How Smart Tech Is Transforming Nonprofits


Essay by Allison Fine and Beth Kanter: “Covid-19 created cascades of shortages, disruptions, and problems that rolled downhill and landed in the most vulnerable neighborhoods. In these neighborhoods, it’s often nonprofit organizations that provide services to members of the community. While the pandemic accelerated the need for digital transformation throughout the economy, the nonprofit sector was not immune to the need for nearly overnight innovation. As experts on the use of technology for social good, we’ve observed the many ways that nonprofits have been adopting “smart tech” to further social change in the wake of the pandemic, which we chronicle in our upcoming book, The Smart Nonprofit.

We use “smart tech” as an umbrella term for advanced digital technologies that make decisions for people. It includes artificial intelligence (AI) and its subsets and cousins, such as machine learning, natural language processing, smart forms, chatbots, robots, and more.

The use of smart tech by social service agencies and other nonprofits exploded during the pandemic. When the pandemic began and schools switched to remote learning, many students who relied on school lunches were not able to receive them. Here’s where nonprofits stepped in to use smart technologies for social good. For example, researchers at Carnegie Mellon University used machine learning to flip the system on its head; instead of using buses to deliver children to schools, new bus routes were created to bring meals to children in the Pittsburgh area in the most efficient way.

The use of chatbots to provide support and deliver services to vulnerable populations increased tremendously during the pandemic. For instance, the Rentervention chatbot was developed by the legal aid nonprofits in Illinois to help tenants navigate eviction and other housing issues they were experiencing due to Covid-19. Making change: What works?

Over the last year, IPPR and the Runnymede Trust have sought to understand what we can learn from movements that have made change – as well as those who have fallen short – for our efforts to create change today.

A Fix-It Job for Government Tech


Shira Ovide at the New York Times: “U.S. government technology has a mostly deserved reputation for being expensive and awful.

Computer systems sometimes operate with Sputnik-era software. A Pentagon project to modernize military technology has little to show after five years. During the coronavirus pandemic, millions of Americans struggled to get government help like unemployment insurancevaccine appointments and food stamps because of red tape, inflexible technology and other problems.

Whether you believe that the government should be more involved in Americans’ lives or less, taxpayers deserve good value for the technology we pay for. And we often don’t get it. It’s part of Robin Carnahan’s job to take on this problem.

A former secretary of state for Missouri and a government tech consultant, Carnahan had been one of my guides to how public sector technology could work better. Then in June, she was confirmed as the administrator of the General Services Administration, the agency that oversees government acquisitions, including of technology.

Carnahan said that she and other Biden administration officials wanted technology used for fighting wars or filing taxes to be as efficient as our favorite app.

“Bad technology sinks good policy,” Carnahan told me. “We’re on a mission to make government tech more user-friendly and be smarter about how we buy it and use it.”

Carnahan highlighted three areas she wanted to address: First, change the process for government agencies to buy technology to recognize that tech requires constant updates. Second, simplify the technology for people using government services. And third, make it more appealing for people with tech expertise to work for the government, even temporarily.

All of that is easier said than done, of course. People in government have promised similar changes before, and it’s not a quick fix. Technology dysfunction is also often a symptom of poor policies.

How Courts Embraced Technology, Met the Pandemic Challenge, and Revolutionized Their Operations


Report by The Pew Charitable Trusts: “To begin to assess whether, and to what extent, the rapid improvements in court technology undertaken in 2020 and 2021 made the civil legal system easier to navigate, The Pew Charitable Trusts examined pandemic-related emergency orders issued by the supreme courts of all 50 states and Washington, D.C. The researchers supplemented that review with an analysis of court approaches to virtual hearings, e-filing, and digital notarization, with a focus on how these tools affected litigants in three of the most common types of civil cases: debt claims, evictions, and child support. The key findings of this research are:

  • Civil courts’ adoption of technology was unprecedented in pace and scale. Despite having almost no history of using remote civil court proceedings, beginning in March 2020 every state and D.C. initiated online hearings at record rates to resolve many types of cases. For example, the Texas court system, which had never held a civil hearing via video before the pandemic, conducted 1.1 million remote proceedings across its civil and criminal divisions between March 2020 and February 2021. Similarly, Michigan courts held more than 35,000 video hearings totaling nearly 200,000 hours between April 1 and June 1, 2020, compared with no such hearings during the same two months in 2019.Courts moved other routine functions online as well. Before the pandemic, 37 states and D.C. allowed people without lawyers to electronically file court documents in at least some civil cases. But since March 2020, 10 more states have created similar processes, making e-filing available to more litigants in more jurisdictions and types of cases. In addition, after 11 states and D.C. made pandemic-driven changes to their policies on electronic notarization (e-notarization), 42 states and D.C. either allowed it or had waived notarization requirements altogether as of fall 2020.
  • Courts leveraged technology not only to stay open, but also to improve participation rates and help users resolve disputes more efficiently. Arizona civil courts, for example, saw an 8% drop year-over-year in June 2020 in the rate of default, or automatic, judgment—which results when defendants fail to appear in court—indicating an increase in participation. Although national and other state data is limited, court officials across the country, including judges, administrators, and attorneys, report increases in civil court appearance rates.

