New book on “Paul Otlet and the Birth of the Information Age”: “The dream of capturing and organizing knowledge is as old as history. From the archives of ancient Sumeria and the Library of Alexandria to the Library of Congress and Wikipedia, humanity has wrestled with the problem of harnessing its intellectual output. The timeless quest for wisdom has been as much about information storage and retrieval as creative genius.
In Cataloging the World, Alex Wright introduces us to a figure who stands out in the long line of thinkers and idealists who devoted themselves to the task. Beginning in the late nineteenth century, Paul Otlet, a librarian by training, worked at expanding the potential of the catalog card, the world’s first information chip. From there followed universal libraries and museums, connecting his native Belgium to the world by means of a vast intellectual enterprise that attempted to organize and code everything ever published. Forty years before the first personal computer and fifty years before the first browser, Otlet envisioned a network of “electric telescopes” that would allow people everywhere to search through books, newspapers, photographs, and recordings, all linked together in what he termed, in 1934, a réseau mondial–essentially, a worldwide web.
Otlet’s life achievement was the construction of the Mundaneum–a mechanical collective brain that would house and disseminate everything ever committed to paper. Filled with analog machines such as telegraphs and sorters, the Mundaneum–what some have called a “Steampunk version of hypertext”–was the embodiment of Otlet’s ambitions. It was also short-lived. By the time the Nazis, who were pilfering libraries across Europe to collect information they thought useful, carted away Otlet’s collection in 1940, the dream had ended. Broken, Otlet died in 1944.
Wright’s engaging intellectual history gives Otlet his due, restoring him to his proper place in the long continuum of visionaries and pioneers who have struggled to classify knowledge, from H.G. Wells and Melvil Dewey to Vannevar Bush, Ted Nelson, Tim Berners-Lee, and Steve Jobs. Wright shows that in the years since Otlet’s death the world has witnessed the emergence of a global network that has proved him right about the possibilities–and the perils–of networked information, and his legacy persists in our digital world today, captured for all time…”

Open Data Is Open for Business


Jeffrey Stinson at Stateline: ” Last month, web designer Sean Wittmeyer and colleague Wojciech Magda walked away with a $25,000 prize from the state of Colorado for designing an online tool to help businesses decide where to locate in the state.
The tool, called “Beagle Score,” is a widget that can be embedded in online commercial real estate listings. It can rate a location by taxes and incentives, zoning, even the location of possible competitors – all derived from about 30 data sets posted publicly by the state of Colorado and its municipalities.
The creation of Beagle Score is an example of how states, cities, counties and the federal government are encouraging entrepreneurs to take raw government data posted on “open data” websites and turn the information into products the public will buy.
“The (Colorado contest) opened up a reason to use the data,” said Wittmeyer, 25, of Fort Collins. “It shows how ‘open data’ can solve a lot of challenges. … And absolutely, we can make it commercially viable. We can expand it to other states, and fairly quickly.”
Open-data advocates, such as President Barack Obama’s former information chief Vivek Kundra, estimate a multibillion-dollar industry can be spawned by taking raw government data files on sectors such as weather, population, energy, housing, commerce or transportation and turn them into products for the public to consume or other industries to pay for.
They can be as simple as mobile phone apps identifying every stop sign you will encounter on a trip to a different town, or as intricate as taking weather and crops data and turning it into insurance policies farmers can buy.

