than they were in an earlier decade? Are their various human causes, such as being secure or being free, advancing? Are their governments treating them well, and attempting to respond to their various needs and aspirations and relieving them of anxiety?

Just comparing national gross domestic products (GDPs), life expectancies or literacy rates provides helpful distinguishing data, but governance data are more comprehensive, more telling and much more useful.

Assessing governance tells us far more about life in different developing societies than we would learn by weighing the varieties of democracy or “human development” in such places.

Government’s performance, in turn, is according to the scheme advanced in my book On Governance and in my Index of African Governance, the delivery to citizens of five bundles (divided into 57 underlying subcategories) of political goods that citizens within any kind of political jurisdiction demand.

The five major bundles are Security and Safety, Rule of Law and Transparency, Political Participation and Respect for Human Rights, Sustainable Economic Opportunity, and Human Development (education and health)….(More)”

Nudging hits Berlin


Hanno Burmester, Philipp Sälhoff  and Marie Wachinger at Policy Network: “Despite suspicion, the nudge theory may have a place in the process of party reform. Ever since Germany’s Kanzleramt published a job ad in 2014 to recruit three behavioural scientists, “nudging” has become a political buzzword in Berlin. For people outside the Berlin bubble, this may come as a surprise: the British government established its Behavioural Insights Team in 2010 (the less Orwellian nickname is the Nudge Unit). The city of Copenhagen followed soon after and started experimenting with the concept in 2012. Still, nudging seems to have only hit Berlin in recent months, sparking fierce debate among political experts, as well as the German public….

It is not surprising, therefore, that the notions of nudging and libertarian paternalism has quickly found its enemies in the German political debate. Libertarianism here is understood as a radical political ideology which, with the disappearance from federal politics of the centre-right liberal FDP with its partly libertarian agenda, has no representatives at all on the national political stage. Paternalism evokes negative political connotations as well. Moreover, in contrast to the United States, extensive government regulation enjoys widespread public acceptance. At the same time, Germans harbour a deep distrust against opaque and/or seemingly manipulative government actions. The concept of nudging, which explicitly acknowledges that its subjects can be unaware of being consciously influenced, thus feeds into a cultural distrust that, with regards to German and European history, is more than understandable.

Interestingly, however, the political left seems less averse to the idea of stimulating behavioural change through government action. For instance, the German minister of justice and consumer protection, the Social Democrat, Heiko Maas, lauded the approach in an op-ed, saying that it would be wise to acknowledge that citizens do not act rationally all the time. Nudging thus could be a wise compromise “between over-regulation of everyday affairs and laissez-faire politics”.

Nudging is more than a tool for governments, though. We believe it offers advantages in fields that, from an ethical perspective, are less controversial. One of those is the reform of political parties. Since August 2014 we have been  developing new approaches and to party reform in our projectLegitimation and Self-efficacy: Impulses for the Future of Party Democracy. The past decades have shown how hard it is to implement structural reforms in political parties, irrespective of the national context. On the left, for instance, the German Social Democratic party shows a remarkable institutional immunity to change, despite a widespread desire for parties to reflect the demands of rapidly changing societies.

Montreal plans to become a Smart City with free WiFi and open data


Ian Hardy at MobileSyrup: “Earlier this month, the Coderre Administration announced the Montreal Action Plan that includes 70 projects that will turn Montreal into a “smart city.”

The total allocated budget of $23 million is broken down into 6 sections — listed below with the official description — and is targeted for completion by the end of 2017. Apart from ensuring a fast fiber network, “unleashing municipal data,” and the rollout of “intelligent transport systems” that will bring your real-time info on your subway/bus/car service, the city plans to deploy free WiFi.

According to the statement, Montreal will be deploying wireless access points in 750 locations to have facilitate free public WiFi. The larger idea is to “enhance the experience of citizens, boost tourism and accelerate economic development of Montreal.”…

1. Wi-Fi public: Deploy APs to extend coverage in the area, creating a harmonized experience and provide uniform performance across the network to enhance the experience of citizens, boost tourism and accelerate the economic development of Montreal.

2. We Have Always Been Social


Zizi Papacharissi introducing the first issue of Social Media + Society: “I have never been a fan of the term “social media.” Not only had I not been a fan of the term but I had also expressed this distaste frequently and fervently, in public talks and in writing, academic and not. The reason why I dislike the term, as I regularly explain, is that all media are social. All media foster communication and by definition are social. This is not that groundbreaking a position anymore, although it has been my mantra ever since I started studying the social character of the Internet in the mid-1990s. In fact, it is a position held by many of our Editorial Board members who have contributed to this issue, and you will encounter variations of it as you read through this first issue.