IDEA Report: “The world is becoming more authoritarian as non-democratic regimes become even more brazen in their repression and many  democratic governments suffer from backsliding by adopting their tactics of restricting free speech and weakening the rule of law, exacerbated by what threatens to become a “new normal” of Covid-19 restrictions. For the fifth consecutive year, the number of countries moving in an authoritarian direction exceeds the number of countries moving in a democratic direction. In fact, the number moving in the direction of authoritarianism is three times the number moving towards democracy. …

Yet, democracy is resilient.

Protest and civic action are alive and well.  Pro-democracy movements have braved repression around the world, and global social movements for tackling climate change and fighting racial inequalities have emerged. In spite of restrictions, more than three-quarters of countries have experienced protests during the pandemic.

Decolonizing Innovation

The fate of Kenya’s Silicon Savannah should serve as a cautionary tale about exporting Western models to the Global South. The idea of an African Silicon Valley emerged around 2011 amidst the digital technology ecosystem developing in Nairobi. The success of Nairobi’s first innovation hub inspired many imitators and drove ambitious plans by the government to build a new innovation district in the city. The term “Silicon Savannah” captured these aspirations and featured in a series of blog posts, white papers, and consultancy reports. Advocates argued that Nairobi could leapfrog other innovation centers due to lower entry barriers and cost advantages.

These promises caught the attention of many tech entrepreneurs and policymakers—including President Barack Obama, who cohosted the 2015 Global Entrepreneurship Summit in Kenya. As part of its Silicon Savannah vision, the Kenyan government proposed to build a “smart city” called Konza Technopolis in the south of Nairobi. This government-led initiative—designed with McKinsey consultants—was supposed to help turn Kenya into a “middle-income country providing a high quality life to all its citizens by the year 2030.” The city was proposed to attract investors, create jobs at a mass scale, and use technology to manage the city effectively and efficiently. Its website identified Konza as the place where “Africa’s silicon savannah begins.” Years later, the dream remains unfulfilled. As Kenyan writer Carey Baraka’s has recently detailed, the plan has only reinforced existing inequalities as it caters mainly to international multinationals and the country’s wealthy elite.

One of the most important lessons to be derived from studying such efforts to import foreign technologies and innovation models is that they inevitably come with ideological baggage. Silicon Valley is not just a theoretical model for economic growth: it represents a whole way of life, carrying with it all kinds of implications for how people think about themselves, each other, and their place in the world. Venture capital pitching sessions prize what is most monetizable, what stands to deliver the greatest return on investment, and what offers the earliest exit opportunities. Breznitz is right to criticize this way of thinking, but similar worries arise about his own examples, which say little about environmental sustainability or maintaining the integrity of local communities. Neoliberal modes of private capital accumulation are not value neutral, and we must be sensitive to the way innovation models are situated in uneven structures of power, discourse, and resource distribution…(More)”.

Randomistas vs. Contestistas


Excerpt by By Beth Simone Noveck: “Social scientists who either run experiments or conduct systematic reviews tend to be fervent proponents of the value of RCTs. But that evidentiary hierarchy—what some people call the “RCT industrial complex”—may actually lead us to discount workable solutions just because there is no accompanying RCT.

A trawl of the solution space shows that successful interventions developed by entrepreneurs in business, philanthropy, civil society, social enterprise, or business schools who promote and study open innovation, often by developing and designing competitions to source ideas, often come from more varied places. Uncovering these exciting social innovations lays bare the limitations of confining a definition of what works only to RCTs.

Many more entrepreneurial and innovative solutions are simply not tested with an RCT and are not the subject of academic study. As one public official said to me, you cannot saddle an entrepreneur with having to do a randomized controlled trial (RCT), which they do not have the time or know-how to do. They are busy helping real people, and we have to allow them “to get on with it.”

For example, MIT Solve, which describes itself as a marketplace for socially impactful innovation designed to identify lasting solutions to the world’s most pressing problems. It catalogs hundreds of innovations in use around the world, like Faircap, a chemical-free water filter used in Mozambique, or WheeLog!, an application that enables individuals and local governments to share accessibility information in Tokyo.

Research funding is also too limited (and too slow) for RCTs to assess every innovation in every domain. Many effective innovators do not have the time, resources, or know-how to partner with academic researchers to conduct a study, or they evaluate projects by some other means.

There are also significant limitations to RCTs. For a start, systematic evidence reviews are quite slow, frequently taking upward of two years, and despite published standards for review, there is a lack of transparency. Faster approaches are important. In addition, many solutions that have been tested with an RCT clearly do not work. Interestingly, the first RCT in an area tends to produce an inflated effect size….(More)”.