States, Cities Sponsor ‘Hackathons’

At least 39 states and 46 cities and counties have created open-data sites since the federal government, Utah, California and the cities of San Francisco and Washington, D.C., began opening data in 2009, according to the federal site, Data.gov.
Jeanne Holm, the federal government’s Data.gov “evangelist,” said new sites are popping up and new data are being posted almost daily. The city of Los Angeles, for example, opened a portal last week.
In March, Democratic New York Gov. Andrew Cuomo said that in the year since it was launched, his state’s site has grown to some 400 data sets with 50 million records from 45 agencies. Available are everything from horse injuries and deaths at state race tracks to maps of regulated child care centers. The most popular data: top fishing spots in the state.
State and local governments are sponsoring “hackathons,” “data paloozas,” and challenges like Colorado’s, inviting businesspeople, software developers, entrepreneurs or anyone with a laptop and a penchant for manipulating data to take part. Lexington, Kentucky, had a civic hackathon last weekend. The U.S. Transportation Department and members of the Geospatial Transportation Mapping Association had a three-day data palooza that ended Wednesday in Arlington, Virginia.
The goals of the events vary. Some, like Arlington’s transportation event, solicit ideas for how government can present its data more effectively. Others seek ideas for mining it.
Aldona Valicenti, Lexington’s chief information officer, said many cities want advice on how to use the data to make government more responsive to citizens, and to communicate with them on issues ranging from garbage pickups and snow removal to upcoming civic events.
Colorado and Wyoming had a joint hackathon last month sponsored by Google to help solve government problems. Colorado sought apps that might be useful to state emergency personnel in tracking people and moving supplies during floods, blizzards or other natural disasters. Wyoming sought help in making its tax-and-spend data more understandable and usable by its citizens.
Unless there’s some prize money, hackers may not make a buck from events like these, and participate out of fun, curiosity or a sense of public service. But those who create an app that is useful beyond the boundaries of a particular city or state, or one that is commercially valuable to business, can make serious money – just as Beagle Score plans to do. Colorado will hold onto the intellectual property rights to Beagle Score for a year. But Wittmeyer and his partner will be able to profit from extending it to other states.

States Trail in Open Data

Open data is an outgrowth of the e-government movement of the 1990s, in which government computerized more of the data it collected and began making it available on floppy disks.
States often have trailed the federal government or many cities in adjusting to the computer age and in sharing information, said Emily Shaw, national policy manager for the Sunlight Foundation, which promotes transparency in government. The first big push to share came with public accountability, or “checkbook” sites, that show where government gets its revenue and how it spends it.
The goal was to make government more transparent and accountable by offering taxpayers information on how their money was spent.
The Texas Comptroller of Public Accounts site, established in 2007, offers detailed revenue, spending, tax and contracts data. Republican Comptroller Susan Combs’ office said having a one-stop electronic site also has saved taxpayers about $12.3 million in labor, printing, postage and other costs.
Not all states’ checkbook sites are as openly transparent and detailed as Texas, Shaw said. Nor are their open-data sites. “There’s so much variation between the states,” she said.
Many state legislatures are working to set policies for releasing data. Since the start of 2010, according to the National Conference of State Legislatures, nine states have enacted open-data laws, and more legislation is pending. But California, for instance, has been posting open data for five years without legislation setting policies.
Just as states have lagged in getting data out to the public, less of it has been turned into commercial use, said Joel Gurin, senior adviser at the Governance Lab at New York University and author of the book “Open Data Now.”
Gurin leads Open Data 500, which identifies firms that that have made products from open government data and turned them into regional or national enterprises. In April, it listed 500. It soon may expand. “We’re finding more and more companies every day,” he said. “…

Choice, Rules and Collective Action


New book on “The Ostroms on the Study of Institutions and Governance”: “This volume brings a set of key works by Elinor Ostrom, co-recipient of the Nobel Prize in Economic Sciences, together with those of Vincent Ostrom, one of the originators of Public Choice political economy. The two scholars introduce and expound their approaches and analytical perspectives on the study of institutions and governance.
The book puts together works representing the main analytical and conceptual vehicles articulated by the Ostroms to create the Bloomington School of public choice and institutional theory. Their endeavours sought to ‘re-establish the priority of theory over data collection and analysis’, and to better integrate theory and practice.
These efforts are illustrated via selected texts, organised around three themes: the political economy and public choice roots of their work in creating a distinct branch of political economy; the evolutionary nature of their work that led them to go beyond mainstream public choice, thereby enriching the public choice tradition itself; and, finally, the foundational and epistemological dimensions and implications of their work.”