To term some media social implies that there are other media that are perhaps anti-social, or even not social at all—asocial. It also invites comparisons between media based on how social each medium is. But each medium is social in its own unique way and invites particular social behaviors, its own form of sociality. Finally, the term identifies as social platforms that are no more, and perhaps less so, social than media not characterized by that moniker, such as the telephone.

But, whether I like it or not, “social media” has become mainstream, and I have come to terms with that. …

Social Media + Society is thus deeply committed to advancing beyond an understanding of social media that is temporally bound. …

To this end, I invited members of our Editorial Board to contribute short essays that would serve to outline the scope for Social Media + Society, in defining how we understand social media. ….The result is a magnificent set of essays presented in the democracy of alphabetical order, serving as our first issue, and a manifesto for our journal. McNulty and Brian Wample in “Emerging Trends in the Social and Behavioral Sciences: An Interdisciplinary, Searchable, and Linkable Resource”: “Efforts to engage new actors in political decision-making through innovative participatory programs have exploded around the world in the past 25 years. This trend, called participatory governance, involves state-sanctioned institutional processes that allow citizens to exercise voice and vote in public policy decisions that produce real changes in citizens’ lives. Billions of dollars are spent supporting these efforts around the world. The concept, which harks back to theorists such as Jean-Jacques Rousseau and John Stuart Mill, has only recently become prominent in theories about democracy. After presenting the foundational research on participatory governance, the essay notes that newer research on this issues falls into three areas: (i) the broader impact of these experiments; (ii) new forms of engagement, with a focus on representation, deliberation, and intermediation; and (iii) scaling up and diffusion. The Living Library’s Selected Readings series seeks to build a knowledge base on innovative approaches for improving the effectiveness and legitimacy of governance. This curated and annotated collection of recommended works on the topic of data governance was originally published in 2015.

Context
The field of Data Collaboratives is premised on the idea that sharing and opening-up private sector datasets has great – and yet untapped – potential for promoting social good. At the same time, the potential of data collaboratives depends on the level of societal trust in the exchange, analysis and use of the data exchanged. Strong data governance frameworks are essential to ensure responsible data use. Without such governance regimes, the emergent data ecosystem will be hampered and the (perceived) risks will dominate the (perceived) benefits. Further, without adopting a human-centered approach to the design of data governance frameworks, including iterative prototyping and careful consideration of the experience, the responses may fail to be flexible and targeted to real needs.

  • Furthermore, this whitepaper notes that new governance models are required not just by the growing amount of data and analytical capacity, and more refined methods for analysis. The current “super-structure” of information flows between institutions is also seen as one of the key reasons to develop alternatives to the current – outdated – approaches to data governance.

Designing digital democracy: a short guide


Geoff Mulgan at NESTA: “I’ve written quite a few blogs and pieces on digital technology and democracy – most recently on the relevance of new-style political parties.

Here I look at the practical question of how parliaments, assemblies and governments should choose the right methods for greater public engagement in decisions.

One prompt is the Nesta-led D-CENT project which is testing out new tools in several countries, and there’s an extraordinary range of engagement experiments underway around the world, from Brazil’s parliament to the Mayor of Paris. Tools like Loomio for smallish groups, and Your Priorities and DemocracyOS for larger ones, are well ahead of their equivalents a few years ago.

A crucial question is whether the same tools work well for different types of issue or context. The short answer is ‘no’. Here I suggest some simple formulae to ensure that the right tools are used for the right issues; I show why hybrid forms of online and offline are the future for parliaments and parties; and why the new tools emphasise conversation rather than only votes.

Clarity on purpose

First, it’s important to be clear what wider engagement is for. Engagement is rarely a good in itself. More passionate engagement in issues can be a powerful force for progress. But it can be the opposite, entrenching conflicts and generating heat rather than light….

Second, who do you want to reach? Even in the most developed nations and cities there are still very practical barriers of reach – despite the huge spread of broadband, mobiles and smart phones…..

Third, even if there were strong habits of digital engagement for the whole population it would not follow that all issues should be opened up for the maximum direct participation. A useful approach is to distinguish issues according to two dimensions.

