Citizen science and the potential for mobility policy – Introducing the Bike Barometer


Paper by Tom Storme et al: “In this paper, we report on a citizen science pilot project involving adolescents who digitize and assess their daily home-to-school routes in different school neighborhoods in Flanders (Belgium). As part of this pilot project, a web-based platform, called the “Bike Barometer” (“Fietsbarometer” in Dutch) was developed. We introduce the tool in this paper and summarize the insights gained from the pilot. From the official launch of the platform in March until the end of the pilot in June 2020, 1,256 adolescents from 31 schools digitized 5657 km of roads, of which 3,750 km were evaluated for cycling friendliness and safety. The added value and potential of citizen science in general and the platform in particular are illustrated. The results offer detailed (spatial) insights into local safety conditions for Flanders and for specific school neighborhoods. The potential for mobility policy is twofold: (i) the cycling friendliness and traffic flows in school environments can be monitored over time and (ii) the platform has the potential to create local ecosystems of adolescents and teachers (both considered citizen scientists here) and policymakers. Two key pitfalls are identified as well: the need for a critical mass of citizen scientists and a minimum level of commitment required from local policymakers. Article by Emily Davies: “Chris Ford stepped on the gas in his police cruiser and rolled down Gold Cup Drive to catch the SUV pushing 30 mph in a 15 mph zone. Eleven hours and 37 minutes into his shift, the corporal was ready for his first traffic stop of the day.

“Look at him being sneaky,” Fordsaid, his blue lights flashing on a quiet road in this small town where a busy day could mean animals escaped from a local slaughterhouse.

Ford parked, walked toward the SUV and greeted the man who had ignored the speed limit at exactly the wrong time.

“I was doing 15,” said the driver, a Black man in a mostly White neighborhood of a mostly White town.

The officertook his license and registration back to the cruiser.

“Every time I pull over someone of color, they’re standoffish with me. Like, ‘Here’s a White police officer, here we go again.’ ” Ford, 56, said. “So I just try to be nice.”

Ford knew the stop would be scrutinized — and not just by the reporter who was allowed to ride along on his shift.

After every significant encounter with residents, officers in Warrenton are required to hand out a QR code, which is on the back of their business card, asking for feedback on the interaction. Through a series of questions, citizens can use a star-based system to rate officers on their communication, listening skills and fairness. The responses are anonymous and can be completed any time after the interaction to encourage people to give honest assessments. The program, called Guardian Score, is supposed to give power to those stopped by police in a relationship that has historically felt one-sided — and to give police departments a tool to evaluate their force on more than arrests and tickets.

Citizens of Worlds: Open-Air Toolkits for Environmental Struggle

The effects on our bodies and our planet are perilous. Citizens of Worlds is the first thorough study of the increasingly widespread use of digital technologies to monitor and respond to air pollution. It presents practice-based research on working with communities and making sensor toolkits to detect pollution while examining the political subjects, relations, and worlds these technologies generate. Citizen power mobilized to fight against mosquito borne diseases


GigaBlog: “Just out in GigaByte is the latest data release from Mosquito Alert, a citizen science system for investigating and managing disease-carrying mosquitoes, and is part of our WHO-sponsored series on vector borne human diseases. Presenting 13,700 new database records in the Global Biodiversity Information Facility (GBIF) repository, all linked to photographs submitted by citizen volunteers and validated by entomological experts to determine if it provides evidence of the presence of any of the mosquito vectors of top concern in Europe. This is the latest of a new special issue of papers presenting biodiversity data for research on human diseases health, incentivising data sharing to fill important particular species and geographic gaps. As big fans of citizen science (and Mosquito Alert), its great to see this new data showcased in the series.

Vector-borne diseases account for more than 17% of all infectious diseases in humans. There are large gaps in knowledge related to these vectors, and data mobilization campaigns are required to improve data coverage to help research on vector-borne diseases and human health. As part of these efforts, GigaScience Press has partnered with the GBIF; and has been supported by TDR, the Special Programme for Research and Training in Tropical Diseases, hosted at the World Health Organization. Through this we launched this “Vectors of human disease” thematic series. Incentivising the sharing of this extremely important data, Article Processing Charges have been waived to assist with the global call for novel data. This effort has already led to the release of newly digitised location data for over 600,000 vector specimens observed across the Americas and Europe.

