An API for "We the People"


WeThePeopleThe White House Blog: “We can’t talk about We the People without getting into the numbers — more than 8 million users, more than 200,000 petitions, more than 13 million signatures. The sheer volume of participation is, to us, a sign of success.
And there’s a lot we can learn from a set of data that rich and complex, but we shouldn’t be the only people drawing from its lessons.
So starting today, we’re making it easier for anyone to do their own analysis or build their own apps on top of the We the People platform. We’re introducing the first version of our API, and we’re inviting you to use it.

This API provides read-only access to data on all petitions that passed the 150 signature threshold required to become publicly-available on the We the People site. For those who don’t need real-time data, we plan to add the option of a bulk data download in the near future. Until that’s ready, an incomplete sample data set is available for download here.”

Two-Way Citizen Engagement


StuffGovernment Technology: “A couple of years ago, a conversation was brewing among city leaders in the Sacramento, Calif., suburb of Elk Grove — the city realized it could no longer afford to limit interactions with an increasingly smartphone-equipped population to between the hours of 8 a.m. and 5 p.m… The city considered several options, including a vendor-built mobile app tailor-made to meet its specific needs. And during this process, the city discovered civic engagement startup PublicStuff. Founded by Forbes’ 30 Under 30 honoree Lily Liu, the company offers a service request platform that lets users report issues of concern to the city.

Liu, who previously held positions with both New York City and Long Beach, Calif., realized that many cities couldn’t afford a full-blown 311 call center system to handle citizen requests. Many need a less expensive way of providing responsive customer service to the community. PublicStuff now fills that need for more than 200 cities across the country.”

Cybersecurity Issues in Social Media and Crowdsourcing


trustworthy_thumbWilson Center: ” The Commons Lab today released a new policy memo exploring the vulnerabilities facing the widespread use and acceptance of social media and crowdsourcing. This is the second publication in the project’s policy memo series.
Using real-world examples, security expert George Chamales describes the most-pressing cybersecurity vulnerabilities in this space and calls for the development of best practices to address these vulnerabilities, ultimately concluding that it is possible for institutions to develop trust in the emerging technologies. From the memo’s executive summary:
Individuals and organizations interested in using social media and crowdsourcing currently lack two key sets of information: a systematic assessment of the vulnerabilities in these technologies and a comprehensive set of best practices describing how to address those vulnerabilities. Identifying those vulnerabilities and developing those best practices are necessary to address a growing number of incidents ranging from innocent mistakes to targeted attacks that have claimed lives and cost millions of dollars.

Primer on Crowdfunding


crowdfundingPrimer by ValuationApp: “Crowdfunding can be defined as raising funds from the general public usually through internet platforms in order to support a project started by an individual or an organization….Crowdfunding is essentially a subset of Crowdsourcing; a process where organizations reach out to their customers and the general public, and outsource some of their functions to the public in order to get feedback, ideas and solutions. In crowdsourcing, the participants either work for free or for a very small amount…the first historically documented crowdfunding event was the completion of the Statue of Liberty in 1885, where the city reached out to the crowd through newspapers and part of the money required to build the statue was contributed by the citizens…
Several benefits of crowdfunding have been discussed in the previous sections, so in this section let’s cut right to the chase and present points in the most compact form. Through crowdfunding, individuals and organizations can:

  1. Reach out to a wide range of people all over the world.
  2. Raise large amounts of funds while simultaneously creating their own brand identity.
  3. Gain valuable feedback on the product/service/project they are raising the funds for.
  4. Turn funders into future customers.
  5. Stop depending on large investment from investors and thus enjoy minimum interference from the investors.

"Imagery to the Crowd"


Description: “The Humanitarian Information Unit (HIU), a division within the Office of the Geographer and Global Issues at the U.S. Department of State, is working to increase the availability of spatial data in areas experiencing humanitarian emergencies. Built from a crowdsourcing model, the new “Imagery to the Crowd” process publishes high-resolution commercial satellite imagery, purchased by the Unites States Government, in a web-based format that can be easily mapped by volunteers.
The digital map data generated by the volunteers are stored in a database maintained by OpenStreetMap (OSM), a UK-registered non-profit foundation, under a license that ensures the data are freely available and open for a range of uses (http://osm.org). Inspired by the success of the OSM mapping effort after the 2010 Haiti earthquake, the Imagery to the Crowd process harnesses the combined power of satellite imagery and the volunteer mapping community to help aid agencies provide informed and effective humanitarian assistance, and plan recovery and development activities.