Closing the Feedback Loop: Can Technology Bridge the Accountability Gap


(WorldBank) Book edited by Björn-Sören Gigler and Savita Bailur:  “This book is a collection of articles, written by both academics and practitioners as an evidence base for citizen engagement through information and communication technologies (ICTs). In it, the authors ask: how do ICTs empower through participation, transparency and accountability? Specifically, the authors examine two principal questions: Are technologies an accelerator to closing the “accountability gap” – the space between the supply (governments, service providers) and demand (citizens, communities, civil society organizations or CSOs) that requires bridging for open and collaborative governance? And under what conditions does this occur? The introductory chapters lay the theoretical groundwork for understanding the potential of technologies to achieving intended goals. Chapter 1 takes us through the theoretical linkages between empowerment, participation, transparency and accountability. In Chapter 2, the authors devise an informational capability framework, relating human abilities and well-being to the use of ICTs. The chapters to follow highlight practical examples that operationalize ICT-led initiatives. Chapter 3 reviews a sample of projects targeting the goals of transparency and accountability in governance to make preliminary conclusions around what evidence exists to date, and where to go from here. In chapter 4, the author reviews the process of interactive community mapping (ICM) with examples that support general local development and others that mitigate natural disasters. Chapter 5 examines crowdsourcing in fragile states to track aid flows, report on incitement or organize grassroots movements. In chapter 6, the author reviews Check My School (CMS), a community monitoring project in the Philippines designed to track the provision of services in public schools. Chapter 7 introduces four key ICT-led, citizen-governance initiatives in primary health care in Karnataka, India. Chapter 8 analyzes the World Bank Institute’s use of ICTs in expanding citizen project input to understand the extent to which technologies can either engender a new “feedback loop” or ameliorate a “broken loop”. The authors’ analysis of the evidence signals ICTs as an accelerator to closing the “accountability gap”. In Chapter 9, the authors conclude with the Loch Ness model to illustrate how technologies contribute to shrinking the gap, why the gap remains open in many cases, and what can be done to help close it. This collection is a critical addition to existing literature on ICTs and citizen engagement for two main reasons: first, it is expansive, covering initiatives that leverage a wide range of technology tools, from mobile phone reporting to crowdsourcing to interactive mapping; second, it is the first of its kind to offer concrete recommendations on how to close feedback loops.”

Innovation And Inequality


Edited book on “Emerging Technologies in an Unequal World”: “Susan Cozzens, Dhanaraj Thakur, and the other co-authors ask how the benefits and costs of emerging technologies are distributed amongst different countries – some rich and some poor. Examining the case studies of five technologies across eight countries in Africa, Europe and the Americas, the book finds that the distributional dynamics around a given technology are influenced by the way entrepreneurs and others package the technology, how governments promote it and the existing local skills and capacity to use it. These factors create social and economic boundaries where the technology stops diffusing between and within countries. The book presents a series of recommendations for policy-makers and private sector actors to move emerging technologies beyond these boundaries and improve their distributional outcomes.
Offering a broad range of mature and relatively new emerging technologies from a diverse set of countries, the study will strongly appeal to policy-makers in science, technology and innovation policy. E-Expertise: Modern Collective Intelligence

The Collective Intelligence Handbook: an open experiment


Michael Bernstein: “Is there really a wisdom of the crowd? How do we get at it and understand it, utilize it, empower it?
You probably have some ideas about this. I certainly do. But I represent just one perspective. What would an economist say? A biologist? A cognitive or social psychologist? An artificial intelligence or human-computer interaction researcher? A communications scholar?
For the last two years, Tom Malone (MIT Sloan) and I (Stanford CS) have worked to bring together all these perspectives into one book. We are nearing completion, and the Collective Intelligence Handbook will be published by the MIT Press later this year. I’m still relatively dumbfounded by the rockstar lineup we have managed to convince to join up.