The first dimension differentiates issues where the public has expertise and experience from ones where the knowledge needed to make decisions is very specialised. There are many issues on which crowds simply don’t have much information let alone wisdom, and any political leader who opened up decision making too far would quickly lose the confidence of the public.

The second dimension differentiates issues which are practical and pragmatic from ones where there are strongly held and polarised opinions, mainly determined by underlying moral beliefs rather than argument and evidence. Putting these together gives us a two dimensional space on which to map any public policy issue, which could be described as the ‘Belief and Knowledge Space’…..

Clarity on identity and anonymity

…. So any designer of democratic engagement tools has to decide what levels of anonymity should apply at each stage. We might choose to allow anonymity at early stages of consultations, but require people to show and validate identities at later stages (eg. to confirm they actually live in the neighbourhood or city involved), certainly as any issue comes closer to decisions. What’s gone wrong with democracy


Essay in The Economist: “Democracy was the most successful political idea of the 20th century. Why has it run into trouble, and what can be done to revive it?….

Even those lucky enough to live in mature democracies need to pay close attention to the architecture of their political systems. The combination of globalisation and the digital revolution has made some of democracy’s most cherished institutions look outdated. Established democracies need to update their own political systems both to address the problems they face at home, and to revitalise democracy’s image abroad. Some countries have already embarked upon this process. America’s Senate has made it harder for senators to filibuster appointments. A few states have introduced open primaries and handed redistricting to independent boundary commissions. Other obvious changes would improve matters. Reform of party financing, so that the names of all donors are made public, might reduce the influence of special interests. The European Parliament could require its MPs to present receipts with their expenses. Italy’s parliament has far too many members who are paid too much, and two equally powerful chambers, which makes it difficult to get anything done.

But reformers need to be much more ambitious. The best way to constrain the power of special interests is to limit the number of goodies that the state can hand out. And the best way to address popular disillusion towards politicians is to reduce the number of promises they can make. The key to a healthier democracy, in short, is a narrower state—an idea that dates back to the American revolution. “In framing a government which is to be administered by men over men”, Madison argued, “the great difficulty lies in this: you must first enable the government to control the governed; and in the next place oblige it to control itself.” The notion of limited government was also integral to the relaunch of democracy after the second world war. The United Nations Charter (1945) and the Universal Declaration of Human Rights (1948) established rights and norms that countries could not breach, even if majorities wanted to do so.

These checks and balances were motivated by fear of tyranny. But today, particularly in the West, the big dangers to democracy are harder to spot. One is the growing size of the state. The relentless expansion of government is reducing liberty and handing ever more power to special interests. The other comes from government’s habit of making promises that it cannot fulfil, either by creating entitlements it cannot pay for or by waging wars that it cannot win, such as that on drugs. Both voters and governments must be persuaded of the merits of accepting restraints on the state’s natural tendency to overreach. Giving control of monetary policy to independent central banks tamed the rampant inflation of the 1980s, for example. It is time to apply the same principle of limited government to a broader range of policies. Mature democracies, just like nascent ones, require appropriate checks and balances on the power of elected government….

Several places are making progress towards getting this mixture right. The most encouraging example is California. Its system of direct democracy allowed its citizens to vote for contradictory policies, such as higher spending and lower taxes, while closed primaries and gerrymandered districts institutionalised extremism. But over the past five years California has introduced a series of reforms, thanks in part to the efforts of Nicolas Berggruen, a philanthropist and investor. The state has introduced a “Think Long” committee to counteract the short-term tendencies of ballot initiatives. It has introduced open primaries and handed power to redraw boundaries to an independent commission. And it has succeeded in balancing its budget—an achievement which Darrell Steinberg, the leader of the California Senate, described as “almost surreal”.

Similarly, the Finnish government has set up a non-partisan commission to produce proposals for the future of its pension system. At the same time it is trying to harness e-democracy: parliament is obliged to consider any citizens’ initiative that gains 50,000 signatures. But many more such experiments are needed—combining technocracy with direct democracy, and upward and downward delegation—if democracy is to zigzag its way back to health.

John Adams, America’s second president, once pronounced that “democracy never lasts long. It soon wastes, exhausts and murders itself. There never was a democracy yet that did not commit suicide.” He was clearly wrong. Democracy was the great victor of the ideological clashes of the 20th century. But if democracy is to remain as successful in the 21st century as it was in the 20th, it must be both assiduously nurtured when it is young—and carefully maintained when it is mature….(More)