The Wise Way to Crowdsource a Manhunt


in the New Yorker: “If Reddit were looking for a model to follow, it could use NASA’s Clickworkers experiment, which in 2000-01 let tens of thousands of amateurs look at photos of Mars in order to identify craters on the planet and classify them by age. That study found that the aggregated judgments of the amateur “clickworkers” were “virtually indistinguishable from the inputs of a geologist with years of experience.”
The problem from Reddit’s perspective, of course, is that this method of sleuthing would be far less exciting for users, and would probably generate less traffic, than its current free-for-all approach. The point of the “find-the-bombers” subthread, after all, wasn’t just to find the bombers—it was also to connect and talk with others, and to feel like you were part of a virtual community. But valuable as that experience may have been for users, it also diminished the chances of the community coming up with useful information. Reddit has done an excellent job of being engaging. Now it needs to figure out if it wants to be effective”.

Crowd diagnosis could spot rare diseases doctors miss


New Scientist: “Diagnosing rare illnesses could get easier, thanks to new web-based tools that pool information from a wide variety of sources…CrowdMed, launched on 16 April at the TedMed conference in Washington DC, uses crowds to solve tough medical cases.

Anyone can join CrowdMed and analyse cases, regardless of their background or training. Participants are given points that they can then use to bet on the correct diagnosis from lists of suggestions. This creates a prediction market, with diagnoses falling and rising in value based on their popularity, like stocks in a stock market. Algorithms then calculate the probability that each diagnosis will be correct. In 20 initial test cases, around 700 participants identified each of the mystery diseases as one of their top three suggestions….

Frustrated patients and doctors can also turn to FindZebra, a recently launched search engine for rare diseases. It lets users search an index of rare disease databases looked after by a team of researchers. In initial trials, FindZebra returned more helpful results than Google on searches within this same dataset.”

Data for the Boston Marathon Investigation Will Be Crowdsourced


WIRED: “The investigation of Monday’s deadly twin bombings in Boston will rely to an extraordinary extent on crowdsourced surveillance, provided by Marathon spectators’ cellphone photos, Vine videos, and Instagram feeds….There are limits to the crowdsourcing. The data used in the investigation will be crowdsourced. The investigation will not be. A crowdsourced investigation runs a high risk of becoming a witchhunt, as we saw in the Newton shooting spree.”

Medical Care, Aided by the Crowd


New York Times profile of a new crowdsourced service: “Watsi, which started last August, lets people donate as little as $5 toward low-cost, high-impact medical treatment for patients in third-world countries. The procedures range from relatively simple ones like fixing a broken limb to more complicated surgery — say, to remove an eye tumor. But the treatments generally have a high likelihood of success and don’t involve multiple operations or long-term care… Watsi represents the next generation of charities dependent on online donors, evolving the model started by sites like Kiva. With just a few mouse clicks, Kiva users, say, are able to lend money to a restaurant owner in the Philippines — and to examine her loan proposal and repayment schedule, to read about her and see her photograph.”

Crowdscaling


“Crowdscaling taps into the energy of people around the world that want to contribute. […] It grows and scales its impact outward by empowering the success of others.”

Let’s consider these numbers that were shared in February of this year:

  • 3,190 TEDx events have happened around the world (since 2009)
  • 800 cities around the world have hosted one or more TEDx event
  • 126 countries have hosted one or more TEDx events
  • 12,900 TEDxTalks have been delivered

The first TEDx organizer, Krisztina “Z” Holly, explains these numbers of  growth in the Huffington Post as resulting from “crowdscaling”:

“Like crowdsourcing, crowdscaling taps into the energy of people around the world that want to contribute. But while crowdsourcing pulls in ideas and content from outside the organization, crowdscaling grows and scales its impact outward by empowering the success of others.”

Krisztina identifies two critical success factors behind “crowdscaling”:

  • Adopting a “platform” model of institutional organization

“It is a business strategy that, instead of using a top-down, command-and-control approach for growth, builds on the nature of today’s hyper-connected, open, and globalized world to leverage customers, partners, even competitors. Organizations can achieve enormous scale and influence by creating the platform on which others can build, and aligning stakeholders so they feel partial ownership of the movement.”

  • Strong commitment from the top

“While the approach requires only modest investment, it does need a large commitment from the top. It can make typical leaders very uneasy, because they are no longer in complete control. (Imagine having over a thousand volunteer teams, who aren’t employed by you and can’t be fired by you, creating events around the world in your name! That’s enough to give a typical corporate executive night sweats.)”