While paying credit to such a large number of volunteers, creating such a large public collection of validated mosquito images allows this dataset to be used to train machine-learning models for vector detection and classification. Sharing the data in this novel manner meant the authors of these papers had to set up a new credit system to evaluate contributions from multiple and diverse collaborators, which included university researchers, entomologists, and other non-academics such as independent researchers and citizen scientists. Tech Inclusion for Excluded Communities


Essay by  Linda Jakob Sadeh & Smadar Nehab: “Companies often offer practical trainings to address the problem of diversity in high tech, acknowledging the disadvantages that members of excluded communities face and trying to level the playing field in terms of expertise and skills. But such trainings often fail in generating mass participation among excluded communities in tech professions. Beyond the professional knowledge and hands-on technical experience that these trainings provide, the fundamental social, ethnic, and economic barriers often remain unaddressed.

Thus, a paradoxical situation arises: On the one hand, certain communities are excluded from high tech and from the social mobility it affords. On the other hand, even when well-meaning companies wish to hire from these communities and implement diversity and inclusion measures that should make doing so possible, the pool of qualified and interested candidates often remains small. Members of the excluded communities remain discouraged from studying or training for these professions and from joining economic growth sectors, particularly high tech.

Tech Inclusion, the model we advance in this article, seeks to untangle this paradox. It takes a sincere look at the social and economic barriers that prevent excluded communities from participating in the tech industry. The Need for New Methods to Establish the Social License for Data Reuse

Verhulst & Sampriti Saxena at Data & Policy: “Data has rapidly emerged as an invaluable asset in societies and economies, leading to growing demands for innovative and transformative data practices. One such practice that has received considerable attention is data reuse. Data reuse is at the forefront of an emerging “third wave of open data” (Verhulst et al., 2020). Data reuse takes place when data collected for one purpose is used subsequently for an alternative purpose, typically with the justification that such secondary use has potential positive social impact (Choo et al., 2021). Since data is considered a non-rivalrous good, it can be used an infinite number of times, each use potentially bringing new insights and solutions to public problems (OECD, 2021). Data reuse can also lead to lower project costs and more sustainable outcomes for a variety of data-enabled initiatives across sectors.

A social license, or social license to operate, captures multiple stakeholders’ acceptance of standard practices and procedures (Kenton, 2021). Stakeholders, in this context, could refer to both the public and private sector, civil society, and perhaps most importantly, the public at large. Although the term originated in the context of extractive industries, it is now applied to a much broader range of businesses including technologies like artificial intelligence (Candelon et al., 2022). As data becomes more commonly compared to exploitative practices like mining, it is only apt that we apply the concept of social licenses to the data ecosystem as well (Aitken et al., 2020).

“Co-construction” in Deliberative Democracy: Lessons from the French Citizens’ Convention for Climate

Giraudet et al: “Launched in 2019, the French Citizens’ Convention for Climate (CCC) tasked 150 randomly-chosen citizens with proposing fair and effective measures to fight climate change. This was to be fulfilled through an “innovative co-construction procedure,” involving some unspecified external input alongside that from the citizens. Did inputs from the steering bodies undermine the citizens’ accountability for the output? Did co-construction help the output resonate with the general public, as is expected from a citizens’ assembly? To answer these questions, we build on our unique experience in observing the CCC proceedings and documenting them with qualitative and quantitative data. We find that the steering bodies’ input, albeit significant, did not impair the citizens’ agency, creativity and freedom of choice. While succeeding in creating consensus among the citizens who were involved, this co-constructive approach however failed to generate significant support among the broader public. Can politicians and citizens deliberate together? Evidence from a local deliberative mini-public

Typically, mini-publics are most effective politically and can have the most impact on policy-making when they are connected to democratic decision-making processes. Theorists have put forward possible mechanisms that may enhance this linkage, one of which is involving politicians within mini-publics with citizens. However, although much research to date has focussed on mini-publics with many citizen participants, there is little analysis of mini-publics with politicians as coparticipants. In this study, we ask how involving politicians in mini-publics influences both participating citizens’ opinions and citizens’ and politicians’ perceptions of the quality of the mini-public deliberations. We organised an online mini-public, together with the City of Turku, Finland, on the topic of transport planning. The participants (n = 171) were recruited from a random sample and discussed the topic in facilitated small groups (n = 21). Pre- and postdeliberation surveys were collected. The effect of politicians on mini-publics was studied using an experimental intervention: in half of the groups, local politicians (two per group) participated, whereas in the other half, citizens deliberated among themselves. Although we found that the participating citizens’ opinions changed, no trace of differences between the two treatment groups was reported. We conclude that politicians, at least when they are in a clear minority in the deliberating small groups, can deliberate with citizens without negatively affecting internal inclusion and the quality of deliberation within mini-publics….(More)”.
